INTRODUCTION

The trustees have adopted the provisions of the Statement of Recommended Practice (SORP) ‘Accounting and Reporting by Charities’ (FRS 102) in preparing the annual report and financial statements of the charity.
The financial statements have been prepared in accordance with the accounting policies set out In note 1 to the accounts and comply with the Charities Act 2011 and Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland published on the 16" July 2014 (as amended by Update Bulletin 1 published on 2 February 2016).
When planning the activities for the year, the Trustees have considered the Charity Commission guidance on the public benefit, and In particular, the specific guidance on charities for the advancement of religion to provide public benefit.
The Objects of the Charity
The principle objects of the Charity are as follows:
-
Advancement of the Christian faith.
-
Relief of the poor, needy, sick and elderly. 3. Furtherance of religious and secular public education including the provision of life skills.
In support of these objects the Church receives gifts and donations by its attendees and supporters and many of these are given by way of Gift Aid and so are further enhanced by a tax reclalm.
In the execution, the objects of the Church are expressed in specific and practical ways described below and as such, the application of its resources are similarly displayed in the financlal statements.
ce
The aim of The Hull Vineyard is to extend the Kingdom of God by drawing people into a relationship with Jesus Christ through Its activities. We seek to do this by our Sunday Celebrations, mid-week groups, training events, seminars, discipleship programmes and summer events programmes. We seek to bring adults, young people and children into a greater spiritual, intellectual and moral awareness and to advance the practical application of Christianity. We seek to express the love and mercy of God to both those inside the church and in the community outside. We do this in particular through our compassion and mercy ministries (Big Kitchen, Later Life and Community Action Programmes). These ministries feed and clothe the homeless, clean up the streets, visit the sick and elderly and reach out to drug addicts and prostitutes.
Much of this work is done by a large voluntary workforce who have themselves experienced God’s help and want to offer practical help to others in need. We seek to help people with better life skills in relationships, marriage, money, work habits, community life, and education. Below we have categorised these activities under the following headings:

Systems have been established to minimise such risks, The action plans are reviewed at least annually, in order to identify new risks and review existing strategies. Usually when new projects are undertaken during the year a risk analysis will be done prior to commencement. One permanent member of staff has risk assessment as part of their job responsibilities.

COVID 19
In March 2020 the charity took steps (in line with government advice) to help contain the nationwide outbreak of Covid-19. This included the temporary suspension of all physical gatherings, and the charity has had to curtail or change, how it operates: the charity has been able to continue some of Its activities using on-line media. Church worship services have moved onto Youtube and Facebook and the church has seen an increase in their ‘reach’ when comparing numbers attending services previously to number of devices being used to ‘view’ services online. Mid-week service attendance has diminished due to the use of online devices,
Pastoral Care
We mainly operate this through small groups of about 10-20 people, which are headed up by a trained leader, and in that smaller community of a weekly meeting, most needs would be taken care of. When needed we have groups who go out and touch the community with such projects as gardening, litter removal and graffiti cleaning. In cases where there is a greater need pastorally, the individual or family concerned would be allocated to a full-time staff member trained to deal with prayer ministry and counselling. During this year we again operated a small group leader training module and trained up further leaders. During the period we had about 30 groups functioning. Some of these groups are geared to university students where we help them through their university years helping them to have “a home”, as well as training them for life and maximising the educational opportunities. Other groups include Little Fishes (a Mums and Tots Group) meeting on Wednesday mornings via zoom. Later Life (our Nursing Home visiting ministry) have over the year delivered food hampers to 12 homes, these included Christmas and Easter gifts, letters and cards, these nursing homes are in the vicinity of the Church.
Training
This took many forms this period, including training on marriage preparation, premarriage, money, sexual Issues, time management, helping the poor, reaching your community, Life In the Spirit courses, leading a group, pastoral care (SMT Training), health and safety, safeguarding and Kids Leaders courses. The teaching takes place in a one-to-one situation as well as small groups and the Church gathered.
During the year an internship course ran with 8 participants, this was a time of bible study, evangelism and serving the church at a practical level by getting involved with food parcels, cleaning, gardening and assisting the pastoral staff in the day-to-day administration of the Church.
Also during the year a number of courses were run for those people who are wanting to take and learn more in the next step in their journey of faith, a number of these attendees have made a commitment and have become full members of the congregation.

One of our priorities is to train people to plant new churches and it is hoped they will plant new churches in the future, this training is provided by the Vineyard HUB initiative. The York Vineyard church celebrated its 12th Anniversary during the year, the first church planted out of Hull Vineyard. We have continued our work in the Ukraine working alongside a charity who help people with disabilities.
Work among the Poor
This continued with a high level of activity throughout the year. Our “Big Kitchen” centre which gives out meals once a week has been closed due the COVID restrictions. Our new partnership working with another local organization has flourished, we have a number of people working focally with prostitutes helping them through life and sometimes Into a new life, as well as our own program of care for them.
We distribute a number of food parcels each week, totaling about 3,000 parcels for both family and individual food parcels during the year, enough for 3 full meals for 3 days (60,000 meals). We have worked with over 12 schools during the year providing hundreds of family food parcels. We have also delivered Easter assemblies to a number of schools. We work with over 40 “help” agencies in the area who have us registered and send people to the office. We also have people who approach the Church directly as part of our own help program. Most of the food we give way Is donated by people who come to the Church. From time to time, we wili help a person to find accommodation, furniture and the basic needs of life, particularly If they are trying to come off drugs or living on the streets, During the year the work with the poor has continued to include giving out clothing items and help and assistance with budgeting needs.
This year a few other Churches within the area and further afield have got involved with our work amongst the poor, this has primarily taken shape in collecting food, tins etc. to be distributed by the Charity to those in need. The Compassion Pastor continues to liaise with these Churches to explain the work that we do and the vision for the future and now we can best fulfil the needs of the underprivileged and destitute. ‘Also, during the year visits were made to several hostels In the area, including at : Christmas time giving out presents to the residents. We gave Easter eggs to NHS workers and chiidren in schools.
Out-reach to the Community
Here we seek to touch the community with both God’s love and kindness. This period’s projects included different outreach activities. The church gave over 600 luxury Christmas hampers to local familles. At Easter we gave 30 Luxury hampers to DAPP an organization working with victims of domestic abuse. Also, we came alongside the students on Hull University with acts of kindness. We have an ongoing program for supporting the elderly in the Care Homes. We arrange to send in letters and cards for the elderly, we also gave pastoral support. Working with local schools has continued this year, where we have helped supported school assemblies.

em a a eT Once again during the year we also rana rolling program of “Alpha” courses for people seeking to know about the Christian faith. About 40 people attended the Zoom course. We continued a Parent and Toddler group, called Little Fishes, which met via Zoom for parents with pre-school age children to ‘hang out’ and connect with other people in the same position they are in. We see about 40-50 attending this. We were also able to deliver doorstep gifts and cards. Another activity we organized was a men’s football team and a related online pub quiz.
Worship Services
These are held on Sunday morning and evening via facebook and zoom, We have family zoom meetings and online prerecorded services. We both offer to, and pray for, the sick and needy at every opportunity. The services in their ethos will always have elements of teaching and training in them where-by people can apply Christian truth to their tives. During this period, we averaged an ‘attendance’ of over 250 people on a Sunday over both services.
Hull Vineyard also hosted funerals at the Vineyard Centre.
Children and Young Adults
Our work is geared to dealing with the issues that they face, and we have groups geared for all ages from babies up to 17 years old. The groups and their content are focused on the issues relevant to that age group and have both social and teaching elements to it. The Youth meet via zoom most Friday nights.
Growbaby
Our work with Growbaby started in December 2020 to support struggling families with free baby clothes and accessories. We have worked with over 160 families giving them essential supplies for their children. We have also worked with Hull Help for Refugees.
CMA
We faunched our Community Money Advice during 2020. This is a debt and money advice service. The service is staffed by fully trained debt advisers to help support individuals to become debt free. We have recelved 26 referrals from different agencies.
Giving of Grants
As approved by the trustees, we give grants to those in need and to other charities whose objects converge with ours, The details of the grants are in the financial section below to the accounts.

FINANCES AND OTHER MATTERS
Reserves
Having previously used up its reserves to move into the premises on Vulcan Street, the Church has built up cash reserves in excess of £125,000 to cover the following eventualities:
-
To enable the Charity to continue relatively unaffected if there is a decline in income. 2. To allow the Charity to make decisions based on what is optimal for the long term rather than be at the mercy of short-term cash flow restrictions.
-
Give sufficient funding to restructure the Charity In the event of a more permanent change in circumstances.
This reserves policy is being kept under review to keep reserves appropriate to the size and circumstances of the Charity. This policy enables the Trust to be appreciative of its going concern obligations. The Trustees consider that as a general matter, considering the Charity’s size, ongoing liabilities and ability to raise funds, it is appropriate to maintain reserves equivalent to 3 months’ costs, being about £80,000. Given the present uncertainty caused by Covid-19, the trustees have considered it prudent to increase the level of funds allocated to reserves to £100,000.
Fundraisin
During the year there was one fund raising activity - At Christmas an offering was taken and £NIL (2019/20 - £8,110) was raised.
Building — Vulcan Street
All pledges and donations from the members of the church for the building project - Vulcan Street, have now been recelved, £NIL (2019/20 - £450) has been received in the financial year reflected in these accounts and is shown in the Statement of Financial Affairs as part of Grants and Gifts Received.
Future Plans
-
To continue to use and develop the new church building to achleve the objectives of the charity and for it to become HOME.
-
To continue to run events and programmes for both people within the church and outside.
-
To create new opportunities to gather new people. 4. To increase those In leadership in various ministries, especially those leading small groups.
-
To continue to establish the debt counselling service to help those in financial difficulties.
-
To run a ‘Give Help/Get Help initiative to further help those struggling In the City. 7. To navigate the continued disruption due to the Covid-19 pandemic, as best as we can,

The COVID-19 pandemic and the control measures that have been put in place towards the end of the first quarter of 2020 continue to impact the charity's ability to implement the above plans.
Despite the restrictions placed on International travel and social distancing measures introduced to combat the spread of COVID-19, the charity is able to continue some of its day-to-day activities, by alternative means where necessary. Certain activities are currently on hold where alternative means are not feasible.
Whilst the values of the charity’s assets have not been affected, future income streams may be. Given the charity's reserves position and its ability to flex future plans, the trustees have no immediate concerns over the charity’s ability to continue operating as a going concern.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing Document
The company was registered on 10" February 2004 and given charitable status on 23 March 2004. The organisation, a company limited by guarantee, was incorporated to take over the entire charitable activities of the old Hull Vineyard Trust (Charity Number 1042145) and in the event of it being wound up the members are required to contribute £1 each.
Government and Management
The Memorandum and Articles of Association govern the Hull Vineyard. The Senior Leaders (Pastors of the Church) of the Charity are John and Joni Clarke. John serves as a Trustee, along with the other trustees, who are the majority, have the general management and control of the administration of the Charity. The Trustees typically meet at least four times a year; with one meeting including an AGM. Such trustees are appointed in line with the Memorandum and Articles of Association. Normally they would be individuals who are volunteers of the charity and are chosen both for their understanding of the objects of the Charity as well as their professional expertise. Day to day management Is delegated to the Senior Leaders whom, along with paid staff and volunteers, implement the objects and execute the administration of the Charity under delegated authority, so that all decisions may be ratified by the full Board. The Board is kept informed by regular monthly reports.
The training of new trustees takes place by a short induction programme of explaining the role of a director/trustee and typically as an observer at two meetings. They are given a:
-
Copy of the Articles and Memorandum of Association;
-
¢ Copy and explanation of the latest financial report; e Copy of “The Hallmarks of A Well-Run Charity”; « Copy of future plans.
They are also directed to the Charity Commission website and sent periodic articles to keep them abreast of developments in the charitable sector. Normally at each trustee meeting a short time of discussion would take place to familiarise each other with recent

Ee legislative developments and from time to time the Trustees would go on specific training courses to keep up to date.
The Charity Is a member of Vineyard Churches UK&l which is a charity functioning as a resource for similar churches. They provide significant resources, training, and pastoral oversight. Membership also allows John Clarke to be a Licensed Senior Pastor who has a right to use the Trade Mark “Vineyard”.
Staffing
As at the 31 March 2021 the Trust had the following staff.
Mr JA Clarke - Senior Pastor (Paid) Mrs I Houghton - Office Manager (Paid part time) Mr J Turner ~ Assistant Pastor (Paid) Mrs R Couper — Childrens’ Pastor (Paid part time) Mr T Bell - Assistant Pastor — Facilittes & Events (Paid part time) Mr E Nicolson - Assistant facilities & Media Co-Ordinator (Paid part time)
Additionally, although the number varles from week to week there are currently over 120 volunteers helping to execute the objects of the charity, a conservative and approximate valuation of this contribution would be more than £100K per year, including a team who come in to clean the Church each week (Home Team) ready for the Sunday Worship Services, the vast number of volunteers make the Sunday Worship Services run Including those who serve on the car parking, welcome, café, kids work, audio and media and the worship band teams.
Financial Control
The Charity does a detailed annual budget for financial control purposes, against which it reports the actual monthly, as well as a long-term plan which Is kept under review and covers a period of at least five years, primarily In descriptive terms. The Trustees are aware of “The Hallmarks” of a well-run charity and seek to run this charity in accordance with them. The Charity runs a purchase order system for approving of expenditure prior to commitment.
Independent Examination
The Trustees would particularly like to express their deep felt thanks to Graeme Reid for his continulng work as independent examiner to the accounts and financial statements. He has provided his services to the Charity free of charge for several years and has done so willingly and with great professionalism. His contribution is both significant and very welcome.

The financial statements have been prepared fo give a ‘true and fair view and have departed from the Charities (Accounts and Reports) Regulations 2008 only to the extent required to provide a ‘true and fair view’. This departure has involved following the Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland issued in October 2019 rather than the Accounting and Reporting by Charities: Statement of Recommended Practice effective from 1 April 2005 which has since been withdrawn. The financial statements are prepared on a going concern basis under the historical cost convention, modified to include certain items at fair value. The financial statements are presented in sterling which is the functional currency of the charity and rounded to the nearest £1.
The significant accounting policies applied in the preparation of these financial statements are set out below. These policies have been consistently applied to all years presented unless otherwise stated.
The financial statements have been prepared on a going concern basis as the trustees believe that no material uncertainties exist. The trustees have considered the level of funds held and the expected level of income and expenditure for 12 months from authorising these financial statements. The budgeted income and expenditure is sufficient with the level of reserves for the charity to be able to continue as a going concern.
b. Funds Accounting
All funds have been analysed into their different types, namely unrestricted funds, which are not subject to any special restrictions, and they can be used as the Trustees decide. Restricted funds are where the donor has Imposed restrictions on how the fund may be used, but which do not prevent the fund being spent. Endowment funds are where the capital may not be spent but which allows income to be used. The Hull Vineyard has received no endowment funds. Restricted grants for the purchase of fixed assets are taken to a capital reserve account and the associated depreciation is charged to that account over the life of the asset.
