In the meaiitime, the progrcss on recovcry has been sloiver than expected and more reccntly in slight
decline, which highlights a dcficit in business development, associatcd ivith a downtum in birth rates in the
area, despite thc commitment to deliver a quality scrvicc for parents and childrcn.
