In 2025, we were deli9hted to help raise olmost £65 million in donolions for UK
charities from more than 2.2 million generous donors. These funds benefited
18,336 charities nationwide. We continue to make stron9 progress in reaching
smaller charities: 230/0 of all funds distributed by PPGF UK went lo organisations
with annual income below £1 million near￿ double their ovgrall $hor8 of sector
income (120h)- Notobly, IOYO of all fund$ $upported very $moll choritios with
Income under £IOOI which to9￿hor recoivg just 29h ot tho $e¢tor $ totol income.

Howwe achieve public benefit
As PayPal Giving Fund UK is a grant-making charity, OUT public benefit occurs principally through the activities of those
charities that receive fund5 from us. We believe that, given the large number of small grants we make, we maximise our
public benefit by providing unrestricted funding for those charities. We therefore do not seek to impose any restrictions
on our grants beyond those necessitated by our obligations to ensure our funds are spent appropriately.
We fund only those charities that comply with our published Chority Certification Policy, verifyin9 that the or9onisations
we fund have charitable status in the UK, or equivalent slatus in jurisdictions closely connected to the UK, and
that they are not subject to sanctions imposed by the UN, EU, US or other relevont authorities.
Throu9h our partnership with PayPal. wè undertake checks to ènsure that charities in our dirèctory are corrèctly
règlsterèd. in good standin9 Wlth relèvont règulotors. do not rèprèsent unrèosonablè risks. and that (whèrè rèlèvant) they
hovè verified PayPol accounts so donalions con bt promptly grantèd to thè charily.
Each yèar we undèrtakè a survèy of choritles that rècèlved si9nificont funds from PayPal GlvSng Fund, to conflrm that
thèy opplied our hJnds in support of choriloblè purposès. Through our programmes wé work to promote charities ond
¢horitoble giving to online oudien¢e5 who moy hove little previous involvement in ihe 5e¢tor, for exomple by promoting
choritoble couse5 to PoyPol'5 and Humble Bundle's online shopping audiences or to Twitch's 5treorning community. We
olso strive to serve the sector a5 fairly a5 we can by providing opportunities for lesser known ond smoller charitie5 to
benefit from our work.

public benefit guidance published by the Charity Commission for England and Wales.

As the internet developed, charities were at risk of being left behind, becoming less relevant as
attention shifted online ond awoy from traditional fundraising.
In response, PoyPol Giving Fund's US found?rs ori9inolly •$t¢blish•d mi￿10nFi$h.¢offl as on online mark?tpla¢e for
charities in1999. We then portnered wlth eBoy in 2003 $0 their buyers and sellers Could support good Causes. When
PayPal spun off Into an Ind•p•ndent company, we saw an opportunlty to help other leading online busln¢sw engago theSr
customers in supporting charities, and establish￿ PPGF.
Wo established additional PoyPal Giving Fund chariti•s in the UK, Canado, Australio and Ireland. Over 355.000 Charitios

significant slowdown in fund5 roisod on the Meta platform. we were pleasod to odd Groen Man Gaming 05 c now portner
in Q4 2025.
2.2m donors in total gave to PayPal Giving Fund durlng the perlod, repres&nting 0 240/0 decroos& y8ar-on-yaar, owing to
the decline in funds ralsfjd on Meta, and o reduction Sn our G5Ye at Chgckout pro9￿M. As a result, we rocelved fund$ to
b•nefit18,336 chorilie$ ¢ompored to19,202 in 2024.
Wesupported newcampaigns
PayPal's Give at Checkout programme. which enables customers to make a donation when completing checkoutwith a
PayPal account, raised £1.65million in funds. PayPal fundraisers and the PayPal Givin9 Hub raised a combinad £4.3m in
2025, anabling Paypal cvstomars to SUPFX)rt the charity of their choice through PayPal Giving Fvnd.
We received funding to benefit a wid• range of UK charities.
74 charitie5 received funding from PPGF UK in excess of £IOO.000 over the period. ranging from large charities such as
Breast can￿r Now. Dementia UK Mocmillan Cancer Support, Medicol Aid for Palestinians, the British Red Cross. Cancer

Governanceand compliance
The charitable company recognises the Code of Governance for the charity sector, and the board takes collective
responsibility for Upholding its principles. In spring 2024, we conducted a review of our compliance with the code and
confirmed that the chority continves to meet its requirements. Followin9 this review, we acted on su99estions agreed by
the Board to further stren9then 9overnonce-including revisiting our vision, mission, and public statements, and engogin9
external expertise to support reflection on ovr 9overnonce effectiveness. We intend io repeat this exercise in 2026, in line
with our biennial schedule and to review our compliance against the Updated Code published in 2025.
Durin9 this yèar, we havè also rèvièwed tha charity's relationship with PayPal èntities and concludèd the currènt structure

PoyPal Giving Fund UK IPPGF UK) 15 0 registered chority in England and Wole5 (No. 11105381. We are regulated by the
Chority Commission for England and Wales ond were established with o broad remit, allowing us to support any activity
classed a5 charitable under English law. PPGF UK ha5 Its own board of trustees, who are the charity trustees and who
oversee the management of PPGF UK. At least half the board trustees are independent of PayPal.
PPGF UK has as its sole member PayPal Charitable Giving Fund IPPGF USI, a US registered section 501lcll31 non-profit
organisation. PPGF US appoints the PPGF UK boord, but the PPGF UK trustees are under o duty to make decisions
independently and act in the best interests of PPGF UK. PayPal Inc, a listed US company, provides grant funding to PPGF
US in support of its charitable mission, and appoints PPGF US board members. PayPal Inc also provides PPGF US with
technical and manogerial support.
PayPal Ltd UK Branch provides a range of in-kind support to PPGF UK such as the vs& of ofPic• spoce and transaction

In addre55ing the risk of fraud through management override of controls, we tested the appropriateness of journal
entries and other adjustrnents, a55essed whether the judgements made in making accounting estimates are
indicative of a potential bias and tested significant transactions that are unusual or those outside the normal course
of business.
Because of the inherent limitation5 of an audit, there is a risk that we will not detect all irregularitie5, including
those leading to a rnaterial misstatement in the financial 5tatement5 OT non-compliance with regulation. This risk
increases the rnore that compliance with a law or regulation is removed from the events and transactions reflected
in the financial statements, as we will be less likely to become aware of instances of non-compliance. The risk is also
