## Legal and administrative information 

Nature of governing document and constitution of the Charity: 

The Charity is governed by a Trust Deed dated 19 June 2006 and is constituted and managed by its trustees. 

The Charity is also known by its acronym, “OPSA”.

Financial Statements For the Year Ended 31st December 2021 

The Trustees are pleased to present their report together with the accounts of the Charity for the year ended 31 December 2021. 

Legal and administrative information forms part of this report. The accounts comply with the Charity’s governing document and applicable law. 

## Objectives of the charity 

The charity’s objectives, as set out in its governing document are: 

- 1 The relief of sickness among persons in such need, in third world countries by the provision of medical teams and equipment, to carry out life-enhancing reconstructive surgery, particularly but not exclusively for children requiring cleft lip and palate surgery in Asia 

- 2 To advance the teaching and training of local healthcare professionals, in the field of surgery, anaesthesia and pre-operative practice in general 

- 3 For the acquisition of basic general medical, surgical and anaesthetic equipment necessary for the above functions. 

## Achievements and performance 

## Activity and performance 

No surgical camps were undertaken in 2021 because of: 

- a) strict travel restrictions and 

b) the need to support UK health care service during this time, by the clinicians involved in the surgical cleft camps. 

However, cleft surgery and treatment continued to take place at the Cleft Hospital, and we maintained contact 

and regular updates with the team there, offering the cleft surgeons the support (surgical skills) they needed, remotely (Mr Riaz). 

## Update on the hospital 

The original plans to build an extension to the hospital (including operating theatres, sterile services, and intensive care unit) have been reviewed and are on hold temporarily. After further consideration, and after seeking expert advice it was agreed that there is significant and unused/ badly utilised floor space within the original building, which, after reconfiguration will be completely adequate for improved and additional services.

Trustees’ Report For the Year Ended 31st December 2021 

A business associate, a British Pakistani business man, who has much experience in developing health care facilities is looking into this further on our behalf. He is keen to support the hospital and the programme, as one of his number of charitable projects in Pakistan. He has significant resources in many areas, which we know will be invaluable in helping to fasciliate this work. 

We are very conscious that the funds raised and donated by our benefactors must be used in the most cost effective way as possible, hence the U-turn on the original plans. Literally, every penny/ rupee counts. 

In 2021 OPSA donated £150,000 for this work. It was confirmed that these funds would remain ‘ring-fenced' until such time as revised plans are drawn up, and work can begin. Our business associate pledged that whatever OPSA managed to donate he would match, in order to start work on the proposed building/reconfiguration work. At the time of writing this report, no plans had been agreed. 

## Going Forward 

The strategy going forward is for these camps to primarily focus on the teaching and training of plastic surgeons from across Pakistan, specifically those who wish to undertake cleft lip and palate surgery, for the benefit of all Pakistani communities. Until recent years, our objective was very reactive - to offer surgery to as many patients as possible who needed the treatment, during our time there. Now, with the service growing at the Cleft Hospital, and a greater awareness of its existence, we need to focus on sustainability of the service, including all the ancillary services which are required for the care of these patients. 

## Fundraising: 

There have been no specific fundraising activities during 2021, again because of the uncertainty of being able to carry them out. This will be reviewed regularly based on current government guidelines in respect of the covid-19 pandemic. 

We believe that we still have the support of the Emirates Airline Foundation, which is encouraging, and of enormous value to us. 

## Financial Review 

At the year-end, we held bank and cash balances of £108,137 all of which is unrestricted funds. These funds are held for the sole purpose of allowing us to continue our work, to consistently support future medical/surgical trips. We expect to continue to maintain a minimum balance of £60,000 in monetary reserves to ensure that at least 2 future trips' expenses are covered. 

We are wholly reliant for our funding on donations and money raised from fund-raising events.

## Public benefit 

The Trustees have given due consideration to the Charity Commission published Guidance on the Operation of the Public Benefit Requirement and believe that the provision of the recreational facilities of the club as stated in the objectives of the charity, meet the requirements. 

In September 2020 the Trustees approached the Commission with regard to changing the original objectives to fully incorporate and recognise the additional reconstructive work now being carried out (breast surgery; hypospadias)

Accounting Policies For Year Ended 31st December 2021 

## Basis of preparing the financial statements 

The financial statements have been prepared on a receipts and payments basis. There are therefore no debtors or creditors recognised in the financial statements. 

## Receipts 

Receipts consist of public donations, enhanced by Gift Aid receipts, and monies raised from fundraising activities. The charity receives no grant funding. 

## Payments 

Payments consist of amounts expended in relation to the charity’s work in furtherance of its objectives. 

## Taxation 

The charity is exempt from tax on its charitable activities. 

## Fund accounting 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. 

Restricted funds are funds whose manner of expenditure is subject to conditions set out by the donor. 

Designated funds are unrestricted funds which have been earmarked for a specific purpose by the trustees. 

Throughout the year to 31 December 2021, and the previous year, there were no restricted or designated funds.
