## **Trustees’ Annual Report** 

The Management Committee submits its Trustees’ Annual Report and financial statements covering the year ending 31 March 2021. 

Scartho Village Community Association (SVCA) is an unincorporated charity, originally constituted as Scartho Village Community Centre on 2 February 2005 and renamed under an amended governing document that was adopted on 30 August 2007. Also known previously as the Lighthouse Project and SVCC, it was registered with the Charity Commission (number 1108639) on 18 March 2005. 

## **Objects** 

The main objects of the charity are to: 

- Establish, maintain and manage a community centre to benefit the inhabitants of the neighbourhood defined by the Scartho Ward boundary. 

- Provide facilities, in the interests of social welfare, for recreation and leisure time occupation with the aim of improving the conditions of life for those inhabitants. 

- Bring together local inhabitants, local authorities, voluntary and other organisations to achieve the above ends. 

## **Review of activities during the year** 

The Committee has continued to work together in a communal effort to provide a well-run community centre, with customer satisfaction and safety being paramount. 

Outside of coronavirus lockdown, enquiries from the community to hire the space were frequent with mornings, evenings and weekends fully booked. The centre’s normal opening hours are between 9am and 9pm, seven days a week. 

We hire the rooms and main hall to a wide variety of activities which cater for all generations and are used by a wide range of groups and clubs within the area. We intend post-lockdown to resume providing directly for our senior citizens through regular bingo sessions and social events that will help reduce isolation and loneliness for an age group hard hit by lockdown restrictions. 

## **Volunteer contribution** 

The SVCA and community centre are run on a voluntary basis with only out-of-pocket expenses paid to committee members and helpers. Some people work many hours, over and above what might be expected, to provide the facility for the community and special thanks are given to everyone who has helped. 

We have a Centre Manager who deals with the majority of the running of the day-to-day business on a 19 hours per week contract. The community centre always welcomes offers of further volunteer help and, to that end, is registered with the Volunteer Bureau in Grimsby and with Community Matters. 

## **General highs, lows and aspirations** 

Due to Covid-19 we had to shut our doors from 27th March  to 3rd August 2020 but we were able to obtain both support grants and furlough payments to enable us to retain our Centre Manager. In November 2020 there was a 4‐week lockdown and in December North East Lincolnshire was placed in tier 4 so that only classes for those aged under 18 could run. Once again in January 2021 we were placed on lockdown and closed. Each re-opening of the

centre has been in accordance with current recommendations and we have followed the Government’s ‘Roadmap’. 

Fortunately, both organizers and users of all classes are keen to return once everything is back up and running, making us optimistic about the future of the centre. 

We have donated one of our laptops to the school learning project. 

At the year-end we had not heard from North East Lincolnshire Council about an extension to our lease which expires in 2021 but discussions have begun subsequently. 

## **Reserves policy** 

Unrestricted reserves (excluding tangible fixed assets) were over £47K at 31 March 2021. Using the average annual expenditure prior to Covid-19 restrictions, that reserve is sufficient to cover 22 months of running costs. As the Committee considers 12 months reserves an adequate base for achieving the charity's objectives, these reserves provide a cushion against the present uncertainties and anything else unexpected. The Committee will continue to monitor reserve levels to ensure that future funding streams are sufficient. 

## **Management Committee and responsibilities** 

The Management Committee administers the charity. The charity's officers and committee members are elected at its Annual General Meeting to serve until the next AGM. Additional members to fill casual vacancies or otherwise may be co-opted by the committee during the year. The names of the current committee, and all those who have served as members during the year being reported, are shown on page 1. 

The Committee recognizes its responsibility for keeping proper accounting records and preparing financial statements each year. The appended financial statements have been prepared on an accruals basis and have been independently examined with the examiner’s report included as part of these financial statements. 

During 2020/21 the constraints imposed by coronavirus social distancing meant that only one face-to-face meeting of the Committee took place, in June 2020. Similarly an AGM was put on hold with trustees remaining in office during the interim period. Approval of essential matters was dealt with by one-to-one meetings or telephone conversations as convenient and allowed by statutory restrictions at any time.

## **Report to the trustees of** 

## **Scartho Village Community Association (charity no.1108639) on accounts for the year ended 31 March 2021 set out on pages 1 to 9.** 

I report to the trustees on my examination of the accounts of the above charity (‘the Trust’) for the year ended 31 March 2021. This work was undertaken in accordance with the engagement letter dated 8 November 2006. 

## **Responsibilities and basis of report** 

As the charity trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). 

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the Act and, in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner’s statement** 

Coronavirus restrictions and precautions meant that it was not possible for the charity to hold an Annual General Meeting or regular committee meetings. The charity’s constitution did not envisage or cater for virtual/online meetings. In the absence of meeting minutes, I have completed my examination through additional written assurances from the committee. 

I confirm that no material matters have come to my attention in connection with the examination which give me cause to believe that, in any material respect: 

- accounting records were not kept in accordance with section 130 of the Act, or 

- the accounts do not accord with the accounting records. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
