Chair’s report for Lollipop trustees meeting 20/10/22
Firstly, I am not sure if you are all aware that our Service Manager Heidi, gave birth recently. We would all like to wish her and her family all the best from everyone here at Lollipop. Heidi is now on her Maternity leave and Deb is covering some of her hours, as is Abi. We are very lucky to have such a dedicated team of staff that are keeping things going whilst Heidi is away.
Since September 2022 there has been a lot of things that needed to be changed regarding staffing contracts and policies and procedures. The staff along with myself have worked very hard with the support of a company called Peninsular that has highlighted some areas that were very outdated. We are now in the process of rectifying these and in making the documents relevant to ensuring Lollipop is up to date with all policies and procedures. This has come at a cost to Lollipop which in these difficult times is not something we wanted to do but was a necessity for the health and safety of staff and members.
In terms of funding for lollipop the future does look slightly brighter with us getting through the first stage of the panel for the lottery and we have been given good feedback regarding the next process and in getting the muchneeded money to survive. Deb is working hard to ensure the document is ready asap! But this is also very time consuming for her. I know she will do her best along with support from all the team. Without this money the future of Lollipop was not looking good.
So, moving forward we are still being very careful and cautious with the budget and spending costs and trying to do activities that have funding already put in place. This means we may not be able to do everything we would like to, but we can still offer a range of activities to suit our members.
We will keep everyone updated of course on social media and our lollipop newsletter, so please do keep up to date with events. We always welcome any new fundraising ideas such as Deb’s son who ran the Yorkshire Marathon for Lollipop last weekend and one of our members’ Dad who ran the London Marathon for us earlier in the month. A big well done to them! This year we were also fortunate to be the charity of choice for Northern Energy’s charity golf day -they raised £10,000!

Objectives and activities
Summary of the purposes of the charity set out in its governing document
Support for children, young people and young adults with any level of deafness, and their families, by the provision of social and emotional support. To provide social activities with the object of supporting development of independence, confidence and wellbeing of deaf children, children of deaf adults and deaf young adults. Support from Lollipop is for deaf children and young people aged 0 to 25 and their families, including siblings and the extended family. We also support hearing children of deaf adults. Members come mainly from York and North Yorkshire with additional members from surrounding areas. We welcome members regardless of personal background, faith, gender or personal circumstances. The charity also works hard to raise awareness of deafness and its implications amongst the wider community.
Summary of the main activities in relation to those purposes for the public benefit, in particular, the activities,
Many deaf children and their families have feelings of exclusion and isolation. Lollipop offers the opportunity to meet and build friendships with others and share experience of deafness. We achieve this by offering a diverse range of social, information and support activities which aim to provide something of interest for everyone. ln a relaxed and informal setting members are encouraged to try something new, express themselves freely and realise their true potential. ln doing this they build confidence, increase self-esteem and develop self-identity.

Chair’s report on behalf of the Trustees 2021-2022
I, Laura Walker have been a trustee of Lollipop since March 2021 and Chair since July 2021. There have been a lot of changes at Lollipop since I became Chair and the staff have worked incredibly hard during this particularly difficult time. They have had to develop new ways of working online, interacting with families via social media and supporting their fellow staff and Lollipop members when staff have been off due to sickness or getting Covid.

So, a big thank you to all the staff, Heidi, Deb, Becky, Anna, Abi, and Cheryl who remain a close team despite now having to work a lot from home, as we no longer have an office-based premises now.
I would like to thank the Board of Trustees; Nathan (Vice Chair), Jason (Treasurer), Amanda, Claire, and Jayne for their time in attending meetings, fundraising activities and events that have been held throughout the year.
Thank you to all our volunteers – old and new. We have recruited eight new volunteers who are all a great asset to the team. We said a sad farewell to Nikhita Kataria who recently graduated and secured a place on a graduate scheme. We wish her all the best for the future, she will be missed.
Activities and events
Staff are once again attending activities and fundraising events to ensure families are well supported at all of these. The members and families have been again offered face to face activities and members have enjoyed visits to Rainbows ceramic café, York Cocoa Works, Dig, Tenpin Bowling, and Pizza Express and a picnic with alpacas! A special Gamelan music workshop was thoroughly enjoyed by members of all ages and families were thrilled to be able to come together for the much-awaited Christmas party where picture bingo and a sing-and-sign along with musician from the I Can Play project went down a storm!
As we currently don’t have an Activity Leader, the staff are committed to working on a rota system for each of the activities to ensure the needs of members are always met. The toddler group has continued and has been well attended, although finding a suitable venue for all members has not proved easy. We hope that numbers will grow come September.
In April, Lollipop held a Deaf Services Fair - the first of its kind – which enabled many local deaf services to come together and support our members, and the wider deaf community This was a great success as members were signposted to several different services that they may not have been aware of. There were 17 stands in total. This is an event that we would like to build upon for the future.
Lollipop continue to maintain a presence across social media platforms to keep members informed via Facebook, Instagram, the Lollipop website and e-newsletters with BSL videos.
Funding
Our main funding grants from The Lottery and Henry Smith both came to an end this year. Unfortunately, we were unsuccessful in our recent bids to both Henry Smith and Children in Need. An application for further funding from The Lottery has been submitted, and we are now awaiting a decision. We are thankful to Local Giving, The Linden Trust and The Brotherton Trust who all contributed funds towards supporting our activities this year.

We have also had support from local supermarkets, schools, communities, and businesses, including Queen Ethelburga’s school, Wakefield Church, New Earswick Quaker’s, Yorkshire Country Women’s Association, Hollicarrs Holiday Park, Aviva, Asda, Keycare and Shouksmiths and are extremely grateful to all our donors and supporters. Personal donations were also gratefully received.
Our online Virtual quizzes raised £46.80, and the Christmas raffle made £848.50. Parent Luke Zwalf raised an amazing £1683.36 running the Leeds half marathon and doing a stationary cyclo-thon at York College.
Partners
We have continued partnerships with Music and the Deaf (I Can Play project), The National Centre for Early Music, York Human Right’s, and York St John’s University.
Also sustaining our close working partnerships with other deaf services such as Jorvik Deaf Club, York deaf society, The Wilberforce Trust, audiologists at York Hospital, Teachers of the Deaf at the City of York Council.
Membership
There are currently 213 members at Lollipop, supporting 176 families. We had nine new members register this year, five of which were babies/toddlers born during lockdown.
Financial review
Review of the charity’s financial position at the end of the period
The income is less than expenditure. The charity financial position at the end of this period is not sufficient and yet we need to keep a close observation on the income and expenditure as we are relying on the reserve. If we do not have an increase in income in the next 6 months, the reserve in the current spending will be down to less than £20,000.00. We need to scale back on activities until we get more income or grants. We need to focus more on getting income than organising children’s activities as with no money there will be no activities. The staff will need to refocus on generating income in the meantime and some services will have to be reduced.
Statement explaining the policy for holding reserves stating why they are held
I like to suggest worst case scenario that a sum of money will need be ring fenced for redundancies if we do not get any large grants e.g., Lottery. £20,000.00 will need to be put aside. The manager and the committee will need to work out the redundancy for each member of staff - the charity employ 6 including the manager. Hopefully it will not get there but best to be prepared.

I report on the accounts of: Lollipop (York & District) for the year ended: 31st March 2022 which are set out on pages 5 to 9.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the Charity's accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

2 the accounts do not accord with those records
