Nature of the Governing Document and constitution of the charity

Newport Chinese Community Centre is a charity, registered on 5th February 2004. The charity was established under a Trust Deed which established the objects and powers of the charity.

Objectives and activities

A summary of the objects of the charity as set out in its governing document

Newport Chinese Community Centre's ("NCCC") aims to equip the Chinese Community to reach its full potential within the wider community. This is done by identifying and addressing issues that prevent integration, independence and ultimately confidence to live fully. To address the issues NCCC will provide translation services and language classes, provide inspiring children's activities, and outreach services such as employment and benefit advice, plus acting as a conduit to enable other professionals such as police, social services and health professionals to access the Chinese community.

NCCC has six objectives:

Records will be kept for all activities, including photographs where applicable. These will be reviewed regularly to monitor progress.

Financial review

Policy on Reserves

The charity's unrestricted reserves will be used, when necessary in future, to fund shortfalls arising on funded projects. They will also be used to temporarily fund projects when funding has ceased and new funding is not yet available.

Public benefit

The trustees confirm that they have referred to the guidance contained in the Charity Commission's general guidance on public benefit when reviewing the Charity's aims and objectives and in planning future activities.

The trustees agreed aims for 2021, mirror those of this year and continue to resolve to build upon achievements in developing and enhancing existing and new services to the Chinese community.

We continued to have feedbacks from service users which have again been very positive, and has been confirmed by our remaining, as has been mentioned above, the first port of call for government/other professional agencies. The objectives we had set up have been fulfilled; therefore we can envisage future developments, challenges and goals with confidence. We need to continue to be visionary and also to be deeply committed towards the needs of the community.

Once again we would take this opportunity to thank all the volunteers who have been working unstintingly with zeal and altruistic commitment to the good of the community. We would also like to thank those who have made donations towards the centre.

Finally, the charity would like to thank GAVO for its support gain this year and the funders mentioned above.

Responsibilities of the trustees

The charity's trustees are responsible for preparing the Trustees Annual Report and the financial statements in accordance with applicable law and regulations.

The law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year. Under that law the trustees have elected to prepare the financial statements in accordance with United Kingdom Generally Accepted Accounting Practice (United Kingdom Accounting Standards and applicable law). The trustees must not approve the financial statements unless they are satisfied that they give a true and fair view of the state of affairs of the charity and the income and expenditure of the charity for that period.

In preparing these financial statements, the trustees are required to:

The trustees are responsible for keeping adequate accounting records that are sufficient to show and explain the charity's transactions and disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011 and the Charity Statement of Recommended Practice. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

I report to the trustees on my examination of the financial statements of Newport Chinese Community Centre ('the charity') for the year ended 31 December 2020.

Responsibilities and basis of report

As the trustees of the charity you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the charity's financial statements carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or

  2. the financial statements do not accord with those records; or

  3. the financial statements do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair' view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. General information

The charity is a public benefit entity and a registered charity in England and Wales and is unincorporated. The address of the principal office is Locke Street Dance Hall, Queen's Hill, Newport, NP20 5HL, South Wales.

2. Statement of compliance

These financial statements have been prepared in compliance with FRS 102, 'The Financial Reporting Standard applicable in the UK and the Republic of Ireland', the Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities SORP (FRS 102)) and the Charities Act 2011.

3. Accounting policies

Basis of preparation

The financial statements have been prepared on the historical cost basis.

The financial statements are prepared in sterling, which is the functional currency of the entity.

Since March 2020 the Covid-19 pandemic has seriously affected the UK generally. As a charity we have taken all necessary steps to combat the effects of the virus and to ensure that the charity is able to continue to operate.

Going concern

The charity is entirely dependent on continuing grant aid and as a consequence the going concern basis is also dependent on the continuing grant aid. However, at the time of signing these accounts there are no material uncertainties about the charity’s ability to continue.

Judgements and key sources of estimation uncertainty

The preparation of the financial statements requires management to make judgements, estimates and assumptions that affect the amounts reported. These estimates and judgements are continually reviewed and are based on experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances.

Fund accounting

Unrestricted funds comprise accumulated surpluses and deficits on general funds that are available for use at the discretion of the trustees in furtherance of the general objectives of the charity and that have not been designated for any other purpose.

Restricted funds have been provided to the charity for particular purposes, and it is the policy of the board of trustees to carefully monitor the application of those funds in accordance with the restrictions placed upon them.

Any proposed transfer between funds would be considered on the particular circumstances.

Incoming resources

All income is included in the statement of financial activities when entitlement has passed to the charity, it is probable that the economic benefits associated with the transaction will flow to the charity and the amount can be reliably measured. The following specific policies are applied to particular categories of income:

Resources expended

Liabilities are recognised on an accruals basis in accordance with normal accounting principles, modified where necessary in accordance with the guidance given in the Statement of Recommended Practice for Accounting and Reporting (effective January 2015) issued by the Charity Commissioners for England & Wales.

Costs of Generating Funds

Costs of generating funds include the costs incurred in generating voluntary income.

Charitable activities

Charitable activities expenditure enables the charity to meet its charitable aims and objectives.

Support Costs

Support costs, which include central office functions such as general management, payroll administration, budgeting and accounting, information technology, human resources and financing, are allocated to unrestricted and restricted charitable activities. Within restricted charitable activities, the support costs are allocated across the individual funds on a basis consistent with the use of central resources.

Tangible assets

All fixed assets are initially recorded at cost.

Depreciation

Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual value, over the useful economic life of that asset as follows:
