EIGHTEENTH ANNUAL REPORT for Annual General Meeting, 24th April 2024
Since our last AGM, which was our 86th meeting, we have continued to meet in person, which we find more effective than meeting online. The Trust Deed (§ 3.3) provides that “A meeting may be held either in person or by suitable electronic means agreed by the Trustees in which all participants may communicate with all the other participants.” Interviews have also been in person, but we hope it will be possible to hold them online where attendance in person would be difficult for the applicant.
This AGM is the last to be held at 9, Rectory Drive, since I am planning to leave the house on 12th June to live near my grandson and his family in Cheadle Hulme, Cheshire. I am therefore unable to continue as Chair, and am grateful that Andy Lie, now Vice-Chair, has accepted the position of Chair. The present AGM is unusually early in the year, so that I rather than Andy can chair it, as resolved at our meeting of 21st February. As the last AGM was on 10th July, the year covered by this report is a short one, of only nine and a half months.
Four applicants were interviewed during the year, in two interview sessions, both in person. One applicant was taking a course in English for speakers of other languages, one in British Sign Language, one in creative writing, and one in music therapy. Another application, for an Access to Higher Education course at Newcastle College, was rejected on the grounds that the course was full-time (Minutes of 87th meeting, § 4). On the other hand, the music therapy applicant was given a grant, although the course is advertised as full-time. The interview panel deemed it to be part-time on the grounds that it was a master’s degree course taking two years, whereas such courses usually take one year, and also because the applicant was taking it while employed 24 hours a week. This was a difficult decision, and apparently inconsistent with the above-mentioned rejection. It was made with regard to the fact that many nominally full-time students take jobs not only in vacations but at weekends and in evenings, so that the line between full-time and part-time study is a fuzzy one, and in this case the applicant’s employment was necessary to provide a living, rather than supplementary. Whereas the Trust’s strapline mentions “part-time learners”, the Trust Deed does not restrict its work to them, mentioning only “adults who wish to continue with their education” (§ 2.1). We need to consider our treatment of such borderline cases.
A concert was given by the Cobweb Chamber Orchestra at the Lit & Phil on Saturday 24th February, conducted by Andy Jackson. Music by Fauré, Debussy and Ravel was chosen to reflect Siew-Yue Killingley’s love of French flute music. While the event did not raise much money for the Trust, it raised awareness of Siew-Yue’s and the Trust’s work.
Meetings: Since the last Annual General Meeting, in person on 10th July 2023 (86th meeting), the Trustees met on 28th September 2023, and 21st February 2024, both in person.
Trustees: We were sorry to lose Tricia Richardson, who left as a Trustee on 10th July 2023. We were delighted that Katie Stamps, who had been a Trustee from 18th June 2017 to 10th August 2021, and had done valuable work as Applications Manager, rejoined us as a Trustee on 17th January 2024. We still have three Trustee vacancies to fill, and we need people who not only have enthusiasm for part-time education in the arts and humanities, but are familiar
with modern communications facilities. The vacancies have been advertised throuigh Connected Voice and Volunteering Matters, but no offers have been received.

Trustee roles: Dermot Killingley resigns as Chair with effect from 24th April 2024. Andy Lie succeeds him as Chair. The positions of Vice-Chair, Secretary and Applications Manager are vacant. Sarah Mant continues as Treasurer, and has access to the Trust’s HSBC account. Andy Lie has joined her as a second operator of the account.

All expenditure was on grants, except for bank charges to HSBC, introduced in 2021 and amounting to £63.60 (£5 per month + £0.40 per transaction), and one payment of £9.00 to an applicant for travel expenses.
In 2021-22 expenditure was more than twice income, and in 2022-23 income was nearly twice expenditure. In 2023-24 income was nearly six times expenditure. This is due to an unexpected payment of £31,347.10 which was received in July from the Department of Work and Pensions, being an underpayment of Siew-Yue’s pension.
