For the purposes of this clause, in the event that the trustees in their absolute discretion conclude that no appropriate person may be found who falls within either 1)(a) i. or ii. above, they may extend the area of benefit to include the area which is within a three mile radius of the area of benefit and failing that the area which is within a five mile radius of the area of benefit.
