The trustees present their annual directors, report and financial statements of the charity for the year

ending 31 December 2024 which are also prepared to meet the requirements for a directors, report and
accoLtnts for Companies Act purposes.
The financial statements comply with the Charities Act 2011, the Companies Act 2006, the Memorandum
and Artlcles of Association, and the Accounting and Reporting by Charities: Statement of Recommended
Practice applicable to charities preparlng their accounts in accordance with the Financial Reporting

The trustees confirm that they have referred to the Charity Commission's guidance on publlc beneflt when
reviewlng the Charltvs aims and objectives in planning future activities and setting the policies for the
year. The charity furthers its charitable purposes for the public benefit through
Enhancing community cohesion by assisting Chinese nationals, refugees and immigrants
throughout Greater Manchester to Integrate and access opportunities, enabling them to partlclpate
fully in the society.
We achieve this by bringing together a diverse range of learning opportunltles, such as leisure
activltles In arts, culture and sport. We also offer Informatlon, advice and support avallable through
our centre 6 days per week,

Saturday and Sunday, free UK education system advice to all parents;

from 12:00- 19:00 comprislng 50-60 members;
Structurei governance and management
Manchester Chlnese Centre Is a company Ilmited by guarantee governed by its Memorandum and Articles
of Associatlon dated 1st December 2005. It has been registered as a charity or8anisatlon wlth the Charlty
Commlssion since 9th May 2006.
Appolntment of trustees
As set out in the Articles of Association the appolntment of trustees shall be subject to a minlmum of
three. At each meetlng one third of the directors shall retire by rotation and offer themselves for re-
election.
Trustee inductlon and training
On appointment the Trustees are given an induction to their roles and responslbllities and access to
relevant literature from the Charity Commission, Companles House etc.
Organlsatlon
The board of trustees administers the charity. The board normally meets 4 times a year. A Mana8ef is
appointed by the trustees to manage the day-to-day operations of the charlty.
Related partles and co-operatlon with other organlsatlons
None of Our trustee5 receive remuneration for acting in their trustee role. Other payments are shown in
Note 11. Any connection between a trustee and a senior manager with any seNice providers must be
disclosed to the full board of trustees in the same way as any other contractual relationship wlth a related
party. In the current year, such related party transactions are reported in Note 11.
Revlew of our achlevements and performance
The maln achievements during the year were:

Inflation and the rlslng cost of living inevitably affects Ourfree1an￿ teachers and our daily runnlng costs.
2024 we have had a hard time keeping up with our dally expenses. Mainly energy bi115, insurance and 20%
council tax. The councll gave us an 80% council tax rellef instead of 100%. Councll tax keeps going up and
this increases our daily expenses.
Communlty work
Chlnese opera
Ann, Head of the Ch5nese Cantonese Opera retired, and new Chairwoman Che took over from Dec
2024. Tony Chen donated £500 to support them. Jenny managed to find them new some second-
hand music instruments. Eleanor donated £100 to support them with tea and coffee.
Salford Royal Hospltal, Stott Lane, M6 8HD
In September 2024, Karolina Sych, a social worker in the Stroke and Neurology Department at Salford
Hospital, requested assistance for a Chinese stroke patient narned C who had no family. They transferred
him to a 24-hour care home. We assigned a young volunteer, Havery Zhan& to visit him weekly as part of
hls work experIen￿. Havery Zhang hoped to pursue a career In medicine. We also organlzed a church
group, Grace and Nancy, to occaslonally prepare Chlnese home-cooked meals for thls patlent.
Ardwlck ward cornmunlty work
We have been assisted by Manchester City Council official Katrina Keener In organlzlng the Ardwlck
Community Christmas Tree Lighting event slnce 2022. This annual event was a collaboratlve effort,
Jolntly organlsed by Arawak Walton, Barnardo's, Manchester Chinese Centre (MCC), Manchester
City Council, One Manchester, local school and Various local charitable organisations. Ardwlckls a
wonderfully diverse communitvi home to many newly arrlved famllles from different cultural and
religious backgrounds, The festlve season provided a perfect opportunity for neighbours to
connect, foster understandln& and celebrate together in unity and friendshlp.
Ardwlck Communlty Chrlstmas Tree Llghtln8
On De￿rnber 11. 2024, our communlty gathered at Ardwick Park to ￿lebrate the annual Chrlstmas
tree lighting ceremony. After weeks of careful planning and the guldance of dedlcated volunteers
and or8anlzer5, the event was a resounding SUC￿ss, attracting hundreds of local resident5. We
serded free hot food and drinks, sang Christmas carols, and distributed goodie bags to the children.
It was a Joyous and truly unforgettable occasion that will be cherished until we gather again next
year.
Communlty servlce
We provlde community interpreting services directly to local schools, which reduces costs for
schools.
Legal and Welfare Free ServSce: Instead of a face to face advSce 5ervlce, we provide phone advice.
Nicole or Jenny did help the community with emergency cases. There are many Cantonese
speakers from Hong Kong BNO asking for help. We provide signpost info, contract per50n. phone
number or Dept. Lots of employment law and HR issues, neighbours, GCSE and A Level exam and
educatlonal conflicts.

WEA Adult educatlon
WEA run adult educatlon at MCC and use our Centre for their ESOL exam. WEA has been running
their ESOL lesson onllne and I days at our Centre, but in Sept 2024 had stop all lessons.
For employment, we work with Growth Company Janet Won& Engagement Officer at The Salvation
Army Englneering and Constructlon Academy, 71 Grosvenor Street, Manchester, M13 9UB. They
are funded by the Government to provide tralnlng and ernployment opportunlties to the
community. Janet promoted adult education and gainin8 employment, especially the social care
jobs.
MCC Celebratss 2024 Lunar New Year
Chlnatown Celebratlons, we hosted a popular Chlnese calllgraphy stall in the heart of the festivlties,
providing a cultural experience for the public and promoting the MCC'S presence. Furthermore,
talented children frorn our cornmunity performed traditlonal slnglng and mu51c on the maln
Chinatown stage, as well as at the prestigious Portico Llbrary and Manchester Central Llbrary.
Communlty Outreach, demonstrating our commitment to ￿)CIal responslbilityi the MCC youth
group fundralsed for and dlrectly delivered food parcels to support homeless and elderly members
of the local cornmunlty.
Ardwlck Park celebrating Chinese New Year Event, In partnership wlth the Ardwick Park community,
we offered a free, publlc Dragon Dance workshop, Led by a professlonal Kung Fu Master, the event
was a tremendous success, re￿Iving overwhelmingly posltive feedback and serving as a brllliant
promotlon for the Ardwick Ward.
MCC Celebrating Culture and Supportlng Heritage
MCC Is playing an active role in two significant cultural initiatives in early 2024, demonstratlng our
commltment to communlty engagement and the promotion of Chinese heritage.
Partnershlp In the 'lnfamous' Exhlbltlon at Portlco Library
We are proud to be a supporting partner for the major exhibition 'lnfamous: Opium, Silk, Tea and Mlssions,
at the Portico Llbrary, running from l February to 10 June 2024. In sUPPOrt of the exhibltion's curator, Iris
Yau, the MCC has facllltated the loan of several important items from our communlty to enhan￿ the
dlsplay. This collaboration enriches the narrative of the exhibition and strengthens our institutional
partnership with one of Manchester's most historic cultural institutions.

Manchester, 22 February 2024-The Portlco Llbrary partnered with the Manchester Chlna Counc51 {MCC) to
host a youth seminar entitled "Opium, Silk, Tea, and Education."
The event, focused on the history of oplum in China, was organized for Chlnese youth and chalred by
Professor Yan8wen Zheng X¥J**ll of the University of Manchester. A renowned expert in the field,
Professor Zheng previously held academSc posittons at the Unlversity of Pennsylvania and the NatSonal
Unlversity of Singapore, She is the author or edltor of ten books, including the semlnal works "The Social
Llfe of Oplum In Chlna" and "Ten Lessons In Modern Chinese History."
Twenty-three high school students from across Gieater Manchester attended the Seminar. The
event featured a series of public speeches delivered by six teenage partlclpants, who presented
their research and perspectives on this complex chapter of hlstory.

On Frlday, 19th Aprll, The Portlco Llbrary wa5 honoured to host a special event in observance of the
Chinese Qin8 Mlng Festlval ITomb-Sweeping Day). This traditional festival is a time for families to honour
their an￿StorS, pay respect to their roots, and celebrate the renewal of spring.
To mark this signiflcant cultural occasion. we were delighted to welcome acclaimed calligrapher Ng to lead
a unique and immerslve "Black and Whlte Workshop."
The sesslon was specially arranged for the Ramblers walking group. a vibrant community of local retlrees.
Under Ng's expert guidance, the group embarked on a creative journey to connert with the spirit of the
festlval. Participants explored the ancient and meditative art of Chinese calligraphyi learnlng the
fundamental techniques of handling the brush, ink. and paper.

MANCHESTER CHINESE CENTRE
The heart of the workshop was a deeply personal activity: each member learned to write their surname in
Chinese characters. This powerful act served as 3 beautiful brldge between cultures, allowlng Indlvlduals to
celebrate thelr own family herltage and ancestral lines through the graceful strokes of a traditional art
form.
It was a joyful afternoon of cultural exchange, quiet contemplatlon, and creative expression, perfettiy
capturing the essence of Qing Ming remembering the pastwhile engaging fully with the present.

Sept 2024-2025 School Fee has increased to £340 per year.

School Ilbrary
We launched the school library and formed several reading clubs with young volunteers. Reading is
fundamental aspect of language learning. It exposes children to new vocabulary, grammar, and sentence
structures while improving comprehenslon and overall fluency. We hope to improve Chlnese chlldren's
English readlng skills.
Engllsh Book Club
Young volunteers created this ￿adIng dub. They are not authority figures like parents or teachers.
They can be "cool" mentors, making reading seem enjoyable and soclally rewardlng for the
chlldren. Th15 Club creates a shared resource {the book collection) and a shared space (the library),
strengthenin8 community bonds. It empowers young volunteers with leadership skills,
responsibility, and a sense of purpose. It removes the barrier of cost by using donated books and
free public space.
Slgn Language Club

MANCHESTER CHINESE cwfRE
Our Sign Language Club has embraced the growing national momentum towards making British
Sign Language {BSL) more accessible. In line with the government's proposal to introduce BSL into
the GCSE curriculum, our students undertook an ambitious project: translatin8 and interpretin8
Chinese songs into Brit15h Sign Language.
Thls complex task was a 51gnificant challenge that required dedication from both our teachers
Winnie Tang, Xlaoyu Wang and students. Their hard work culminated in a serles of fantastlc public
performances at prestigious venues across Manchester. includlng the University of Manchester
Museum, the Central Library, and the Chlnatown Stage. We are incredibly proud of their
achlevement In bridging cultures and languages through the powerof sign.
GCSE IT Club: Empowerlng Future Generations
Community Impact: Recognlsing that many parents in the Chinese community work demanding hours
wlthln the hospitality sector, thls initiative addresses a critical need. It offers students essentlal IT
skllls development that they might not otherwise have access to, ensuring they are not disadvantaged
and are fully supported in their academic and career aspiratlons.
The GCSE IT Club Is an Ideal and vltal platform to foster talent, bridge the digital skills gap, and
empower the next generatlon for succe55 Sn the modern workforce.
23 Nov 2024, the club has been launched thanks to a generous donatlon of £1,500 from Mr. Tony
Chan. Thi5 funding directly supports two specialised IT teachers who deliver lessons in computer
programming and provide targeted preparatlon for the GCSE IT examination5, MCC is responslble for
room rental.
The GCSE IT Club provldes a dedlcated learning environment for students, encouraglng more young
people within the Chinese comrnunlty to explore and pursue careers In Information techno108y.
Homework Club
To improve academlc performance among Chinese chlldren, we rent room frorn neighbour Barnardo's
Communlty Centre to set up a homework club to help children with their science, maths, and English
homework. Throu8h thls homework club, children learn how to deal with bullylng. Academlc achievement
Is cruclal for developing children's self-confldence in the long term.
Celebratlng Manchester's ¢omplementsry schools
Saturday, 7 Sept 2024, 11:00 am- 15:00 pm. Martin Harris Centre, Unlversity of Manchester. At the award
ceremony, the Mayor of Manchester delivered a welcome speech and Introduced the event. We seletted
one Teacher of the Year and two Volunteers of the Year. MCC Chairwornan Nicole Soi attended the
ceremony to support our group.

Flnanclal review
The attached statements show the current state of Charity's finances, which the Trustees conslder to be
satisfactory. Total Income in the year was £194,962 {2023 £199,121) and total expenses £174,435 (2023
£163,896) returning a surplus of £20.527 (2023 £35,295). The rnajor sources of income were educatlon and
cultural events,
Investment powers and pollcy
The trustees, havlng regard to the Ilquldity requirements of operating the charlty, have kept available
funds In an interest bearlng deposlt account.
Reserves pollcy and Koln8 Concern
The balance held in unrestricted reserves as at 31st December 2024 was £198,862 of which £188,271 are
free reserves, after allowing for funds tled up In tangible flxed asset5.
The trustees aim to maintaln free resenies In unrestrlcted funds at a level which equates to approximately
6 months of runnlng costs (currently £87,0001. The trustees conslder that this level will provide sufflclent
funds to give stabillty to the services offered by the charlty.
Rlsk management
The trustees have conducted a review of the major rlsks to whlch the charity Is exposed and systems have
been established to mltlgate those r15ks.
Plans for Future Perlods / Ongoin8 projects
We offer Chinese education workshops to schools across Manchester. Many schools have shown strong
Interest,, especially due the Chlnese New Year. Educatlon dept has been introducln8 Hlstory of Zhou
Dynasty study for primary school, Now we could teach Chinese History at school. We need to recruit and
train more teachers to run workshops and school clubs.
It Is good to promote adult Mandarin course as an evening class. adult Chinese learners would be well
suited. Chinese calligraphy could also be taught during the day tlme.

Trustees responsibilities in relation to the financlal statements
The charlty trustee5 (who are also the directors of Manchester Chlnese Centre for the purposes of
company law> are responsible for preparing a trustees, annual report and financlal statements In
accordance with applicable law and United Kingdom Accountlng Standards {United Klngdom Generally
Accepted Accounting Practice).
Company law requlres the charlty trustees to prepare financial statements for each year whlch give a true
and fair view of the state of affairs of the charitable company and of the incomlng resources and
application of resources, including the income and expenditure, of the charltable company for that perlod.
In preparing the financial statements, the trustees are required to:
Select suitable accounting princlples and then apply them conslstently;
Observe the method5 and principles In the applicable Charltles SORP;
Make Judgments and estimates that are reasonable and prudent;
State whether applicable accounting standards have been followed, subject to any materlal
departures that must be disclosed and explained In the financial statements;
Prepare the flnanclal statements on a golng concern basis unless It is appropriate to presume that
the charlty wlll continue in buslness.
The trustees are responsible for keeplng proper accounting record5 that disclose wlth reasonable accuracy
at any tlme the financial posltlon of the charity and to enable them to ensure that the financlal statements
comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the charlty
and taklng reasonable steps for the preventlon and detection of fraud and other Irregularltles.

I report on the accounts of the company for the year ended 31 December 2024,
which are set out on pages I I to 19.
R￿pectIVe responsibilities of Irustees and examiner
Th¢ trustees (who are also the directors of the company for the purposes of company law) arc
responsible for the prepardtion of the accounts. The trustees consider that an audit is not
required for this year undcr section 144(2) of the Charities Act 2011 (the 2011 Act) and that an
independent examination is needed. Thc charity is iequired by company law to prepare accrued
accounts and I am qualifi¢d to undertake the examination by king a qualif1￿ member of The
Chartered Association of Certified AccounÉants.
Having satisfied myself that the charity is not subject to audit under company law and 15
eligible for independent examination, it is my responsibility to:
examine the accounts under section 145 of the 201 l Act .
to follow the procedures laid down in the general Directions given by the Charity
Commission under section 145(b) of the 201 l Act. and
to state whether particular matters have come to my attention.
Basis of Independent examlner's report
My examination was carried out in accordance with the general Directions given by the
Charity Commission. An examination includes a review of the accounting records kept by the
charity and a comparison of th¢ accounts presented with those records. It also includes
considcraiion of any unusual items or disclosures in the accounts, and seeking explanations
from you as trustees conceming any such matters. The proccdures undertaken do not provide
all the evidence that would be required in an audit and conscquently no opinion is given as to
whether the accounts present a 'tru¢ and fair view, and th¢ Teport is limited to thosc matters set
out in the statement below.
