Report of the Trustees for Aughton & Ornkirk u3a Structur4 Governanee and Management Augbton & Omskirk u3a is an independently fimded and managed unil founded in 2003, belonging to the wÈder national u3a family. ovetseen by the Third Age Tnt (TAT). TAT provides a recommended structure, insurances and licences, advice and guidance. All u3a units hav¢ a shared objective of off¢ring local people the opportunity to continue io learn and share interestin8 activities together. It is a Registered Charity and operates under a c.onstitution last amended in 2018. A&0 u3a is managed by a supervisory Board of Trustees and a Management Committee. all mctnbers being elected annually at the AGM. Four specialist subcommittees deal with day-lo- day detail and offer support io the Management Committee. All Trustees. Committee members and officers ar¢ appointed in accordance with the Constitution. Membershlp 2nd Commvnicatlons Membership. is open to anyon¢ who has reached partial or full retirement. The majority of activities ar¢ held in the da1rne. A modest subscription of£15 p.a. covers all athninistrative costs. FOT a couplc of years pre£ovid membership had been around 1.900 with a natural attrition rate of 200 - 250 p.a. made back in the following 12 months. During th¢ two ycars of the pandcmic mcmbcTship nllMbe fell by around onc quaffcr lo 1,400, duc to nonnal losscs and a reluclancc to lake part even as Covtd-rclated rcslrictions ¢a¥4Cd. Communications werc limited to cmails and elcctronic newsletters with only a limited number being Contacted by post. Following suspension in March 2020. outdoor activities and some fitness groups began lo operate in the late spring of 2021. Many delayed until September or buyond. All activities are now operdting &$ the financial year closes. Finances Finance is ovcrsccn by thc Financ¢ subcommittee,'Icd by the C.hairnian of MC and Ilon. Trcasurcr. The accounts are cxamincd annually by JVSA AccounLints of Onnskitk. For a number of years pC0vid. we offered premises-based activities at 50p per session, irrespective of the Cost of the hire of the room and the number ofattendees. This a strategy adopted with the aim of reducing our bank balance. Up to Spring 2021. the subsidy had been nmning at approximately £15.000 per annum. At the 2021 AGM, our treasurer advised that it was time to make premises-based actiTrities self-fundin& Trrom July 2021, the cost of a session w&8 set at £1. £1.50 or £2 depending on the hourly cost of the premises, the durntion of th¢ session and the number of att¢ndtts. This approach was implemented successfully and has been very effective in coping with the ongoing impact of Covid on rnembership numbers and on members, inclination to participate in activities. For this 2021-2022 financial year, the hire of premises has been subsidized by less than £3,000.
During 2021122. our bank balance R)as increased by around £1 I,O(MJ. This is ID part due to redueed expenditure on adminislration while we havc made greater use of electronic communications. Coincidentally. we have around £IO.(X)O of payments we know will fall due between now and the point when we receive the next wave of rneMbe' annual subscriptions. We aim to keep approximalely 6 months of payinents in reserves to cover any liabilities against unforeseen difficulties. This represents around 5(P/o of that spend which isn't pre-funded by membets. contributions {e.g. Pre-paid contributions toward tutor costs). This is in line with Charity Commission r¢commendations. Plan$ for the Futsre Managemcnt- difficulty in recruiting to fill va¢an¢ies on th¢ Management Committee and Tn]ste¢s has led to a decision by both bLKlies to clwige thc Constitution to one that involve5 one management body with all its membcrs becoming Trustees. This is in line with the national u3a Constitution. writtcn by Third Ag¢ Trust and approved by the Charities Commission. Other roles within the organisation. such as web mastcr. need successÉon plannin8 and 5hadowin8 of specific tasks over time. Membership- current recruitmcnt of new membeT5 suggcsts that numbers will continue to rise slowly. Our 5trdtcgy is to allow organic growth with personal recommendations being the most successful means of integrating new members. Finance - the biggest threat in the coming year is the increased cost of fuel and its impact on premises costs. It Is incvitable that all the halls we hir¢ will try to ensure ongoing viability by increasing charges. Communi¢ations- electronic neivsletters reached Ihe attention of surprisingly fcw m¢mbers despite their willingness to provide email addrcsses. A hard copy magazine in February 2022 well received. Two fiffther hard copy editions are plaDncd for the calendar year. The incorne from 5ubscription5 will easily cover this expense and should result in greater participation in activities. A limtted number of such artivities restarted in July 2021. The majority of attFVities resumed by the end of September 2021. This is consistent wlth the guideline offered by the Third Age Trust. * A significant element of our expenditure is pre-ftjnded by members. Contributions and. as such. does not represent a liability. Éffettively. the U3A is acting as a conduit of members, money to be passed straight through to a third party. The accounts are cxamincd annually by JVSA AccounLints of Onnskitk. For a number of years pC0vid. we offered premises-based activities at 50p per session, irrespective of the Cost of the hire of the room and the number ofattendees. This a strategy adopted with the aim of reducing our bank balance. Up to Spring 2021. the subsidy had been nmning at approximately £15.000 per annum. At the 2021 AGM, our treasurer advised that it was time to make premises-based actiTrities self-fundin& Trrom July 2021, the cost of a session w&8 set at £1. £1.50 or £2 depending on the hourly cost of the premises, the durntion of th¢ session and the number of att¢ndtts. This approach was implemented successfully and has been very effective in coping with the ongoing impact of Covid on rnembership numbers and on members, inclination to participate in activities. For this 2021-2022 financial year, the hire of premises has been subsidized by less than £3,000.
During 2021122. our bank balance R)as increased by around £1 I,O(MJ. This is ID part due to redueed expenditure on adminislration while we havc made greater use of electronic communications. Coincidentally. we have around £IO.(X)O of payments we know will fall due between now and the point when we receive the next wave of rneMbe' annual subscriptions. We aim to keep approximalely 6 months of payinents in reserves to cover any liabilities against unforeseen difficulties. This represents around 5(P/o of that spend which isn't pre-funded by membets. contributions {e.g. Pre-paid contributions toward tutor costs). This is in line with Charity Commission r¢commendations. Plan$ for the Futsre Managemcnt- difficulty in recruiting to fill va¢an¢ies on th¢ Management Committee and Tn]ste¢s has led to a decision by both bLKlies to clwige thc Constitution to one that involve5 one management body with all its membcrs becoming Trustees. This is in line with the national u3a Constitution. writtcn by Third Ag¢ Trust and approved by the Charities Commission. Other roles within the organisation. such as web mastcr. need successÉon plannin8 and 5hadowin8 of specific tasks over time. Membership- current recruitmcnt of new membeT5 suggcsts that numbers will continue to rise slowly. Our 5trdtcgy is to allow organic growth with personal recommendations being the most successful means of integrating new members. Finance - the biggest threat in the coming year is the increased cost of fuel and its impact on premises costs. It Is incvitable that all the halls we hir¢ will try to ensure ongoing viability by increasing charges. Communi¢ations- electronic neivsletters reached Ihe attention of surprisingly fcw m¢mbers despite their willingness to provide email addrcsses. A hard copy magazine in February 2022 well received. Two fiffther hard copy editions are plaDncd for the calendar year. The incorne from 5ubscription5 will easily cover this expense and should result in greater participation in activities. In these two instances. the cost of hirin8 premises 15 bundled in with the production expenses. Poli on Cash Re Our level of cash reserves is intended to meet known and expected liabilities in the short and medium term, and to art as a contingency provision to secure the long-term continuation of the U3A's organi5ation and its activitie5. • The trustee5 have agreed that. in pursuit of these objectives. the U3A should hold cash reserves equivalent to approximatety six months expenditure. This is consistent wlth the guideline offered by the Third Age Trust. * A significant element of our expenditure is pre-ftjnded by members. Contributions and. as such. does not represent a liability. Éffettively. the U3A is acting as a conduit of members, money to be passed straight through to a third party.
