I report lo the charity trustees on my examination of the accounts of Jameston Community Association {the Twstl for the
year ended 31 De￿rnber 2024.
Responsibilitiès and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the
requirements of the Charities Act 2011 {'the ACV).
I report in respect of my examination of the Trusl's accounts carried out under Section 145 of the Act and in carrying out
my examination I have followed all applicable Directions given by the Charity Commission under Section 14515llb) of
the Act.

I have completed my examination. I confirm that no material matters have come to my attention in connection wth the
examinats'on giwng me cause lo believe that in any material respect
accountsng records were not kept in respect ofthe Trust as required by Section 130 of the Act,. or

ACCOUNTING POLICIES
Bag1$ of preparing the finan¢lal statements
The financial slalements of the charity, which ￿ a public benefit entity under FRS 102, have been prepared in
accordance with the Charities SORP {FRS 1021 'Accounling and Reporting by Charities.. Statement of
Recommended practi￿ applicable to charities preparing their accounts in accordance with the Finanrial
Reporting Standard applicable in Ihe UK and Republic of Ireland IFRS 102) {effective 1 January 20191,. Financial
Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland, and the
Charities Act 2011. The financial ststements have been prepared under the historical cost convention.
Income
All income is recognised in the Statement of Financial Activities On￿ the charity has entr'tlemenl to the funds, it
is probable that the income will be received ar)d the amount can be measured reliably.
Expendlture
Liabilities are recognised as expenditure as soon as the￿ is a legal or constructive obligation committing the
charity to that expenditure, it is probable Ihat a transfer of economic benefits wll be required in settlemenl and
the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and
has been classified under headings that aggregate all cost related to the category. Where costs cannot be
direcijy attributed to particular headings they have been allocated to actiwties on a basis consistent with the use
of resources.
Taxatlon
The charity is exempt from tax on its charrtable actimties.
Fund accounllng
Unrestricted ftjnds can be used in accordan￿ with the charitable objectives at the discretion of the trustees.
Restricted fvnds can only be used for particular restricted purpose5 wlhin the objects of the charity. Restrictions
arise when specified by the donor or when funds are raised for particular restricted purposes.

Due to a significant fire at the local village school Jarneston Village Hall has been let to ManoTbier Community
Primary school. This has resulted in the hall being unavailable for other groups and organisalions. As a result
Ihe rent received from Manorbier Community Primary Sthool fails to meet charitable status for UK taxation
purposes. therefore a tax charge of £4,379 (2023 £5.4511 is induded in these accounts. Once the school
building has been renovated J8meston Village Hall will revert to fvll charitable status.

To associate the inhabitants, local
authorities, voluntary and other
organisations- in a common effort to
advance education. provide facilities of
interest for recreation and leisure time for
the inhabitants.
Following a fire at the village Primary
school, Jameston Community
Association have allowed the local
authority to locate the school in the
village hall on a temporary basis. This
has curtailed our ability to provide a
premises for events etc for the
inhabitants of the village.

In October 2022 Manorbier VC Junior
School had to be evacuated. due to a
serious fire.
Other
Without a base the school faced closure,
the trustees considered the situatlon and
the consequences very carefully, and
unanimously took the difficult decision to
offer the Community Hall as a temporary
home for the school.
Had the Community Association not
stepped in and 'saved' the school, the
community would have lost one of its key
resources.
Clearly, this fits with the Association's
educational purpose, although It has
inevitably been at the cost of the other
activities which the community hall
housed. This has been less serious than
it might have been, given that in the post-
COVID period when the flre happened,
very few activities were running or viable
and attendance at those was extremely
low.
Recognising its wlder brief the
Association actively looks to continue
and develop activities which take it
towards its stated purposes. They are
focusing on finding ways to continue to
deliver opportunities for local residents
in the community, and identifying
locations other than the Community Hall,
where activities could take place.
Local residents have generally been
extremely supportive of the declslon to
house the school, and parents have
expressed gratitude that their children do
not face a second trauma, after the fire...
having individual and group friendships
and bonds broken as children have to
travel to a range of unfamiliar schools.
The key stakeholders, alongside the
Communi
Association, are the Count

Council Education Department, and the
Church in Wales, and these bodies work
at their own pace. apparently applying a
different definition of the word
'temporary' from that which is
understood by the general population.
So, getting answers and deadlines has
been a slow and sometimes frustrating
process. We have tried to keep residents
infonned, but with little news coming to
us there's little to pass on.
We had hoped to have received an
anticipated hand back date by now but
this has not been forthcoming.
In order to meet our wider objectives we
have endeavored to provide events at
alternative venues. This will be the norm
for us for the time being.
The feedback as a result has been very
positive. The village is keen to see the
school retained and have on the whole
have shown great patience with the
situation.
Achievements and Performance

Allowing the local primary school to
use the hall while their building is
repaired following a fire, has ensured
that Manorbier Primary School has a
future in the Village. Although small,
many of the local children attend the
school. Had we not stepped forward,
the suggestion was that the children
would be split among other schools
locally. In all likelihood, this would
have seen the demise of our school
which lies at the heart of the
community.

The return of the hall has become
protracted so we have tried to support
our objectives in other ways. This
year we have joined forces with
another village hall to host a

citizens. The event was very well
attended and was thoroughly enjoyed
by all.

village.
We will continue to seek ways to
provide opportunities for inhabitants
to socialise and to meet our
objectives.
In the meantime we look forward to
the hall becoming available again.
