The trust¢e8 who are also directors of the charity for the purposes of the Companies Act 2006, present their report with
thc financial statements of the charity for the year ended 31 Dec¢mber 2024. The trustees have adopted the provisions
of Accounting and Reporting by Charities." Statement of Recommended Practice applicable to charities preparing their
accounts in accordance with th¢ Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)
(effective l January 2019).
owE￿[vEs AND ACTIVTTIES
Objectives and ¥ims
The principal activity of the ttwt during the year was that of a charity, the object of which was to provide for the relief
of aged poor persons in the areas of the Urban district of Ware, the Borough of Hertford, and the Rural districts of both
Ware and Hertford, through the provision of good value rcntcd accommodation.
Significant actlvltles
The TTUSt'8 properties were fully let during the year resulting in an overall surplus in Propety Income for the year of
£39,157.
ACHIEVEMENT AND PERFORMANCE
Charitable aetivltles
During thc year under review th¢ trust produced net incoming resources of £51,901. as wcll as unrealized inv¢stm¢nt
gain of £16,528. Th¢ trust trust had no investment gain8 or1088¢8 on disposal during the year.
This resulted in 8 net increase in funds of £68.429.
After all such mov¢ments. the total fund balance at thc Balance sheet date was £6,390,068.
Investment performance
The Investment Fund is managed on a continual basis by J.M.Finn & Co Stockbrokers, who work closely with the
trustees in tying to achieve the investment aims of the trust.
FINANCIAL REVIEW
Investment pollcy and objectives
From September 2017, the investment policy was changed from purely targeting incorne and a yield of 50/0 to targeting
a rcturn from income and ¢apital growth over the long tenn with a medium risk profil¢. The trustees b¢lieve this change
bctter reflects reality in a low interest cnvironmeni and gives increased flexibility in investrlent decisions consistcnt
with th¢ aims of the charity.
Reserves pollcy
The Trust seeks to maintain general working capital levcls at a position which Covers routine annual expenditure, with a
sufficient surplus to meet unforeseen propety maintenance cxpcnditure.
From April 2015, the property mcasurement has Chang￿ from the cost model to the revaluation model. As a re8uIL
additional res¢rves are shown representing the revaluation reserve.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
The charity is controlled by its governing docurncnt. a deed of In￿t, and constitute8 a limited company• Limited by
guarantee, as defined by th¢ Companies Act 2006.
The organisation is a Charitable company limited by guarantee
registered as a charity on 30th June 2005.
In (ktober 2012, all the Charity's procedure8 and policies were incorporated in to a comprehensive manual which sets
out all the polici¢s i procedures and standards by which the Charity is run . This 18 made available to all current and

Oryantsational Structure
The trust has six TTU5tees and a Secretary who meet three times a year and they &r¢ r¢sponsible for the strategi¢
direction and policy of the Charity.
The Trustees come from a variety of professional backgrounds relevant to the work of the Charity.
The Secretary undertakes the day to day provision of administrative services, including Bookkeepin& maintenance of
the records, and liaison with the Trustees Tegarding d¢¢isions on expenditure. All expenditure is authoris¢d by the
Board of Trustees.

I report to the charity tn￿teeS on my exan)ination of the accounts of the Company for the year end

As the charity's trust¢¢s of the Company (and also its directors for thc purposes of company law) you are responsible for
the preparation of the accounts in a¢cordan¢e with the requirfflnents of thc Compani¢s Act 2006 ('the 2006 Act,).
Having satisfied myself that the accounts of the Company are not required to be audit¢d under Part 16 of the 2006 Act
and are eligible for independent examination, I report in respect of my examinalion of your charity's accounts as carried
out under Section 145 of the Charities Act 2011 (kh¢ 2011 Act,). In carrying Out my examination I have followed the
DIr￿tiOnS given by the Charity Commission under Section 145(5) (b) of the 2011 Acl.

Basls of preparing the financial statements
The financial statements of the charltable company, which is a public benefit entity under FRS 102, have been
prepared in &ccordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement
of Recommended Practice appli¢abl¢ to charitics preparing their accounts in accordance with the Financial
Reporting Standard applicable in th¢ UK and Rcpublic of Ireland (FRS 102) (effective l January 2019),.
Financial Reporting Standard 102 'Th¢ Financial Reporting Standard applicable in the UK and Republic of
treland, and the Compani¢s Act 2006. The financial slatemcnts have be¢n prepared under the historical cost
convention, with the exception of investments which are included at market value, a8 modified by th¢
revaluation of certain ass¢ls.
Incom¢
All income is recognised in the Statement of Financial Activitie¥ once the charity has cntitlement to the funds, it
is probable that the income will be received 8nd the amount can be measwed reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the
charity to that Cxpenditt￿e, it is probable that a transfer of economic benefits will be required in settlement and
the amount of th¢ obligation can be measured reliably. Expendittir¢ is a¢¢ounted for on an accNals basis and has
been classified under headings that aggregatc all cost relat¢d to the Category, Where costs cannot b¢ directly
attributed to particular headings they have been allocated to a¢tivities on a basis Consistent with the use of
resources.

revalued on a yearly basis by the ttustees with gains or Ios8es shown on the Statement of Financial Activilies

Th¢ company has a poEicy of regular maintenance and repair which 18 charged in the Statement of Financial
