## **Structure Governance and Management** 

This is a membership organisation governed by the model Pre-school Learning Alliance Constitution 2011, which was adopted at the Annual General Meeting held on 29[th] October 2014.  Members can be parents or guardians of all children who attend playgroup or other interested individuals approved by the Committee. 



## **St Michaels Preschool Trustee Annual Report For the year ended 31[st] October 2025** 

Committee members, who act as the charity trustees, are appointed or confirmed at the Annual General Meeting. All committee members give their time on a voluntary basis and receive no remuneration or other benefits. 

## **Objects and Activities** 

The aims are, as set out in the constitution, to enhance the development and education of children under statutory school age by encouraging parents to understand and provide for the needs of their children through community groups and by: 

- (a) offering appropriate play, education and care facilities, family learning and extended hours groups, together with the right of parents to take responsibility for and to become involved in the activities of such groups, ensuring that such groups offer opportunities for all children whatever their race, culture, religion, means or ability; 

- (b) Encouraging the study of the needs of the children and their families and promoting public interest in and recognition of such needs in the local areas; 

- (c) Instigating and adhering to and furthering the aims and objects of the Pre-school Learning Alliance. 

## **Achievements and Performance** 

During the year, St Michael’s Preschool continued to operate with the strong commitment of both staff and committee members, whose ongoing support is integral to the effective running and sustainability of the setting. 

The year presented a number of challenges, including financial pressures and an increase in the level of need among children attending the setting. Despite these challenges, the staff team remained positive, dedicated, and fully committed to supporting children attending the setting. 

We welcomed one team member back from maternity leave in January, while another left to pursue travel opportunities.  A new member of staff also joined our team and is currently working towards her Level 3 qualification.  The continued development of staff remains a priority. During the year, two staff members successfully achieved their Level 3 childcare qualifications. In addition, one staff member completed a Level 3 SENCo qualification, and another achieved an NVQ in Early Years Leadership. All staff also renewed their First Aid certificates. 

The preschool continued to invest in its environment. New sheds were added to the garden, the mud kitchen was improved, and themed interest sheds were introduced to support children’s learning and engagement outdoors. 

Sustainability was also a focus during the year. Recycling practices were increased, and staff supported children in learning about where food comes from through planned activities. 

Looking ahead, the preschool plans to provide more opportunities for families to attend events, engage with staff, and gain a greater insight into the activities and experiences offered to children. 

In setting the objectives and planning the activities of the Pre-school, the Committee and employees have carefully considered the Charity Commission’s guidance on public benefit, ensuring that the preschool’s activities benefit children and families within the local community.

## **Reserves policy** 

The reserves policy states that the preschool aims to hold sufficient funds to meet its Pay in Lieu of Notice (PILON) obligations in the event of closure. In addition, reserves are maintained to cover three months’ notice for building rental and insurance commitments. 

In accordance with this policy, the required level of reserves is £28,584. The preschool maintained cash balances above this level throughout the financial year. 

## **Financial Review** 

The Trustees are responsible for the preparation of the financial statements in accordance with the Charities Statement of Recommended Practice. They are also responsible for safeguarding the Charity’s assets and taking reasonable steps to prevent and detect fraud and other irregularities. As a small charity, the accounts are prepared on a Receipts and Payments basis, which records actual cash received and paid during the year and does not include year-end accruals or adjustments. 

For the financial year ending 31st October 2025, the accounts show that total income for the year was £169,964, compared to £184,090 in the previous year. The main sources of income were Nursery Education Funding of £146,968 (2024: £149,758), fees of £9,709 (2024: £15,757), and other funding, which is predominantly SEND funding, of £12,463 (2024: £17,548). 

Total expenditure for the year was £187,991, an increase from £167,913 in the previous year. The main areas of expenditure were staff wages of £141,966, reflecting an increase of £12,963 due primarily to the rise in the National Living Wage, premises costs of £18,285 (2024: £17,721), and resources of £10,394 (2024: £6,876). 

The final cash balance at the close of the financial year was £78,547.
