**Activities:** Within the boundaries of Blackburn with Darwen Borough council to promote the mental, moral and physical development of young people between the ages of 10 and 25 years through the provision of financial assistance so as to develop their full capacites and enable them to become responsible members of society and so that their conditions of life may be improved
