## _**Chairman’s Statement**_ 

**I am very pleased to be presenting this year’s annual report on behalf of HADEA. Whilst I am excited to share with you the success of our work, I would also like to share with you that our founding member and long-term chair Dr Hussein Ibrahim is a critical state at the hospital and as whilst in hospital, his dear sadly passed away. Dr Hussein continues to inspire the work of HADEA and on behalf of our supporters, staff and volunteers, we would like to send condolences to him whilst wishing him a quick and complete recovery.** 

**This year continues to demonstrate the resilience of HADEA and its commitment to be the voice of the marginalised and disadvantaged sections of our communities. Our work to bridge inequality gaps in Ealing continues to gather pace and we are very aware that no one organisation can bring a change and this is why we have solidified our collaborative/partnership endeavours by forging mutually benefitting working relationships with a variety of organisations. HADEA is part of the community connection programme delivering work in the Greenford, Northolt and Perivale parts of the borough lead by Golden Opportunity Skills and Development (GOS&D). This is just one example of how we find winning solutions by working and engaging with different organisations to support our beneficiaries.** 

**The collaboration work has also meant that we continue to secure longer term funding to deliver sustainable projects for our beneficiaries. I have to note that organisations like ours that are seen to be small, continue to face challenges in securing sustainable funding whilst demand for our services continue to increase. For the first time, HADEA was able to distribute much needed funds to desperate and needy beneficiaries and we would like to than our local authority Ealing for making this possible. The cost of living crisis continues to impact negatively on our beneficiaries and the challenge for us is always about trying to meet the ever increasing demand for support with limited resources.** 

**We are hopeful and optimistic for the coming year and this brings me to focus and pay gratitude to our staff, volunteers and supporters that include funders without whom, we would not be able to deliver the lifechanging and transformative work for the benefit of our beneficiaries and residents.**

## ~~ee~~ _**Project Activities**_ 

**Information, Advice and Guidance: HADEA has been delivering its Advice Quality Standard accredited advice project and funded by Trust for London for the past 5yrs. The project has so far supported a record 86 desperate residents (November 2023 to March 2024).** 

**Connecting Communities: Part of GOS&D consortium made up of 9 interlinked organisations working to support residents in the Greenford, Northolt and Perivale (GNP) areas. HADEA is also part of Southall Community Alliance** a **consortium working specifically to support Southall residents. A total of 176 residents supported. These projects** e ren **are funded by Ealing Council** See:oa , 

**West Ealing Advice Project: The project supported 88 residents deal with their housing, debt and consumer rights** } ay **issues. This project was funded by Clarion Clarion Futures West Ealing Grants Programme** F q ; ai **Everyone Matters: Part of GOS&D’s consortium made up of five organisations. The project funded by the Lottery and we have so far supported 65 residents.**

**Cost of Living Intervention Project (COLIP): COLIP is a project that was generously funded by The National Lottery Community Fund to support affected and disadvantaged Ealing residents mitigate and deal with issues faced brought about by the complex cost of living crisis facing the nation. The project supported 97 residents.** 

**Household Fund: This project was funded by Ealing Council to alleviate financial** , **burden faced by residents. We distributed funds and vouchers to desperate residents.** sailed: a **Black Health Matters (Reducing Inequalities): The NHS Legacy and Health** B 3 **Equity Partnership (LHEP) funded project focusing on Ealing’s black community. Project activities included workshops on mental health amongst black communities** ial * ; - ~~ **in Ealing and how bets to support them.** = A — 



## ~~ee~~ = _Case Study_ 

**Client X, a single mother of five children, arrived as a refugee from Syria in 2018 and has been facing language barriers, struggling to communicate effectively in English. After her youngest child began attending full-time education, she made the decision to enter the workforce and secured a part-time cleaning job. At the time, she was receiving Universal Credit (UC). Unfortunately, the transition into employment was not smoothly facilitated by UC, as Client X was unaware of the process for updating her circumstances through the online platform. Additionally, she faced digital exclusion and relied on occasional assistance from one of her older children to manage online transactions. After eight months of employment, Client X found herself in significant financial distress, accruing rent arrears of £4650 and council tax arrears of £675.88, which included overpayments. We intervened to support Client X through an appeals process, ensuring her change of circumstances was properly registered. Additionally, we assisted her in applying for Discretionary Housing Payment. As a result, her rent and council tax arrears were reduced to a total of £1273.55, resulting in a substantial saving of £4052.33. We also helped her arrange an affordable payment plan to address the remaining debt while meeting her reduced rent and council tax obligations. Furthermore, we provided guidance and support to improve Client X's budgeting skills. She now has a comprehensive one-year plan to manage all her essential expenses effectively. Lastly, this support was made efficient by our colleague who speaks Arabic, the client’s mother tongue.** 



## _’ HADEA S OBJECTIVES_ 

To relieve poverty, sickness and distress amongst people from the Horn of Africa who are suffering from physical and mental disabilities, by any means charitable under the law of England and wales, including but not limited to, advancing their Education, preserving protecting and restoring their health, providing guidance, advice, advocacy and access to skills training and supporting ~~a~~ them in identifying and accessing employment opportunities. The relief in need of children and young people from the Horn of Africa particularly but not exclusively those that are disabled, have learning difficulties or other special needs and are resident in Ealing through the Fe provision of support services, advice, dissemination of information, sports, educational support social and cultural activities. The promotion of health, and ill health prevention amongst the Horn of Africa community resident in Ealing borough particularly but not exclusively through community activities, dissemination of information and community involvement. HADEA’s vision is to see a just world where there is no discrimination, and everyone is supported to lead healthier and fuliflling lives HADEA’s mission is to work with others to deal with the root causes of injustices by finding lasting workable and practical solutions. = hy

RUCTURE GOVERNANCE AND MANAGEME
HORN OF AFRICA DISABILITY AND ELDERLY ASSOCIATION (HADEA) is a registered charity with the charity
commission and managed and led by its board oftrustees.
The board and individual trustees take collective responsibility for its decisions.
The chair provides leadership to the board and takes responsibility for ensuring the board has agreed priorities,
appropriate strurtures. processes and a productive culture and has trustees who are able to govern well and
therefore add value to the charity.
The board of trustees makes sure that there are proper arrangements for the appointment, supervision,
support, appraisal, remuneration of the chariWs staff.
The charity has also in place a proper framework for the recruitment, support and supervision of the charitys
volunteers.
THE POLICIES AND PROCEDURES ADovfED FOR THE INDUCTION AND TRAINING OF TRU￿ EE
All newly appointed trustees are inducted by the chairman and are given appropriate documents that contain
their roles and responsibilities as referred to the guidance published by the Charities Commission.
Additional external training is also provided to all newly appointed trustees when new opportunities become
available. This is mainly designed to ensure that trustees follow the rules in the charitys governing document
and to support them to ￿lfil their roles and responsibilities effertively.
All deasions relating to the governance and management of the charity are taken and approved by the trustees
collectively.

organisations and charitable companies, but this does not have an impact on the operational policies adopted by
the charity.
The relationships between the tharity, related parties, and with other charities and organisations are solely in

RISK ASSESSMENTS
The charity manages its exposure to unexperted risks that the charity may face such as adverse changes in
funding and other adverse events that may have a significant impact or the potential to inhibit areas of its
charity operations in developing and putting in place effective and efficient mitigating measures.
Those measures and systems are regularly monitored, reviewed and developed periodically in trustees,
management committee's meetings.
The organization has a comprehensive risk register in place, which is reviewed and monitored regularly.
Internal risks are also continuously reviewed and appropriate measures are developed and implemented to
safeguard the organisation's resources and charitable activities.

The board is committed in building up sufficient unrestricted funds to enable it to meet its essential charitable

The financial statements have been prepared under the historical cost convention. with the exception
of investment, which arevalued atthe prevailing market prices. The financial statements have been
prepared in accordance with the statement of Recommended Prartice-Accounting and reporting by
charities (SORP2005) issued in March 2005, applicable UKaccounting Standards and the Cornpanies
Art 1985. The principal accountingpolicies adopted in the preparations of the financial statements are
set out below.

INCOMINGRESOURCES:
Voluntary income includes donations, gifts. legacies and grants that provide core funding or are of
general nature are recognisedwherethere is entitlement. certainlyofreceipts and the amount can be
measured with suffiaent reliability. Such income is only deferred when:
The Donor speafied that the grant or donation must only be used in future accounting periods, or
The Donor has imposed conditions. which must be met before the charity has
unconditional entitlement.
Income from commercial trading activities is recognised as earned as the related goods and
services are provided.
Investmentincome is recognised on a receivable basis.
Income from charitableartivities includes income received under contrartor where entitlement to
grant funding is subject to specific performance conditions is recognised as earned (as the related
goods or servicesare provided). Grant income includes in the category provided funding to support
performance artivities and is recognised where there is entitlement, certainly of receipts and the
amount can be measured with sufficient reliability.
Income is deferred when admission fees or performance related grants are received in advance
of the performances or eventto which they relate.

Expenditure is recognised when a liabilityis incurred. Contractual agreementsand performance
related grants are recognised as goods or services are supplied. Other grant payments are
recognised when a constructive obligation arises that result in the payment being unavoidable.
Cost of generating funds are those costs incurred in attracting voluntary income, and those
incurred in trading artivities that raise funds.
Charitableactivities includingexpenditure associated with the artivities are induded the
dirert costs and support costs relating to these activities.
Governance costs include those incurred in the governance of the charity and its assets and
are primarily associated with constitutional and statutory requirements.
