I report on the accounts of Blackhall Mill Community Association Ltd. for the period ended 30th November 2020.
~~Respective Responsibilities of Trustees and Exam~~ iner
The trustees of the charity are responsible for the preparation of accounts; they consider that the audit requirement under section 144 of the Charities Act 2011 does not apply. I have been appointed under the Charities Act 2011 and report in accordance with the regulations made under section 145 of that Act. It is my responsibility to examine the accounts and statement, without performing an audit, and to report to the trustees.

This report is in respect of an examination carried out in accordance with the directions given by the Charity Commissioners under the Act). An examination includes a review of the accounting records kept by the charity trustees and a comparison of the accounts presented with those records. It also includes a review of the accounts and making such enquiries as are necessary for the purpose of this report. The procedures undertaken do not constitute an audit.

Based on my examination, no matter has come to my attention which gives me reasonable cause to believe, that in any material respect, accounting records have not been kept in accordance with section 130 of the Charities Act 2011. or that the accounts presented do not accord with those records or comply with the accounting requirements of the Charities Act 2011.
No matter has come to my attention in connection with my examination to which, in my opinion, attention should be drawn to enable a proper understanding of the accounts.

accounting records, those accounts have been drawn up in a manner consistent with the provisions of this Act specified in subsection (6), so far as is applicable to the company.
In my opinion, having regard to and on the basis of, the information contained in the accounting records kept by the company under section 221, the company as a charity satisfied the requirements of section 249A(5) for the financial year and did not fall within section 249B(1) (a) to (f) at any time within the financial year.

Report of the Trustees/Directors for the Period Ended 30th November 2020
The Trustees/Directors present their report and the financial statements for the period 1st December 2019 to 30th November 2020. These accounts have been prepared in accordance with the Memorandum and Articles, Companies Act 1985, the Charities Act 1993 and the Charities SORP 2000.
Governing Documents/Organisation Structure
The charity's governing documents are the Memorandum and Articles of Association (as revised September 2004).The policy and general management of the affairs of the Association, are directed by a Management Committee which must meet at least four times a year. Full details of its composition can be found in the "Articles". Trustees are elected at the AGM. They must retire annually but will be eligible to be appointed again, and are ex-officio members of the Management Committee and all other committees.
Principal activities
The charity's principal activity during the year is to advance education and promote recreation and leisure-time occupation, with the object of improving the conditions of life of the inhabitants of Blackhall Mill and its neighbourhood.
Report on the year
This reporting period includes just under four months of activity prior to the first COVID-19 lockdown (March 23[rd] , 2021).
November 2019 – March 2021
Up until COVID-19 closure, the Centre continued to be booked for regular activities and classes including yoga, fitness, parent and toddler group, aikido, Derwent Voices singing group and a Sunday Community Cafe. The Lunch Club, for older residents, continued with the support of Age UK, providing vital social contacts, and the Post Office was open two days per week. The Centre was also used for a variety of private events from children's parties to weddings and funeral receptions. We held our annual Burns Night fundraiser in January 2020.
COVID-19
At the point of lockdown, we closed the community centre and furloughed our part-time cleaner. We circulated (through letterboxes) phone numbers of committee members willing to support vulnerable community members, and made sure we were linked up with colleagues at Chopwell Community Association to be aware of local needs. We formed a COVID-19 risk assessment group, consisting of five management committee members (including two trustees), and appointed a COVID-19 Officer (Heather Turner). This group took decisions on closure throughout the year, riskassessed and put safety protocols in place during periods of partial opening in the autumn.
We very much appreciated Gateshead Council’s frequent and clear communication during this difficult period. We are also grateful to Gateshead Council for COVID-19 support payments totalling £11903.92 which were used to offset lost rental income and to furlough our part-time cleaner.
Communications
We produced a newsletter, News@theMill as and when needed, distributed to all residents. A social media presence was also maintained on Facebook (The Mill, Blackhall Mill Community Centre).
Derwent Valley Car Club
During this reporting period DVCC became part of the 2-year ERDF funded SOSCI project led by Innovate UK . This has supported the expansion of the DVCC, which is now running a fleet of 3 vehicles, 2 of which are leased from Weardale Community Transport. Due to issues caused by COVID-19 restrictions the two new charging points, in Rowlands Gill and Shotley Bridge, have not been installed and all the cars have been kept in Blackhall Mill meaning that they have not been used as much as was forecast.
