schools and pla¢e$ of fulther educalion and high¢r educaiion. Each year the trust¢e$ review the Council'$
actLVlti¢s to ensur¢ tha¢ they continue to refl￿¢ its objectives. In carying out this review the ￿StetS have
considered the Charity Commission's generdl guidance on public benefit and in particular its suppletnen
guidance on the advancement of edUc￿lOn for the public benefiL
The Council works under a strdtegic plan that h&s been developed aDd approved by the tru5t¢¢s with the
charitable objeclives ITh mind. The stTat¢giE pian sets out the key aim5 lor the Council's work.

At each Board meeting time was spent analysin8 currcnt issues r¢lating to RE #nd RVE, deciding appropriate
5tra¢egies for engaging We15h Govemmeni. and HNI GoveTnment in respect of England. io promoting religious
education. and to responding to initiatives wbich ap[￿rtd to be having negaiive consequences on RE and RVE.
Having completed the Religion and Worldi'iews Hot)dt￿M)k and 2 of 3 frameworks. in May 2024, the Council
gave focus to promoiirtg the work to the s¢¢ior and its stakeholdeTS. By Jwie 2025. we were pleased that many
stakeholders and SACRES were using the Religion and Worldview5 approach in the handbook as the basis for
fresh ¢urricula. We look fonvard to ¢ompletin8 and launching the 3rd frameMDrk in 2026.
A major focu5 of the Council's work has been ¢ngagin8 with the D¢partmeni for Education's Curriculum and
Assessment Review {CAARI. The council WOTked io gather ar￿ submit evidencc on the state of RE. As w¢ll as
Teferetjcing staiistical dai4 we engaged wilh our member5 to urHl¢rstand their view5 and experience on key
issues such as th¢ standard of RE provLSLon. the REC-S National Con¢ent Standard, and wherher the RE mighi
join the national curriculum. We found IOO•/o of Tnembers who engaged in this process were unhappy w'iih th¢
5tstU5 quo for RE and soughi chaEJge. This infonn¢d the Ixjard's resp)nse.
Additionally. we pro￿ded webinars to help our members ensag¢ the review and undetStst)d how to submit
th¢ir own, independent ￿SponSe$. In %lay 2025. we were ple￿d to welcome members of the CAAR panel to
PTovid¢ key note speeche5 at our AGM. and to listen to rts]x)nses from OUT members.
The RE Quality Mark ¢ontinued to celeb￿e high quality RE in Khoojs. The PTDj¢a saw a decline in s¢hools
und¢rtaking the award. However. those who undertook the award continued to s¢¢ sirong impact upon ihe
quality of their RE and io deliver high praise to the project. Th¢ award help5 raise th¢ profile of the subject in
5¢hools.
Through the joini workin8 8roup, the RE Policy Unil the Cowjcil carnpaigned for improvements in the subject.
This included wY)rking with 8 PR COTnpany to ensure article5 promotin8 the subj¢¢i are made avwlabl¢ in the
national pr¢ss. and recruiting ¢hampions 10 5p¢ak about RE. .M¢tnbers of the Council mei with paTliam¢ntarians
and government minis¢¢rs to advocaie for the subject. This was donc while working wilh political consultants.
Poliiieomms. REPU'S work includcd attthding the Labour Party Confertnce to meet with MPS.
In addition, the Council began work on Thwo new project5. The first focuses on the underrepresentalion of
Dharrnic and Indi¢ Traditions in lh¢ RE curriculum. The second fwuses on rd¢veloping tsur REsili¢nc¢
Teacher Training Resouwe that io improve teacher confid¢nce in th¢ t¢￿hirtg of contentlOU5 issues in RE.

work and profil¢ of the Council in challenging financial cirCums￿D¢¢s. Budgets artd financial reports ￿'ere
presented to thc Board to ensure trustees were fullv aware of the Council's finan¢iai w)sition and ptoposais M'ere
discussed for 5UStaining the work and profile of the Council iThts) the future.
In iernis of funding core costs. th¢ Council h85 enjoyed ¢ontinuin8 SUPFQrt from a range of filnders. A ¢alcula¢ed
per¢entage contribution io core ro5ts of typically betw¢¢n l OOA and 200/0 15 mad¢ from all funded projects.
Expenditure from all 8Tants r¢c¢iv¢d during the ye4r continue$ to be carefully rnni¢ored and h&s cotne M"iihin
budget. Regular reports were made to the grant providers.
As at year end wtsl reserves were £244,410 oui of whi¢h £41,294 werc in restricted fiJnd4 £13,173 in
de5ingated fifftds and £189,943 were avaiable as fre¢ reserve5.
Policy ott reserves
The Reserves Policy was increased to £IOO.000 for th¢ year. This wa5 due to ¢on¢erns the Rtligion and
WoTldview5 Handbook proj¢¢L'S funding may be impacted by exchange rate5- these concern5 djd noi
materialise. The reserves p)licy olso covered notice periods required for staff. contractual obli8ations and a legal
fee c(pntiDgency.

Council was established under a Memorandum of Association thi¢b ¢stsblished the objects and powers of th¢
charitable company and is gov¢rned by its Articles of Association. The Chariry irusiees are responsible for the
general control and mana8ement of the organ1￿110n.
Th¢ Religiou5 Education Council is a tnembership org2Thi5ation. Each member or8anLsation is entitled io
nominaie up to three authorised representatives. Authorised repre5entatlVC5 art able to attend Gencral Me¢iings.
vote at ihem. and are the main point of ronta¢i betm'een the Religious Education Council and its members.
Authoris¢d representatives are eligible to siand for election to the Board. E4ch member organisation can cast
one sel of vot¢5 for candidates for the Board. and on applications that the Board has approved from
organisations wishing to join th¢ Religio￿5 Education Council.
Meetings of (he Board were held througknui the y¢ar. At each meeiing the Chair gave a report of her activities
on behalf of the Council. Board meetings fully s¢rutinised the work undertaken by the Coun¢il, including the
work of Ih¢ Committees. At ¢￿h Board meeting. the Ex¢Gutive Officer p￿sented a report detailing th¢ work or
the Covnril 51n¢e the previous Board meetin8.
The SRGM was held on 6th November 2024 online (via Z(￿m). Mthich provided an opportunity to update and
consuli wilh all Coun¢il member5 betsyeen AGMS. The AGM w held on Isi May 2025 ai Si Mary'$
UniNer5ity. Tmickenham. Ai the AGM the￿ an eleciion to the board of one new board member. They M¢Te
¢lecied io take up theiT FKlSltJon from 1st Sepi¢mb¢r 2025.

teachinB Ln schools. It beeame a charitabl¢ trnding aettvity of the RE Council in November 2014: tyadin8
activjty is managed through a designaied fund. From time-io-time grants are received for specific purpose5 and

The RE Poliey Unit (fornerly PR Group Joint} is a collab)rative pmject between RE Council, NATRE and RE
Today. It h&5 three objectives: to enhance public undeT5tandirtg of RE and its value to young people and wider
so¢iety, to r2ise the status of RE wth Head Teachers. Senior Leaders and Sch(M)l Governors and to influence the
development of public tM)licy to encourage and $ltp￿r[ high quality RE_ li is grdni funded and the grants ar¢
managed in a restricted fund.
Worldview5 Proj¢¢t. The M'orldview5 Proj￿1 ¢onsists of n¥0 overlapping and ¢omplementary Streams of work.
The first stream of work nlns through financial years 201912022 aThd the second rllns through 202112024. The
project js building on the recommendations of the Commission on RE'5 (CORE) report of 2018 and i5 ￿OrkIng
on a new vision for RtligLOL15 Education in schoo15 d¢s1￿¢d to refleci pupils lived experience of reli8ious and
non-religiou5 persp¢ctives_ It is grani funded and th¢ grants managed through a r¢stricted fund.
The Templeion World Charity Found*ion ITWCFI made a grani to the RE Council of in Marth 2021 for a
3-year project lending in early 20241. This grant is apFM)rtioned equally across the financial Jear5. The grant
supports a project to be delivered in partnership with RE Today who have been contracted as the main provider
of wriiing and project managemeni thTollghollt the ptoje¢i. Fu]ther partners have been contracied by the RE
Council in 2022 to deliv¢r fiLrth¢r pmject elements in 2022-2024. These partner5 In5PilatLon Trust. Lincoln
Diocesan Board of Education, CoveTh￿ DBE. Covcntry SACRE, and IVaMckshirc SACRE. The trnstees have
noted that th¢ TWCF gr4Dt includes a value held back by TII'CF uniil Ihe RE Coun¢il suecessfully delivers
defined elements at the end of the project. The value of this is $22.865.10 and will be paid in US dollars, 50 w¥II
