The Charity is governed by a Trust Deed dated 19 June 2006 and is constituted and managed by its trustees.
The Charity is also known by its acronym, “OPSA”.

The Trustees are pleased to present their report together with the accounts of the Charity for the
year ended 31 December 2020.
Legal and administrative information forms part of this report. The accounts comply with the Charity’s governing document and applicable law.
Objectives of the charity
The charity’s objectives, as set out in its governing document are:

1 The relief of sickness among persons in such need, in third world countries by the provision of medical teams and equipment, to carry out life-enhancing reconstructive surgery, particularly but not exclusively for children requiring cleft lip and palate surgery in Asia

2 To advance the teaching and training of local healthcare professionals, in the field of surgery, anaesthesia and pre-operative practice in general

3 For the acquisition of basic general medical, surgical and anaesthetic equipment necessary for the above functions.
Achievements and performance
Main achievements of the charity
March 2020 camp
The Emirates Airline Foundation generously sponsored a Consultant Paediatric Urologist, and his trainee to visit the Cleft Hospital between 9[th] – 14[th] March, to undertake desperately needed hypospadias surgery in impoverished children.
Drs Junaid Ashraf and Alison Wallace spent the full week operating on some of these unfortunate children. This was Dr Ashraf’s 2[nd] visit for this kind of surgical camp. After his first visit last year he recognised a real need for this intervention for many male children. He has committed to continue to work with OPSA to give of his time and develop the service further.
(For information - Hypospadias is a birth defect (congenital condition) in which the opening of the urethra is on the underside of the penis instead of at the tip. The urethra is the tube through which urine drains from the bladder and exits the body). This treatment is not available to the majority of young patients in Pakistan, unless families are fortunate enough to be able to fund the treatment themselves. Hence the need for this additional reconstructive surgery).
In March/April of this year a team in excess of 20 medical and healthcare professionals was scheduled to visit the Cleft Hospital in Gujrat, Pakistan to deliver the first ever contemporaneous training course in the diagnosis, treatment and care of patients with cleft lip and palate conditions. This course was open to all qualified healthcare professionals in Pakistan (predominantly Plastic and Paediatric surgeons).
Each of the specialists was to deliver classroom-based lectures on day one of the course, followed by 2 days of live surgery, which would be presented to the delegates by audio-visual connections.

It was an international faculty of fully accredited surgeons, with extensive experience in their
respective fields. However, in light of the Covid-19 pandemic the team was unable to travel to Pakistan to share their knowledge on this occasion. It is hoped that this will be delivered in the near future, when it is safe to travel. The UK government restricted all foreign travel, but the medics had already elected not to travel, as they all believed that their expertise would be needed in the UK at this time, particularly the Consultant Anaesthetists.
Unfortunately, because of the on-going pandemic the trip planned for October 2020 did not take place either. It is hoped that Covid-19 will be controlled enough for the team to visit in March 2021. It is anticipated that this trip will be largely to undertake the complex surgeries which will have been postponed due to Covid-19. It is hoped that the teaching programme (planned for March 2020) will be delivered during 2022, circumstances allowing.
Fundraising – the main fundraising event for the charity this year was the ‘Behind a Smile’ event which was an evening of entertainment and a dinner. This was organized and coordinated by Rae McGlone. The venue was Lazaat Hotel and Restaurant, and the proprietor Mr Naveed Choudhary ‘donated’ the venue and covered much of the cost of the buffet provided for the guests. The evening surpassed expectations, when collectively more than £58,000 was raised. This included a £10,000 donation by Lady Ann Dodd, on behalf of the Ken Dodd Memorial Trust. Funds were raised through ‘pledges’ towards the treatment of a number of children waiting for treatment.
OPSA received a legacy of £1000 from a previous long-term supporter, after his recent death.
Operating Department Practitioner Mandy Bunce raised funds though a sponsored half-marathon in Cyprus in March 2020
A number of individuals continue to make regular donations to Opsa.
The annual sponsored walk (October 2020) organized by Consultant Anaesthetist Dr Shahid Tariq in Newry, N.I. had to be postponed, again due to the pandemic.
There have been no other fund-raising activities during 2020 since March, for the same reason.
Expenses – Emirates Foundation once again supported OPSA with economy flights for the hypospadias medical team in March which as always was of enormous value.
OPSA is now working with the Cleft Hospital directly with a view to supporting the building of a 3[rd] operating theatre, and a sterile services unit, which is critical to the long-term success of the hospital, and the Cleft Service. It aspires to become a recognized and accredited teaching and training facility, for the development of medics in Pakistan. It is anticipated that much of the proceeds raised at the fund-raising event in March will be directed towards this project.
Dialogue has been maintained during 2020 in respect of the above, and preliminary discussions are now under way to get the programme of work started.

Financial Review
At the year-end, we held bank and cash balances of £176,057 all of which is unrestricted funds. These funds are held for the sole purpose of allowing us to continue our work, to consistently support future medical/surgical trips. We expect to continue to maintain a minimum balance of £30,000 in monetary reserves to ensure that at least 2 future trips’ expenses are covered.
We are wholly reliant for our funding on donations and money raised from fund-raising events.
Public benefit
The Trustees have given due consideration to the Charity Commission published Guidance on the Operation of the Public Benefit Requirement and believe that the provision of the recreational facilities of the club as stated in the objectives of the charity, meet the requirements.
In September 2020 the Trustees approached the Commission with regard to changing the original objectives to fully incorporate and recognise the additional reconstructive work now being carried out (breast surgery; hypospadias)

Accounting Policies For the Year Ended 31st December 2020
Basis of preparing the financial statements
The financial statements have been prepared on a receipts and payments basis. There are therefore no debtors or creditors recognised in the financial statements.
Receipts
Receipts consist of public donations, enhanced by Gift Aid receipts, and monies raised from fundraising activities. The charity receives no grant funding.
Payments
Payments consist of amounts expended in relation to the charity’s work in furtheranceof its objectives.
Taxation
The charity is exempt from tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds are funds whose manner of expenditure is subject to conditions set out by the donor.
Designated funds are unrestricted funds which have been earmarked for a specific purpose by the trustees.
Throughout the year to 31 December 2020, and the previous year, there were no restricted or designated funds.
