## Chairperson: Mrs Raihana Ahmad 

Since its inception in 1988 Ethnic Minority Centre is based in London Borough of Merton and at the Vestry Hall. In last 36 years the EMC has become a dynamic, forward looking, a deeply rooted community organisation capable of meeting the challenges of the time. 

It is a team work, hence I would like to thank and express our gratitude to each and every one at the EMC including our service users, the staff at the Vestry Hall and our well-wishers and friends in London Borough of Merton, NHS - SW London,  Clarion Future,  Wimbledon Foundation, Merton Connected, Wimbledon Guild are just a few to mention. Auditors

As a trustee of the EMC, I am proud to present our achievements and efforts throughout this year. Since its establishment in 1989, the EMC has remained steadfast in its mission: to bring communities together, build community cohesion, and improve the quality of life for BAME communities within the London Borough of Merton and neighbouring areas. This year, we have continued to uphold these principles, creating a welcoming environment that truly feels like a second home for our members and service users. 

## Treasurer: Abayeh Savage 

As a Treasurer, I feel it is time to reflect on the long and bumpy road the organization has navigated from its inception in1988/1999 in terms of finance/funding for its survival. Its mission statement being to improve the well-being of all ethnic minority individuals that live or work in the London Borough of Merton. 

Initially, its funding was from the London Borough until 2010, when the Council cuts off funding to all minority organizations in Merton. Since then, the uphill struggle began, and no one would ever envisage the EMC would still be a going concern. 

With the determination, dedication, steadfastness, and tenacity of our operational staff of Viji (Bookkeeper) Ming (Information Technology) and Sabitri Ray (Project Director), have been instrumental in keeping the Ethnic Minority Centre afloat. 

I have nothing to say but a massive thank you to them for the help and support we have received. 

## Management Comember: Jeyaseelan Thirukkumaran 

The EMC has been active in the London Borough of Merton since 1989 and its aims and objectives have always been "to bring the communities together, build community cohesion and improve the quality of lives of the BAME communities living and working within the London Borough of Merton" and neighbouring boroughs. 

EMC is a beautiful family and second home for many service users and members of the EMC. It's purely teamwork from every department in the EMC where they do it organically. 

I would like to thank and express our gratitude to everyone at the EMC, including Sabitri Ray who is tirelessly working and improving the EMC's activities and service user's needs , Our lovely service users, staff, the staff at Vestry Hall, Our Well-wishers & friends in the London borough of Merton, NHS-SW London, Wimbledon foundation, Merton connected and Wimbledon Guild. 

The EMC is a safe environment for helping each other grow and building a better community within Merton, London, as global citizens.

## **Objectives and aims** 

The activities of the company are that of voluntary community work. This is an umbrella body for black minority ethnic organisations, whose aim is to improve the quality of life of Merton communities.

## **OBJECTIVES AND ACTIVITIES** 

## **Trustees** 

The Trustees who served during the period and up to the date of this report are set out on page 5. None of the trustees has any beneficial interest in the company. All the trustees are members of the company and guarantee to contribute £1 in the event of a winding up. 

## **Trustess Responsibilities** 

Company law requires the trustees to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the Company and of the surplus or deficit of the Company for that period. In preparing those financial statements, the trustees are required to: 

-select suitable accounting policies and then apply them consistently. 

-make judgements and estimates that are reasonable and prudent; and 

-prepare the financial statements on the going concern basis unless it is inappropriate to assume that the company will continue on that basis. 

The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any  time the financial position of the company and to enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. 

## **ACHIEVEMENT AND PERFORMANCE** 

## **Achievements and performance** 

This year, EMC has witnessed tremendous teamwork and collaboration across all departments. Our dedicated staff, volunteers, and supporters have worked tirelessly to organically grow and enhance our programs. I would like to extend my heartfelt gratitude to everyone involved, including: 

Sabitri Ray - who has worked tirelessly to enhance EMC's activities and respond to the evolving needs of our service users. 

Service Users and Staff - for their dedication and contributions to the EMC's mission. 

Vestry Hall Staff, NHS-SW London, Wimbledon Foundation, Merton Connected, and Wimbledon Guild - whose support has strengthened our ability to serve the Merton community effectively. 

## Community Impact and Development 

This year, we have not only provided a safe space for individuals but have actively contributed to building a stronger community. EMC continues to foster connections and provide services that support personal growth, mental well-being, and resilience within the BAME communities we serve. Through our partnerships with local organizations and community members, we have made meaningful strides in enhancing community well-being. 

## Looking Forward 

The EMC remains committed to adapting and expanding its services to meet the evolving needs of our community. Together, we will continue our work to build a more connected and inclusive Merton, empowering individuals to thrive as global citizens. 

Thank you all for your dedication, support, and belief in the mission of EMC. It is with great anticipation that we look forward to another year of growth, connection, and impact. 

## **FINANCIAL REVIEW** 

## **Financial review** 

EMC's reserve policy is in place to ensure the ongoing financial stability of the organisation setting aside monies for the long-term goals and ensuring that those funds will be available when needed. 

This policy has been adopted to safeguard the assets of Ethnic Minority Centre Ltd. (EMC) so far as possible and to provide clear procedures for controlling the finances of the organisation.

## **Governing document** 

The charity is controlled by its governing document, a deed of trust, and constitutes a limited company, limited by guarantee, as defined by the Companies Act 2006. 

## **Risk Statement** 

Trustees have conducted their own review of the major risks to which the charity is exposed and systems have been established to mitigate those risks. Internal risks are minimised by the implementation of procedures for authorisation of all transactions and projects and to ensure consistent quality of delivery for all operational aspects of the charitable company. These procedures are periodically reviewed to ensure that they still meet the needs of the charity.

## **Independent examiner's report to the trustees of Ethnic Minority Centre Limited ('the Company')** 

I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 March 2024. 

## **Responsibilities and basis of report** 

As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act'). 

Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe: 

1. accounting records were not kept in respect of the Company as required by Section 386 of the 2006 Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or 

4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their  accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)). 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES** 

## **Basis of preparing the financial statements** 

The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention. 

## **Income** 

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. 

## **Expenditure** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

## **Tangible fixed assets** 

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life. 

## **Taxation** 

The charity is exempt from corporation tax on its charitable activities. 

## **Fund accounting** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. 

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. 

Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
