OBJECTIVES AND ACTlVtTIES
Objectives and aims
Dorset Race Equality Council (DORSET REC) is a coinmunity-based organisation that has been at the forcfront of racc
equality in Dorset since the 1990s. We aim to eliminatc racial discrimination and promolc shar¢d values of compassion,
professionalism and respect.
Our work involves supporting victims of racism by advisin8, SUPPOrtin& and representing Victims of ra¢ial harassment,
religiou5 offcnces, racial violence, and discriminaiion. Dorsel Race Equality Council is unique in that il is the sole Dorset
based body providing racc specific advice and advocacy.
We work in pai1nership wilh oiher volunlary organisalions in support of eihnic minority communities aiding them lo address
their needs and aspirations. Dorset REC develops campaigns and strategies to influence public opinion, legislation, practices,
and procedures in favour of racial equalily.
We sti'ive lo improve the qualily of life for all by building Stronger. safer, and sustainable communities in a respectful way
and developing a socieiy where diversiiy is valued.

We have conlinued Ihrough our casework and advocacy lo provide individual supporl and advocacy. We maintasned our
successful partnership wilh Citi7ens Advice in Dorsel as pan of Ihc AcLcbS to JublicL Foun(lalion projecl until the projecl
ended when funding came lo an end during the year.
We currently have one specialist case worker with a full caseload of complex cases - 6 are still open, supported during ihis
period by our community development officer. Their cases involved housing, police, probation and education. All are al
various stages ranging from beeking help of Ihc Member of Parliamenl, waiting for responses from the relevant Ombudsman,
appealing lo ihe Chief Executive, awaiting legal advice and for outcomes of challengc5 lo complainls and appeals processes.
Two case5 were resolved in ouriihe clicnt5' favuur with cuwnpcnb<ilion and apology offcrcd and one was a successful result at
the Indepcndcnt Office for Police Conducl IIOPC) in January 2024 who found in our favour. Our Ca￿wOrk hÉlts a high
success rate. We aim to avoid litigation wherever possible. One of the mosl problematic areas is unwillingne55 of th05¢
pursue to acknowledge discrimination and apologise. Difficulties poinied oul in last year's report remain: system failures
wiihin public bodies such as noi following complaints procedures, 8ivin8 WTong advice. insulTici¢nt or no training, lime
taken in responses, changes in staff and sometimes deliberate obfuscaiin8.
One new enquiry was taken on ¥4s a fomal case, although advice. 8uidance and letters of support were provided leading io
salisfaLtory rctiolulion with cmploycrs in two instances. However, clienls in a few cases chose not lo pursue their claim5 and
wcre disappoinled when faced wilh slubborn resislance, It is a cominon theme that clients choosc to give up when facing ihe
pi'ocess of seeking a resoluiion or satisfaclion Ihal can be len￿hY and stressful. Cases cover both Dorset and Bournemoulh,
Christchurch and Poole (BCPI,
Two trustees mei with the assistant chief consiable and the lead of the legitimacy team of Dorset Police in response io Ihe
findings of Ilie report they commissioned lo hi&)hlight the issues faced by individuiils froin Eihnic Minority Backgrounds
(EMB) when complaining to Dorset Police. They acknowledged Ihe legitin)acy of the findings wilh a revicw, staff Changes
and promise of slaff training, although were not able lo renew funding lo Dorset REC.

We have continued to build on setting up Global Cafes as multicultural hubs lo support ethnic minority groups lo foster

Projeets
Empowering Communities Projecl. We are a member of the sleering group consisting of Community Action Network,
Dorsct Community Foundation and BCP Council overseeing the project. Ils aim is lo enable ethnically diverse groups (EDC)
lo increase Ihc capacity of Black and racially minoritised coinmunily organisation5 to access more funding. The bid was
siicce55ful in being grant¢d £500k ov¢r Ihr¢¢ ycars. Th¢ projccl has ￿¢r1111Cd a projccl olTic¢r and 2 capacjiy dcvclopmlnl
otTicers and is currently Inanaged by Communily Action Network on our behalf.
Hcai'ts Parks. Following our succesqfiil bid wilh the Parks Foundaiion 10 the National Loiiery Heritage Funding, Ihe projeci
recruited an officer al the Parks Foiindalion in March 2023 10 deliver ihe project with support fi'oin our Coininunity
Development OtTicer. An initial consulialion with a number of communities was successful and a report prodiiced. This
explained the barricrs and solutions lo engage ethnic minoriiy communiiies in BCP 10 Ineet the aim of rlie project to increase
access 10 parks amongst marginalised groiips.

Ai'ca of Ouistanding Ndlural Beauty (AONFII. Our cominuniiy developineni orricer recruited io this project in Sepicmber
2023 worked succcssfully in partnership with the Dorsel National Landscape team. Doi'set Food & Drink and Aclivale
Pcrfonning Arls through the FLAVOURS project. Its aim is about finding ways for people from ethnic ininorily and refugce
backgrounds in Dorsel to explore and discover a range of farn￿ and open spaces wiihin their local landscapes.
Life Changing Choices Project. We conlinued io support the project with ils non-contact Boxing Gym in the Bourne Valley
area of Poole. The work has now Inoved location, and our inpul was no longer required. Th¢ projecl has coiitribuled lo Ihe
i'educlion of anti-social behaviour in the area and cnhanced the seif-esteem and employment ￿tential foi. a number of
residents.
Domcstic Abuse project. We look part in consultations lo help the 0￿1¢¢1. in preparing the project.

Public EngagemLnl Groups and ensui'ing key messages reached ethnic minority communities. Additionally. we organised
Communiiy Health Ainbassadors events to inform eommuniliL's about hcalth issucs and for hcalih prolessionals 10 rL'ceive

Financial posltion
In the year 202312024, we Keceivcd £25,540 in grants and contracts and £40.980 Ihrou8h projects and activity funds.
Our toial income was £66,725. which was a decrease of £34,736 on the previous ycar. For full detail of Ihe incoine, please
see notes 2 and 3 of the accounts.
Our total expcnditure was £77,290. which was a decrease of £36.00 l on Ihe previous year. Most of ihe expenditure is made
of slaft"cosls representin8 a value of £60,982 compared lo £83,072 the previous year.
The net expendilure ainounled io £10,565 which decreased from the funds held as ai Isi April 2023 lo give nel funds of
£34,364 as al the 31 sl Mai'ch 2024.
Reserves polley
This is the policy of Ihe charity to maintain unrestricted funds, which are free of reseThes of the charity.
The Iruslee board liave analysed lh¢ slralcgic. business and operational risks that the cliarity faces and confimi that systems
havc been eslablishcd 10 enable regular reporis (o be produced so thal necessary steps can be iaken if any risks arise.
We aim lo keep minimum reserves of at least 3 months costs of the charity. For 2024 this would be £19,323 12023
£28,323). As you can see from our I'eserves we are carrying more than adequate rescrvcs to continue the day lo day running
of the ¢I￿rItY.
Therefore, the net funds at the 31 st March 2024 are considered available and adequate to meet the charity's needs for the
forihcoining 12 months, in conjunction with anticipated core funding from local authorities and other providers in ihe year
ahead.
The charitable company has free reserves of £16,566 as at 31 March 2024 {2023 £37,324). The TNsiees Consider this level
of reserves io be sufficient lo deliver charitable objeeiives for Ihe next twelve months. Free reserves are ¢alculaled by
deducling fixed assels from the unresiricied (and undesignaled) reserves held al the year-end.

charity on the 30th June 2004. The company was established under a Memorandum of Association which established Ihe
object5 and powers of Ihe cliaritable company and is governed under ils Articles of association. In the event of the coinpany
being wound up meinbers are reqiiii-ed to contribute an amount not excccding £1.
Th¢ company is a successor organisalion of Doi'sel Race Equality Council registered as a charity on 24th October 2000 and
took over ils aetivities in 2004.

functions and supporting Ihc staff but without the bi'eadll) of coverage thai we would wish 10 cover. For exainple. dlie to
technical difficulty Ihe roll-out ofour online Unconscious Bias Training was on hold for inuch of this period.
Trustees continued lo be supported by Naihalie Sherring, in her role with Black South West Network IBSWN) as Regional
Capacity Building Manager. Her support has been invaluable. As noted previously. oui- three stafT, all pai-l-limc, arc
experienced, r¢sili¢nl and adaptable and have functioned most capably. Wc continiicd io be hclped and supported by our
finance Support, Jackie Hurford, lo whoin we ¢xpr¢ss our thanks for her pro bono work. which has been invaluable,
Following the siralegy day with slaff and trustees in March, discussions were held about SUPPOrt from Coinmunily Action
Ne￿Ork (CAN), who undertook a management and governAiice review. Several aciions froin the review were carried out
and several in abeyance due lo lack of capociiy and a chief officer. With CAN'S help, following our AGM in February, wc
were able lo Initiate the process ot"becoming a C'hariiable Incoiyorated Organisaijon (CIO) and atnend our chai'iiable object
lo fornially include support for religious discriminaiion. CAN also gave support by managing siaff seconded 10 Ihein on two
successful Lollei'y Funded projects. Following discussions wilh another charily, Help and Care. a Memorandum of
Underslanding (MOUI was agreed to provide IT, HR and other support and was formally signed in April 2024.
During the year. we advertised on dityerenl occasions for an operaiions manager, but we were unsuccessful in Inaking an
appointment. We ¢oniinue 10 seek Ihe riglil pcrson lo lead the organisation. RecNiting a pcnnancnl chief officer is cun'enily
noi possible due lo lack of long-lerm funding. Trustees sought lo recruit new trusiees, including a li'easurer, an urgeni need 10
lake ovei. from Jackie. In March 2023, a potential new Iruslee was interviewed and subsequently a8reed to becoine a trustee
from May 2024.
To secure long-lerm funding and to make up foi. the loss of gi'ant funding from two local authorilies. both major fundeis. duc
10 their financial con51raints, we continued lo make bids to grant-lnaking bodies, We were successful in bids to The Talbol
Village Tnisl, The Valentine Trust, The Phoenix Way and Nalional Lollery, Awards for All, to whom we give thanks.
Trustees attended excellent training events by The Phoenix Way whose funding has helped and contributed lo core costs: we
maintained useful and helpful contact wilh Black South Wesi Neiwork, aiiending some of their innovaiive events such as ihe
Unmuseum Proj¢ci.
Membership a￿￿ngeMentS weye changed at the AGM Inaking joining as a member simpler and for a Ihree-year period
replacing Ihe requiremeni of one year. This was lo ovcrcome Inembers forgettin8loverlooking lo renew annually which
resulted in the unintentional reduction in nrmbers, At the end of March, there were 220 conlacts and members, boih
corporate and individuals.
