TO PROVIDE FACILITIES FOR RECREATION AND LEISURE-TIME OCCUPATION IN THE INTEREST OF SOCIAL WELFARE WITH THE OBJECT OF IMPROVING CONDITIONS OF LIFE FOR THOSE PERSONS WHO HAVE NEED OF SUCH FACILITIES.
