## CHAIRMAN’S STATEMENT CHAIRMAN’S STATEMENT 

This year, HADEA has continued to deliver its mission through both strong partnerships and its own direct work — but the constant has been the unrelenting rise in demand. Behind every enquiry lies deeper pressures: the cost-of-living crisis, worsening mental health, cuts to local safety nets, and welfare reforms placing heavier burdens on those already struggling. 

For many residents — especially the elderly, disabled, and newly arrived — the challenges are structural. We see poverty of income, time, health, and opportunity. In this context, HADEA’s work has never been more vital. 

Through multilingual advice and practical support, we helped residents secure benefits, prevent homelessness, and rebuild stability. Despite limited resources, our team exceeded expectations — supporting hundreds and ensuring lived experience informs local services. Our strength remains trust, cultural understanding, and partnership. 

Thank you to everyone who has walked with us through another challenging year.

## _P R O J E C T  A C T I V I T I E S_ 

## _(a) Information, Advice and Guidance_ 

Demand for advice rose sharply as families faced rising costs, insecure housing, and mental-health pressures. Across our City Bridge Foundation and Trust for London projects, HADEA supported over 300 residents with free, multilingual advice on welfare, housing, debt, and access to services. 

We helped secure over £100,000 in income gains and debt relief, prevented homelessness, and connected more than 80 people to mental-health and community services. Early, culturally competent advice remains essential in preventing crisis and restoring dignity

## (b)  Connected Communities 

Through the Connecting Communities programme, HADEA worked with GOS&D (covering Greenford, Northolt and Perivale) and Southall Community Alliance (SCA) to strengthen local inclusion and belonging. We delivered workshops, outreach, and social activities that reduced isolation and encouraged participation. 

Many residents moved from receiving support to volunteering, creating a growing cycle of leadership and collective strength.

## (c)  Health and Wellbeing 

HADEA’s wellbeing work supported residents facing isolation, poor health, and daily stress. Through one-to-one support, group sessions, and outreach, we helped people manage stress, access healthcare, and build confidence in navigating local services. 

Older and disabled residents especially benefited from tailored support that recognised mobility, language, and digital challenges. 



## – ~~eT~~ CASE STUDY 1: Mr K Safety and Dignity Restored 

= 

At 70 years old, Mr K arrived at HADEA with just six days before eviction after waiting over six years for his immigration status. Living with earlyonset dementia, arthritis, high blood pressure and an overactive thyroid— and with no family left after the Syrian civil war—he was alone and at severe risk. 

HADEA acted immediately. We secured safe temporary accommodation, advocated for urgent medical support, and ensured he received proper care for the first time in years. 

Mr K is now stable, supported, and regularly attends our activities. He describes HADEA as the first place where he felt truly protected. 



## – CASE STUDY 2: Mrs L A Mother Empowered 

Mrs L, a single mother of two children with SEND, came to HADEA overwhelmed, isolated, and facing discrimination. Her eldest child, who has severe autism, was repeatedly mislabelled as “badly behaved,” and Mrs L struggled to challenge the school due to language barriers and declining mental health. 

HADEA stepped in. 

We supported her to challenge the school—resulting in an apology and disciplinary action— and helped secure EHCPs for both children, ensuring they receive the support they deserve. We also guided her into getting the mental-health care she urgently needed. 

Mrs L is now stronger, informed, and ready to join our new SEND Parents Support Group to connect with others and rebuild with confidence. 



## _P R O J E C T  A C T I V I T I E S_ 

## _(a) Networking and Engagement_ 

HADEA played an active role in networks such as Your Town Your Voice and the Ealing Advice Forum. These platforms allowed us to bring the experiences of marginalised residents into discussions on welfare access, wellbeing, and regeneration. 

Our engagement strengthened relationships across sectors, positioning HADEA as a trusted and credible advocate for those lived experiences.

The directors of the charitable company are its trustees for the purpose of charity law and throughout this
report and are collectively referred as trustees.

HORN OF AFRICA DISABILITY AND ELDERLY ASSOCIATION (HADEA) is a registered charity with the charity
commission and managed and led by its board of trustees.
The board and individual trustees take collective responsibility for its decisions,
The chair provides leadership to the board and takes responsibility for ensuring the board has agreed priorities,
appropriate structures, processes and a productive culture and has trustees who are able to govern well and
therefore add value to the charity.
The board of trustees makes sure that there are proper arrangements for the appointment, supervision,
support, appraisal, remuneration of the charity's staff.
The charity has also in place a proper framework for the recruitment, support and Supe￿iS1on of the charity's
volunteers.
All newly appointed trustees are inducted by the chairman and are given appropriate documents that contain
their roles and responsibilities as referred to the guidance published by the Charities Commission.
Additional external training is also provided to all newly appointed trustees when new opportunities become
available. This is mainly designed to ensure that trustees follow the rules in the charity's governing document
and to support them to fulfil their roles and responsibilities effectively.
All decisions relating to the governance and management of the charity are taken and approved by the trustees
collectively.
HORN OF AFRICA DISABILITY AND ELDERLY ASSOCIATION (HADEA} engages in partnership with many other
organisations and charitable companies, but this does not have an impact on the operational policies adopted by
the charity.
The relationships between the charity, related parties, and with other charities and organisations are solely in
the pursuit of its aims and objectives as clearly indicated in the organisation's governing document.

The charity manages its exposure to unexpected risks that the charity may face such as adverse changes in
funding and other adverse events that may have a significant impact or the potential to inhibit areas of its
charity operations in developing and putting in place effective and efficient mitigating measures.
Those measures and systems are regularly monitored, reviewed and developed periodically in trustees.

The board is committed in building up sufficient unrestricted funds to enable it to meet its essential charitable
objectsves in emergencies.
As a result the charity's unrestricted reserve for the end of this financialyear stands at £6,638.

STATEMENT OF TRU
TEES, RESPONSIBIL
Company law requires the trustees to prepare financial statements that give a true and fairview of
the organisation's financial activities during theyear and its financial position at the end of each
financial year.
In doing so, the trustees are required to:
> Select suitable accounting policies and then apply them consistently
> Make judgments and reasonable and prudent judgments
> State whether applicable accounting standards and statements of recommended practice have been
followed, subject to any departures disclosed and explained in the financial statements
> Prepare the financial statements on the going concern basis unless it's inappropriate to presume that the
organisation will continue in operation for the foreseeable future.
The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at
any time, the financial position of the company and enable them to ensure that the financial complywith
applicable laws, regulations and the trust deeds.
They are also responsible for safeguarding the assets of the organisation and hence for taking reasonable steps
for the prevention and detection of fraud and otherirregularities including money laundering.

I report to the trustees on my examination of the accounts of HORN OF AFRICA DISABILITY AND ELDERLY
ASSOCIATION (HADEA) for the year ended 31 March 2025.
Responsibilities and basis of report
As the charity trustees of the Charity you are responsible for the preparation of the accounts in accordance with
the requirements of the Charities Act 2011 ('the Act'},
I report in respect of myexamination of the Charity's accounts carried out under section 145 of the 2011 Act and
in carrying out my examination I have followed all the applicable Directions given by the Charity Commission
under section 145[5}(b) of the Act.
Independent examiner's statement
I have completed by examination. I confirm that no material matters have come to my attention in connection
with the examination giving me cause to believe that in any material respert:
Accounting records were not kept in respect of the Charity as required by section 130 of the Actr, or
The accounts do not accord with those records; or
The accounts do not comply with the applicable requirements concerning the form and content of
accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement
that the accounts give a true and fair view which is not a matter considered as part of an independent
examination.
I have no concerns and have come across no other matters in connection with the examination to which
attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

ACCOUNTING POLICIES:

The financial statements have been prepared under the historical cost convention, with the exception
of investment, which are valued at the prevailing market prices. The financial statements have been
prepared in accordance with the statement of Recommended Practice-Accounting and reporting by
charities [SORP2005} issued in March 2005, applicable UK accounting Standards and the Companies
Act 1985. The principal accounting policies adopted in the preparntions of the financial statements are
set out below.

INCOMING RESOURCES:
Voluntary income includes donations, gifts, legacies and grants that provide core Funding or are of
general nature are recognised where there is entitlement, certainly of receipts and the amount can be
measured with sufficient reliability. Such income is only deferred when:
The Donor specified that the grant or donation must only be used in future accounting periods, or
The Donor has imposed conditions, which must be met before the charity has
unconditional entitlement.
Income from commercial tradingactiwties is recognised as earned as the related goods and
Se￿iceS are provided.
Investment income is recognised on a receivable basis.
Income from charitable activities includes income received under contract or where entitlement to
grant funding is subject to specific performance conditions is recognised as earned (as the related
goods or Se￿iceS are provided}. Grant income includes in the category provided funding to support
perforniance activities and is recognised where there is entitlement, certainly of receipts and the
amount can be measured with sufficient reliability.
Income is deferred when admission fees or perforniance related grants are received in advance
of the performances or event to which they relate.

RESOURCES EXPENDED:
Expenditure is recognised when a liability is incurred. Contractual agreements and performance
related grants are recognised as goods orse￿iceS are supplied. Other grant payments are
recognised when a constructive obligation arises thatresult in the payment being unavoidable.
Cost of generating funds are those costs incurred in attracting voluntary income, and those
incurred in trading activities that raise funds.
Charitable activities including expenditure associated with the activities are included the
direct costs and support costs relating to these activities.
Governance costs include those incurred in the governance of the charity and its assets and
are primarily associated with constitutional and statutory requirements.
Id) RESTRICTED FUNDS:
Restricted funds are to be used for specified purposes as lay down by the founder. Direct and support
expenditure, which meets these criteria, is deflned to the fund togetherwith a fairallocation of other
costs.

The charity had carried forward funds of £3,768 for the financial year ended 31 March 2025 to the upcoming

The reserves include an un-restricted funds of £2,720, which has been specifically ring fenced for emergencies.
