The Trustees present their annual report and financial statements for the year ended 31 March 2025.
The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the
financial statements and comply with the charity's governing document, the ChaTtties Act 2011 and "Accounting and
Reporting by Charities- Statement of Recommended Practice applicable to charities preparing their arLounls in
accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 102) (Èffective
1 January 2019>"
Objèctives and actlvities
Forum's charitable objectives are..
To promote any Gharilable purpose ft)r the benefit of the cornmunity in North Yortshire, South Yorkshire. West
Yothshire, the East Riding of Yothshirg and ￿ngs1On Upon Hull, North Lincolnshire and North East Linoolnshirg
(hereinafter called 'th8 area of benefit), and in particular the protection of health, and th8 relief of poverty, distress
and sickness. In the furtheranco of these pupos&s, to promote and organise co-operation in achigving them, and to
bring together repr9sontatives of voluntary organisations and statutory authorities within the area of benefit.
The Truslees have had due regard to the Charity Commission's general guidan￿ on public benefit when reviewing
Forum's aims and objectives and when planning futurè activities.
Forum works to raise the profile of Ihe voluntary and community seclor (VCS) at all levels and to promote the
benefits of engaging with marginalised and disadvantaged communities. All Forum's projects and initiatives are
designed to benefit the users, volunteers and employees of our member organisations and the communities within
our area of benefit.
We work on behalf of more than 300 heallh and social care organisations across Yorkshire and Ihe Humber region.
Forum seeks to ensure that:
The independent voice of the not-for-profit sector is heard by key public sector decision-makers and
funders.
Our member organis31ions, and Ihe communities we support, have the informalion, knowledge, skills and
resources to shape, influence and deliver services.
Strong and positive working relationships are promoted across the sector and with statutory partners.
The views of communities, members of the public and people with lived experien¢e are central to Ihe
development, design. delivery and review of local services.
The Trustees have paid due regard to guidance issued by the Charity Commission in deciding what adimlies the
Gharily should undertake.

Charitable Activitles
During the year, Forum delivered a broad range of projects across our three main areas of work..
1. Supportlng the voluntary and community sector
Providing govemance, funding, partnership, and safeguarding support. as well as strategic representation..
Calderdale VSI Alliance, funded by Calderdale Metropolitan Borough Council and Calderdale Cares
Partnership. This project concluded on 31 March 2025, marking the successful completion of FoNJm's
longest-running initiative.
Sector Support North East Lincolnshire, funded by North East Lincolnshire Council and the North East
Lincolnshire Hèalth and Care Partnership.
Sector Connect Hull, funded by Hull City Council and delivered in partnership with Hull CVS.
Facilitation of the Hull VCSE Assembly and North East Llncolnshire Forum, providing regular
engagemenl opporlunities for a diverse range of VCS organisations.
2. Connecting people to community-based activities
Working in a person-centred way io help people find local activities that improve their heallh and wellbeing:
Community Navlgation Icltywide social prescriblng programme), funded by Hull Clty Council, including
management of the Live Well Hull Community Directory.
Primary Care Social Prescribing Link Worker Service. operating across the Acdaim and Haxby Prlmary
Care NeI￿orkS in Hull.
3. Engaging people and communities In Service design
Gathering insight and co-producing solutions that improve local services..
Hull Poverty Truth CommlssSon, funded by Hull City Council, bringing together people with lived
experience of poverty with civic and business leaders.
Community Engagement, including winter planning support, Povety Partnership facilitation. mental
health engagement, and Sport England consultation.
Communlty Inclusion Project. funded by Hull City Council through MHCLG, supportlng participation and
inclusion acros5 Communities.
Lived Experience Project, commissioned through the Council's Changing Futures programme (MHCLG-
funded), 5UPPOrting pèople with multiple unmet needs.
Other key work:
Humber and North Yorkshire Health and Care Partnership VCSE Collaborative, ensuring local VCS
representation in regional health and care syslems.
Administration and management of stratsgic grant programmes for VCS organisations.
Support for the Settling In Sep41ce (Hospital Discharge Programme), facilitating effective patient
discharge through Goordinated voluntary sector support.
Delivery of core seNlce$ including regular e-bulletins and briefings on local, ￿gIonal and national issues,
Volunteers
Across all its projects, Forum supports hundreds of voluntary organisations, and recognises the invaluable
contribution of volunteers across our member groups. Thèir commitment underpins the delivery and success of
many ofthe projects we support.

2024-25 wag a year of growth, Gollaboratton, and consolidation for Forum. Key achievements include..
Openlng of our new premises at Princes Quay IForum@PQ} which is now fully operational as a vibrant
hub for our own proje￿8 and the wider sector, hosting Hull's VCSE Assembly and offering spa¢e for
m66tings, training and community évents.
Successful delivery of the Poverty Truth Commisslon 'Awakenlng Evenv (July 2024), celebrating the
achievemenls of commissioners and amplifying Ihe voices of those with lived experience of povety.
'Power of Voice, storytelling event {January 2025} - Forum's first fully co-produced event wrth people
with lived experience of multiple unmel need.
Representation on the Hull Safeguarding Children Executive Board, and speaking at the "Working
Together lo Safeguard Children" annual conference, making Hull one of th6 few areas nationally wilh VCSE
representation at this level.
Joint VCSE Assembly with Hull CVS and Ihe Smile Foundation, fostering collaboration be￿een Hull and
East Riding organisations on integrated neighbourhood health planning.
Coordination of the community response to the civil unrest in Hull (summer 2024), with the Community
Inclusion team playing a vilal role in local recovery and reassurance.
Recommissioning and contract extensions for several key projecls, including Community Navigation
and Sector Support North East ￿ncolnshIr￿, securing conlinued stability for frontline services.
Professional development achievements, with staff in North Easl Lincolnshire gaining a C8rtifi¢8le in
Chanty GovemanGe from the Chartered Govemance Institute.
Development of Forum's first CPD•accredited Safeguarding Tralning Course, enhancing local capacity
for good governance and practice.
Creatlon of digital media content, including videos showcasing the impact Forum's is able to facilitate
through its partnerships, and importanuy a range of community stories which otherwise may go unlold.
These achievements colleclively strengthened Forum's visibility. reach, and credibility as a trusted partner in health
and social care Iransfomalion across Yorkshir8 and the Humber.
Internal and Extemal Factors
Like many voluntary and communily organisations, Forum continues to navigate a dynamiG and evolving funding
environment against rising operational costs. The continued shift towards partnershipbased commissioning and
inlegraled health and care delivery presents both challenges and opportunities.
Forum's focu5 remain5 ors sustainable growth, effective partnership working, and ensurlng that the voices of our
communities inform local priorities. The Trustees and staff actively review emerging policy developments, these
include the Yorkshire devolution agenda and NHS integration frameworks to identify futur8 Opportunities aligned
with Forum's strategic objeclives.
Administration
Forum continuously reviews its governance, adminislrative and operational processes to ensure efficiency,
compliance and good practice. Ovèr the past year, several Standard Operating Procedures have been introduced
to strengthen internal controls and staff guidance.
We continue lo uphold the ethos and princ¢p16s of both the Mindful Employer and Fundraising Standards Board,
ensuring that our work reflects integrrty, inclusivity and respecl.
Forum employed 31 staff during the year, based across our offices in Hull (Lowgate House and Princes Quay),
Grimsby {Cenlre4) and Halifax (The Resource Centre).
The development of Forum@PQ has been a significant milestone, providing a visible and accessible base for the
Community Navigation Service and a valuable meeting space for partners and the wider sector.

Financlal revlew
It is Forum's policy to maintain unrestricted reserves at a level equivalent to be￿een three and six months,
expenditure.
During 202Ak25, unrestricted income increased while restricted income decreased, reflecting the natufal cycle of
grant-funded project delivery and the completion of major long-term programmes.
Free reserves at year-end stood at £455,659, equivalent to just under three monlhs, running cosls, representing a
modest reduction from the previous year. The Trustees consider this an appropriate and prudent level to maintain
operational stability and manage unforeseen financial risks.
Resèrves are reviewed quarterly by the Trustee5 to ensure alignment wilh policy and lo enable reinvestment in new
Services where there is demonstrable community need.

Engaging proactively in opportunities arising from the Hull and East Riding and Greater Llncolnshire
Devolution Deals.
Building on our lived experlence and trauma-infomied practice work, ensuring community voices
continue lo shape service design.
Developing and supporting delivery collaboratlve$ to strengthen integrated service models acr055 health
and social care.
Working towards the aim5 and outcomes of Hull's Community Plan, helping communities acces5 and
benefit from new funding and partnership opportunities across the city
Delivering Phase Two of Hull's Poverty Truth Commission, wilh a renewed focus on lackling health
inequalities and systemic barriers to wellbeing.
Structure, governance and management
Forum is a Charitable Incorporated organi5ation. It is a registered charity in England and Wales, registration
number 1107013. The governing document 15 a constitution.
The Chief Officer and his staff report to the Trustees through discussions and written reports at meetings held on
quarterly basis.

The law applicable to Charities in England and Wales requires the Trustees to prepare financial statements for each
financial year which give a true and fair view of the stale of affairs of the charity and of the incoming resour¢e5 and
application of resources of the charity for Ihal year.
In preparing these financial statements. the Trustees are required to..

We conducted our audit in accordance with International Standards on Auditing (UK) {ISAs (UFQ) and applicable

the financial statements section of our report. We are independent of the charity in accordance with the ethical
requirements that are relevant to our audit of the financial slalements in the UK, including the FRC'S Ethical
Slandard, and we have fulfilled our other ethical responsibilities in accordance with Ihese requirements. We believe
that the audit eviden￿ we have oblained is sufficient and appropriate to provide a basis for our opinion.
Concluslons relating to going concern
In audiling the financial stalemenls, we have concluded that the Trustees, use of the going concern basis of
acGounling in the preparation of the financial slalements is appropriate.
Based on the work we have performèd, we have not idenlified any material uncertainties relating to events or
conditions that, individually or collectively. may cast significant doubt on the charity's ability to continue as a going
concern for a period of at least ￿e1ve months from when the financial statements are aLrthorised for issue.

Responsibilitles of Trustees
As explained more fully in the stalemenl of Trustees, responsibilities, the Trustees are responsible for the
preparation of the financial statements and for being satisfied that they give a true and fair view, and for such
internal control as the Trustees determine is necessary io enable the preparation of financial statements Ihat are
free from material misstatement, whether due to fraud or error. In preparing the financial statements, the Trustees
are responsible for assessing the charity's ability to continue as a going concem, disclosing, as applicable, matters
related to going Concern and using the going concern basis of accounting unless the Trustees either intend lo cease
operations, or have no realistic alternative bul to do so.
Audito￿$ responsibilities for the audit of the financial statsments
We have been appointed as auditor under section 144 of the Charities Act 2011 and report in ac￿rdanCe with the
A¢1 and relevant regulations made or having effect thereunder.
Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from
rnaterial misstatement, whether due to fraud or error, and lo issue an audilor's report that includes our opinion.
Reasonable assurance is a high level of assurance but is not a guarantee that an audit conducted in accordance
with ISAS (UK) will always detect a material misstatement when it exists. Misstatements can arise from fraud or
error and are considered material if, individually OT in the aggregate. they could r8asonably be expected to influence
the economic decisions of users taken on the basis of these financial slalements.

Your attenlion is drawn to the fact that the Gharity has prepared financial Statements in accordance with "Accounting

accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)" las
amended) in preference to the Accounting and Reporting by Charities.. Statement of Recommended Practice issued
on 1 April 2005 which is referred to in the extant regulations but has now been withdrawn.
This has been done in order for the financial statements lo provide a true and fair view in accordance with current
Generally Accepted ArLounting Practice.
This report is made solely to the charily's trustees. as a body, in accordance with Part 4 of the Charities (Accounts
and Reports) Regulations 2008. Our audit work has been undertaken so that we might state tg the charity's trustees

Accounting policles
Charity information
Forum CIO is a Charitabl& Incorporated Organisation.
1.1 Accountlng convention
The finan￿81 statements have been prepared in accordance with the charity's constitution, the Charities Act
2011, FRS 102 "The Financial Reporting Standard applicable in the UK and Republic of Ireland. I'FRS 102°)
and the Charities SORP "Accounting and Reporting by Charilies.. Statement of Recommended Practice
applicable to charities preparing their accoLfnts in accordance with the Financial Reporting Standard
applicable in the UK and Republic of Ireland (FRS 102}" (effective 1 January 2019}. The charity is a Public
Benefit Entity as defined by FRS 102.
The financial statements have departed from the Charities (Accounls and Reports) Regulations 2008 only to
the extent required to provide a true and fair view. This departure has involved following the Stalemenl of
Recommended Practioe for charilies applying FRS 102 rather Ihan the version of the Statement of
Recommended Practice which is referred to in the Regulations bul which has since been withdrawn.
The financial statements are prepared in sterling, which is the functional currency of the charity. Monetary
amounts in these financial Statements are rounded to the nearest £.
The financial slatements have been prepared under the historical cost convention. The principal accounting
policies adopted are set out below.
1.2 Going concern
At Ihe time of approving the financial statements, the Trustees have a reasonable expectation that the charity
has adequate resources lo continue in operational existence for the foreseeable future. Thus the Trustees
continue to adopt the goin9 concern basis of accounting in preparing Ihe financial stalements.
1.3 Charitsble funds
Unrestricted funds are available for use at the discretion of the Trustees in furtheranc8 of Iheir charitable
objectives.
Restricted funds are subject to specific conditions by donors or grantors as to how they may be used. The
purposes and uses of the restricted funds are sel out in the notes to the financial slatements.
Endowment funds are subjecl to specific conditions by donors that the capital must be maintained by the
harity.
1.4 Income
Income is recognised when the charity is legally entitled to it after any performance conditions have been met,
tho amounts can be measured reliably, and il is probable thal income will be received.
Cash donations are recognised on receipt. Other donations are recognised once the ¢h3rity has been notified
of the donalion, unless perfomiance conditions require deferral of the amount. Income tax recoverable in
relation to donations received under Gift Aid or deeds of covenant is recognised at the time of the donation.
Legacies are recognised on receipl or otherwise if the charity has been notified of an impending dislribution,

1.5 Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the
charity to that expenditure, il is probable thal a transfer of economic benefi15 will be required in settlement and
the amount of the obligation can be measured reliably, Expenditure is accounted for on an accruals basis and
has been classified under headings that aggregate all cost related to the category. Where costs cannot be
directly attributed to particular headings they have been allocated to aCtI￿lieS on a basis consistent with the
use of resources.
1.6 Tangible fixed assets
Tangible fixed assets are initially measured at cost and subsequenlly measured al cost or valuation, nel of
depreciation and any impaimient losses.
Depreciation is recognised so as to write off the cost or valuation of assets less their residual values over their
useful lives on the following bases..

The gain or loss arising on the disposal of an asset is determined as the difference be￿een the sale proceeds

1.7 Impalrment of fixed assets
At each reporting end date, the charity reviews Ihe carrying amounts of its tangible assets to delermine
whether there is any indication that those assets have suffered an impairment loss. If any such indicalion
exists. the recoverable amount of the asset is estimated in order to determine the extenl of the impaimient
loss (if any).
1.8 Cash and cash equivalents
Cash and cash equivalents include cash in hand, deposits held at call with banks, other short-term liquid
investments with original maturities of three months or less, and bank overdrafl5. Bank overdrafts are shown
within borrowings in current liabilitie5.
1.9 Financlal Instruments
The charily has elected to apply the provisions of Section 11 'Basic Financial Instruments, and Section 12
'Other Financial Instruments Issues, of FRS 102 lo all of its financial inslruments.
Financial instruments are recognised in the charily's balance sheet when the charity becomes party to the
contractual provisions of the instrument.
Financial assels and liabilities are offset. with the net amounts presented in the financial statements, when
there is a legally enforceable right to set off the recognised amounts and there Is an intention lo settle on a net
basis or to realise the asset and settle the liability simultaneously.
Basic financial assets
Basic financial assets. which include debtors and cash and bank balances, are initially measured at
transaction price including transaction costs and are subsequently carried at amortised cost using the effective
interest method unless the arrangement constitutes a financing transaction. where Ihe transaction is
measured at the present value of the future receipts discounted at a market rate of interèst. Financial assets

Baslc financial liabilities
Basic financial liabilities, including creditors and bank loans are initially re¢ognised at transaction price unless
the arrangement constitutes a financing transaction, where the debt instrument is measured at the present
value of the future paymenls discounted at a market rate of inlerest. Financial liabilities classified as payable
within one year are nol amortised.
Debt instruments are subsequently carried at amortised cosl, using the effective interest rate method.
Trade creditors are obligations to pay for goods or services thal have been acquired in the ordinary course of
operations from suppliers. Amounts payable are classified as current liabilities if payment is due within one
year or less. If not, they are presented as non-currenl liabilities. Trade creditors are recognised initially at
transaction price and subsequently measured at amortised cost using the effective interest method.
Derecognition of financial liabilities
Financial liabilities are derecognised when the charity's contractual obligations expire or are discharged or
cancelled.
1.10 Employee benefits
The cost ot any unused holiday entitlement is recognised in the period in which the employee's services are
received.
Terminalion benefils are rewgnised immediately as an expense when the charily is demonstrably committed
lo terminate the employment of an employee or to provide termination benefits.
Critical accounting estimates and judgements
In the application of the charity's accounting policies, the Trustees are required to make judgemenls.
estimates and assumptions about the carrying amount of assets and liabilities that are not readily apparent
from other sources. The estimates and associated assumptions are based on hislorical experience and other
factors that are considered to be relevant. Actual results may differ from these estimates.
The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting
estimate5 are recognised in Ihe period in which the estimate is revised where the revision affects only thal
period, or in the period of the revision and future periods where the revision affects both current and future
periods.
