and a directors, report under company law. The Truslees confimi Ihal Ihe Annual report and financial statements
of the charitable company comply with the current statutory requirements, the requirernents ol the charitable
company's goveming document and the provisions of the Slatement of Recommended Practice ISORPI
applicable lo charities preparing their accounts in accordance with the Fin8ncial Reporting Stsndard applicable in

Our Communlty Hubs ¢onllnue to raise the profile of a¢qurred brain injuries and its effgcls by offgring a uniqug
low-cost professional service to brain injured adults and support to their families and ¢arers. Our clients
undertake a person-centred outcome focused programme of acliviknes within Ihe Hubs. In addition, we provide
support lo the family and carers ol people wilh an acquired brain injury to readjust to life after brain injury. Our
Counsellor provides specialist Brain Injury counselling to people who are living with a brain injury and the Link
Worker signposts people lo other speGialisl organisalions for addition81 help as required. Headway Kent is
committ8d to raising awarÈnÈss of acquired brain injuriès and thè èffècts to profèssionals and thè g8nèral PLJblic
which we do in numerous ways. i.e. using local volunteers, participats'ng in local events, using local media,
working with local businesses, schools, colleges and universities. We conb'nue to work with local healih
professionals to redu￿ the burden placed on the NHS. All these activi￿eS help to ensure that brain injured
people do not face discrimination and are able to live a full lrfe in the community living.

As we reflect on the past year, we find ourselves nawgaling unprecedented ¢hallenges that have deeply
impacted Headway Kent's mission to support those affected by acquired brain injuries. The year 2023 has been
marked by the convergence of economic pressures. a harsh cost ol living crisis, and the suspension of vital
contracts for rnany providers including Headway Kent by the Kent County Council IKCCI. This report
encapsulates the org8nisalion's joumey. achievements, and 8d8Ptations in the lace of extern81 pressures.
The cost-of-living crisis has cast a long shadow over our operations. The increased costs of rents, utilities, and
everyday essentials have strained our financial resources. This inflab'onary environment has forced us to
reevaluate and adapt our strategies to ensure the sustainability of our services.
In a regrettable turn ol events. the KCC suspended the Everyday Life Advities contract In September 2023,
effecting disabled services provided by all organisations in Kent. The explanalion provided by KCC, ciling
rinancial constraints, has added a layer of complexity to our operations. This sUS￿nsion has not only impacted
our ability lo deliver essential services but has also introduced a financial burden due lo KCC not fulfilling the
contracted payTnenl lerrns. The failure of KCC to pay (he correct contract value has compelled us lo make
difficult decisions lo ensure the contsnuity of crtjr services. We have had lo reducè building liabilities by
Iransilloning lo community venues, cul staff hours, and unlortun81ely, make redundancies. These palnlul
measures were taken to safeguard the core of our mission while responding to the fiscal challenges imposed by
extemal factors.
Fundraising has become an even greater Challenge as all charits'es are contending with similar economic
pressures and competing lor limited funds. We appreaate the understanding and ￿ntInued support from our
community during these I￿n9 limes. Our commilmenl lo our mission ￿MainS unwavering, and w8 ar8 actively
exploring innovative way3 to adapt and thrive in this challenging ftjndraising landscape.
Amid the formidable challenges faced, il is imperative to underscore the noteworthy achievements within our
organisalion. We have persistently advanced and diversTfied our service5, tailoring them lo cater specifically lo
8cquired brain injuries rather than adopting a one-size-fi15-811 approach cornmon In general disability services.
Our efforts have refined session Structu￿$. fostering distinct groups lo amplrfy both social ￿habilitation and
cognitive brain functioning. Clear palhways have been ca￿lu11Y ¢rafted to guide indiwduals toward personalised
goals, facilitating their Joumey to lead fulfilling lives posl-brain injury.
Additionally, il is crucial lo acknowledge the substantial efforts dedicated to community services. Our community
engagement inrtiatives, encornpassing strategic marketing and me(li8 endeavour5, have wilne55ed a notable
surge. Establishing mutually benefiual partnerships has be¢omg a focal point, emphasising the strength derived
from collaborats've efforts within the community we are committed to serving. Notably, the infLJsion ol enjoyable
activilies, such as quiz nights, has proven to be a Sour￿ of fun for Headway Kent, reflect4ng a harmonious blend
of community engagement and organisational vitality.

After making appropriate enquiries. the Trustees have a reasonable expectation that the Charitable company
has adequate resources to continue in operational existence for the foreseeable future. For this reason, they
continue lo adopt the going concem basis in preparing the financial statements. Furth8r details regarding the

may changg this poliw depending upon the nogds of the charity.
11 is wdely recognised that fundraising becomes more and more drfficult due to the ffinancAal climate. New ideas
and events prove difficult when competing with other well known charities.
c. Annual r•vl•w
Income, expenditure and b8nk b81ances are constanlly rweweil and the charivs progress is me8sured by
means of a Comparison Chart which is discussed and revigwed at the quarterty Trustee's meetsng.
The charity incurred a deficil during ihe year 01 £128.069. which reduces our total funds lo £123,874. This deficit
15 an increase on the previous yearfs deficit of £49,869. The totsl funds comprise of no restricted or unrestricted
general funds and designated fund5 of £123.874.
d. Rlsk management
Thè Managèment Committèe mèèts quartèrly and reviews thè major risks th8 charitablè company is èxpos8d to.
As a result of our Business Plan, out KPI'S. finance meetings. and client meetings shows at a glance the
progress of the charily and identifies any area of concern or risk. Intemal control risks are minimised by ihe
implementation of policies and procedures for all aspects of our charity. Health and safety compliance is
exercised throughout the charity.

Headway Kent was incorporated as a company limited by guarantee on 8 July 2002 and is govemed by ils
Memorandurn and Articles ol As%)ci8lion. The Charitsble company g8ined charitable status on 14 April 2004
and I￿k over the a¢livikn'trs and assets of the unincorpoialed association optrraling as H&adw8y East Ktrnt
Icharily number 10133091 on 1 August 2004. In the even ol the company being wound up members are required
to contribute an amount not exceeding £10. On 22 July 2022 the Charitable companls name changed from
Headway Kent Ltd lo Headway Kent.
b. M•thod$ of app¢lntm•nt or ol•dlon of Tru$ts•$
The Diredors of the Charitsble company are also Charity Trustees for the purpose of charity law and under the
Companls Articles are known as members ol the hAanagemenl Committee. The Trustees of the ¢harily are
listed on the Legal and Administrative page of these a¢￿unIs. Prospective Iruslees are identified via a search of
local organisations, coniacts, supporters and beneficiaries and via local publicity. Trustees receive an induclion
into the charity and can access local trainiro for Trustees if rgquirgd.
c. Organlsatlonal Structure
The day-to-day management of the charitable company has been delegated by the Iruslee5 to the Chief
Executive Officer. The Iruslees 81s0 receive representation from Cliènts. C8r&rs and Volunteer reprèsentaliv&s.
This ensures that services are develope(l in 8ccord8nce with Ihe neetls of our servlce users. All Communlly Hub
staff are assisted by our fantastic, dedicated volunteers.

As we reflect on the upcoming years for Headway Kent. it is imperative to acknowledge the evolving landscape
and navigate our course w(th foresight and adaptabiltty. The recent events surrounding the suspension of
contracts by Kent C¢xJnty Council IKCCI have underscored the importance of diversifying our income 51re8ms
and reduong reliance on sin9ular funding sources.
The sUspens￿n of contracts affecting 28 providers delivering disability services under the 'Everyday Life
Activities. contract has not only disrupted serwce provision but has also highlighted a breach of trust between
service providers and KCC. The unilateral decision to suspend contracts without provision5 within the agreement
has shaken the foundation of our partnership wilh KCC. Moreover, the subsequent desire lo Ten￿otIat& contract
terms due lo financial ￿n$traintS on their part has inlrodu¢ed further uncertainty and risk into the equation.
Moving forward. il is evident that plaang undue reliance on contracts wth entities that demonstrate a propensity
lo deviate from agreed terms poses signthcanl risks to the sustainability of our organization. The unpredictable
nature ol the situation leaves Headway Kent vulnerable ¢0 potential lulure su5pension5. terminations. or
renegolialions ol conlr8Cts, thus jeop8rdizing our ability lo deliver essential services to those in need.
To mitigate these risks swiffjy and sustainably, Headway Kenl musl take proactive measures lo diversify our
funding streams and reduce dependence on contracts wth volatsle partners. This may involve èxpanding
fundraising efforts, cultivating partnerships with other l¢xal authorities or private donors, and exploring alternative
revenue-generaling initsatsves.
Additionally, it is imperative ¢0 engage in open dialogue wilh KCC and other stakeholders lo address concerns,
clarify expectstions, and seek assurances regarding the stability and integrty ol fvture contractual arrangements.
By advocating lor transparent and fair conlracting practices, we can work towards establishing a morè stable and
mulually beneficial partnership framework that prioritsses the well-being ol service users and ihe sustainability of
Service providers.

Accounting and Reporting by Charibes.. Slatement of Recommended Practice applicable lo Charities
preparing their accounts in a¢wrdan¢e with the Financial Reporting Standard applicable in the UK
and Republic of Ireland IFRS 1021 (effective 1 January 20191, ihe Financial RepDrting Standard
applicable in the UK and Republic of Ireland {FRS 1021 and Ihe Companies Act 2006.
Headway Kent meets the definition of 8 public btrnefil entity untler FRS 102. Assets and li8bililies are
initially recognised al historic81 cost or Iransactson value unl8ss o¢herwis8 s¢8led in the relevant
accounting policy.
The financial statements are presented in pound Sterling and rourKl8d lo the n8arest pound.

The Trustees have ConS￿ere￿ the charitable companys cuffent level of reserves and consider that
the charity has sufficienl fvnds to enable il to continue in operats'on for the fores88able future.

Voluntary incom8 by way of grants donations is included in the statem8nt ol financial activrties
when receivable. Where income is received in advance of enlitlement of re￿IPt, its recognition is
deferred and included in crediiors as deferred income. Where entsllement occurs before income is
received. the income is accrued.

2.4 Expendlture
All expenditure is accounted for on an accruals basis and indudes VAT where applicable. Where
such costs relate lo more than one functional Cost category kney have been split on an estimate of

comprises those cosls incurred by the charity in the delivery of its
activities and services for beneficiaries. It includes both those costs that can be allocated directly lo

2.5 Interest receivable
Interest on funds held on deposit is induded when receivable and the amount Can be measurèd

2.6 Tangible fixed assets and depreciation
Tangible fixed assets costing £250 or more are c8Prt81ised 8nd recognised when future economic
benefits are probable and the cosl or value ol the asset can be measured reliably.
Tangible fixed assets are initially recognised at cost. After recognition. under the cost model, tangible
rixed assets are measured al cost less accumulated depreciation and any accumulated impairment
losses. All costs incurred to bring a tangible fixed asset into its intended workiro condition should be
included in the measurement of cost.
Depreryation is charged so as lo allocate the cosl of tangible fixgd assets less Ihgir rgsidual value
over their estimated useful lives.

The Charitsble company only has financial assets and financial liabilities of a kind that qualify as
basi¢ financial instruments. Basic financial instruments are initially recognised at transa¢tion value

subsequently measured at amortised cost using the effective interest method.

Contingency fvnd
We aim to hold in our contin9ency reserve an amounl to that of three to six months running costs. The
directors may change this policy depending UFN)n the needs of ihe charity. During the year, an amount of
£76,126 was transferred to general funds to cover the nJnning costs of the charity.
Llnk worker
The Reaching Communities funding from the national Lottery has allowed us ¢0 Èmploy a member ol staff
lor 3 years to assist people with acquired brain injuries who wish lo seek altemative support other than
the traditional Oay Centre that we have previously offered. As acquired brain injuries are so varied this
role idents'fies person centred aims and ambitions of people who may wish support seeking volunteering,
training or employment opw)rtunities. support accessing community events and support lo find the b851
local service for finanual and housing issues. The role Iwks lo reduce social isolation and loneliness and
provide that essential link between a person and iheir social and e¢¢y)omic needs. The Iransler lo general
funds of £5,843 represents the agreed contribulion to the charitys overheads.
CRM
Funding received in 2021 from the Fidelity Fund via Kent Community Foundation lor 8 CRM. A CRM 15 8
Customer Relationship Management datsbase S￿leM. The OLM Eclipse CRM system has been
developed by Headway Oxfordshire and il's ¢tJrrently in use by Headway Oxlordshire and Essex so we
aro aware that this system works and it makes sense to us8 a syEtem ihat already has a track r8cord
within the Headway ne￿)rk. The s￿leM is bespoke to the unique way Headway works wth individual
clients following ABI'S. The system allows for individuals Care Plan's (created by Social Services) and the
Wellbeing Outcome Star18 swi81 ouliy)me measurement tool that we ulilise with individu8151 lo track the
individuals recovery ioumey. The syslem measures at*ievemenls and goals in a person cenlred way
and allows lor the creation of bespoke plans in a community setting, within counselling and within our
Community Hubs. Thè data can then ba us8d to assist di8nts with a visual representation of thair
journey as well as crealing credible evidence to pursue lurlher funding. The CRM system will provide
clear evidence and outcomes lo demonstrate just how important our work is to our existing funders and
crucially when we apply for new (unding streams.

19. Statement of funds Icontinuedl
Community Link worker
Duè to thè su￿sS of our Link Workar rolè, WÈ successfully applied for funding from Thè Philip and
Connie Phillips Foundalion. This fundin9 would allow the addition of one day a week to our CommLJnity
Link Worker role. This role is not statutory funded and is something that we always need to fund raise for.
The role currently has been so successful that we had a waiting list of over 40 people. The Community
Link Worker supports individua15 al any stage of their A81 and regardless of their income levels. The
role is not b8sed on 8 traditional Day Centre model and instead provides 'in the home, or community
person• cèntred problèm-solving support lor anyonè with an ABI regardless of thèir issues. The range of
activities indudes, assisting with the KCC financial assessment, claiming benefits, Sl9n posling and
advice, obtaining a disabled badge, how to read a bus timetable and catch a bus (for memory issues),
how to access community and mental health support. releaming how to read so individuals can perform
the most basic ol tasks such as f¢yxl shopping. and reduong 50ci81 isolation and loneline55. Some of
these services do exist elsewhere. however, the￿ is no other organisation th81 has the ability lo assist
people with complex ABI'S that impair speech, cause memory loss or retention. issues with anger and
anxiety, a diverse range ol disabilities and indudes some individuals who cannot s￿ak or move.
Photography
The KCC funded Photography project aimed 81 increasing confidence wth people with acquired brain
injuries and other members ol the local community lollowing Covid. The project encouraged people lo
safely mix, within the Covid Safety measures, to tske photos of what covid had meant to them and their
community. What now looked diff8rent and what was the new nomial. As well as this creativ& expression
and confidence building il also allowed for a new skill and friendships to be acquired. The transfer to
general lund5 is in respect of cameras and laptops vthich have been treated as fixed assets and are
shown on the balance sheet.
