community in Hart District and surrounding areas.
All our charitable activitie5 foc￿ on providing the advice people need forthe problems they face and are undertaken
specifically to provide public benef it. The board of Trustees has had due regard to the Chartty Commis51on guldance on
public benefit. By delivering expert advice, encouraglng coll8boratlon and campalgnlng for change, we alm to
contribute to the welkbeing of individuals, bLJlld reslllence 8nd Énhance the lives of those In our communlty. We are
mindful of the need to offer our serviceto all tllènts In all demograph1￿ In the way that Is most approprlate and desired
by them, hence our dedication to ensurlng that our balance of face to face, telephore and onllne servlces remains

clients with 759 different issue5 during 2D24 who otherwise may have been unableto access our servlces.
Macmlllan Project- our Macmillan Project helped 314 cllents achleve outcomes worth over £1 milllon.
Foodbank Adviser- providing a Foodbanl< Adviser to attend Hart Foodban k5 and provlde advlce and
signposting for foodbank clients. Helped 64 clients wlth 480 issues to achieve outcomes worth over
£70,000.
Home & Well- provldln8 a servlce that help5 vulnerable residents of Hampshlre with energy poverty need5
and a(fvlce or slgnpostlng for related soclal needs; the service alms to equlp the person with the necessary
support to Ilve safely and Independently. Since November we have helped 45 cllents.
Work Out Your Money IWOYMI- Launched In conjunction with local schools. WOYM Is designed to
transform how young people engage with and manage their flnances. Launched in actober 2024, we have
worked wtth 330 puplls.

£478,306 in the prevlous year.

a decrease in Income from donations and grants receiving £40,85412023124'. £72,305) due to 2023124 recelvlng £35k
f rom the Natlonal Lottery which was not repeated In 2024/25. Income f rom ban k deposlts lunrestrittedl has contlnued
to Increase to £15,05412023124: £11,389) due to Incresses In interest rate5.
The most significant un restricted funding for core actniities contlnues to be provlded by a grant from Hart Dlstrlrt
Councll at £148,58612023124- £148,586). The grant does not fully Covèr general advice service costs, and we contlnue
to ralsef unds from other 50urce5 to maintain our core provislon. Although, have seen success from the ongolng
developmeTrt of our fundraising efforts this year, the lundralslrE landscape continues to be challenglng and in the event
of 8 reduction in giant from the Hart Distritt Councll, thè Board would be requlred to re-assess the charity's capacity to
provide on-going general advice.
Tot81 expenditure within the year has grown by 12% tD £453,80312023/24: £404,8711, whlch Is In Ilne with the 10%
Increase in income from charitable activities. Staff and volunteer costs make up 72% of total expendlture at £327,705

Inv•stment Policv
Total cash held a5 at 31 March 2Q25 was £382.479. The charfty's Investment polity Is to manage the cashllow and
Investments to maximise income and minimise risk. For thls reason, the Trustee5 rpstrlctthe Investment of funds to UK
bank deposit accoullt5 for a maximum of one year. The Board règularly revlew5 the charft￿S Investments,
Roserves Policv
Our reserves policy aims to ensure that our work is protecf&d from rlsk of d￿rUptIOn due to any unforeseen reduction in
Income or additional expendtture, while at the same time ellsurlng that we do not hold funds unnecessarlly at the
expense of delivering benefit to the community. In order to avold holdlne excessive funds, the trustees have agreed to
set a reserv￿ target that sit5 between a m inimum threshold lof 3 months of unrestricted operatlonal costs, plus
contingency for c105ure plus the fixed assetfuTrdl and a m2xlmum threshold Iwhlch adds an addfcional 3 months of
unrestricted operational tosts to the minimum threshold). The re5erve5 are monfcored between these thresholds on
quarterly basis.

Restrlcted reserve5 are fund5 which have been given by varlous bodies for Spec￿1( proJert5. At the start of the flnanclal
vear the level of restricted funds was £1,212. relating to Hart Foodbank, and at the end of the yearthis balarttte was

based on the budget for the comlng year. The trustees have revlewed the risks associeted with incorne and
expendlture and belleve that three months, costs are sufficient to elther close the charity in an orderlv
manner orto allow it to source fundlng to contirkue to operate.

have more thaa twelve morkths, service as of 31 March 2025. this IS to prDvidè guff Iclent cover In the event
of closure at 8ny point during the year ahead, together with a provisiorn for dilapldatlons.
FIKed 4ss8t fvnd lincorporatingthe IT equlpment and development reservel- fc Is recognlsed that money
tied up in fixed assets Ès not re£dily avallable to support buslness operations and should not be re¢ogni5ed
within general reserves. The fund of £1,856 represents the value of unrestrfcted funds tled up In fixed
asset5.
Cov8r for d•flelt budget- The cost-of-ltvlng crisis has resulted in a significant increase in the need for our
servlcÈs 8nd the trustees have agreed a deflctt budget for the next three year5 to ErW￿t in staff to extend
our 5ervlceg and to allow tlmeto develop f urther Income streams. The trustees consider £195,588 to be
5Lfftl¢lent to meet the budget defle￿ for the ¢omln8 two year5. It is noted that in the 3rd year, the charrty
will hope to h8ve developed its Income streams sufflclently to be able to moveto a balallced Ino deficit)
budget.

We are implementing a revised organlsatlonal strurture to better allgn role5 to the demands of our cllents and to
provlde increased clartty on roles and career pro£resslon p2ths for our staff. Ourtrainlng plans are belng modified to
ensure EDI awarene55 and mental hezlth support Is dellvered across the workforce.

We are expanding the quality and distrlburlon of our Imp8Ct 8nd Research & Carnpaigns reports and of other reports

We are preparing for the chanEes arlslng from DevolLrtlon and Loc81 Government Reorganisation, We believe these
reforms will present oppoitunltles as well as risk5 to Local Cltizens Advlce ILCAI organlsations, CA Hart meets regularly
with LCAS across Hampshire and nelehbourlng counties to seek opportun5tles to collaborate.
In addition, at a time when we are seelng an increase In the numbers of cllents presentlng to us w￿h complex health
needs, CA Hart 15 expanding fcs collaborations wlth local health partners. Specfflcallyi the CEO represents Hampshire &
Isle of Wight Health & Social Care Alliance IHIVCAI on thè Leadershlp Committee and is a metNber of the HIOW ICB
Digital Assembly steering group and the Hampshire Chambèr of Commerce 'Meet the Charlv steering group.

Following on from our award-winning A(fvlce Flrst Ald programme whlch has beem deltvered to around 300 key
stakeholders across Hart, we have piloted a Work Out You Money programme in conlLtnctlon wlth a couple of local
schools. This programme Is designed to trgngform how young people engage with and managethelr flnances, Having
secured funding, we plan to expand this programme across more organisatlons in 2025126.

CA Hart15 exposed to a range of risks in its operations and to ensure that the position 15 approprlately managed the
Trustees have set the level of rtsl( that they believe the organisation should be willing to accept In trylng to achleve
its obJectlves. Thls level, or rlsk appetite, can be described as 'cautious' as this is considered to be approprlate for
charityi although, a marglnally h Igher risk profile may occasionally be acceptable on individual projects li the
opportunities to beneflt the organlsation and our clients justify the risk. It is recognised by the Trustee5 thar glven the
external environment) particularly for raising funding, it is not always posslble for the charlty to achlevethe level of risk
mltigatlon that would align with its desired risk appetite.
R￿k is managed bythe implementatlon of 8 rlsk pollcy whlch Is revlewed and approved annually and Includes Internal
controls, and the operation of a ris1( reglster whlch also consldèrs horizon rlsks 2nd opportunitles. The overall rlsk

any mitigating actions.

The one glgnfftcant horizon challenge relates to the local government reorganlsatlon prop058ls that are currently being
collsldered. For many years a core source of f undlrjg for CA Hart has been from Hart District Council (H DCI. As HDC is
lil<ely to be dlsbanded thls funding ￿ at ris1(. We are currently conslderlng how we can best approach this challenge to
ensure thatthe servlces for the people of Hart are Malntalned Into the future.

CA Hart 15 a mern ber of Cltlzens Advlce, the operating name of the Natlonal A5soclation of Cltlzens Advlce Bureaux,
which provide5 a framework for standards of advice and casework manaBement es well as monltorlng progress against
these standards. Operatlng pollcles are Independently determlned by the Trustee bo8rd to fulfll Its charltable objects
and comply with the natlonal membershlp requirements.
The Chief Executlve Offlcer ICEOI of the organlsatlon has been appoiTrted bythe Trustees to manage the day-to-dav
operation5 of the charlty and has delegated aLrthorlty as set out in a Scheme of ReseJNed and Delegated Matters which
is reviewed annually by the board. Samantha Mabbott Is the CEO, Ir) addltion, there Is an experienced team of paid staff
and volunteers who are key to the service offered by the charlty. Decisions are made by the Trustee board in line with
the Busine55 Development Plan znd are revlewed at least ann uallv.
The Senior Managèment Team ISMTI meet to revlew progress 8galnst targets and the charity'5 financial position and to
discuss issues referred to them by the Trustee board. Reports and recommendations are then tal(en to the full board for
approval, and thelr Implementatlon Is organised by the Chlef Offlcer and the staff team. There are regular staff and
volunteer meetings, and senlor management team meetlngs whlch ensure that progress is being tnade against targets.
Pay and R•mun8ratlon ol K4y Manag•M¢nt Personnel
The Trustee5 considerthat the board of Trust￿ 8nd the SMT comprlse the key management personnel of CA Hart and
the senior managemènt team 8re pald In accordance w￿h salarles benchmarl(ed across a range of voluntary sector
organisations. Any Increases to salarles are approved by the Trustee board, The Chief Executivd5alary 15 reviewed and
approved bythe Trustee board separately but in Ilne wlth the pollcy set out 8bove.

CA Hart's Trustee board oversee the Information 5ecurlty of all personal information of our clients, Staff. funders and
Strategic partner5 that15 processed. The charity holds lolnt responslblllty, with the National Citizen5 Advice 5eroice, for
Ilent data that is held In our case man2gement system. An Informatlon assurance managementteam exists to ensure
the confidentiality, integrlty ard avallablllty of all personal and senslthje data is maint&ined to a level whichls compliant
with the requirements of the UK General Data Protectioll Regulatlon and Data Protection Act 2018.

CA Hart is a member, by subscriptioll, of Cltliens Advlce, the Natlonal Association forthe Citiierjs Advlce service. The
CltizerEs Advice Membershlp Scheme requires member organls8tions to underEo an annual audit of organisational
standards arEd qualfry of advlce by Citizens Advlce. The Charlty was audited by a site wi51t in January 2024 and an Internal
revlew In January 2025. We exceeded the standards iequlred. Cltizens Advice also conf irmed it had attalned an
excellent qualitw ratlng and as a result the Ch8rity continues to hold the Advice Quality Standards IAQSI k￿e marl(.
