## – Report of the Trustees for the fnancial year 01/12/22 30/11/23
This year has been marked by two significant acts of optimism. Firstly, we were successful in our bid to The National Lottery (Awards For All, TNL) for funds to be able to appoint a part-time Community Development Worker, with a view to regrowing usage of activities and general use of the community centre. Secondly, those involved with further development of the Derwent Valley Car Club (DVCC) successfully bid to run a major project with Motability to develop feasibility of using such transport with electric vehicles. This has enabled us to add an additional two vehicles to our fleet.
The award of £10k from TNL has enabled us to engage a part-time Community Development Worker (Freddy Jackson) to take on some of the background work in publicising and enabling activities to take place in the Community Centre. Post-pandemic the level of footfall and the number of activities is still nowhere near the levels that were taking place before then. Freddy was instrumental in organising litter-picks, a sponsored play at the refurbished playpark, Halloween parties and kids activities at the Summer Fair as well as creating and distributing a few editions of the community newsletter. Unfortunately due to personal circumstances he was not able to complete his full term so we do retain a small amount of funding for future community development work.
The addition of two newer electric vehicles to the DVCC fleet has meant that membership and car usage have ramped up this year, with gross income of £13k, although obviously this needs to be offset by the costs of servicing, insurance and charging the vehicles. We have not managed to set up a suitable mechanism with MER (the charge post company) by which to be billed for the other charge points and to recoup the cost of electricity consumed in Blackhall Mill. It will be straightened out in the next financial year so there will be a retrospective hit.
Over the year our largest overhead is electricity, which we recognised would continue to be the case after the issues we had getting a contract with a new supplier last year. The monthly charge of £888 is huge and we will continue to try to find ways to either reduce this or offset this from the income of the photovoltaic panels. Unfortunately the way the contract works is that even if we were able to store the power we generate we would still have to pay a specific monthly amount.
As the building ages we are starting to see an increase in maintenance costs, including one large project to replace the cables in the roof space due to a rat infestation. We will need to actively seek grant funding for other specific refurbishment going forward, for example the decking in the garden.
To end on a positive note our traditional large community events have been well attended. Burns Night attracted nearly one hundred people and we made a profit of £250. There have been numerous community cafes, themed in myriad ways by our volunteers, and a pop-up pub event which together brought in £600. The Summer Fair was blessed with good weather and was well attended with hundreds attending over the course of the event. The management committee make a conscious effort to put on a good programme of entertainment and commit a budget to do this, which means that most years it is not expected to make a profit, just cost as little as possible to make a great community event. This year the cost was only £385.
The trustees would like to thank all the volunteers at both specific events and those who assist with the dayto-day running of the centre.

## **1) Accounting Policies**
The financial statements have been prepared under the historical cost convention, and in accordance with the Financial Reporting Standards for Smaller Entities (effective January 2007), the Companies Act 2006 and the requirements of the Statement of Recommended Practice, Accounting and Reporting by Charities (2011).
## **Incoming Resources**
Monies received from capital grants are recognised in the statement of financial activities on an accruals basis
## **Revenue Grants**
Gross amounts received are recognised within incoming resources and the corresponding expenses is shown within outgoing resources.

Depreciation of fixed assets is calculated to write off their cost less residual value over their useful life as follows:

I report on the accounts of Blackhall Mill Community AssociationLimited for the period ended 30[th] November 2023
## **Respective Responsibilities of Trustees and Examiner**
The trustees of the charity are responsible for the preparation of accounts; they consider that the audit requirement under section 144 of the Charities Act 2011 does not apply. I have been appointed under the Charities Act 2011 and report in accordance with the regulations made under section 145 of that Act. It is my responsibility to examine the accounts and statement, without performing an audit, and to report to the trustees.
## **Basis of Examiner’s Statement**
This report is in respect of an examination carried out under the directions of Charities Act 2011 and in accordance with the directions given by the Charity Commissioners, an examination includes a review of the accounting records kept by the charity trustees and a comparison of the accounts presented with those records. It also includes a review of the accounts and making such enquiries as are necessary for the purpose of this report. The procedures undertaken do not constitute an audit.
## **Examiner’s Statement**
Based on my examination, no matter has come to my attention which gives me reasonable cause to believe, that in any material respect, accounting records have not been kept in accordance with section 130 of the Charities Act 2011. or that the accounts presented do not accord with those records or comply with the accounting requirements of the Companies Act 2006. No matter has come to my attention in connection with my examination to which, in my opinion, attention should be drawn to enable a proper understanding of the accounts.
In my opinion, the accounts are in agreement with the accounting records kept by the company , and have regard only to, and on the basis of, the information contained in those accounting records, those accounts have been drawn up in a manner consistent with the provisions of this Act specified, so far as is applicable to the company.
In my opinion, having regard to and on the basis of, the information contained in the accounting records kept by the company, the company as a charity satisfied the requirements of the Act for the financial year.
