Report of the trustees
The trustees are pleased to present their annual directors’ report together with the Receipts and Payments accounts of the charity for the year ended 31 March 2023.
The report and accounts comply with the Charities Act 2011 and the charity’s constitution.
OBJECTIVES AND ACTIVITIES
As stated in its Constitution the objects of the charity are as follows:
To undertake and arrange voluntary work in education, social service and similar charitable activities among those in need.
Public benefit
The Trustees confirm that they have and will continue to refer to the guidance contained in the Charity Commission’s general guidance on public benefit when reviewing the Charity’s aims and objectives and in planning future activities.

DEVELOPMENTS, ACTIVITIES AND ACHIEVEMENTS THIS YEAR
The charity has delivered successfully a number of projects and activities during 22/23 including:
Accelerate – This is the seventh year of this project within which we are a partner with Coventry Development agency to support those who are unemployed into progressing towards employment. Funded by Big Lottery and ESF.
Computer Club continues unfunded to teach people basic computer skills using learn my way training programme. We have had reduced numbers to computer club since Covid, with only 2 people coming along, Computer club is under review. This group has been running for 8 years now.
Job Club - continues unfunded. Helping unemployed to prepare CV’s and carry out Job searches. The number attending Job club has reduced since Covid. The Job Centre is doing CV’s now so reduces the need in our community. This is under review. This group has been running for 10 years now.
Craft Group - continues unfunded. The craft group has at least 10 people coming on a weekly basis, making different craft items, but also socializing, and getting support from those attending and the Centre’s staff. This group has been running for 10 years now.

Woodwork workshop continues unfunded. This is a small workshop, with only space for three volunteers. We have a lead volunteer who has workshop experience, who is making guitars, this helps his mental health, the other volunteer is in his 80’s who has been doing some furniture restoration, He comes in for some respite time as his wife has Dementia. This group has been running for 5 years now.
Knitting group - This is run by a group of ladies on a Thursday afternoon. There are 20 ladies who come in to knit and knatter for a couple of hours each week. This group has been running for 2 years now.
Community Fridge - new this year. The community fridge has food donated by local supermarkets that is close to its best before date, we distribute the food to local people who are in need of food, we are open 2 or 3 days and make such a difference to people struggling in our community. It also stops food going into landfill.
Warm Hub - new this year. This project helps people who are struggling to keep warm in the winter months. People come in for a cuppa, soup and a roll, a chat and a warm. This reduces the fuel cost for those people attending.
Dementia and Loneliness Project – new this year. This project was set up to help people with Dementia and their carer’s, to get out to the centre and meet others, do some games, exercise and some refreshments. It is also to help people who are lonely by meeting others and socialising. The project has slightly changed in that we run a weekly session at a local sheltered housing facility locally, with 20 people attending the activity, that has various activities that stimulates the brain and also exercises the body, some who attend have mild dementia, others are lonely. We also run social spaces at the centre for those who are lonely to come along to. We are fully utilized for this when it is running 4 mornings a week.
FUTURE DEVELOPMENTS
We continue to look for new projects, and new groups, the board had a planning meeting to produce a five year plan, which is being worked on regularly to start new groups for the community. We are trying to get funding for the next financial year to run a befriending project, but also to enable our existing groups to continue.

FINANCIAL REVIEW
In the year ended 31 March 2023 receipts totalled £41,371 ( 2022: £59,773). The main sources of income was the Building Better Opportunities (‘BBO’) project, the Community Fridge food workshop project and Warm Spaces along with a few smaller grants from local Councillors. We also had Dementia and loneliness project with funding carried forward from previous year.
Payments amounted to £50,389 (2022: £33,260), consisting largely of staff, premises and project costs associated with the Building Better Opportunities Accelerate project, community fridge, Dementia and Loneliness project and Warm spaces
At 31 March 2023 total cash balances carried forward were £83,338 (2022:£92,357 including £20,775 (2022: £32,653) relating to restricted project work.
Reserves policy
It is the Trustees policy to hold free reserves to cover at least 3 months running costs to enable the Charity to continue to operate and fulfil its short-term commitments. Some cash funds are held to cover the cost of dilapidation and lease costs should the charity need to wind up completely. Such costs amount to approximately £4,500. The Trustees consider the current level of free reserves of £62,563 to be sufficient to cover such eventualities and will continue to invest excess reserves to continue to run its workshops and group activities at the centre when there is no external funding for such purposes.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing Document
White Hart Community Groups (formerly Volunteer Centre North Warwickshire Limited) is a Charitable Incorporated Organisation (No. 1113322) governed by its Constitution. The charity’s conversion to a Charitable Incorporated Organisation was confirmed on 26 August 2020.
Appointment of trustees, induction & training
New Trustees are appointed by invitation to join the Board given that they have the necessary skills and experience to contribute to the Charity’s activities and to be able to discharge their obligations as Trustees.

Independent Examiner’s Report to the Trustees of White Hart Community Groups (‘the Charity’)
I report to the Trustees on my examination of the accounts of the Charity for the year ended 31[st] March 2023.
Responsibilities and basis of report
As the charity trustees of the Charity you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“ the Act”). I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

Accounting records were not kept in respect of the Trust as required by section 130 of the Act; or

The accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Notes to the accounts

2. Note regarding restated 2022 accounts:
The closing balances of cash on the Receipts and Payments account along with the Statement of Assets and Liabilities were found to be out of balance and not in keeping with the cashbook for the 2022 year end. The figures at the start of the financial year have been adjusted to be in line with the actual cash balances of £92,357 that were identified during the 2022/23 independent examination.
3. Basis of preparation
The accounts have been prepared on the Receipts and Payments basis as required by Charity Law.
4. Funds
General accumulated funds are unrestricted funds available for general purposes and include funds designated for a particular purpose; the use of such funds remains at the discretion of the trustees.
Restricted funds are funds subject to conditions imposed by the donor or by specific terms of the appeal under which the funds are raised. The restrictive conditions are binding upon the charitable Incorporated Organisation.
5. Expenditure and irrecoverable VAT
Expenditure includes irrecoverable VAT.
6. Employees
Average number of employees in the year was 2.0 (2020: 1.0). The charity contributes to a personal pension plan for one employee. No remuneration was paid to any trustee during the year.

7. Restricted funds have the following purpose:
Building Better Opportunities – Accelerate project to help people move closer to employment, and also to help those who are financially challenged, to improve self-esteem, self-confidence through joining our clubs and training.
Coop Community Fridge. Helping those struggling in the community with food purchases Dementia and Loneliness. Helping those with Dementia and their carers to get out and socialise, also reduce loneliness in the community.
Warm Places . Giving a warm place for those suffering from fuel poverty, with soups and a roll for those coming along, also the chance to chat with others.
WCC councillor grant. To buy toiletries for the community fridge.
WCC Cost of living. To buy food for the community fridge that doesn’t come from supermarkets.
Some of the Restricted funds are carried over to 2023/24 financial year. See Note 1.
8. Related party transactions
M Horner, Chair, gave various donations during the year, including one from White Hart Band for a performance during the year. M Horner was also reimbursed expenses for mileage that was done whilst delivering charitable activities during the year.
