Community 5outhwark 15 the umbrella organisation for charities and community groups in Southwark. It is a charitable
company limited by guarantee. It was founded in 1992 a5 Southwark Community Care Forum. registered as a charity
on 5 January 1998 and incorporated on l April 2004. However, its roots go back to at least the 1960s when a Councll
of Voluntary Servlces Is documented to have been operatlng in Southwark. Between 2009 and 2016 the charity
operated under the name of Community Action Southwark. Following the merger with the Southwark Volunteer
Centre, the charity has been operatlng as Communlty Southwark slnce 2016.
The company was establlshed under a Memorandum of Assoclatlon that established the objects and powers of the
charitable company and Ss governed under Its Articles of Association.
Communlty Southwark Is a membership organlsation that operates in Southwark, 'Membership Is open to Indlvlduals
I Indivldual Members"} and to not-for-profit organlsations ("General Members") who:

The charity's objectives are:
To promote any charitable purpose for the beneflt of the public and particularly, but not limited to. the public who Ilve
and work in the London Borough of Southwark and surrounding London boroughs. Including to advance education,
protect the health, relieve poverty distress and sickness. promote voluntary work and volunteer servlce and to provlde
facilities for recreatlon and other leisure time occupation in the interests of soclal welfare to improve the conditions
of Ilfe of the public.
To promote the efflciency and effectNeness of voluntary and charitable sector organlsatlons provldlng health,
community care and children's and family services for the benefit of the public and particularly, but not Ilmlted to, the
public who live and work in the London Borough of Southwark and surrounding London Boroughs, through promoting
good practice and partnerships within the volur)tary and charltable sector.

The trustees delegate the day-to-day management to the CEO who is supported by a dedicated team of staff and
volunteers. We aim to recruit high-calibre individuals who not only contribute to the achievement of the charity's

Communlty Southwark and all the other VCS networks in the borough. In 2023-24, Southwark Volce was focused on
the State of the Sector research which has given the network and evldence-based, open and transparent agenda for
change for the VCS based on 239 contrlbutlons from the sector. The report and call to actlon focus on fundlngi
premlses and relationships with the statutory settor.
Following the launch of the State of the Sector work, we started new projects in 2023-24 Intludlng a VCS Premlses and
Policy Offlcer, and a Fundlng Working Group bringing funders and VCS groups together to embed the state of the
Sector principles,
Monthly e-bulletins are sent to share news across our networks and the sector and funding and volunteerlng
opportunities. These had an average open rate of 33%.
Our team meets regularly with decision makers in the coundl. the NHS. and trusts and foundations. In 2023-24, we
attended 260 meetings wlth decision makers to advocate for the VCS.

BAME-led groups so we will continue our member-led and equity-led approach. We wlll.,

Flnancial Posltlon
The charity generated a total income of £1,047,985 (£996,694 in 2022-23) and the total resources expended were
£974,4111£903.365 in 2022-231. It ran a hSgher than budgeted surplus of £73,574. This was due to stsccessful efforts
to increase unrestricted Income through our consultancy and corporate volunteerlng.
We will continue to work on improving further our financial position in the next financial year in line with our Income
Generation Strategy. The charity aims to deliver a surplus In 2024-25 and to gradually rebuild its reseNes to six
months of operatlng costs In the followlng years. In Ilne with its Reserves Pollcy. We remain cautious because of the
uncertaln economlc sltuation, hlgh levels of inflatlon, Increased energy costs and dependence on fundlng for
partlcular tlm&llmlted proJects.
Reserves Poll¢
The Reserves Policy Is reviewed annually. To make a Judgment on the amount of reserve, the Trustees have
considered the rlsks in respect of expenditure. unrestricted income. and where approprlate restricted income and
where funds can only be realised by the disposal of a flxed asset. Also taken into conslderatlon are any externally
identified potential major risks to Income and expendlture during the year under consideratlon. After revlew, our
current position indicates the followlng:

partners) equates to £487,206.
Amount of reserves held
Restrlcted reserves that were carrled forward from 2022-23 to 2023-24 weie utlllsed to deliver the relevant proJects.
The Desi8nated Property Fund was utllised durlng 2023-24 to build a confidential meetlng space on the flrst floor.
As a result of the surplus generated In 2023-24, reserves Increased to £359,059 as of 31st March 2024. Of thls,
£25,231 was carrled forn￿ard to the next year as restricted reserves to continue the dellvery of projects including
Healthwatch Ambassadors and Impact on Urban Health.
The remalnlng £333,828 was carried forward as unrestricted reseTves as of 31st March 2024. Thi5 equates to
approximately 4.5 months, expenditure. The charity has therefore, not met its target of six months expendlture in
reserve1£487,2061 in 2023-24. However. it is movlng in the rSght dlrectlon from 4 months, expenditure in 2022-23.
Risk Mana
ement
Trustees revlew the major rlsks to whlch the charity Is exposed annually. The 2023-24 assessment concluded that
there were no material changes to the risks register. The primary risks have been Identified as:
l.Signlficant reductlons in income which we mitigate by maintaining Close relationships with funders and
stakeholders and by increasing earned income to diversify the income portfolio and increase the proportlon of
unrestrlcted Income.
2,Significant unforeseen expenditure risks are mitl8ated by monthly revlew of management account5 and cash flow
forecasts by the executive and quarterly meetin85 of trustees.
3.Changes in key staff which we mitigate through knowledge management processe5, collegiate working and a

Our biggest funder remains the London Borough of Southwark which has two long-term contracts with the charity:
Council for Voluntary Services. and Healthwatch Southwark. We continue to attract grant funding from different

The trustees {who are also the directors of Community Southwark for the purposes of company law} are responsible
for preparing the Report of the Trustees and the flnancial statements in accordance with applicable law and United
Kingdom Accounting Standards {United Kingdom Generally Accepted Accounting Practice).
Company law requires the trustees to prepare financlal statements for each financial year which give a true and fair
vlew of the state of affalrs of the charltable company and of the Incomin8 resources and applicatlon of resources.

fraud, Is limited by the inherent difficulty in detectlng irregularlties, the effectlveness of the entlty's controls, and the

ACCOUNTING POLICIES
Basls of preparlng the flnancial Statements
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been
prepared in accordance with the Charities SORP IFRS 1021 'Accounting and Reporting by Charitie5: Statement
of Recommended Practice applicable to charities preparing their accounts in accordance with the Flnancial
Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021 leffertive l January 20191,, Financial
Reportlng Standard 102 Yhe Financlal Reportlng Standard appllcable in the UK and Republlc of Ireland, and the
Companles Act 2006. The financlal statements have been prepared under the historical cost convention.
Income
All income Is recognSsed In the Statement of Flnanclal Activltles once the charlty has entitlement to the funds,
it Is probable that the Income will be received and the amount can be measured reliably. The following speclflc
policies are applied to particular categories of income:
Voluntary Income Is recelved by way of grants, donatlons and gffts and Is Included In full in the Statement of
Flnancial Activities when receivable. Grant5. where entltlement is not conditional on the delivery of a speclfic
performance by the charity, are rocognised when the charlty becomes uncondltlonally entltled to the grant.
Investment income is included when receivable
Incoming resources from the charitable trading activity are accounted for when earned.
Incoming resources from grants. where related to performance and specific deliverabl85, are accounted for as
the charity earns the right to consideration by its peiformance. Income relating to future periods is deferred.
Expendlture
Expendlture Ss recognised on an accruals basis as a Ilablllty is incurred. Expendlture incudes any VAT, which
cannot be fully recovered, and Is reported as part of the expenditure to which it relates.,
Governance costs include those costs associated with meeting the constitutional and statutory requirements
of the charlty and Include the audit fees and costs Ilnked to the strateglc management of the charlty.
All costs are allocated between the expendlture categorles of the Statement of Financlal Actlvltles on a basis
deslgned to reflect the use of the resource. Costs related to a partlcular actlvity are allocated directly,. other
are apportioned on the basis of staff time.
Charltable expenditure comprlses those costs Incurred by the charity In the delivery of Its actlvltles and
services for Its benefS¢iaries. It Includes both costs that can be allocated dlrectly to such actlvlties and those
Costs of an Indlrect nature necessary to support them.
Taxatlon
The charity 15 exempt from corporation tax on its charitable activities,

Unrestrlcted Funds
Unrestrlctcd funds are donatlons or other income received or generated for the objects of the charlty wlthout
further sperifled purpose and are available a5 general funds.
Restrl¢ted Funds
Restricted funds are to be used for a specific area or purpose as laid down by the donor. Expenditure which
meets these crlterla Is Identifled to the fund.
Penslon costs and other post-retlrement beneflts
The charlty operate5 a group stakeholder pension scheme. Contrlbutlon5 are charged to the Statement of
Flnancial Activities as they are incurred.
Debtors and prepayments
Trade and other debtors are recognlsed at the settlement amount due after any trade discounts. Prepayments
are valued at the amount prepaid net of any discounts.
