ANNUAL REPORT for the year ended 31[st] December 2021

1) General

The charity operates two premises –

The registered office address is the Church Office, The Rectory, Huish Episcopi, Langport, Somerset. TA10 9QR.

The Managing Trustee is the Parochial Church Council of St. Mary’s Church, Huish Episcopi. The PCC members at the date this report was approved are –

Churchwardens are ex officio members elected annually and PCC members are elected for three years, but can elect to offer themselves for re-election at the end of their term. New members have to be nominated by two members of the church and approved by the Church Electoral Roll members on a majority vote, at the Annual Parochial Church Council meeting. All trustees give their time voluntarily and receive no remuneration or other benefits.

The Custodian Trustee is The Bath and Wells Diocesan Board of Finance, who hold all land and buildings in trust for the charity, but play no active part in its management.

2) Structure, Governance and Management

The Charity is governed by a Scheme of The Charity Commissioners dated 20[th] October 2004 and approved by the Bath and Wells Diocesan Board of Finance.

The Charity Management Group includes the PCC standing committee members, other PCC member and approved invited individuals from the local community, who are interested in developing this networking project.

Routine management of The Angel is delegated to the Charity Management Group, reporting to the full PCC at least Three times a year.

Day-to-day management of All Saints Hall is dealt with by the PCC standing committee, reporting to the full PCC.

A “cash accounting” policy is used with recognition of significant liabilities.

3) Financial Review and Achievements

Unfortunately, due to the Covid-19 pandemic restrictions and several “lock downs”, our activities since March 2020 have been seriously restricted. In addition the age profile of most of our customers/users was such that many did not want to attend during the summer relaxation of restrictions.

As a result both premises have not been available for use since March 2020 and were only able to resume some group meetings/activities from late summer 2021.

All Saints Hall

Income amounted to £1.2k (2020 £1.5k) with a £0.1k surplus.

It is available for hire by the community and is normally used by around nine regular groups as well as ad hoc hire

The Angel Community Centre, trading as The Angel

The Angel provides a number of meeting, events, activities, hot meals and a food bank for the local community, focussing those mentally/physically handicapped, the elderly, those in financial hardship, shielding, unable to food shop/collect prescriptions etc.

Total Income was £28k (£62k), Including £8.1k Government Business Support Grants. Grant applications for Covid 19 local community support 3.9k (see below). Private donations from Companies and individuals, also for Covid 19 (Langport Cares) support £10.1k

Other general hire, one off and regular donations £4.0K

An operating £5k cash deficit was carried forward. (see reserves policy below)

The Angel Community Cafe

Due to Charity Commission restrictions on trading activities, our wholly owned Community Cafe is a separately registered company no. 07504913 - The Angel Langport Ltd. The café did not trade at all in 2022 and is still closed.

Free Reserve’s Policy – Reserves are normally held sufficient to cover emergency repairs, unforeseen expenses and comparable to one year’s income.

However due to our outstanding three year loan liability of £14k with the Bath & Wells Diocese, our free reserves are just positive at £2.3k.

Robust financial controls are maintained to ensure overall financial planning and governance.

Unspent dedicated grants and donation given for Covid 19 community support of £14.2k are held in a separate reserve liability account.

4) Public Benefit Statement

The Angel and All Saints Hall are operated for the benefit of the local community, providing a caring and welcoming environment, with volunteer staff, for use by groups and individuals.

5) Objectives and Activities of the charity

To advance education and to further the religious and other charitable work of the Church of England in the Parish, by the provision & maintenance of one or more community halls.
