The charity's objectives are to promote by preventative arKI SUPFm)￿'ve measures and raising
awareness and understanding of domes1￿ abuse and violence and prowding to the public, and in
particular those people wh¢)se INes are impacted by domestic abuse and violence I'lmpacted
Individuals'l. support, training and access lo services and infomiation as well as working wilh other
agencies for Impacted Individuals and their families.
Provide direct timely intervention services to people affected by domestic abuse in order to both aid in
the recovery process and to prevent repeat victimisakn"on.
Develop robust partnerships with (thr service provKlers in order to ensure an effective multi agency
approach.
Raise awareness of the issue of domestic abuse and to promote best praCt￿_
Our main acb"vities and who we help are described below. Al the eharitable activities focus on
5UPPOrting people who are Suffering or have Suffered from domestic abuse and in raising awarene5S
of the issues and the support and services available. Al these activities are undertaken to further our
chantable purposes for the public benefit. The Iruslees consider they comply with guidance issued by
the Charity Commission regarding public benefit. under section 4 of the 2011 Charities Act.
The charity's policy is to consult and discuss with employees. through unions. staff councils and al
meetings. matters likely to affect employees. interests.
Information of matters of concem to employees is given through informatKJn bulletins and reports
which seek 10 8chieve a common awareness on the part of all employees of the financial and
economic factors affecting the group's perfomiance.
Applications for employment by disatAed persons are always fully consKlered. bearing in mind the
aptitudes of the applicanl concemed. In the event of members of stsff becoming disabled, every effort
is rnade lo ensure that their ernploymenl within the charity continues and that the appropriate training
is arranged. 11 is the policy of the charity that the Iraining. career development and promotion of
disabled petsons should. as far as possible. be idenkn.cal to that of other ernployees.

Alongside the pandemic. this operational year has been a lime of signifieant change for the leam. The departure of
Louise Tyne as Operations Director in August meanl Ihal Debbie Cowling acted up and led an inlerim leadership team
until Ruth Davany joined in January as Ihe new CEO. The team were also hil hard by the death of our colleague Reiss
Beverley al the start of the year_ Both Reiss 8nO Louise made a huge contribution lo BCD and Debbie did a sterling
job. Credit should also go lo the team for continuing lo provide high quality support throughout this period of disruption.

CDVT clients valued being 'better able to keep thernse￿es safe. highly. PARS clients reported that this was important,
but valued their 'better mental health and wellbeing more highly. They also attached almost twice as much value lo
'being more independent. in control and able to make decisions.. In"both services, newer and slronger relationships

In 2019-20 we reported that 'Beller Parenting, wa5 a relatively minor outcome for both sets of clients with PARS clients

rather than any decline in the effectiveness of parenting support in the service

Clients said that they particularly valued the individual. tailored suppjrt they had received and how important this had
been in creating strong. trusted ￿latiOnshIpS wth their worker. This made them feel important and valued and kept them
going even when Circumstances were difficult for them.

Several mentioned that the way that workers were proaclNe and encouraging. while offering support was unique lo BCD
and showed that they cared about them and respected their decisions. even wfften they didn't understand their
reasoning.

This year we decided lo use tre consultations ￿th dienls to explore the experience and outcomes for Black, Asian and
minority ethnic (8AMEI and male Clients to see whether these were drffe￿nt from those of the client group as a whole.
The numbers we consulted were loo small for us to be sure they a￿ ￿preSentatiVe. bul their views were thought
provoking.
BAME clients
The outcomes reported by BAME clients in both serwces seem very similar to those for elienls as a vthole and, generally
the process by which they say they achieve Ihese seem very similar too. The single major difference seems to be the
context in which 8AME clienls are trwng to escape and recover from violence and abuse. They described how, as
result of their worker's support, they had realised that-.

I love them. But I need fo keep my distance. have boundaries- say no more often to my mum and sis¢er. Explain more.

This means Ihal their workers are SUpp￿ting them to address violence and abuse on multiple fronts. While this is
complex and lime-consuming, it is clear from clients thal. wth 8CD's support. they can change and make differences
lo these relationships too.

Supported me to go lo Ihe police. Him and his wiffe have helped me in ways I never even know."
Men
The male clients we consulled ¢Yescribed wlcomes and prceesses similar lo those for the client group as a whole. aTrJ
it seemed. similarly effective.

I was faking cOnf￿enCe. but now I feel it. ltre gol a new job now, before I would have Ihought about getling a new job
and then Ihoughl ofall the reasons not to do it. I would have doubfed myself. My menlal health has improved, l used lo
be anxious. l always saw the worst outcome. I'm feeling less scared now/. Now I'll ask for help at woA*, befo￿ I would
have struggled bul now I'll t81k to my leam aboul somelhing and ask for help.-
They highlighted the drfficulties Ihey face in finding specialist support to help Ihem. including a lack of services and the
labelling and presenlatson of most domestsc violence support services as female.
"Please make it easier for the next male lo gel some support ... I had lo work realty hard to get an appointment as there
Wasn t enough resource to help a male...I think that some men rn￿h1 have needed[support] a lirtle more than I did and
I can imagine Ihat Ihey mwhl ljave gwen up on getting some help before I did."
Social value for the children of clients
Because 8CD doesn't work directly wilh children, we collect information about the social value we create for them
Ihrough their parents. This year parents said that we created almost £500,000 of social value for their Children by
helping them to have happier and more stsble lives.

Most value was created for children of CDvf clients. partly because there were more of them. bul also because CD
parents said the outcomes for their chIld￿n were ￿l¢e as importani. Clients suggested that children of CDW clients
are, generally much closer to and more immediately affected by Ihe ¥￿enCe and abuse in the family, although they
remained eoneerned the long-tem) effects.

herself. Her dad d￿￿ I belRve she was being abused. I soughf help from him and nothing happened... She wants to go

proleclive. .what's changing for me is letting her go."

This year we also decided to look more carefully at the value we create for some of our key stakeholders. This is
especially relevant because all the clients we conSu￿e￿ describe how Iheir workers effeclively worked with and
coordinated support from other professionals and agenoes.

In 2020-21 we created almost £29,0(KJ worth of S￿la1 value for the solicitots we worked with. Solicitors we consulted
said this was mainly created by CDW support for clients wrth family ￿￿eedIng$. Our interviews revealed thal the PARS
team also provides support for clients lo access legal support in divorce and custody cases. which Vdill create additional
social value, not included here. Solicitors said that BCD workers..

Learning and developing
This year we have developed our experts.se in supporting clients remotely. by phone or online. Feedback and the
research for this study, shows that. while some people were looking forward to face-tO•face support. others thought
remote support was more effecb've for them, al least at some stages in their progression. We will now be able to offer
clients all these opts.ons for support an(1 refine them further_
We need lo eonsiderways to more systemalicalty prowde suppx)rt to BAME clients and others tsckling domestsc violence
and abuse In the eonlexl of other control and abuse in their lives. We also need to build on the suggestions of BAME
clients about how better lo reach people from BAME coMmuni￿"eS.
Although we did try lo explo￿ the experience of male clients. this was not whclly successful 8nd we need to do more to
understand and improve the BCD experience for them.
It would also be good lo explore and understancj the experience of clients rr#)re wulady throughout the year, rather
than relying on end of year interviews. so that we can make more rapid changes. This is now possible as the team are
becoming more experienced in handling the consuAation process.
Similarly, il would be interesting lo explo￿ further the social value we create for our partners. in particular the value
created for the whole of the Hub leams.

The number of clients rose this year from 549 last year lup 21°A on the previous yearl. desptte staff changes in CD
and the suspension of the PARS volunteer programme reducing capacty. However. significantly fewer clients completed
support.. 48Yo this year, compared lo 63% last. This is likely lo be because the clients in t*)Ih services have increasingly
complex, multiple needs, exaeerb8ted by the stress of COVID and loekdowns. which take longer lo resolve.

Significantly MO￿ value created has been for the children of dienls138% more than in 2019-201. In part this may be
down to better data collection. but many more clients this year talked at)out theiT concem aboul the problems they have
identified in their children as a result of the violence and abuse. Th¢s may be as a result of meilia publicity about children
and domestic violence this year and il could 81s0 be that il is more apparent as parents and children have spent mor8
lime together this year as a result of the pandemie.
This was the first full year of Eady Help Hub operation arKI the value crealed for Hub managers has begun to make
significant contribution lo the social value we create. although il underestimates the value for the Hubs as a whole.

For each pound inve51ed. BCD produced at least bets¥een £7.24 and £9.00 of social value . similar lo last year's figures.

The income for the year was £626.549 (2020 - £638.01 $1 and expenditure amounted to £566.387
12020 £545.4861. results.ng In net income of £60.162 {2020 - £92.5291. This includes £- 12020
£33,645) of intangible {volunteeiing hours) income and expenditure.
As a result of Covid. the 8oard has reviewed its reserves policy. As a result, Ihe Boar(l is seeking to
build reserves trj ensure that there is sufficient to cover 12 monlh's expendilure,. this is an increase of
the previous policy which has historically been to hold IF)ree to six month's expenditure. The trustees
consider that ￿serveS should be higher given the nature of the work done and the need for BCD'S
seNices in the post Covid climate. At this level. it will ensure that. in the event of a significant drop in
funding. they will be able lo conts.nue the eharity's GU￿nI actsvibes while consideration is given to ways
in which additional funds may be faised_ The leve5 of reserves necessary Is expected to equate lo
£314,791. unrestricted funds held at the year end amounted lo £244.737 (2020 £182.7031 and
deS￿nated funds held for this pU￿1$e amounted to £90,737 12020 - £112,500). Therefore, the total
required level of reserves overall has been met and need lo be maintained.
BCD is govemed by its Memorandum and Articles of Associatson. which permits the trusiees to invest
surplus funds as they shall consider appropriate. The current policy of the trustees is lo invest on
deposit only. seeking under this policy lo oblain the best rate of interest in the market place with
providers having FSCS backing and ethics that are not conflicting wtth the or9anisation's objecl(ves
and activities.
The trustees have assessed the major risks lo which the charity is exposed, and a￿ satisfied that
syslems are in place to mitigale exposure lo the major risks.
The Management Committee wularty conducts a review of the major risks to which the charity 15
exposed, and put in place any systems lo limit those risks.
Our pnmary funder is Leeds City CcKJncrf. BCD ddNeFS Part of the Leeds Domestic Violence Service
contract. Our Community Domestic violen￿ team provide5 practical support and helps clients who
are al high risk of hami from their wi￿ent and abusNe relationship.
Our Prevention and Recovery Serwces IPARS) proviées emotional support for victims of domestsc
violence and abuse. This Trs an area that ￿$ not funded centrally. as a result, It is funded primarily
through grant income. These grants can be short temi and received annually or. in some instances. a
grant payable over a three year temi.
We were fortunate to be successful in specific Covid-19 bids in the year as many large existing
funders pul their applications on hold. Our team contsnued to provide services lo clients throughout
lockdowns using allemalives lo face lo face meetings lo maintsin safely for Ihemselves and clients.
No staff were furtoughed during this ts"me.

Structure. governaTr￿ and managemenl
Behind Closed Doors IBCDI is a registered charity and a company limited by guarantee and is
govemed by its Memorandum and Articles of Association.
None of the trustees had any beneficial interesi in the company. All of the Iruslees are members of the
company and guarantee to contribute £1 in the event of a wnding up.
During the year indemnty insurance was paid on behalf of Ihe trustee5. The cost is included in
insurance costs and cannot be separately Idenlrfied.
The organisation is made up of members. trustees, paid staff and volunteers. The Board of Trustees
holds ultimate responsibility for the strategic direcbon of the charity and for decisions of policy and
practice, goveming in accordance with the organisalion's Memorandum and Articles of Association.
The Board delegates day to day decision making to the Organisational Director who reports regularty
to the Iruslees. It is the Charity's aim to have a balanced board both in lenns of skills and experience
and being representative ol the communities using the service. A formal process of eleclion and
induction of new trustees. by existing members. takes place. A key role of the board is the
idents'fication and management of risk. Where risks are idents.fied which require further or more in
depth discussion the bo8rd will create a smaller sub group mandated to work with the Organisational
D1￿ctor towards fomiulating an action plan aimed at resolution. The sub group is accounlable lo the
full board in lerms of Prov￿1ng regular updales and seeknng ratthcatson for any acts(￿$.
The Board is currenljy recruiting a new Chief Execulive. The Djrrenl structure is allowing Ihe exisling
Senior Management Team lo work closely alongside the Board of Trustees to ensure BCD. its staff
and its clients continue to receive Ihe besl service.
Trustee Induction and tralnlng
New trustees undergo an induction to brief them on their le931 obligaiions under charity and company
law, the content of the Memorandum and Articles ol Association, the decision making process, the
business strategy and Ihe recenl financial performance of the charity. New trustees are invited lo
observe Board Meetings in advance of their appoiniment. They meet key employees of ihe charity and
are encouraged to attend extemal Iraining events as appropriate. Included within the budget is an
amount for the training ol Trustees.

Truslees. responsibilities statement
The Iruslees, who are also directors for the purposes of company law, are responsible for preparing
the Iruslees. report and the financial statements in accordance wth appllcable law and United
Kingdom AGcoullling Siandards (United Kingdom Generally Accepted Accounting Practice).

for taking reasonable steps for the prevention and detection of fraud and other irregularities.

These financial statements have been prepared in complk4nce wth FRS 102. The Financial
Reporting Standard applicable in the UK and the Republic of Ireland.. the Statement of
Recommended Practice applicable lo charities preparing their accounts in accordance wilh Ihe
Financial Reporting Standard applicable in the UK and Republic of Irdand IFRS 1021 (Charities
SORP IFRS 102)) and the Companies Act 2006
Accounting policies
3.1 Basis of preparatlon
The financial staternents have been prepared on the historical cost basis, as modified by the
revaluation of certain financial assets and liabilib.es and investment properties measured al fair
value through income or expenditure.
The financial statements are prepared in sterling, which is the funcbonal currency of the entity.
3.2 Golng ¢onc•rn
Al the time of approving the accounts. the trustees have a reasonable expectslion Ihal the
charity has adequale resources to continue in operational existence for the foreseeable future.
Thus the Iwstees continue to adopt the going eoneerrt basis of aceountiThJ in preparing the
acc(MJnts.
3.3 Judgements and key SoU￿eS of esllmatlon uncertainty
In the application of the charl￿S pjlicies. the tnJstees are required to make judgements.
estimates and assumplions about Ihe carrying amount of assets and 118bilities that are not readily
apparent from other SoUr￿s. The estimates and asscKiated assumptions are based on historical
experience ané other factors that are considered to be relevant. Actual results may differ from
these estimates.
The estimates and underfying assumpb.ons are reviewed on an ongoing basis. Revisions to
accounting estimates are recognised in the period in which the estimate is revised where the
revision affects only that period. or in the period of the revision and future peric*s where the
rewsion affects both cuirent and future peric<ls.

3.4 Fund accounting
Unrestricted funds are available for use at the discret.on of the trustees to further any of the
charity's purposes unless the funds have been designated for other purposes.
Designated funds are unrestncted funds earmarked by the Iwstees for partTrcular future project or
commilmenl.
Restricted funds are subject lo specific conditions by donors as to how they may be used. The
purposes and uses of the restricled lunds are sel out in the notes to the financial statements.
3.5 In¢omlng resources
Income is recognised when the charity is legally entitled to it after any performance conditions
have been met. the amounts can be measured reliabty. and it 15 probable that income will be
received.
Cash donations are recL¥Jnised on receipt. Olher donatK)ns are recognised once the charity has
been notified of the donation. unless perfomiance conditsons require deferral of the amount.
Income tax recoverable in relation lo donations received under Grft ￿"d or deeds of covenant is

ExpenditLJre is recognised on an accruals basis as a liabilty is incurred. Expendtture includes 8ny
VAT which cannot be lully recovered. and is classified under headings of the statement of
financial activities lo which il relates.
Costs of 9eneTating funds are the costs of trading for fundraising FMJrposes.
Charitable expenditure comprises those cosls incurred by the charity in the delivery ol its
actsvits'es and services for its beneficiaries. It Trncludes both costs that can be allocated directty lo
such activities and those costs of an indirecl nattjre necessary to support Ihem.
3.7 Operating leases
Lease payments are reccyjnised as an expense over the lease tern) on a straight-line basis. The
aggregate benefit of lease incentives is recrynised as a reduclKJn to expense over the lease
term. on a slraight-line basis.
3.8 Tangible assets
Tangible fixed assets costs.ng £500 or more are initially recorded at cost and subsequently stated
at cost or valuation le55 any accumulated depreciation and impaimient losses.
The gain or loss arising on the disposal of an asset is determined a5 the drfference between the
sale proceeds and the carrying vaiue of the asset, and is recognised in net incomellexpendilurel
for the year.
3.9 Depreciation
Depreciation is calculated so as lo write off the cost or valuation of an asset. less ils resiéual
value, over the useful economic lrfe of that asset as follows..

For the purposes of impairnient testsng. when it is not possible to estimate the reeoverable

Cash and cash equivalents include cash in hand, deposits hehd al call with banks. other
short-term liquid investments with original maturities of three months or less. and bank
overdrafts. Bank overdrafts are shown within borrowings and current liabilities.
3.12 Flnanclal Instwments
The ettarity has elected to apply Ihe provisions of Seth'on 11 'Basic Financial Instruments, and
Section 12 '01her Financial Instrument Issues. of FRS 102 to all of ils financial instruments.
Financial instruments are recryJnised in the charity's balance sheet *fien the chanty becomes
party to the conlractual provisions of Ihe instrument.
Financial assets and liabilities are offset. with the net amounts presented in the finaneial
slatements. when Ihere is a legally enforceable right to sel off the recognised amounts and there
is an intention lo settle on a net basis or to realise the asset and settle its liability simultaneously.
Basic financial assets, which include debtors and cash aniy bank balances, are initially measured

3.13 Employee benellts
The cost of any unused holiday entiuement is recognised in the peric#J in which the employee's
services are received.
Tem)ination beneffts are recognised irnmedialely as an expense when the charity is
demonstrably committed lo temiinale Ihe employment of an employee or to prOV￿le termination
benefits.
3.14 Defined contribution plans
Contributions to defined contribution plans are recognised as an expense in the period in which
the related service is provided. Prepaid conlfibulions are recognised as an asset to the extent
that the prepayment wll lead lo a reduction in future payments or a cash refund.
Limited by guarantee
The chantable company is a company limited by guarantee and has no share capital. In the
event of winding-up the liability of each mernber is limited lo £1.

Against the backdrop of Ihe many and complex uncertainties ereaied by the impact of the Covid
pandemic, the Board of Trustees maintained a strong commitment to (Mjr duty of care for our
colleagues and our duly lo act lo provNle certainty and stability for our service-users. Within this
context. the Board of Trustees judged that il was bolh morally necèssary, and appropriate and
lirnely to make an ex%ralia payment of £25.000. In tloing so. the Board of Trustees acted
pragmatically. supported our team and the delivery of our service.

The Prevention and Recovery Service was funded by Henry Smilh, 8ig Lottery Fund, Ministry of
Justice. The Pilgrim Trust. Garfield Weston Foundation and The Brelms Trust. This funding
provides support staff delivering front-line and office base(1 phone support_ During the year. this
has allowed us lo change Ihe delivery of the Servi￿ to help our users during the Covid-19
pandemic. 11 has allowed lechncAogy to play a critical part in serwce delivery.
The Management. Administration and Monitoring fund is made up of fundg received from Lloyds
Bank Foundation towards salaries of the Operations Director and the ￿rnin. Monitoring and
Finance Coordinator.
The Safeguarding fund is for safeguarding emergencies.
The Fixed Asset fund represents the value of fixed assets purchased with funds from Leeds
Building SocTrety. The balance wll be deweciated over rts useful life.
Women's LNe Leeds was funded by Leeds Women's ￿d.
A transfer has been made frryn general lunds to restr￿ted funds to cover the overspend on the
project.
