within the area of benefit.

VAAC activities are focused on the following areas:
Community Investment and Membership
We prlde ourselves in being a responsive local support service that is highly visible, well-respected
and integraltothe localVCSE sector. This onlails direct and indirect support to members on
a range of issues including. governance. fundraising. development & growth. Specifically on
funding and fundraising. we provide guidance and advice sothat organisations are successful in
attracting funding to support thelT seFvi¢es from a range of dlfferent sources and are able to
8dapt to new opportunities and challenges. In th8 last year we have:
Secured funding on the basls ofwork with our members totalling £622,000
Supported 85 VCSE organis8tions with 1-2-1 support
Devised 12 case studieslvideos to demonstrate the value and contribution of the sector
Undertaken intensive work with 3VAAC members regarding. stretegy, sustainability and

Increased our membershlp by 8 further 39 organisationswith a total VAAC membership
of 621 at the end of March 2025
Devised and circulated 10 themed Funding Focus bulletins
Issued 60 e-bulletins covering a range of topics and issues

Review of the charity's financlaLposltlon
The principal funding sources forthe charity are grants from West Sussex Country Councll, Arun
Distrlct Council and Chichegter District Council. The funds form part of the income for the
uniestricted funds and during the year they covered 87 % of the unrestricted expenditure lin the
prior year this was 66%).
Total incom8 for the year was £329.371 (2024: £321,776) of which unrestricted income was
£260.52012024: £254,632} and restricted incomewas £68,85112024.' £67,144).
Total expenditure for the yearwas £316.07012024: £426.858) of which unrestricted expenditure
was £244.047 12024: £308.8991 and restricted expenditure was £72,023 12024: £117.9591-
Included within unrestricted expenditure in the prioryear were one-off costs incurred as a result
of the restructuring of £16,459.
This result8d in a surplus for the ye8r of £13.806 (2024: deficit of £104,770) ofwhich th8re was a
surplus in unrestricted funds of £16,978 {2024: 8 deflcit of £53,955) and a def icit in restrlcted
funds of £3,17212024: 8 deficit of 250,815).
The deficit inthe restricted funds 01 £3,712 arises from timingdifferenceswhere inoome received
Into restricted funds in previous years ha8 been spent in the current year. Over the full Ilfe of
restrlcted tunds. the total income received will be spent and therefore the overall bal8nce on
e8ch individu81 fund wlll eventually be £nil.
Reserves policy
As at 31 March 2025, the charity held total funds of £236,525 12024: of £222,719) of which
£90,204 were restricted (2024: £93,376) and £146,321 were unrestricted12024: £129,343}.
The trustees aim to maintain sufficient resetves to meet six months, operating expenses and
potential redund8ncy costs, totalling £142.565. This approach ensures that sufficient reserves
are held to ¢over key risks as identified in the charity's risk register.
The trusteas have decided to designate part of the general unrestricted funds to be used within
2025126 as follows., £4,600 for ptanned staff cover, £1,000 forfurniture & equipment and £2,000
for IT Projects. Following this designgtion the remaining gener8l unrestricted reserves are
£138,721.
The unrestricted general rese￿eS as at 31 March 2025 are £3,844 less than the target reserves
amount and the trustees will seek to incre8se reserves if funding and other income received
allows.

Rlsk management
Our risk registerfollows the risk management model recommended bythe Charity Commission
in its publication Charities and Risk Management (CC26 - 2010}. During 2024-25 we continued
to review key risks.
Our principal risk relates to our deperldence on Local Government funding and the stablity of
future income. Although all our core funding grants were renewed in April 2025. the Trustees
acknowledge there is future uncertainty due to forthcoming Local Government ReorEanisation
and Devolution agendas.
The Finance Audit & Risk subgroup updates the risk registcr and is rcsponsible for ensuring that
trustees are 8W8re of risks, and thal any agreed actions to mitigate risks are undertaken. These
Trustées and off icers are also responsible for business continuity. The staff team are aware of
their 8reas of responsibilityand contribute tothe assessment and mitigation of any risks.
Major risks with mitigating actions ar8 discussed at each full Board mèeting. The trustees are
pleased to report that tho charity's internalfinancial control conform to guidelines issued by the
Charity Commission.

The charity Is governed by its Memorandum and Articles of Association as Issued on

incorporation on changeof name deted 20July2016 asamended byspecial resolution registered
at Companies House on 26 November 2024.
Govefnance and Methods of appolntment or electlon otTrustees
Voluntary Action in Arun and Chichester {VAAC) is gov8rned by its board of trustees who set the
strategy and key policies of the charity. The Trustee Board meets at least 4 times a year.
None ofrhe trustees has any benefi¢lal Interest in thecharity. Allthe trustees are members ofthe
ch8rity and guarantee to contribute 8n 8mount not exceeding £1 in the event of a winding up.
The Trustee board consistsof between 5 and 15trustees who are appointed at a general meeting
of the ch8rity and the Trustees may appoint up to 5 trustees between each AGM. A balance
between trust88s who work for member organisations and those that do not is sought.
New trustees are recruited using an external advertising and intetview process, including
publicisingvacanciesto our member charities. New trustees follow an induction progr8mme.

Company law requires the trustees to prepare financial statements for each financial period
which give a true and fairviewofthe state of the charitable company'saffairs and ofthe incoming
resources and application of resources including the income and expenditure of th@ charitable
company forthe year. In preparing these financial statements the trustees are required to:
