REPORT OF THE TRUSTEES FOR THE YEAR ENDED 31 MARCH 2024
The trustees presènt their report along with the financial stalemènls of the charitable company for the
year ended 31 March 2024. The financial statements havè been prepared in accordance with the
a¢¢ounling policies set out in Note 1 to the accounls which can b8 found on page 7.
Constltution and Oblècts
The charity is constituted by Memorandum and Articles of Association, il was originally incorporated
on 4th August 2004 and amended by a special resolution dat8d 29th September 2004.
The object of the charitable company during the year continues lo be the provision of local welfare hall
facilitiès for the ben8fil of the surrounding community.
The trustees have r6fe￿ed to the guidance given by the Charity Cornmission on public benefit when
rèviewin9 thé charitvs aims, and details of the activities that have taken place during the year can b8
found later in this report.
Organlsatlonal Structure
The trustees who have served the charity during the year are shown on page 1.
The charity is responsible for maintaining the premises and its contents and grounds in a suitable
stale of repair for use by those who live in the surrounding area. 11 raises income through various
charitable activities, th8 main one being the hiring out of its faciliti65 to the 9eneral public. the charity
runs a communlty gym along wilh a Gommunity café. These activities are aimed at encouraging
social inleractlon and in the case of the gym. a healthier lifestye.
Trustee vacancles are advertised and interested parties are asked to apply in writing. Interviews are
held and suitable candidates are then recruited and inducted.
Flnanclal Revlew
The charity had incoming resourc8s cf £266,18312023'. £296,882}. Grant income tolalled £194,709
{2023'. £203,305). All of the grant income was reslricled funds.
Other receipts lolalled £71,47412023'. £93,577). Total expenditure amounted to £294,309
12023.. £293,348) resulting in a deficit of £28, 126 (2023.. surplus £3.534}.
As al the balance sheet dale the asset value of the charity was £234,676 comprising of fixed assets
£254,4 76 and nel current liabilities of £19,740.
Rèview of Actlvlties
During the year the charity has seen the expansion of the Community Theatre Aolivities with new staff
being employed to develop this part of the Association, with the view of increasing the arts and cultural
side of the centre. The Association has continued to organise various activiles including the Community
Gym. The Café has also seen the number of activities and events held increase lo include concerts,
birthday parties and private bookings. The year has continued to see the Association make a steady
recovery with both class numbers and visitors into the cenle increasing. Ulilising the Centre as a Warm
Hub which has established the Centre a safe space for the community to attend at a time of need.
Funding of core activities still remain an ongoing Challenge and whilst th8 Association has been
successful in gaining some external funding, Ihis process conlinues lo be a source of concern.
Staff continue lo work with outside partners such as local schools, local community organisalions
and have developed new networking links with the same. The provision of weekly food hampers to
those in need continue to be a priority, along with one to one help with people in need of support.
Working in partnership with Treorchy Comprehensive School, the Family Hub continues to be used
as a Place of Development, housing children where mainstream educAlion may not be the best option.
As well as this, the Hub continues lo provide after school, holiday and youth provision for children
aged 5 - 16 years old. Partnership working has continued lo thrive and this has helped increase
opportunities for the Charily going fomard.

Investment Pollcy
The charitable company does not have an investment policy as such, but the truslees have tsken the
sensible approach and placed the bulk of the charitvs liquid assets in interest bearing bank accounts to
generate a modest amount of bank deposit interest.
Reserves Policy
It is Ihe policy of the trustees to maintain unrestricled funds which are the free reserves of the charity at
a level to provide sufficient funds to cover anticipated administration and support costs for a period of
twelve months. Any additional reserves are held to provide a capital fund for repairs that will be required
for the upkeep of the premises.
Statement of Trustees. Responslblllties
The trustees (who are also directors for the purposes of company law) are responsible for preparing the
Report of the Trustees and the financlal statements in accordance with applicable law and r8gulations.
Company law requires the trustees lo prepare financial stalements for each financial year. Under that
law the trustees have elected lo prepare the financial statements in accordance with United Kingdom
Generally Accepted Accounting Practice (United Kingdom Accounting Standards and applicable law).
Under company law the trustees must not approve the financial stalements unless they are satisfied that
they give a true and fair view of the state of affairs of the charilable company and of the incoming
resources and application of resources, including the income and expendlture of the charitable company
for that period. In preparing these financial statements the trustees are required to:
select suitable accounting policies and then apply them consistenlly.,
observe the methods and principles in the Charities SORP.,
make judgements and accounling estlmates that are reasonable and prudent.,
stale whether applicable accounling standards have been followed subject to any material
departures disclosed and expleined in the financial slatemenls;
prepare the financial s18tements on the going concern basis unless it is inappropriate to
presume that the charitable company will continue in business.
The trustees are responsible for k88ping adequat8 accounting records that are sufficient to show and
explain the charitable companys transactions and disclose with reasonable accuracy at any time the
financial position of the charitable Company and lo enable them to ensure that the financial statements
comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the
charitable company and hence for taking reasonable steps for the prevention and detection of fraud and
other irregularities.
The Trustees are carefully managing the charity's finances and are satisfied that it will be able to
continue to meet its obligations for the foreseeable future.

responsible for the preparation of the accounts in accordance with the requirements of Ihe Companies Act

Having satisfied myself that the accounts of the company are not required to be audited under Part 16 of
the 2006 Act and are eligible for independent examination, I report in respect of my examination of your
charity's accounts as carried out under section 145 of the Chaflties Act 2011 (the "2011 Acf,). In carrying
out my examination I have followed the Directions given by the Charity Commission under section 14515)(b>
of the 2011 Act.

ACCOUNTING POLICIES
Basis of preparation and assessment of going concern
The financial statements have been prepar8d under the historical cost convention unless
otherwise slated in the relevanl notes to these accounts. The financial statements have
been prepared in accordance with the Statement of Recommended Practice.. Accounting
and Reporting by Charities {FRS 102}, the Financial reporting Standard IFRS 102) and the
Charities Act 2011.
The trustees consider that there are no material uncertainties about the charills ability to
continue as a going concern. The trustees have a reasonable expectation that the charity
has adequate reserves to continue in operational existence for the foreseeable future.
Accordingly the trustees continue to adopt the going concern basis in the preparation of
the accounts.
Income Recognltlon
Income is recognised once the Charity has enlillement to the income, it is probable that the
income will be received end Ihe amount of income receivable can be measured reliably.
Expendlture Reeognltlon
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation
committing the charity lo that expenditure, it is probable thal settlement will be required
and the amount of Ihe obligation can be m8asured reliably. All expenditure is accounted
for on an accruals basis.
d. Depreciation
Deprecialion is provided on fixed assets other than freehold propety in order to
write off the cosl of Ihose assets over their expected economic lives. The rate of
depreciation used is:_
