## **The Crosby Community Associaton Mission Statement** 

To provide an accessible community resource centre offering a professional advice service that meets the needs of the residents of North Lincolnshire. This will be carried out in line with best practice and equal opportunities in order to empower the community, by providing high quality advice and advocacy service.

The Crosby Community Association has continued to provide a high quality service to the people of North Lincolnshire. We have continued to work alongside our local council, as well as other voluntary sector groups to support those most in need in North Lincolnshire. 

We have supported clients in the area of Welfare Benefits with Case Work, supporting people to live a more independent life through income maximisation. Our Community Fridge project has continued to grow this year and managed to distribute even more food throughout our community.

## **Funded Projects Advice Service** 

## **Welfare Rights** 

Between April 2024 and March 2025, the Crosby Community Association’s Welfare Rights team delivered life-changing support to hundreds of vulnerable residents across North Lincolnshire. Through expert advice, advocacy, and compassionate guidance, the team helped individuals navigate complex benefit systems—unlocking vital financial resources and restoring dignity. 

- 540 new clients received tailored casework support 

- £1.57 million was generated in benefits for the local community 

Frontline reception handled 2,635 enquiries, issued 246 food vouchers, and provided essential Level 1 advice 

Specialist advisors Paula Gravel and Sarah Burman were instrumental in this success: 

- Paula supported 244 new clients, generating £978,370.96 in benefits 

- Sarah assisted 296 new clients, securing £597,927.57 in annual entitlements 

This service continues to be a cornerstone of community resilience—empowering individuals to live more independently, access their rights, and move forward with confidence 

## **First Steps Forward** 

First Steps Forward (FSF) is an exciting project built around strengthening our deprived communities, with particular emphasis on the experiences of young children up to the age of 5, and their wider families. The aim is to help tackle the broad inequalities that some families face which significantly impact on the future life chances of children, and perpetuate an intergenerational cycle of deprivation. The CCA employees a support worker as part of this project. 

## **Macmillan Welfare Benefts Advice** 

The Crosby Community Association are proud to be working in partnership with Macmillan Cancer Support where we are delivering a local service offering practical support finding the right Welfare Benefits entitlement for anyone living within North Lincolnshire.

We help complete application forms and offer a service that meets the needs of those in need. 

## **Key Achievements** 

Referrals received: 541 

Cases successfully closed: 446 

Total financial support unlocked for clients: £1,325,312.30 (combination of annual entitlements and back payments) 

The benefits awarded have included PIP (standard and enhanced rates of Mobility and Daily Living) Attendance Allowance (Standard and Enhanced) Universal Credit including Limited Capability for work assessments and Bereavement Allowance. 

This funding has made a direct and measurable difference to the lives of people affected by cancer in North Lincolnshire, allowing them to focus on their health and family rather than financial stress.

Kalie's dedication, empathy, and expert guidance have been the cornerstone of the programme’s success. Her ability to connect with clients, advocate on their behalf, and navigate complex benefit systems has not only unlocked substantial financial support, but also offered emotional relief and empowerment to hundreds. 

## **Conclusion** 

This service is not just a benefit advice project—it is a testament to community, compassion, and tailored support. With sustained funding and continued collaboration, the impact can reach even further, ensuring no one faces the cancer journey alone.

## **Community Fridge** 

The Community fridge has been established to reduce food waste and support those who need a helping hand with the cost of living. Our staff and directors give their free time to collect food from supermarkets across the county to give away to the public. In this year we have distributed sixteen tonnes of food to our community and a total of fifty tonnes since the start of the project. 

## **Community Minibus** 

The CCA continues to operate a minibus for the community; the aim is to provide affordable transport for the community, reducing isolation and exclusion. The minibus is available to all the community and is used by local groups to attend events. 

## **Drop in Centre** 

Our drop in centre is an essential part of the Crosby Community Association. It provides a place for people to meet, chat and enjoy a friendly atmosphere. 

The Drop in Centre is run by a team of dedicated volunteers who give their time to support our organisation. Some of whom are unemployed or face other issues within their lives. By volunteering they have gained experience towards employment as well as improving social skills that has helped them to move forward in their personal lives. 

Revenue from the Drop in is put back in to the centre to contribute towards the running of the centre. As we are a not for profit driven company we are able to keep prices to a minimum ensuring goods are affordable to all. In addition to the sale of goods we are able to help the less fortunate by giving them items for their household or clothing. Groups, including social services refer clients who are in need as they may be fleeing from domestic violence or have nothing. 

## **Financial Report 2023-2024** 

With the grants we have had for different posts during the year, we have also included the overheads for each project. The full cost recovery from these grants has contributed towards the day to day expenses of the centre. 

The Drop in centre has again generated a good income, along with donations and minibus hire has contributed towards the expenses of the centre. 

We have continued to rent space to a local Fruit and Vegetable store, where the incoming rent contributed to the ongoing costs of running the centre.

The CCA will be looking to the future for funding for when projects come to an end as well as focusing on improvements to the building. We will continue to generate our own funding while keeping a tight budget ensuring the continuation of our organisation.

I report on the accounts of The Crosby Community Association Limited for the year ended 31
March 2025, which are set out on pages 4 to 21.
Respective responsibilities of trustees and examiner
The trustees (who are also the direttors of the company for the purposes of company law) are
responsible for the preparation of the accounts. The trustees consider that an audit is not required
for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent
examlnatlon Is needed.
Having satisfied myself that the charity is not subjert to audit under company law and is eliglble for
independent examination, it is my responsibility to:
exarnine the accounts under section 145 of the 2011 Att.
to follow the procedures laid down in the general Directions given by the Charity
Commission under section 145(5)(b) of the 2011 Att. and
to state whether particular matters have corne to my attention.
Basis of independent examiner's report
My examination was carried out in accordance with the general Directions given by the Charlty
Commission. An examination includes a review of the accounting records kept by the charity and a
cornparison of the accounts presented with those records. It also includes consideratlon of any
unusual items or disclosures in the accounts, and seeking explanations from you as trustees
concerning any such matters. The prO￿dureS undertaken do not provide all the eviden￿ that
would be required in an audit and consequently no opinion is given as to whether the accounts
present a 'true and fair view, and the report Is limlted to those matters set out in the statement
below.

The Crosby Community Associatlon Llmlted Is a reglstered charity and a company limited by
guarantee governed by its Memorandum and Articles of Association adopted on 3 November 2004.
The company was incorporated on 3 November 2004.

oint of Trustees
Prospective trustees are required to apply to the Board in writing, giving full details of any
previous voluntary settor experience and any qualities that they can bring to the
organisation. This will be submitted to the Board at the next available meeting.
The initial interest will then be reviewed by the Board and, if agreed at the meeting, a full
application form will be forwarded to the prospective trustee.
Due to the nature of the work involved within the organisation, the prospective trustee will
be expected to complete an Enhanced CRB check. As the Crosby Cornmunity Association
have a seasonal children's project, Form DC2 must be completed and foNarded to Ofsted.
The prospective trustee will be asked to attend the next available Board meeting to discuss
the position with the direttars. If accepted, the new trustee will be given a copy of the
memorandum and articles of assaciation, and a trustee role description.
Trustee Induction and Trainin
The new trustee will meet the staff rnembers and volunteers from the three rnain areas of the
Crosby Community Association, These are the Drop in Centre, Welfare Rights Departrnent, and the
Adrrin/Finance Departrnent. Training with regard to Trustee responsibilities is carried out by Cross
Keys Law (formerly called lobinsons Solicitors) with Alan Robinson and Anne Hindley if funding is
available. All trustees are encouraged to attend internal and external training in Policy,
Confidentiality, and Data Protection etc, External employment law seminars are also available for
regular updates on changes in employrnent law,

The trustees are aware of the need to manage risk in the organization. The main rlsk Is the
continuation of funding or Incorne streams. The CCA does not charge for the welfare rights benefit
service provided to its clients. It is therefore essentlal that fundlng Is applied for continuously to
sustain thls work. All funded posts are monitored and further fundlng Is applled for to continue
projects prior to their funding coming to term. Donations from clients are gratefully received and
further income is derived by way of Gift Ald.
Objectives and Activities
The object of the company is to promote the benefit of the inhabitants of Crosby and North
Lincolnshire without distinttion of gender, sexual orientation, race or political, religious or other
opinions by the provision of a free and impartial welfare benefit advice service in an effort to
reduce poverty.

The main objettives are to continue with the provision of the present service to ensure social

Accounting Policies
Accounting conventlon
The financial statements have been prepared under the historical cost convention with
items recognised at transaction value unless othemise stated in relevant notes to these
accounts. The accounts have been prepared in accordance with the Statement of
Recommended Practice: Accounting and Fleporting by Charities preparing their accounts
in accordance with the Financial Reporting Standard applicable in the UK and Republic of
Ireland (FRS 102) effective from 1st January 2019 and with the Charities Act 2011,

The charity Is a company lirnited by guarantee, The members of the company are the
directors named on page l.
Incoming resources
Grants received of a revenue nature are credited to Incoming Resources in the
Statement of Financial Activities when the company is legally entitled to the income and
the amount can be quantified with reasanable accuracy.
Services provided, investrent income and rents are accounted for on the accruals basis.

costs included in expenditure.

I report on the accounts of The Crosby Community Association Limited for the year ended 31
March 2025, which are set out on pages 4 to 21.
Respective responsibilities of trustees and examiner
The trustees (who are also the direttors of the company for the purposes of company law) are
responsible for the preparation of the accounts. The trustees consider that an audit is not required
for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent
examlnatlon Is needed.
Having satisfied myself that the charity is not subjert to audit under company law and is eliglble for
independent examination, it is my responsibility to:
exarnine the accounts under section 145 of the 2011 Att.
to follow the procedures laid down in the general Directions given by the Charity
Commission under section 145(5)(b) of the 2011 Att. and
to state whether particular matters have corne to my attention.
Basis of independent examiner's report
My examination was carried out in accordance with the general Directions given by the Charlty
Commission. An examination includes a review of the accounting records kept by the charity and a
cornparison of the accounts presented with those records. It also includes consideratlon of any
unusual items or disclosures in the accounts, and seeking explanations from you as trustees
concerning any such matters. The prO￿dureS undertaken do not provide all the eviden￿ that
would be required in an audit and consequently no opinion is given as to whether the accounts
present a 'true and fair view, and the report Is limlted to those matters set out in the statement
below.

The Crosby Community Associatlon Llmlted Is a reglstered charity and a company limited by
guarantee governed by its Memorandum and Articles of Association adopted on 3 November 2004.
The company was incorporated on 3 November 2004.
Recruitment and A
oint of Trustees
Prospective trustees are required to apply to the Board in writing, giving full details of any
previous voluntary settor experience and any qualities that they can bring to the
organisation. This will be submitted to the Board at the next available meeting.
The initial interest will then be reviewed by the Board and, if agreed at the meeting, a full
application form will be forwarded to the prospective trustee.
Due to the nature of the work involved within the organisation, the prospective trustee will
be expected to complete an Enhanced CRB check. As the Crosby Cornmunity Association
have a seasonal children's project, Form DC2 must be completed and foNarded to Ofsted.
The prospective trustee will be asked to attend the next available Board meeting to discuss
the position with the direttars. If accepted, the new trustee will be given a copy of the
memorandum and articles of assaciation, and a trustee role description.
Trustee Induction and Trainin
The new trustee will meet the staff rnembers and volunteers from the three rnain areas of the
Crosby Community Association, These are the Drop in Centre, Welfare Rights Departrnent, and the
Adrrin/Finance Departrnent. Training with regard to Trustee responsibilities is carried out by Cross
Keys Law (formerly called lobinsons Solicitors) with Alan Robinson and Anne Hindley if funding is
available. All trustees are encouraged to attend internal and external training in Policy,
Confidentiality, and Data Protection etc, External employment law seminars are also available for
regular updates on changes in employrnent law,

The trustees are aware of the need to manage risk in the organization. The main rlsk Is the
continuation of funding or Incorne streams. The CCA does not charge for the welfare rights benefit
service provided to its clients. It is therefore essentlal that fundlng Is applied for continuously to
sustain thls work. All funded posts are monitored and further fundlng Is applled for to continue
projects prior to their funding coming to term. Donations from clients are gratefully received and
further income is derived by way of Gift Ald.
Objectives and Activities
The object of the company is to promote the benefit of the inhabitants of Crosby and North
Lincolnshire without distinttion of gender, sexual orientation, race or political, religious or other
opinions by the provision of a free and impartial welfare benefit advice service in an effort to
reduce poverty.

The main objettives are to continue with the provision of the present service to ensure social

and bric a brac, tea and coffee. The income derived will continue to help support the free advice
and advocacy offered by the organisation. The CCA will continue to ensure that the provision has
reached those in need of our help throughout Crosby and North Lincolnshire.

The Crosby Community Association has continued to provide a high quality service to the people of
North Lincolnshire. We have continued to work alongslde our local council, as well as other
voluntary sector groups to support those most In need in North Lincolnshire.
We have supported clients in Welfare Benefits with Case Work, supporting people to live a more
independent life through income maxlmisation. Our Community Fridge projett has continued to
grow this year and managed to distribute even more food throughout our community.

delivered life-changing support to hundreds of vulnerable resldents across North Lincolnshire.
Through expert advice, advocacy, and compassionate guidance, the team helped individuals
navigate complex benefit systems-unlocking vltsl financial resources and restoring dignity.
540 new clients retrived tailored casework support
£1.57 million was generated in benefits for the local community
Frontline reception handled 2,635 enquiries, issued 246 food voucher5, and provlded essential

Specialist advisors Paula Gravel and Sarah Burrnan were Instrumental in this success:
Paula supported 244 new clients, generatlng £978,370.96 In benefits
Sarah assisted 296 new clients, securing £597,927.57 in annual entitlements

First Steps Forward (FSF) is an excltlng project built around strengthening our deprlved
communities, with particular emphasis on the experiences of young children up to the age of 5,
and their wider families. The aim is to help tackle the broad inequalities that some families face
which significantly impatt on the future life chances of children and perpetuate an intergenerational
cycle of deprivation. The CCA employees a support worker as part of this project.

This funding has made a dirett and measurable difference to the lives of people affected by cancer
in North Lincolnshlre, allowing them to focus on their health and family rather than financial stress.
The Community fridge has been established to reduce food waste and support those who need a
helping hand with the cost of living. Our staff and directors give their free time to collect food from
supermarkets acros5 the county to give away to the public. In this year vve have dlstrlbuted sixteen
tonnes of food to our community and a total of fifty tonnes since the start of the project

The CCA continues to operate a minibus for the cornmunity; the aim is to provide affordable
transport for the community, reducing isolation and exclusion. The minibus is available to all the
community and is used by local groups to attend events.

in Centre
Our drop in centre is an essential part of the Crosby Community Association. It provides a place for
people to meet, chat and enjoy a friendly atrnosphere.
The Drop in Centre is run by a team of dedicated volunteers who give their time to support our
organisation. Some of whom are unemployed or face other issues within their lives. By volunteering
they have gained experience towards employment as well as improving social skills that has helped
them to move forward in their personal lives.

centre. As we are a not for profit driven company, we are able to keep prices to a minimurn
ensuring goods are affordable to all. In addition to the sale of goods we can help the less fortunate
by givlng them items for their household or clothing, Groups, including social services refer clients
who are In need as they may be fleeing from domestlc vlolence or have nothing.

The CCA ensures 'Value for Money, on all incoming grants and funding. Where full cost recovery is
offered In grant appllcations overhead and other costs for these projects will be recovered from the
grant funds received. Propety owned by the CCA could be used as collateral should the need

Total incorne (including interest) £174,964 (2024:£133,974) comprises £77,059 (2024:£45,445) for
unrestricted funds and £97,905 (2024,, £88,529) for restricted funds. A detailed analysis of Income
by source is provlded In the ststement of financial activitles.
The surplus for the year of £5,792 (2024:deficlt of £17,802) comprises a surplus of £8,870 (2024:
deficit of £12,444) for unrestritted funds and a deficit of £3,078 (2024: deficit £5,358) for
restricted funds, as shown in the statement of financial activities,
There are no recognised gains and losses other than those passing through the income and
expenditure account. The income and expenditure account has been prepared on the basis that all
operations are continuing operations.

Accounting Policies
Accounting conventlon
The financial statements have been prepared under the historical cost convention with
items recognised at transaction value unless othemise stated in relevant notes to these
accounts. The accounts have been prepared in accordance with the Statement of
Recommended Practice: Accounting and Fleporting by Charities preparing their accounts
in accordance with the Financial Reporting Standard applicable in the UK and Republic of
Ireland (FRS 102) effective from 1st January 2019 and with the Charities Act 2011,
Company status
The charity Is a company lirnited by guarantee, The members of the company are the
directors named on page l.
Incoming resources
Grants received of a revenue nature are credited to Incoming Resources in the
Statement of Financial Activities when the company is legally entitled to the income and
the amount can be quantified with reasanable accuracy.
Services provided, investrent income and rents are accounted for on the accruals basis.
other incorne is accounted for when received. All income is shown gross with associated
costs included in expenditure.
Grants received to fund the purchase of fixed assets are credited to the Statement of
Financial Activities when the company is legally entitled to the income. The related
expenditure is charged to Tangible Assets in the Balance Sheet,
Resources expended
All expenditure is accounted for on an accruals basis and has been classified under
headings that aggregate costs related to the category. Where costs cannot be directly
attributed to particular headings they have been allocated to activities on a basis
consistent with the use of the resources.
1.5 Tangible assets and depreciation
Tangible assets are stated at cost less depreciation. Depreciation on other assets is
provided at rates calculated to write offf the cost less estimated residual value of each
asset over its expected useful life (except as detailed below) as follows:

P Gravel & S Burrnan Donation; Restricted donation for an In-house advi￿ workers.
Covld 19 Digital Room: Funding received for a dlgital room, due to the pandemic
equipment was purchased after the year end.
Blg Lottery Fund: Propety: Restricted funds, represents the original funding to
purchase the land and buildings on 105-7 Frodingharn Road, which were transferred
from the Crosby Comrnunity Association (an unicorporated charlty), Funds from the
Big Lottery Fund in 2000.
Eat Your Purnpkin: Restricted funding used to educatlon on Pumpkin wastsge after
Halloween.
Best Start for All: Restricted fundlng used to support families with chlldren under 5.
Perinatsl Mental Health; Restrlcted fundlng used to support perinatal women in the
North Lincolnshire with their mental health.
Macmillan cancer support,, Restricted ftjnding used to support people living with
Caner in North Lincolnshlre area, offering welfare benefits advice, guidance.
