Summary of Activities
2020-21 was a yearlike no other. Thecovid pandernic and lockdown meant some rapid Changes had
to be made to our seplice to ensure thatwe could tontinueto support families despite the
restrictions, during a time which presented huge challenges to parents, mentsl wellbeing and
financial stability.
We quickly switched to digitsl support- ourvolunteers adapted swiftly and although our support
became telephone and video call based. itdid notstop. Aware of the digital divide. we were able to
acce55 funded devices forfamilies. ensufingthat all families were able to access oursupport.
Just before lockdown ourwitney groups were providingvital support to families with young
children in West Oxtordshire. and a switch to online groups meant that we could continue to provide
parents with routine. friendly faces. and that all important peer-to-peer supporL We ran 3 online
groups per week which enabled us to reach new families. and also provide parents with Vital
information that was not easily accessible due to the redeployment of health visitors and other
health services.
Although operating digitally during the year. our collaborations blossomed. and we worked with a
number of partner organisations to deliver information to parents. as well as co-founding the
Oxfordshire Earlyyears Network.
Social media was crucial to our engagernentwith families duringtheyear. and was a key route to
reaching new families. We also launched a revamped. mobile-friendly websitewith a quick'get help,
form enabling parents to reach out for help easity-
Our collaborative work within the Home-start Oxfordshire consortium was strengthened- with the
launch of a consortium website. including an interactive online map making it easy for parents to
find their local Oxfordshire Home-start. Another notable highlight was winning'Brand the Bus, as a
consortium entry. which mean5 thatwe have a branded double decker bus on the local streets.
The year saw further development ofthe ground-breakingGrowing Minds projecL which started in
January 2020. workingwith families from birth, to address the tjisadvantage gap in education for
families in Littlemore. Oxford. A sU￿PrO1ecL.PIaY=fU1I, was launched to eTigage with parents through
cooking during lockdowns. While meeting a real practical need. delivering a bagof ingredients each
week enabled ourcoordinatorto havevaluable doorstep conversations helping relationships and
trust to flourish. The project encouraged parents to participate in rnore adivities with their children,
helped them better understand the value ofthe home-leaming environment. and increased
confidence in the kitchen. understandingof nutrition. and skills for budgeting.
There was also a need for more practical support during the period. and meal delrveries frorn 'COOK',
wet weather gear. and activity packs were all important in supporting families. wellbein& and
sustaining our connections at a time of extreme isolation.
We benefitted from ongoing support from the National Lottery Q>mmunitie5 Fund and Children in
Need, and a renewed and increased three-year grant from The Henry Smith Charity. in autumn 2020,
provided a significant boost to the delivery of our core sup￿rt.
Home-start UK'S success in securing corporate partnerships. including a partnership with John Lewis &
Wèitrose, provided a boost financialty. ￿ well as helping rai￿ our profile.

We were gratefvl to secure new support frorn Witney Town Council. and a developingfunding
relationship with West Oxfordshire Distritt Council. Howeveroverall income from statutory
sources remains a small proportion of total income.

49 volunteers supported families and the charities WOTk duringthe year. In totsl we supported
275 families, ofwhich 65 received l-l supported. 82 weresupported through community
outreach (including our Growing Minds projertl. and 128 benefitted from support through
groups. In totol duringthe year we helped 316 children to thrive. Our volunteers. and the staff
who support them. arethe backbone of ourwork and no report on our activities can be made
without expressing ourenormous appreciation to them for their dedication and
professionalism. especially during whal was a challengingyearforeveryone.
Financial Report
Against our expertations in this firstyear of the Coronavirus ICovid-191 pandemic, our total
income again rose substantially* from £215,879 to £319.431, the increase of 48% being largely as
a result ofoxford Community Foundation's fundin8 oftwo new projects (Growing Minds and
Step Changel. full year's funding for our BBC Children in Need project, a legacy of £15,0(Kl, and
substantially increased restricted grants received from a number of charitable trusts. The
National Lottery Community Fund continued to be one ofour major funders both in support of
our personal family 5UPPOrt work as well as in providingfunds for IT equipment for both our
staff and supported families.
It was particularly gratifyingto receive a substantial legacy from a former supporter. and we will
be exploring how bestto bring this way of helping us to wider attention within the local
community.
To put the increase in our income. and associated 3bility to provide 5UPPOrt. into perspective.
our total revenue of £319.431 is 27586 of the same figure 5 years ago12015-16: £85,101). In
keeping with the aims of one of our funders Istepchangel. we are layingthe foundations of a
major change in our size and ability to provide support for local families. Progre5swas
unfortunately delayed by the Covid pandemic which materially restricted our ability to recruit
the staff we sought. visit families personally {one of our unique and much-valued services) and
run the increasingly popular parent and child play groups. The continuingchallenge now is to
make this higher level of income sustainable, and to ensure thatwe can provide
commensuratèly hlgher arnoun15 vfsupyul l Lv lijial fJmiliey. Jincc thc end of tho fin3ncial y•ar,
we have successfully recruited more family support staff and are busy seeking administrative
nd fund-raising staff at the time of writin& INovember20211.
Not surprisingly. totsl expenses also rose. although by a lot less than income. Theytotalled

The Yesulting surplus for the yearof £100,77612019-20- £24.2421 allowed us to Strengthen ouryear-
end rese￿e5 to £198.365 12019-20- £975891. The unrestricted reserve5 represent just over 72% of
the year's expenses. which provides some securty against ourexpectation of future financial
uncertainty and income volatility, aggrevated not least by the Covid pandemic. We are also
anticipating an increase in expenses as ourfamily visiting and baby groups support services
gradually retum to'nomal,.
Part ofour increased revenue wa5 received through the generosity ofcharitable trusts and other
donors respondingto the Covid pandemic by distributing funds which might othenvise have been
availabe forthe future. We were fortunate to receive some ofthese. but realise that one effert might
be a reduction in, or increased competition for. fvture funding.
RiskAssessment
The trustees recognise and accepttheir responsibility forensuring that the risks to which the
charitsble company is exposed are reviewed and steps taken to mitigate potential damage by use of
appropriate preventative controls and corrective artions. Trustees are aware of the Charities
Statement of Recommended Practice ISORP) and accept the requirement. in relation to all 35pects
of their work. for regular assessments of operatingstrengths and weakness. To thi5 end the risk
management strategy comprises an annual review of the risks which the charity may face, the
establishment of systems and procedures to mitigate those risks identified. and the implementation
of procedures designed to minimise any potential irnpact on the tharity should any of those risk5
materialise.
Reserves Policy
The trustees have reviewed the level of the charity's reserves which are freely available for financing
continuingoperations. The trustees considerthat unrestricted reseNes adequate to meet the
charity's immediate commitments, and in addition an amount ofapproximately 3 months.

Trustees, responsibilities statement
The charity's trustees are responsible for the preparation of the accounts in èccordance with the temis of
the Companies Act2006. the Charities Act 2011 and the Charities IAccounts and Reportsl Regulations
2008. Notwithstanding the explicit requirement in the extant statutory regulations. the
Charities {Accounts and Reportsl Regulations 200& to prepare the financial statements in accordance with
the SORP 2005, in view of the fact that the SORP 2CK)5 has been withdrawn. the trustees determined to
interpret this responsibility as requiringthem to follow current best prartice and prepare the accounts
accordingto FRS 102 SORP (Statement of Recommended Practice forAccounting and Reporting by
ch3rities12015.
Company and Charity Law requires thetrustees to prepare financial statements for each
financial year which give a true and fairview of the State of affairs of the charitable company
and of the incoming resources and application of resource% including the income and
expenditure. of the charitable company for that period. In preparing those financial statements
the trustees are required to:_
- select suitable accounting policies then apply them consistently.
observe the methods and principles in the Charities SORP-
make judgemerbts and estimates that are reasonable and prudent,. and
prepare the financial statements on the going concern basis unle5S it 15 inappropriate to
presume that the charity will continue in operation.
The trustees are reSPon￿ble for keeping adequate accounting records which disclose with reasonable
accuracy at any time the financial position of the company and to erbable them to ensure that the accounts
comply with the Companies Act 2(K)6. They are also responsible for5afeguardingthe assets of the company
and hence fortaking reasonable steps forthe prevention of fraud and other irregularities.
The trustees are also responsible forthe contents of the Trustees, report. and the statutory responsibility
ofthe Independent Examiner in relation tothe TnJstees' report is lÈmited to examining and ensuringthat,
on the face ofthe report, there are no material inconsistencies with the figure5 disc105ed in the financial
statements.
Method Of preparntion of accounts
The financial statements have been prepared implementingthe FRS 102 SORP (Statement of
Recommended Practice for Accounting and Reporting by Charities) 2015. and in accordance with the
Financial Reporting Standard 102. leffective l January 2016.1
