Home-starl in East Lancashire is part of a federation of Home-starts across tlie four nations of the UK with
volunteers supportiiig families to live healthier and liappier lives.
While part of a national network, each Home-start is managed and fiiiided independently at local level. This
ei)siii'es Il)at il is firmly rooted in, and seiisitive to tl)e commiinity il serves.
Home-siart values family life and its importance for children, pareiits and the community as a whole.
Home-siarl recognises the pressui'es that can be part of having a yoiiiig family, espe¢ially for those expei'iencing
social exclusion, Ih05e who are new to the area.
Home-start in East Lancashire aims to support parents wilh at least one child under the age of eleven and
parents lo be who al-e facing difficulties, enabling them to cope with the pressures they are facing and ieducing
the poleiilial for family crisis and breakdown.
Homc-siart aims to increase the ¢onfidence and independcnce of the family by:
Offering support, friendship and practical assistai)ce'
Visiting families in their own honie, where the identity of each child can be respected aiid protected.
Reassuring parents that difficulties in bringing up children are not unusual and encouraging tl)em to enjoy
family life.
Developing a relationship with the family in which lime can be shared and undcrslanding can be developed. Ihe
approach is flexible lo take account of different needs.
Encouraging parenl Strengths and emotional well-being for the ultimate benefit of their children.

Over 120 new volunteers, an increase of 520/0, joined our call to action iii this yeai. Aiid have helped lo support

behaviour, Il)eir own pliysical and emotional wellbeing and Iliat of Ilieii. childreii, iniproved self-confidence and

Ovei. 300 families had infoiTnation about respiratoiy conditions it]cluding asthma - this enabled families lo have
their medication i'eviewed regulai'ly, ensure they are using the right equipment and accessiiig the appi'opriale
services as needed. Thi'ough HSUK. we have developed oiii. liiiks with Cadeiit aiid have pi'ovided 184 families
iyiih energy advice, carbon monoxide deleclors, slow cooker5, and access lo priority registration. Some of this
iyork lias been suppleineiiled witli energy ii)fonnation from New Ground who have visited our group sessioiis.
They have been joined by the Oral Health Team and families liave bceii provided with toothpaste aiid briishes to
promole early cleaiiiiig of baby teeth. Given that researcli suggests that one in three children will liave looili
decay by the Jge of five, Iliis has been much needed vital early prevenlalive work.
Over 20 different types of groups were delivered in the year, witli over 600 8essioiis in Ihe five dislricls. Our
generic stay aiid playgi'oups Iiave enabled families lo build positive frieiidships. receive advice ai)d iiifornialion
about their children's developnient, engage in craft activities witli theii. children, and enjoy a welcoming
almospliere. Many have gone onlo a¢cessiiig increased pcer support from WlialsApp groups

Volunteers with lived experience have pi'ovided drop in coffee morning sessions in schools Kind community
settings and have helped pai'enls to navigate pathways for suppoiling botli Iheii. children and themselves wilh
neurodiversily. Sleep behavioiir, EHC Plans, Sendias, Home hiloriiig, Dyslexia screeiiing aiid Essei'e Thei'apies

Acknowledged as flexible aiid adaptable, Home-start in East Lancashire has responded to the need to provide a
service to young pregiiant wonien, ofteii brought up ii) care, willi little or iio family support, neediiig a vital
helping haiid in the First Ten Days when mum ai)d baby come liome. Workii)g closely with enhanced midwifery
services at Ilie New BO1￿ Ceiilre, refeiTals are received pr¢-birtli and spccially Irained volunteers are Inalclied
with the family. Contact is maintained on a daily basis with the new pai'ents and support is offered lo help them
bond, keep Ihemselves and their baby safe aiid kniow tl)at lielp is at hand wl)en needed.

To help complemcnl, our Iiome-visitiiig aiid existiiig group provision, we plan to roll out parent craft, baby
massage and infant weaning groups. Workiiig closely with oihei. agencies, including Cliildreii aiid Family
Wellbeing Services, we have seeii 190 new faniilies access oui. groups. Voluiiteers have facilitated in group
settiiig5 across all five districts and l)ave used Ilieir skills and experience to support woinen at risk of having
their child reinovcd or dli'eady removed in our Positive Steps gi'oup, provided advice and infonnation lo families
wiill SEN children in coffee moimings in scliool setting5 and an increasing cohort of voliinteei's are now a visible
presence on the ante and posl-nalal wards in Burnley. A dedicated team of Horn¢-Start voliinteers provided
regular suppoit to parents with babies in the neo-natal unit to complement the excellent staff team.
No Home-start year would be complete without reference to our trip to the beach at Lyiham and oui. Christmas
parties. 154 pai'ents and children enjoyed a day out on the beach - for some this would not have been possible
for a variety of reason5. Some of these al'e econoniical, sonie to do with parental confidence and kniowing that
support is at hand when i)eeded. The cost aiidlor ai]xiety of travel, Ilie feai. of nianagiiig miiliiple childreii. some
with additional needs cali be daunting for aiiy family and impact 01) positive childhood experiences. The support
of staff and volunteers on the day (aiid the great weather on the dayl) made for a memorable visit to the beach.
Volunteers have received ongoiiig Iraiiiiiig as part of their developrnent including Youth Mental health, Parent
and carer First Aid, Alcohol aiid Substance Misiise, Impact of Domestic Violeiice on Children, Improve your
Mood, Safegiiardiiig and accessed online Iraiiiii)g modiiles. Regular social events have beeii held for oiir
voluiiteers and iiiclude cclcbi'atiiig our oclogeiiarian ￿nd1'al$er, Allaii's special birthday. Allan contiiiues lo raise
awai'eness, lielp recruit voluiileers, source raffle prizes, distribute our collection tins and his aiiiiual quiz iiight is
iiow a highlight of Ilie year. Haviiig operated a teinporary pop up shop at Colne Market lias made us realise how
difficult il can be to raise funds in tliis way and appreciate Allan's conlribulioi) even more.

Choices), Office of healih inequalities and digpai'ities (OHID) and Byrom and Byi'om.
Our woi'k with Acci'inglon aiid Rosseiidale College is now finnly established with over 25 sludenl couiisellors
helping lo provide essential suppoi'l lo families.
After a coiisiderable bl'eak due lo Covid, we hosted our "Togeilier willi faniilies" eveiit for agencies workii)g in
Ilie area aiid wei'e able lo netivork and learn aboul otlier serviccs. Our relationsliip willi otlier voluntary
orgaiiisalions contiiiues to dcvelop through tl)e VCFSE Alliaiice and Home-start's in Lancashire, the Noriliwest
and nationally witl) HSUK. Contact will) Conlenl Guru will lielp to provide siipporl lo our Coinins team and
reporting mechanisnis as parl of their social corporate responsibility.
HSUK celebrated it's 50th Miiiiiversary in this year and we are proud that our local service lias beei) supporting

dedicated and committed voluiiteers.
Lauren aiid Kira al'e new faces in the Horne-start team Supporting iii groiips and iii the Burnley ai'ea

Allen lo tlie team. Dale brings a wealth of expei'ienLe and knowledge wliicli will sli'engthen the organisalion.

and plans have been made to l'each out to the Natioiial Lollery Community Fund, The Hei)ry Siniili Charity aiid

niodel means we are able lo deliver siipport to a range of families with fai. reachiiig and long lasting impacl.
The trustees have careful monitoring pi'ocedui'es in place to oversee the financial performance of the charity.

Financial position
The total incomiiig resoiii'ces for the period April 2023 to Mai'ch 2024 were £443,287 and expeiidittii'e

arising out of coiitracts and agreements in place, should the cliarily be asked to meet these obligations.
