Report ol the trustees for the year ended 31 March 2023
The trustees present their annual directors. report and financial statements of the charity for the
year ended 31, March 2023 which are also prepared to meet the requirements for a dirertors,
report and accounts for Companies Act purposes.
The financial statements comply with the Charities Act 2011, the Companies Act 2006, the
Memorandum and Articles of Association, and the Accounting and Reporting by Charities.. Statement
of Recornmended Practice applicable to charities preparing their accounts in accordance with the
Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021 (effective I
January 20191.
Objertlves and actlvltles
The purpose of the charity is focused on the local community of Sale M(M)r delivering needed
services through specific funding or with a partnership agency, and the main activities are one-stop
support and advice, learning opportunities, youth and family activities and volunteerin8.
The trustees confirm that they have referred to the Charity Commlssion's guidance on public beneflt
when reviewing the Charity's aim5 and objectives. in planning future activities. and setting the
policies for the year.
The charity furthers its charitable purposes for the public benefit through signposting and
counselling residents, providin8 moral support when necessary to talk problems through. We deliver
a range of services, some for Trafford Housing Trust through surgeries. prolects and Community
events designed to foster community cohesion.
All these initiatives will put us in a strong position to deliver the chief aims of mass localism. We are
already doing much of what is proposed and the commissioning process from stakeholders will
enable us to deliver high quality projects and servlces to the Sale Moor communlty and Trafford
Borough at a fraction of the current cost5 incurred by the council. Thus, maximum value for money is
achieved.

SMCP lrnpact & (hrtcomes 2023 (April 2022-March 20231
The Sale Moor Communlty Partnershlp ISMCPI is a communSty focused charity aiming to support
the community and residents of Sale Moor and the wider Traffordlmanchester community. Formed
in 2CN)5, the charity developed from a council led project in 2(A)2 that laid the foundations for taking
the charity on and forward.
The charity remained "homeless" during this period due to the ongoing work to secure a modular
building and the rising costs associated with that projert. De5Plte a successful application to the
Trafford Housing Trust Social Investment Fund. it was becoming more and more problematic to

pandemic, global supply prices rising and the lack of a direct project manager to drive it forward.
THT did offer two people to help support this effort but still we waited on good news. The charity
wa5 initially able to work at St Francis Hall where the Food Bank, Bread & Butter Thing and Health
Activity Fund projects were delivered. However. in August 2022 the Church also closed necessitating
a move for these projerts too.

In January 2022 through the work of Our Sale West and SMCP we employed Kirsty Harklns. This very
quickly went from a single day a week to two days a week of dedicated support to the community of
Sale Moor. The Sale Moor Communlty Support Hub Coordinators role is to lead the Sale Moor
Spoke response to people in crisis. Since the creation of the Trafford Support Hubs at the start of the
Covid-19 pandemic it was apparent that a dedicated worker was needed for the Sale Moor
community. In November of 2022 we were then allocated an element ofthe Household Support
Fund to use for discretionary payments to residents in crisis similar to the Trafford Assist support.
We helped 11 families/individuals with fund5 for energy, phone top UP5. ovens, beds, tents and
much more.
The Food Bank located at St. Francis Hall had to move to the Sale Moor Methodists Church on
Northenden Road in September 2022 due to the closure of St. Francis. The Food Bank continued to
be a significant focus of our work. We carried on delivering a direct triage service at the Sale Moor
Food Bank. The continuing development of the Trafford Community Hubs and the Sale Moor Spoke
projects gave SMCP a direct referral point and additional avenues to support people in crisis. In the
period April 2022-March 2023 there were over 394 visits to the Food Bank from approx. 120
individuals or family groups.
The Bread & Butter Thing ITBBTI food prolect continued to operate from St. Francls Hall until its
closure in August 2022. The venue then moved to St. Ann's Hall on Trinity Road, each Wednesday, in
its regular slot. While it has been well used by the l¢)cal community there has been a drop in people
from the Norris Road area and estates Wlth a new cohort of members from the area nearer to the
church hall. This residency is currently funded by Trafford Housing Trust as there is a requirement to
pay hire fees. The numbers are similar to last year with over 3.Crf)O visits to TBBT. Our tohort of
volunteers support the event and get the bags ready with around sixteen people using a
Focebooklverbal rota to ensure everyone gets a chance to be involved.
The Healthy Actlvlty Fund replated the Attive Appetites project and we delivered sessions from St
Francis Hall in Easter170 activity entries, 207 lunches) and Summer1110 artivity entries, 383
lunches). The Xmas projert had to be a lunch only project and these were delivered to families in
need in the weeks before and after Christmas Day. We worked in partnership wlth Foundation 92
IF921 to create a wider offer to young people and children in the community during Easter and
Summer. Participants were offered a range of creative activities and some sport at St. Francis with
F92 concentrating solely on sport at Sale High School.
The Christmas Project 2022 took the form of a donation project to provide presents to those
struggling to provide for their children. Families were identified from food Bank attendance and
nominated by other concerned commvnity members. We worked with Sale Guides to match
presents tu familie5 and managed to SUPPOrt 13 families and 28 children. Sale Communities Junior
Football Club helped with selection boxes too. SMCP coordinated the matching and ensured delivery
before the bi8 day. We even manased to add a few extra bits from dortatlons dire¢tly to SMCP.
We expert 2023-2024 to continue in much our current roles in the community while we ait for a
conclusion to the NEST projert. In the meantime we are Current￿ exploring funding from the Green
Spaces Fund and have met with them to dlscuss a joint projert with bme Tree Primary School and

Friends Of Moor Nook. We have representation on the Trafford Youth Network and continue to
coordinate the youth work in Sale Moor despite the funding and safe space challenges it is facing.

Investment power5 and policy
The trustees, having regard to the liquidity requirements of operating the charity, have kept
available lunds in an interest bearing deposit account.
Reserves policy and goln8 concern
The balance held in unrestricted reseNes at 31° March 2023 was £21,473 of which all are free
reserves, after allowing for funds tied up in tangible fixed asset5.
The trustees aim to maintain free reseNes in unrestricted funds at a level whSch equates to
approximately three months of unrestricted charitable expenditure. The tTU5tees consider that this
level will provide sufficient funds to respond to applications for grants and ensure that 5UPPQrt and
governance costs are covered.
The Charity'5 main Source of income is grants and donations. The Trustees consider that St 15
appropriate to prepare the accounts on a going concern basis and, consequentlys the accounts do
not include any adjustments that would be necessary if these sources of income should cease.
Risk management
The trustees have conducted a revlew of the ma5or risks to which the charity is exposed and systems
have been established to mitigate those risks.
Plan5 for Future Perlods
Sale Moor Community Partnership is working with Trafford Housing trust and Trafford Council ort
the redevelopment of the shopping parade SMCP is located on. A new buslness plan is tc be
developed when planning for the redevelopment is finalised. We continue to use Improvement
Methodology to ensure our daily services are delivered to a high standard.

Sale Moor Community Partnership Limited is a company limited by guarantee governed by its
Memorandum and Articles of Association dated IW May 21X)5. It is registered as a charity with the
Charity Cornmi5sion and is constituted under a trust deed dated 6 April 2(K16
Appointment of trustees
As set out in the Articles of AssociatloEI trustees are elected annually by the members of the
charitable company attending the Annual General meeting and serve for a period of 12 months.
Trustee Indurtlon and training
Most trustees are already familiar with the work of the charity as a result of being local people and
due to their involvement in the charity.
Additionally, new trustees are invited and encouraged to attend induction and training in relevant
policies and procedures as and when necessary.

Organisation
The board of trustees administers the charity. The board normally meets quarterly. A Chief Executive
is appointed by the trustees to manage the day-to4ay operations of the charity.
Related parties and co-opefation with other organisatlons
None of our trustee5 receive remuneration or other benefit from their work with the charity. Any
connection between a trustee or senior manager with any service providers must be disclosed to the
full board of trustees in the same way as any other contractual relationship with a related party. In
the current year no such related party transactions were reported.

statements in accordance with applicable law and United Kingdom Accounting Standards (United
Kingdom Generally Accepted Accounting Practicel.
Company law requires the charity trustees to prepare financial statements for each year which give a
true and fair view of the stste of affairs of the charitable company and of the incoming resources
and application of resources, including the income and expenditure, of the charitable company for
that period. In preparing the financial statements, the trustees are required to..

Make judgments and estimates that are reasonable and prudent,.
State whether applicable accounting standards have been followed. subject to any material

The trustees are responsible for keeping proper accounting records that disclose with reasonable

are set out on pages 8 to 18.

The In￿leeS (who are also the directors of the company for the purposes of company law) are
responsible for the preparation of the accounts. The trustees consider that an audit is nol
required for this year under section 144(2) of the Charities Act 2011 (the 201 l Act) and that an
independent examination is needed. The charity is required by company law lo prepare accrued

AssoLiation uf Chartered Certified Accouniants.
