Constitution and Internal Control
The Church is governed by its Trust Deed Idated 4th April 19731 and is a re¥i5tered charity w¢th the
number 1106128. The Trust Deed provided for a minimum of 5ixTrustees.
Objects of the Charfty
St. Andrew's Baptist Church Shepperton exlsts to glorlfy God and serve Jesus. God's son, within the
communities of Upper Halliford and Shepperton and in furtherance of the above objective the
Trustee5 Shall enable the Church:
To reach out to all people in the communlty so that every man, woman and child can have
the opportunity to hear. understsnd and receive the gospel of sa￿ation.
To provlde sound Blbll¢al tea¢hlng and to equip God's people to dee￿n their faith and share
it with others.
To provklè and maintaln sultable bulldlngs and equlpment to further the objectives of the
Church.

The Trust is governed by a l)oard of T￿￿ee5 appolnted by the Church In a General Meeting. The
Church employs a combination of full and part-time staff. Every member of the Church, whether
employed or not, 15 expected to be involved In reaching out and helping the community. Church
members 8lve thelr time fieely helpin8 Others, by prnying for, and visf(ing the sick and those in need,
by being Involved In teachlng young people, by te5tifwng to God's bve and by publlc worshlp. Much
of the work is done privately wrihout reco8nition and the hours and value of that time cannot be
quarttiflèd. Thè financi81 resources of the Church. to a very large extent. are given by the members of
the Church.

The Trustees are aware of thelr duty, set out in Section 4 of the tharities Act 2006. to have dué
regard to the publlc benefrt 8uldance publlshed by the Charf(y Commiss￿n. Therefore, the Trustees
always ensure that the Trust's actNtties are in line with tts objettNes, which are set out under the
heading of "Organbsational Strurture" akne, whilst specific artivrtFes of Publi¢ Benefrt undertaken
durin8 2021 are set out in the following paragraph.

Review of Progress and Achievement for 2021
The Trustees, on behalf of the Church Membership and visitors, would like to thank everyone thatwas
involved in keeping the Church open under the very drfficult circumstances of the Corona Virus
restrictions.
Again. as for the previous year, Thè Covid pandemlc has dominated the year with lockd¢)wns,
restrictions on movement and gatherings. Artivities normally held wlthln the Church were cancelled
and alternative arrangements were made where possible. A safeguarding Lead again advised and
ensured thatthe Corona Virus lockdown restrictions were adhered to at all times. All the Tequired Risk
Assessments and precautions were upjated throughout the year as guidelines changed.
The use of the ZOOM Meeting Software proved to be invaluable during the lockdown and our
appreciation and thanks goes to the members who gave their time and effort to adapt and manage
the Zoom meetings on a weekfy basb5. All Sunday SethcÈs and Prayer Meetings were available on
Zoom throughout the year.
The process of appointing a nèw minister continued and wè are pleased to announce that the Church
Membership voted to appoint The Rev Tom Hoyle to be the new mlnister of St Andrews Baptist
Church Shepperton. The Wel¢oming Service for Tom took pl•ce on Sunday March 7th 2021
The pastoral care teams hwe continued to support thurch members u51n£ the telephont and email.
Following discussions withln the Trustees and Oeacons, a proposal was put before the Churth Meeting
that in prlnciple, St Andrew'5 Baptist Church would sell the Church Hall and use the proceeds to
purchase a Manse for our new Minister. This wa5 agreed in principle by the Church Members.
Followin8 the meetin& a M•ns• Commlttee w•s set up consistlnR of two Trustees, two Dèacons and
two Church Member5 wfth a brief - to review the options avallable and prep•r• • Financial Plan for
the proposed purchase of 8 Mansè.
The Trustees Report. Independent Financial Examiners report and Financial Accounts for the year
ended 31 December 2021 have been approved by the Tr[￿tee$ and will be presented in the Annual
General Meeting to be held on the 27 October 2022 for approval.
Future Plans
A sultable house has been identffied but the Church Hall has not yet been 50kl. A revised Financial
Plan has beon pr•pared an<4 this was put before the Church hAeetine on 3 lul¥ 2022 so that the
purchase can be completed before selling the aiurch Hall.

Management and Governance Arrdngements
The Trust Oeed Idated 4th April 19731 provides for a minimum of six Trustees. During 2021 the
Trustees met formally on thrtr occasions and also met three t1￿￿S with the Deacons as a comblned
Leadershlp team. When the need ari5e5. new Trustees are ap￿Inted by a thirds majority of
Church members present at a Church meeting. To be ellgible to become a Trustee. a person must be
a member of the Church, must have been baptised by total immersion as a believer, and must have
declared their belief in the ChLtrch's doctrine of Faith. A new Trustee rÈcèives copies of the prevw)us
year's annual report at)d accounts and a copy of the (ffiarity Commission leaflet"The Essential

There are no restrictions on the charity's pr)werto invest funds. The Trustees seek to keep working
tapfcal at a levèl suffKientto meet 6-9 month5 expenses as thèy fall due. The Trusteès note the
reserves relatin£ to the general artrliknes of the charity inueased by £25,478 during the yèar.
As of the 315t Decembèr 2021. the total cash at the bank and on deposit wa5 £232,601
The Trustee's believe ihat these ¥e5erves are appropriate for the on-goin8 work of the Church.
Furthermore. following on from the deei%ion to purchase a new Manse, a surn of £15.470 is currently
irt Rèstrirted Funds towardsthis purchase.

The money receNed by the Trust comes from Church Members and those who attend Worship
Services.

The Trustees, after conslderlng recommendatlons from the O•acons of the Church. make donatlons
to organisatlons and other5 invofved in Christian work. relief of povery and the furtherance of
education. Details of such donations made in 2021 with comparative f*ures for 2020 are set out in
note 12 to the attathed accounts.

H•alth and Safety at Work Regulations 1992 and the Fire Precautions (Workplace) Règulations 1997.
The Workplace Risk A￿SSMent covers the Churth. Church Hall and grounds known as St.
Andrew's Baptist Church. Shepperton. Thi5 assessment lists hazards, those at risk, controls
in place and actions requlred. Iterns needing fijrther work are listed and work is ongoing.
The wrTiten document has beon made available to staff and will be reviewed on a regular
basis.
The Fire Risk assessment covers the Church, Church Hall and grounds known as St Andrew's
8aptist Church. Shepperton. This document lists thè hazards, people at risk and existing
precautions. A standard fire risk fartor scoring system ￿ used and the overall risk fattor is
considered low. This risk a55essment will be reviewed on a regular basis or a5 changes to
buildings or use dictate.
