Following the Covid epidemic, Global Link's Board of Tnjslees continued to direct and support the
organisalion's management. wotking hard to achieve the strategic 9oals and to deliver ils proje¢ls', the
Iradttional services (heiilage and communrtyl and the new ones (refugees and asylum seekers).
The 2021-2022 financial year highlighted the organisalion's resTlien¢e and abilty to suNNe, and even grow,
by adapting lo the political and econorn￿ changes in the country and in Europe. By allapling ils programmes
during the covid year, Global Link ensured rt continued to seThe rts users and moved quickly to receive and
seNe the large numbers of new immigrants lin the Lancasler ￿rte1 and from the Ukraine).
The Trustees slocxl together and met regularly. mainly by Zix)m. lo advise and support the management in
the difficult times. Most trustees attended necessary training online, such as safeguarding. to meet funders.
requirements and personalty attended the annual Strateg￿ review day along with the management and the
staff of Gbbal Link. This ensured all were aligned arKI well poSit￿ned to meet the sel largels.
Atthough *unding is a￿vayS a Challenge lo all charilable ￿anIs￿l0n$, Global Link succeeded in securing
enough funds to continue all rts planned programmes and InC￿aSed some staff hours to deliver them. The
bogesl challenge, and most exciting opportunty for the organisalion presently is to find a peimanenl office
and to be able lo purchase it. This is becoming increasingty possible thanks lo the generou5 offer ofthe owners
of 29 Queen Street. Lancaster, who are offering to sell the property al a much-re(luced market rale and be
flexible in scheduling Ihe payment temis.
Utilising the lunds collecled from donalions and grants {185.000 GBP) Global Link will have to ability lo
minimise ts borrowing lo complete this property purchase. This purchase wll be confirme(l a5 500n as the
planning consent is granted wh￿h is becoming highly likely after some modrfications to the original plans.
The Board of Trustees feel confident that Global Link will be even slionger. whje reaching and varied in ils
fvlure projects establishing ils p￿sen￿ even rrKJre when operating from rts new owned offices.

Whilst our global education work slruggled to ￿COver folk)wing the pandemic. Global Link this year saw the
flourishing and consolidation of both our community heritage and our refugee and asylum seeker support work
We secured a large gfant from the Herrtage Lottery FuThJ for oui partnership MvJratK•n Stories Northwest
project. We also secured successNe grants in ￿sponSe lo growing digital, edu¢alional and casework needs.
ensuring that 4 of our part-lime staff became full-lime and we developed a stable knowledgeab￿ asylum
seeker refugee learn who continued to do outsianding woth providing support, practvl assistance. advo¢acy,
care and inspiration for the refugee asylum seeker communily.
At the same time, we had a shaky pericxl when excellent Finance Manager Keri Brown and it was 5
messy months before we were in our new Finance Manager Emma Readfem's capable hands. Thanks lo our
Treasurer DebbE Mace for steering us throLph this drfficult period.
We have Continued to benefrtfrom management capa¢ty and govemance support from the Lloyds Foundation,
with the facililation of a devebpment plan and support for our senior management and trustee5. This ha5
included greater evaluation of our social impact. an area which we intend lo continue exploring in the nex
years in relation to the social value we provide as an organisatpjn.
This year we continued lo pursue our vision of a permanent building for Gh)bal Link and the refugee 8sylum
seeker comrnunty, with 2 bhls on buildings in the cty centre where we were each lime outbid as the market
had Changed Slgnrf￿antfy We hope to fuffil this vision in eady 2023 thanks to thè support of Kathy Barton, and
the ongoing donations of our supporters and the Lloyds Foundation.
We ended Ihe year in a strong financial situation. with 3 major grants from the Big Lottery Fund, the Herita9e
Lottery Fund. Ihe Henry Smith Trust. the Lloyds Foundatton. as well as a City Council conlract. We hope to
write our next Annual Report from the offices of our new builling.
Global Learning
The pandemic forced global educatw)n actNities online. aThJ while some Development Education Centres were
able lo ernbrace this. Global Link did not have the long-term relation5hip5 Wrth schwls to be able to nurture
this work online. Similarty, some of the sch(xJl links between LanCashI￿ and African schools which we had
supported, also did not survNe the pandemic. particularty as the African sch(x)Is did not have access to the
digital wmmuni¢ations techMb)gy that the Lancashire schools dkl.
Nevertheless, we continued to work vthh Gbbal Leaming London lo deveknp a teacher CPD course about
Migration which was then delivered in other areas though we failed to recrurt in Lancashire, despite i( being
free online wurse.
At the end of the year. we also secured funding to enable us lo eng￿e again in one of our core values of
sustainability and Climate action. This is partnershrp in the LEss-￿d Closing Loops Climate Action Big Lottery
Fund-ed projects aiming to reduce fcxJl waste and creale local circular economies in an attempt to reduce
C02 emissions of the District as a whole. By the end of ihe year we were recruiling for a North Lancashire
Food & Oiel Co-ordinator whose role would be to encourage the consumption of localty grown foods.

This led lo our new Heritage Lottery Funded project, where we are wothing wilh 4 Northwest global education
partnefs lo support volunteers to research stories of migration in and out of Ihe Northwest of England since

Refugee Week paty at the Scout Hut on West Road. where even some showers did not reduce the pleasure
of people sharing the Same physical Space again. with foc#J, chiklien's adiviti.es and music.
Our Week￿ Lunch Drop ins also resumed Ihough initkally with k)wer numbers, where refugees and 85ylum
seekers provide a cooked meal for the communty, and where we often hold presentalions on lrfe, work and
culture in the UK, from Guttural events such a5 Black Hi510ry Month and RerTwnbran¢e Day, to legal issues
related lo driving, beh8viour and hale crime. Due to remaining COVID restrttions, our Christmas party was
cancelled in favour of a smallef event at the Lunch Drop in. bLrt all the asylum seeker and refugee children
were visited by Santa and his e￿ who had carefulty wrapped over 60 presents of donated toys. We also held
Nowrus (New Yearl party at the spring equinox al Claver Hill. wrth foc#J. fire and musi¢.
Gbbal conflicts had kjcal impacts. wth the Taliban's takeover in Afghantstan in August bringing 5 new Afghan
families to Lan¢asler. and then frcmn March, Ukrainians fleeing the Russian invasK)n of their country. We
secured City and County Council reselllement grants to be able lo provide casework and integration work to
10 resettlement families over 3 years, as well as organise the provision of ESOL. One ofthe biggest ch811enges
with our refugee support work is the escalating housirMJ crisis whKh is ncm forcing people lo move out of
the District in search of housing.
March 2021 also saw the opening of one hostel for asylum seekers in Lancaster with approximately 140
residents. Within days the need for our services increased exponentialty, bul thanks lo both the National
Lotiery. the Henry Smith Trust and the City Council, and our local voluntary and slalulory sector partneiships,
we were able lo iespond speedity and effeetivety. organising clothing. Welcome Packs, phone donations. 4
additional ESOL ¢lasse5Aveek for the Lancaster Hotel residents and crucially, two new fcx)tball sessions with
Lancaslef City FtX)tball Club.
Wrth increasing mental health support needs particularty amongst the asylum seeker population, we bid lo be
placed on the NHS commissioning framework, with a wew to the Lancashire & South Cumbria NHS Foundation
Trust commissKJning ment81 heath service5, induding loi asylum seekers, from April 2022. We have secured
pla￿ on the framework, Ixrt as yet no ¢onlraGted se￿￿e$ have malertali5ed.

We have, however. continued to develop well being actsvf(ie5, guided as we are by the 5 Ways to Well Being
in much ol our asylum seeker refugee support work. This has included the Claver Hill food growing projecl
every Sunday, an arts and migration course which re5uWed in a powerful online and physical exhibitton of
refugees, work, and a partnership wrth Natural England lo engage refugees and asylum seekers in the nature
re5erve5 of Morecambe Bay.
The staff and volunteers have worked very hard this year, and have supported 538 asylum seekers and
refugees in Lancaster and mOre￿Mbe. Our data gathering year runs from July 1st lo June 30th
so this includes
data beyond this financial year.

refugees to seek asylum in the UK, Global Link joined the Togetherwlh Refugees national campaign to restsl
the Bill becorning law. We organi5ed a ToJether with Refugees ralty, shared the campaign on social and print
media, and ran a digital slorylelling workshop ￿th 6 ￿fUgees. wrth one story now often being shared lo develop
understanding as to why refugees ale often forced to resort to ￿0$$Ing the Channel 'illegally' to apply for
asylum in the UK. Unfortunately. desprte huge national concerted efforts, the Bill did pass into law as the
Borders and Nationalities Act and we have yet lo see the impact.

Structure, Governance & Management
The charity is a company limited by guarantee and is govemed by its Memorandum and Articles of Association
dated 2n0 June 2004. The Trustees are also the directors for the purpose of company law. and sele¢lion is
through eleclKJn al Ihe Annual General Meeting. Up to two trustees Can also be co-opted by Ihe Executive
Committee. All Truslees retire al the following Annual General meeb.ng and may be re*lected. None of the
Trustees have any beneficial interest in the company. New trustees are invtted to join Ihe board by existing
trustees.
All of the Trustee5 are members of the company and guarantee lo contribute £10 In the event of a winding up.

We have 6 organisational mernbers at the end of March 2022 who supwrt our work through an annual
membership fee.
Plans lorthe Future
We are planning, by the end of 2022, to purchase a building as a pem)anenl education and communty ￿ntre
for refugees and asylum seekers, and the local communty. and we conbnue lo seek funding to support our
exlensnie refugee and asylum seeker support and integr*ion work.
We continue to seek funding for glc*al education. and in partKular. sustainability projects to mitigate against
climate change.
Risk Management
The Risk register is being implemented as well as the Bu&ness Continuity Plan In luhl of the recent pandemic.
We continue lo regularfy review the strategic plan and the Executive Director reports al each Trustee meetsng
follows the new stiale9￿ goals for reporting.
Financial Review
Result forthe year
The Board of Tfuslees reports a surplus of incon* over experKJrtuie of £113.604. The maiority of this relates
to our reslricled and designated funds for the purchase of a building, other restricted funds have increased by
£6,378, and £8.347 ha5 been added lo geneol funds.
The charity remains in a heallhy financial position and has continued lo Secu￿ new funding Sin￿ the end of
the financial year.
Resernes
The accounts Show reserves of £240.468 of which £112.665 are restrided funds and £127,803 are
unrestricted. £90.000 of these unreslricte(I reserves were designated to a Building Fund to add to reslricled
funds raised for the same purwse.

The balance of the unrestricted fvrKls. £37,803. are not restricted in purpose by the funder. but have been
raised to further Global Link's planned activrtie5 anos priorities and wll be Spent on Ih05e activitie5 and operating
cosls in 2022-23. in accordance with those plans and the expectations of funders.
Reserves Poli¢y
The charity has a reserves polty. wh￿h Klentrfies the reslncted and designated funds required lo meet future
commrtments. and a minimum level of unrestricted reserves lo ensure that Global Link's core activity could
continue during a period of unforeseen drfficulty. This has been cakulaled al approximately £31,359, which is
6 months of core 51affing and overhead costs.
Calculations of the required reserve levels are an integral part of the organi5ation's planning, budget and
forecast cycle and lakes into account the risks associated wf(h each income slieam. The policy is reviewed
on an annual basis and the unreslricled reserve5 at 31 March 2022 were £127,803 which included £90.000
designated by the trustees toward Ihe purchase of a building. The remaining £37,803 of general unrestricted
funds will more than cover the figure desired above.

prepared in accordan￿ with the accounting pol￿}eS set OLrt in note lo the accounts and comply with the
eharty's governing document. the Charities Act 2011 and Accounting and Reporting by Charities.. Slalemenl
of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial
Rewrting Standard applicable in the UK and Republ￿ of Irdand (FRS 102).
The financial statements have been prepared on a going concem basis under the historical cost convention.

BLF Reaching Communities- This is Big Lottery fvnding to provide the refugee drop in al the YMCA.
We have Secu￿ an additional 5 year funding from BLF and Ihis projecl will now continue until 2027.
LCC SRP- This is 8 Lancaster Cty Council funded project to provide a resettlement prciect for refugee
families In Lancaster. This project was completed in August 2021.
Erasmus+ LFTP- This was an Erasmus+ funded project where we are the lead a9en¢y working with 7
inlernational partners to produce an online map and living museum event. The projeci finished in 2021.
Lancaster University- Rernembering resistance- This was continuing project with Lancaster
University working on heritage dwJital stories. This project finished in May 2021.
Awards 4 all Food Growing Project- Funding from Awartls for All Covid 19 ￿lief fund enabled us to
fund the refugee food growng projeci at Claver Hill during some of the bleakest times of the pandemic.

exhibition, both the exhibrtion. the soundlrack and the websiie. The grant funding has been spent bul

eehome.uk a mobile-enabled
websrte. making it more accessible ar￿ user friendly for asylum seekers and reftjgees, and allowing us
to create an t)nline bookings appointments system when'drop-ins. were nol permitted during the
pandemic.
BLF- Wi-Fi Boost Grant- This funding enabled Gksbal Link lo provide an additional 6 months
unlimited Wi-Fi data to 40 asylum seeker and refugee homes. ensuring that at leas1150 people were
able lo access online learning and other aCtivit￿s.
8uilding Fund - This building fund was created when we launched an online Crowdfunder lo raise
funds lo purchase a building. A5 well as a fund made Ltp of reslricled donation5. we have also created a

Awards for All- Claver Hill- This funding enabled Global Link to continue 10 5UPPOrt refugees and
asylum seekers lo grow organic vegetable5 al Claver Hill communrty farm.
LCC- CIF Comrnunity Integration - In earfy 2021 Global Link established a lived experience group of
asylum seekers and refugee5. One of key aims was 10 seek funding for activities that refugees and
asylum seekers wanted lo participate in Lancaster. This included funding for football pitch hire, for food
for the Lunch Drop in, for a social space and for a beauty I barber shop where refugees and asylum
seeker barber5 and beauticians could provide haircuts and nail bars for each other. The h21rcutting
equipment has transpired to be particularfy useful for the hotel asylum seekers who are not permitted to
keep scissors or electric razors in their rooms. and are provided onty £81week.

ARAP resettlement project. & housing items - The Afghan re5etllement project is part of Lancaster
City's Council commilmenl to help Ihe UK Govemmenl lo resettle Afghan famil￿$ in the UK. Global Link
provides casework and integration support to 5 Afghan families in the District, as part of a 3 year contract
with Lancaster Cty C(yJncil. This also included sourcin9 and lumishing the housing.
LCC for ESOL (English for Speakers of Other Languages) classès - Global Link has a contract with
Lancashire County Council to provide ESOL classes for all ARAP and UKRS (UK Reselllement Scheme)
families.. the UKRS families are all Syrian.
Heritage Lottery Funil- Migration Stories- This funds our Migration Stories, a partnership project
with 4 global education partners in Cumbria. Cheshire. Merseyside and Greater Manchester. Volunteers
in ea¢h area are researching the hislory of migration in and out of the Northwest since Roman times,
and sharing these stories on a digital map. in schools and the wider community. Thi5 projecl is funded
until 31 October 2024.
BLF Closing Loops- Global Link is a partner In this Climate Action Fund mulli-partner 5 year project
led by LESS in Lancaster. Global Link empbys staff to deliver activrties to 'close the loop, be￿een local
food production and consumption, organising actNrties and workshops to increase the cooking and
consumption of locally grown food.
