unaudited financial statements of the Gharity for the year ended 31 March 2024.
The financial statements have been prepared in accordance with the accounting policies set out in notes to
the accounts and comply with the charity's goveming document, the Charities Act 2011 and Companies Act
2006 and Accounting and Reporting by Charities: Statemenl of Recommended Practice applicable to
charilies preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK

Objectives and activities
The charity's objective is to relieve the people from BME communities in Ipswich and Suffolk of deprivation
and other related problems by challenging disadvantsges and discrimination by providing general seivices
to the members of the community.
BSC Multicultural Setvices {BSCMSI is an award-winning grassrools-based community organisation
established in 1998 by a group of local volunteers. It has since been working in Ipswich and Suffolk for over
25 years and has an excellent track record of engaging disadvantaged, marginalised and vulnerable
members of the local BME and wider communities.
The organisation provides a number of capacity building programmes for local communities, is a resource
and learning centre and key referral advice agency. BSCMS also works closely with statutory and voluntary
organisation partners on projects related to heallh & well-being, education, immigralion, employment,
housing. welfare rights and crime in order to raise awareness and empower individuals and communities,
so they can play their part in society. The centre also organises various sporting, cultural and community
events.
BSCMS'S Project & Activities are being accessed by thousands of Suffolk's most vulnerable people who
continue to experience poverty and deprivation. BSCMS recognises Ihe compelling needs outside of
Ipswich for support and other services from particularlii isolated ethnic minority groups.
BSCMS is now a highly significant ethnic minority organisation which represents a diverse range of
interests well-beyond its originally core beneficiary group, Bangladeshi community members supporting
more than 50 differenl nationalities.
Public benefit
The charity substantially relies on grants, and the trustees give careful consideration to the accessibility of
its activities for those on low income.
In shaping our objectives for the year and planning our activities, the trustees have considered the Charity
Commission's guidanc8 on Public Benefit including, The Public Benefit Requirement {PB1). Running a
Charily (PB2} and Reporting IPB3).

Achievements and performance
This was another busy year at BSC Multicultural Services. Below is a brief summary of BSCMS'S
achievements and performance during this period..
Drop-in Support Services - This year we dealt with more than 2000 cases. Advice, guidance and support
were provided lo clients on a range of issues including benefits, housing, council tax, health issues, hate
crime, pensions, filling-in forms, immigration, signposting to mainstream services, etc. This is one of our
ore seTViCeS and two part-time, bilingual. qualified Advice Officers work 5 days a week to help and support
our clients of many diverse backgrounds (especially women, 81derly people, disab18d, refugees, asylum-
seekers).
Befriending Scheme
This project continues to support more Ihan 100 disadvantaged and socially
isolated BME people (men and women) via home and accompanied visits. Our activities help the clients to
lead aclive, independent lives through various activities including chair-based exercise, outings, healthy
walks, tea clubs for BME men, health-related workshopslseminars.
Supplementary School - More 200 BME children and their families receive support with their leaming,
physical and sportslrecrealional activities. In a County of aging population, there is a growing number of
BME children in Suffolk. This project tackles educational underachievement, addresses antl-SOGial
behaviour and promotes citizenship and social cohesion through Saturday school. homework club, sports
days. intemet safety and security workshops, health and wellbeing awa".eness sessions, swimmin g with
parents, educalional trips and oulings, among other things.
Training and Capacity Building With limited funding, this project organised or supported a number of
activities and courses that upskilled local people and improved our organisational capacity. This included
benefits training, safeguarding training, football referees. course (level 11, improved football skills for young
People. raised awareness of staying safe online for children and their families. as well as money heroe5
training.
Carers Project- More than 100 BME carers and their families received support with a range of activities in
Ipswich and Suffolk. Face-to-fac8 h8lp and support asid8, clients were signposted to olher service
providers, outreach visits were undertaken and many other activities were organised including respite
breaks, chair-based exercise, tea clubs, healthy walks and health Seminars for both men and women. We
work closely with partner organisations including Suffolk Family Carers.
Sports Project - Funded by IBC, Suffolk FA and Suffolk Cricket, this project engages BME people,
especially those from Maple and surrounding areas, in sports activities on Sundays at Suffolk New Collège
Sports Centre, as well as cricket sessions in partnership with Suffolk Cricket. This project reduces
community tension, promotes social integration, health and wellbeing of participants.
BME Social Prescribing Service
Working in partnership with NHS Suffolk and North East Essex
Integrated Care Board {ICB), this service continued to support BME clients with non-medical issues. Clients
self-referred themselves to the service or were referred by local GPS, hospitals and other health
professionals to address their social, financial, housing and family related issues.
Tenants Support Project - For nearly Iwo decad8S, this projact supported IBC clients wilh a range of
issues {including repairs, rent arrears. filling in forms, complainls and other related issues). We had a
database of more than 100 clients, but due to funding pressures al IBC this service ended during this
finanGial year.
Global Food and Pita Festival - For the 11th year, this annual event attracted more than 1500 people of
diverse background, celebrating world food and culture. Educational awards were also given to more than
25 students for their success in GCSES, A-Levels. undergraduate and postgraduate degrees. We received
excellent feedback from attendees!

1 BIG Multicultural Festival - For the 11th year, this annual 8vent attracted aroLtnd 8000 people of diverse
background al Alexander Park Ipswich. Working with local artists, perforrners, councils, businesses,
community groups and other stakeholders, BSCMS promoted diversity through cultur8s, music. sports and
food from around the world.
Hardship Fund - This project continued to support clients in Ihe following ways.. 11 Offered hardship grants
to individualslfamilies in need, 21 Distributed hot meals to the homeless in Ipswich, 3) Offered food
vouchers to individualslfamilies due to cost of living crisis, 4) Liaised closely wilh local statutorylvoluntary
organisalions to support some of Suffolk's most vulnerableldisadvantaged people.
BSCMS could nol have planned and delivered the above projectslactivities without the support of Suffolk
Community Foundation, NHS Suffolk and North East Essex ICB, The Rope Trust, Lottery Community Fund,
Ipswich Borough Council. Suffolk County Council. BBC CIN, Suffolk Police and Crime Commissioner, SAI
Estates. Suffolk FA, Suffolk Cricket, and Active Suffolk, among others. We are very grateful for their
support. financial or otherwise.
Award and Recognition for BSCMS - In recognition of its outstanding contribution and achievements,
BSCMS and Suffolk FA competed and won a national award from England's FA at a ceremony at the
Wembley Stadium. His Majesty King Charles 111 also invited BSCMS to a garden party at Buckingham
Palace and the Prime Minister hosted us at a 'Communily Champion5' event at 10 Downing Street.
Future - BSCMS will continue lo work in Ipswich and Suffolk lo support our clients. People of more than 50
different nationalities now access our services and projects, and with the support of our local and national
funders we intend lo continue this work. BSCMS is a slim and lean organisation, and maintaining a healthy
reserve is vital for short-lerm sustainability and long-terrn prospects. The trustees and management of the
charity are well aware that we are operating in a very challenging economic situation, but meeting the
n88ds of our growing client groups will always be our first priority. Thank you.

Flnancial review
The charily's incorne for the year was £372,847 {2023.. £191,629) of which £320,427 <2023- £175,338)
related to project restricled activities. The charity's expenditure amounted to £277,148 (2023: £251,030) of
which £232,227 {2023'. £230,356) related to project restricted activities. The net income on restricted funds
is £88,906 {2023'. expendilure of £55,018> and overall net income amounted to £95,699 (2023.. net
expenditure of £59.4011.
Principal funding sources
The principal funding sourGes for the Gharity are Gurrently by way of grants, Pfojecl income from local
authorities and other organisations as detsiled in th8 noles to the financial statements.
Reserves policy
The trustees, policy is to maintain adequate reserves for the following purposes:
To 8nable th8 BSCMS to fulfill statulory and legal obligations to employ8es and others.
To provide a contingency fund lo meet unforeseen falls in income or increases in expenditure.
To allow for the orderly wind up of the charity if required.
Historically, the trustees established a designated property fund with the long-term aim of enabling th8
charity to acquire its own property and thereby help to secure its future.
In the charity's circumstances the trustees believe it is prudent lo maintain ras8rves of £94,000 (2023:
£94.0001 which are the equivalent of no less Ihan six months unreslricted expenditure, amounts reserved
for cyGlical maintenance and a dissolution fund. At 31 March 2024 the charity's free reserves amounted lo
£99.948 (2023-. £93,155) which is expected and in line with the overall aims of the policy, a position which
the trustees feel is prudent given the current economic circumstances and planned changes for the future.
Plans for future periods
BSC Multicultural se￿ices intends to continue its much-needed work in Ipswich and Suffolk, but this is very
much dependent upon it being able to access sufficient funding from both local and national sources. The
organisalion has always been very slim and lean. bul maintaining a healthy reserve for organisational
sustainability and future prospects is more important now than ever before. The Irustees and management

Structurei governance and management
Goveming document
BSC Multicultural SeNices also known as BSC or BSCMS, with any of these terms used throughout these
accounts, is a regislered charity and a company limited by guarantee. The charitable company was
incorporated on 30 March 2004 (number 05088364) and its registered charity number is 1104502. The
company was established under a Memorandum of Association, which sets out its objects and powers and
is governed under its Articles of Association. In the event of the company being wound up members are
required lo contribute an amount not exceeding £1.
Organisational structure
BSC Multicultural Services is governed by a board of trustees who m88t quarterly and are responsible for
the strategic direction and policy of the charity. At present the board has 7 members from a variety of
backgrounds relevant to the work of the charity. The secretary also attends meetings but has no voting
rights.
BSC Multicultural Services employs 2 part time centre managers who are respor)sible for the day to day
provision of serviGes, ensuring that project objectives are mel and managing staff and volunteers.
Recruitment and appointment to the board of trustees
The directors of the company are also charity truslees for the purposes of charily law. Under the
requirements of the Memorandum and Articles of Association, the trustees are elected at the Annual
General Meeting and are listed in the reference and administrative detsils sections of thes& accounts.
Further truslees may be appointed al any time, at the discretion of Ihe trustees in accordance with the
charity's recruilment policy. Copies of Ihis policy and Ihe trustee "job descriplion" are available on
application to the company secretary.
Trustee induction and tralnlng
All current trustees are familiar with the work of the charity, the majority having served on the Board for
some time and have regular training sessions.
New trustees are invited lo attend a meeting with the chairperson and the tr8asurer to familiarise

General information
The charity is a public benefit entity and a private company limited by guarantee, registered in
England and Wales and a registered charity in England and Wales. The address of the règistered
office is Room 29. 19 Tower Slreet, Ipswich, Suffolk, IP1 3BE.
Statement of compliance
The charity constitutes a public benefit enlily as defined by FRS 102. The financial statements have
been prepared in accordance with Accounting and Reporting by Charities: Statement of
Recommended Praclice applicable lo charilies preparing their accounts in accordance with the
Financial Reporting Standard applicable in the UK and Republic of Ireland issued in October 2019, the
Financial Reporting Standard applicable in th8 United Kingdom and Republic of Ireland {FRS 102),
the Charities Act 2011, the Companies Act 2006 and UK Generally Accepted Accounting Practice.
Accounting policies
Basis of preparation
The financial statements have been prepared on the historical cost basis, as modif18d by the
revaluation of certain financial assets and liabilities and investment prop8rties measured at fair value
through income or expenditure.
The financial statements are prepared in sterling, which is the functional currency of the entity.
Going concern
The accounts have been prepared on the on going concern basis and the Trustees believe thal no
material uncertainties exist. The Trustees have considered the level of funds held and the expected
income and expenditure for the next 12 months from authorising these financial statement. The
budgeted income and expenditure is sufficient with the level of reserves for the Charity to be able to
continue as a going concern.
Income tax
As a registered charity, the activities are exempt from United Kingdom Income and Corporation
taxalion, provided that the income is applied to charitable purposes.
Fund accounting
Unrestricted funds are available for use at the discretion of the trustees to further any of the charity's
purposes.
Designated funds are unrestricled funds earmarked by the trustees for parliculaf future project or
commitment.
Restricted funds are subjected to reslriclions on their expenditure declared by the donor or through
the terms of an appeal, and fall into one of Iwo SLtb-class8s: restricted income funds or endowment
funds.

Income
All incorne is included in the statement of financial activities when entitlement has passed to the
charity, il is probable that the economic benefits associatad with the transaction will flow to the charity
and the amount can be reliably measured. The following specific policies are applied to particular

income from donations or grants is recognised when there is evidence of entitlement to the gift,
receipt is probable and its amount can be measured reliably.
legacy income is recognised when receipt is probable and entitlement is established.
income from donaled goods is measured al the fair value of the goods unless this is impractical to
measure re5iably, in which case the value is derived from Ihe cost to the donor or the estimated resale
value. Donated facilities and services are recognised in the accounts when received if the value Gan
be reliably measured. No amounts are included for the contribution of general volunteers.
income from contracts for the supply of seNices is recognised with the delivery of the contracted
service. This is classified as unrestricted funds unless there is a contraclual requirement for it to be
spent on a particular purpose and returned if unspent, in which case it may be regarded as restricted.
Expenditure
Expenditure is recognised on an accruals basis as a liability is incurred. Expenditure includes any
VAT which cannot be fully recovered, and is classified under headings of the statement of financial
activities to which it relates=
expenditure on raising funds includes the costs of all fundraising activities. evenls. non-
charitable trading activities, and the sale of donated goods.
expenditure on charitable activities includes all costs incurred by a charity in undertaking
activities thal further its charitable aims for the benefit of its beneficiaries, including those
support costs and costs relating lo the govemance of the charity apportioned to charitable
activities.
other expenditure includes all expenditure that is neither related to raising funds for the charity
nor part of its expenditure on charitable activities.
All costs are allocated to expenditure categories reflecting the usè of the resource. Direct costs
atiributsble to a single activity are allocated directly to Ihat activity. Shared costs are apportioned
between the activities they contribute to on a reasonable. justifiable and consistent basis.
Operating leases
Lease payments are recognised as an expense over the lease term on a straight-line basis. The
aggregate benefit of lease incentives is recognised as a reduclion lo expense over the lease term. on
a straighl-line basis.

Tangible assets
Tangible assets are initially recorded at cost, and subsequently stated al cosl less any accumulated
depreciation and impairment losses. Any lan9ible assets carried at revalued amounts are recorded at
the fair value at the date of revaluation less any subsequent aGGumulaled depreciation and
subsequent accumulated impairment losses.
An increase in the carrying amounl of an assel as a result of a revaluation, is recognised in other
recognised gains and losses, unless it reverses a charge for impairment that has previously been
reco9nised as expenditure within the statement of financial activities. A decrease in the carrying
amount of an asset as a result of revaluation, is recognised in other recognised gains and losses,
except to which il offsets any previous revaluation gain, in which case the loss is shown within other
recognised gains and losses on the statement of financial activities.
Depreciation
Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual value,
over the useful economic life of that asset as follows:

The company is limiled by guarantee and does not have a share capital. Every member of the
company Ltndertakes to contribLfle to the assets of the company if it is wound up during the time that
he or she is a member, or within one period afterwards, for payment of the debts and liabilities of the

Restricted fund purposes:
The Tenants Project provides support to IBC tenants in connection with their housing and tenanGy
related issues.
Supplernentary School runs a homework club. Saturday school, sports days and educational
Iripsloutings for Ihe benefit of 1 OOS of disadvantaged children, young people and their families.
Multicultural Festival relates to income received specifically for the annual event usually held in
September in Ipswich.
The Carers, Project engages BME carers and their families wilh respite breaks. signposting to
mainstream services and other activities lo help them in their caring role.

Seeds for Change, funded by IBC and other partners, is being delivered as planned and will be
completed soon.
Social P￿sCribIng Service. a partnership belween BSCMS and NHS Suffolk and North East Essex
ICB is aimed at BME people, and it helps them to resolve non-medical issues with the support of
Social Prescribers.
Miscellaneous Projects are various restricted balances accumulated together for presentational and
bookkeeping purposes, and these are managed and recorded separately for accountability.
The Hardship Fund relates to income received specifically for the purposes of the fund.
The Empowering BME Communities fund relates to income received specifically for the purposes of
the fund.
The following restricted projects have been completed:
The Training Project provides a range of training and courses, aimed at upskilling BME people in
Ipswich and Suffolk as well as building BSCMS'S organisational capacity.
Euro Legacy Project was completed successfully as planned.
