The trustees present their annual report and financial slalenienls for the year ended 31 March 2024.
The financial 9tatements have been prepared in accordance with ihe accounting policie5 set out in note I to the financial
statements and comply with the charity's [goveming document], the Companies Act 2006 and "Accounting and Reportii)g by
Charities: Statement of Recommended Practice appli¢abl¢ to ¢harities preparing their accounts in accordance with the Financial
Reporting Standard applicable in the UK aiid Republic of Ireland (FRS 102)" (effective l January 2019).
Objectlve5 and actlvltlt$
The Charity'5 Objects are specifically restricted io the folloiving:
To relieve and promote the welfare of children and young peopl¢ up to tl)e age of 25 iiicludii)g iii particular, those iviih spe¢ial
or additional needs arising from mental, physical. behavioural or educatioi)al difficulties and residing in and withii) the Norfolk
and Waveney area; by providing care. advice. and short breaks for said children.
In order lo achieve ils aims, The Charity provides,.
Respite Care. One lo One support. Youth Club. Nursery. and Holiday Play schemes: together with support Services. Following
restructuring in September 2021. thes¢ are staffed by a Senior Manager; Finance Officer l Deputy Centr¢ Manager; Nursery
Manager. Thrive Practitioner. and Admin Assistant.

The Iruslees have paid duc regard lo guidance issued by the Charity Commission in deciding what activities the charity should
undertake.

The Centre has conlinued to provide it's usual services; maintained lo a level lo keep within available finances. The Centre
continues to be used for the purpose of Short Break5 aclivilics, Day Nursery. and other ielaled aclivilies. Planning permission
has been obtained from the local council for Ihe plaiined major building alleralions l addilioiis. The Thrive Approach has been
embedded into the ethos of Shine acros5 all aspects of the provision. A detailed report of a¢livilies is published separately.

Flnanclal revlew
Despite the inflationary effecl on costs and pay awards to ensure staff retention, an overall net income of £23,830 was
achieved in the year following a deficit the previous year of £45,380, aided by another busy year for both Short Breaks and
Nursery Services. The entire team effort from Staff, Volunteers and Trustees, have enabled the Charity to benefit the young
people in the community it is here to serve. The result include5 Fund raising inconie of £65,680, which is just over half of
the £115,600 raised in the previous year, which will remain diffi¢ult to increase in the current economic Climate. Building
works have been undertaken to increase the floor area of the main room and also change high level windows lo give
improved lighting, The spending of £79,511 (£59,112 up to the 31 st March and a further £20,400 to date) was all covered
fron) the Building Fund for which £80,000 had been designated. The Designated General Contingency Fund remain al
£IOO,000 which is held in Short Temi interest bearing dep051ts.
Reserves pollcy
The Trustee's policy is to maintain 5uffi¢ient funds for the repla¢¢ment of equipment and to finance operations for at least 6
rnonths. To this purpose the General Reserve currently stands at £lOO,000.

The Trustees investment policy is short term deposits with low risk and good retums.
Rlsk analysls
Operational risks are routinely addressed by the nianager and her assistant and each child receives a personal risk assessment as
standard procedur¢. All staff are subject to criminal record checks. Risks aSs￿l81¢d with the building are addressed as part of
the building project in conjunction with the architects and builders.

As the Iruslees of Ihe charity (and also its directors for the purposes of company law) you are responsible for the prepaTation of
the financial ststements in accordan¢¢ witli the requirement5 of the Companies Act 2006 (the 2006 Act).
Having satisfied myself that the financial stalenients of the charity ar¢ not required lo be audited under Part 16 of the 2006 Act
and are eligible for independent examination, I report in respect of my examinalion of the charity's financial staleiiients carried
out under section 145 of the Charilies Act 2011 (tl)e 2011 Act). In carrying out Iny examination I have folloiyed all the
applicable Direclions given by the Charity Commission under section 145(5){b) of the 2011 Act.

Shine (East Norfolk) is a private company limited by guarantee incorporated in England and Wales. The registered office
isAlpha Centre, Alpha Road. GREAT YARMOUTH, Norfolk, NR31 OLG.
1.1 Atcounllng conventlon
The financial slalements l)ave been prepared in accordance with the charity's Igoveming documenti. Ihe Companies Act
2006. FRS 102 "The Financial Reporting Standard applicable in the UK and Republic of Ireland" ("FRS 102") and the
Charities SORP "Accounting and Reporting by Charities.. Stalenient of Recommeiided Practice applicable to charities
preparing their accounts in a¢¢ordance with the Financial Reporting Standard applicable in the UK and Republic of
Ireland (FRS 102)" (effective l January 2019). The charity is a Public Benefit Entity as defined by FRS 102.
The charity has taken advantage of the provisions in the SORP for charities not to prepare a Statement of Cash Flows.
The fin8n¢ial statements are prepared in sterling, which is the fvnclional currency of the charity. Monetary aniounts in
these financial statements are rounded io the nearest £.
The financial statements have been prepared under the historical cost convention, The principal accounting policies
adopted are set out below.
1.2 Golng coneern
At the time of approving the financial statements, the lrnstees have a reasonable expectation that the ¢harity has adequate
resources to continue in operational existence for the foreseeable future. Thus th¢ trustees continue to adopt the going
concern basis of accounting in preparing the fin8ncial slalements.
1.3 Charltable (unds
Unrestricted funds are available for use at the discretion of Ihe trustees in fijrtherance of their charitable objectives.
Designated funds comprise ￿ndS which have been set aside at lh¢ discretion of the trustees for specific purposes. The
purposes and uses of the designated funds are set out in the notes to the financial slalemenls.
Restricted funds are subject to specific conditions by doiiors or grantors as to how they may be used. The purposes and
uses of the restricted fund5 are set out in the notes lo the financial slalemenls.
1.4 Income
In¢ome is recognised when the charity is legally entitled to it after any perfomiance conditions have been met, the
amounts can be measured reliably, and it is probable that income will be received.
Cash donation5 are recognised on receipt. Other donations are recognised once the charity has been notified of the
donation, unless perforniance conditions require deferral of the amount. Income lax recoverable in relation to donations
received under Gift Aid or deeds of covenant is recognised at thc time of the donation.
1.5 Expendlture
Expenditure is re¢ognised once there is a legal or ¢onstructive obligation lo transfer economic benefit to a third paty, it is
probable that a transfer of economic benefits will be required in settlement, and the amount of ihe obligation can be
me&8ured reliably.
Expenditure is classified by activity. The costs of each activity are made up of the total of direct Costs and shared Costs.
including support costs involved in undertaking each activity. Direct costs attributable to a single activity are allocated
directly lo that activity. Shared costs which contribute lo more than one activity and support ¢osts which are not
attributable to a single activity are apportioned between those activities on a basis consistent with the use of resources.
Central staff costs are allocated on the basis of time spent, and depreciation charges are allocated on the portion of the
asset's use.

The charity has ele¢led lo apply the provisions of Section 11 'Basic Financial Instruments, and Section 12 '0ther
Financial Instruments Issues, of FRS 102 to all of its financial instruments,
Financial instruments are recognised in the charity's balance sheet when the charity becomes paty to the contractual
prov15ion5 of the instrument.
Financial assets and liabililies are offset, with the net amounts presented in the financial slalemenls, when there is a
legally enforceable right to set off the r¢¢ognised amounts and there is an intention to settle on a net basis or to realise the
asset and settle the liability simultaneously.
