I hope thai you will flnd it inieresting to read about some of the successes we achieved and difficulties we
overcame in 2023.
RSL has be¢n active sitjce De¢ember 2004 and continues to PTovide support and raise awar¢nes5 resatding
Ihe plight of poor & marginalised people throughout the country. All RSL UK team work entirely for fre£ to
cnsure that our administrative costs are kept as low as possible and to maximise our impact on ihe ground.
I would likc to thank our Staff. tn]st¢¢5, donors and volunieers who have contributed so much to RSL'S
successes. I would like to thank ClaTe Allen. RSL'5 Operation5 DLTCCtor who ha5 worked tirelessly both in
th¢ UK and in STS Lanka to Improve the conditions of those affected by poverty, homclcs$ne$5, conflifjt,

Rebuilding Sri Lanka has funded the following programmes..

Restore Sri Lwth8- RSL has PTovided 5ub5tontial grants to fund"5pecial ca5e5" and the
running cos¢$ of The Rohana School. All located In ¢h¢ Matarn d15tri¢t.
In 2010, RSL with the assistance of Mr Wanni at TDA identified 30"Isunami widows" whose
childTen had fornI￿￿Y been pupils at ihe TDA. Their siluatsons were dire. Many of the families
were shunned by society and forced to live on less than £2 per day. Over the years we have
5UPPOrted these families on a monthly basis. This projecl was forced to close due to lack of
fi]ndin8 in December 2020.

Towards tht end of 2006 RSL began to conduct fjeldwork encompassing a 16km radiu5 in the Elpitiya
di5lrict to ascertain what services would be ofgreatesl value ¢0 ihese communiiies. The research
incorporated many schools, hospitals and five new villages. wh]'eh are now horne to rclocated tsunami
affecred farnilics. It was RSL'S intention to crcate a high quality cducational facility to cnable the.se new
re5i(lent5 tu feel an integral part of their new community and to provide extsling residents with resources
othenvi5e unavailable to them.
In March 2007 the fjrst ston¢ was laid in Uragasmanhat]diya and on 18th August 2007 the RSL Librnry.
David Pop¢ Auditorium, IT Unit and"Hansa" Pre S¢hool was officially 0￿￿ed.
Thcre are 770 million illiterate adults in the world. 213rd5 of them are women. At the RSL library 70¢/0 of
our mcmbcrs arc fcmalc.

Departmeni of Education.
11 is regarded as the most ¢OTnprehensiYe. high quality facility outside the capital Colombo. The Pre School
itseifhas won best Pre School in Southern District eight years in a row.
The library, auditorium and pre-school were closed for much of 2020 due io Covid-19, but 2021 saw the
school and library re-open and the studen1￿MeMberS retumed in huge number5. We saw 140 children enrol
gain in 2023.

Two smaller libraries were added to the Uragasmanhandiya facility in 2011. The John Allen Library holds
old nove15 and ovcr 250 rnaps. The William Crook Librdry hol(Ls reference books, DVDS and CDS. Both are
as busy as the main library.

Our 4th Library, a small school library was opcned at Galpothiha school itx October 2010. It is run by the
school themselves

In Jat)uary (19th) 2012 RSL opened library tjumber 5 in Neluwa. Many Iwal di8nitari¢s including Anoja
W¢erasingh¢ and the head of World Vision altend¢d the opening.
Sadly, Ihis library was closed on 30th June 2016 due to lack of funds.

On January 16th 2013 RSL opened Library number 6 in Mathusama. Lou8hborou8h Grarnmar School
sponsored tkn5 library. It wa5 our bigge51 library. (1,000 square feel). It was the, jew¢l" in our librdry group.
Sadly, Ihis library had io be ¢losed in Sepiember 2020 due to lack of funding. This was an extremely sad
day.
On December 5th 2013 RSL opened our 7th library in Killino¢hchi. Killino¢h¢hi is the main iown of
Kilinochchi District. the Narthcrn Province of Sri Lanka and is situated on Ihe A9 road some 100 km
{62 mile5) southeast ofJaffna. It was the administrative ccnlcr and dc facto capital of ihc LTTE (Tamil
Ttgers) until 2 January 2009. when triy)ps of ih¢ Sri Lankan Arniy recaptUTed the city. The people ther¢ ar¢
s¢ill deeply iraumatized and ￿SOurceS of aTJy kind *re ￿mOSi non-eKisient. In order to establish this fa¢iliiy.
wc had tts seek th¢ permission of th¢ MOD in Colombo.
Thi5 Library was funded by The Tolkien Trust.
Sadly, their funding ¢eased, and we were unable to find another donor. This librdry c105ed 31sI August 2016.
On 3rd September 2014 we opened our 8th library in Ambalanthoia ioiiryi. Sil(Ily, thi5 IibTUry WU5 Closed oll
July I ISI 2017 due to lack of funds. Re50urce5, books, computers etc were all returned for use at
UTa8asmanhandiya Centre.
KuFthad Lib
On 27th November 2014 we opened our 9th library ai the Kaithady School for the deaf and blind. This is att
inva]uable resource for thern having suffered very badly during the war. Additionally, the deaf, blind and
other disabled people in Sri L4nka face terrible stigma and discrimination in their communities.

This library was op¢ned on 17th June 2015 at the Rohana special school in Matara. The students at Rohana
School have exclusive use of this library.

Was built and fully fumished by RSL. It 15 now fully self-5ufficienl.

RSL are 5ti11 managing to get occasional food parcels to families of the children fn)m thjs school.

No longer funded by RSL due to a ¢ha]]ge in rnanagement at Marcsri wl)o felt th¢y no longerne¢ded ¢>ur
support. Clar¢ srtll visits the children ￿gularly. DonÈ graduated in 2023
RSL still provide occasional small food par¢¢ls to th¢ families in this area.
Over th¢ y¢ars we have supported these farnilies on a monthly bas15. This pri)ject was for¢ed to ¢105e due to
lack of funding in December 2020.
Financial Review
During the year the charity Taised £64.719 from donations, grants and various fundraising
initiatives.
The operational costs were £820, banking £235 and futytraising initiative costs £296.
The total expenditure for the year on our charitable activities was £30.IM)O.
At the year end the total unrestrtcted funds were £48,893 and the irustees were satisfied that
we bad adequate reserves to sustain our Current iniliatives.
