The Charitable Trust is conststuted by Trust Deed, and rts objects are to promote for the public
benefit the prevention of crime, community safety and the protecb.on of people and propety
from criminal acts and the advancement of education for the public benefft in all matters relating
to crime prevention, road safety, the prevention of accKlents generally, personal safety, alcohol,
drug, solvent and other substsnce abuse or any matter affecting crime antj safety in th8
community that improves the quality of lrfe in ¢ommunrties in the c(￿nty of Surrey.
In particular, lo recognise. encourage and financialty support groups of young Peop￿ normally
aged between 9 - 18 years who pkqn and implement cnme pr8vention and community safety
inilialives in the county of Surrey and to reccgnise and publidy acclaim the work and success
of such projects through the award of High Sheriff Youth Certificates preg•nted by the H￿h
Sheriff of Surrey.
Thg polw of the Charitsble Trust is to seek finance to SUPFQrt tt to assist in and fvrther these
objectiVOS.
The TN$tees are supported by a Council of up to 20 peop￿ including Magistrates and
Spe¢ialisls trom the youth justice and youth devek)pment sectors and from local authorities in

HE HIGH SHERIFF'S REPORT 2021-22
Across the county, the roie of Hwh Sheriff thrived. adapb'ng to rise above challenges and
conts'nuing to be more relevantthan ever. As the 80￿ High Sheriff of SLtrrey and the 10th women
to hold the role, I took office wrth sorre trepIdat￿n as the COV11>19 pandemic raged on, but on
reflection, r( seems to have been a particuLgrty impacttul shrieval year for Ihal very reason.
The sifver lining of the post-pandemic recovery was the emergence of a genuine desire to
reconnect with people and a collectNewill to xhieve aMbit￿U$ goals. To'convene and connecy
was a delight, and produced many posrtNe results. parb"culady Surrounding my theme, 'Every
Child Included.. My goal was to reduce the number of pemianenl school exclusions in SuTrey,
continuing the worf< of hvo outstsnding previous High Sheriffs12017-2019} on this difficult but
important issue.. 41 FW cent of prisoners were permanently excluded from school {Just￿8
Committee, 20191.
My year was book8nd6d by tsvo summits. c8ntred around the research ty Royal Holloway,
which convened Surrey's edu¢ab"onal and voluntary 8e¢tors with the tcal authority and police.
In July 2021. 70 delegates happity came Icgether for their first fa¢e-tO-face gathering in 18
mnlhs. Having heard the new data, they developed a list of evKlen¢e-based re￿mmendatIonS
for change. By th8 second summit in March 2022. after much hard wo￿, material changes were
in place and the number of permanent eXclUs￿nS in Surrey had reduced by 40 per cent. A new
Surrey Altemative Leaming Prograrnme and the Communrty Foundation of Surrey's £2 million
mental health lund foryoung people sparked national inte￿5t. and the Children's Commissioner
for England120211 was a guest speaker at the March Summf(.
There have been o)untbss other wonderfijl experiefws, including supporting numerous
superb charities, many of whom receNed grants from the SLtrrey High Sheriff Youth Awards
IHSYAI. Young people have suffered tremendousty at the hands ofthe pand8mic, so the 2021-
22 awards, which totalled al over £50,(K)O, We￿ therefore parb'culaty relevant
l am delighted that the grants have cOVe￿d a w￿e range of proje¢ts, as displayed at tha very
successfvl Annual HSYA Ce￿bratIOft, kindty hosted by Ihe University of Surrey l am hugely
grateful to Professor Max Lu DL and the Universty team for their outstanding support, Dr Jim
Glover OBE for being an exceltent compere, and th8 HSYA Commrttee who did such
wonderful job putb'ng the event together.
I would 88pocialty like to oxpr888 my sin¢ore thank8 to Mr Pèter Lee DL for 011 hi• hard work
and dedication, as he steps down as HSYA Chair after 7 years of outstanding service. I would
also like to thank the Trustees and Council members, whose enthusiasm and willingness to give
so freely of their time is invaluable. HSYAwould not function without the generosty of its donors,
and my huge thanks also go to the Pol￿ and Crime Commissioner. Surray County Council,
and the local Boroughs and Distn'cts.
It has been a pleasure to worf( with my suc(xssor as High Sherrff, HIS Honour Christopher
Critchlow LL.B, DL, and I wish him every success as he works on his chosen theme, 'Against
Abuse. For Recovery.. It has tr*en an honour to be High Sheriff and my very sincere thanks go

THE YEAR AHEAD
This Charity is the only one for wh￿h a High Sheriff directy raises fvnds during their year of
office. It gives to pro1￿ trtat help young peopje and which make the county safer for ts youth.
As a former barrister and Circuit Judge who s* in the Crown, County and Family Courts of
Surrey for over thity years, I came lo know about the areas r￿3$1 in need of support and about
youth crime. As a school govemor for many years, and as a trustee of Surrey Clubs for Young
Persons, and with involvement in other chanties helping young people. such a$ GASP, I have
seen how young people can be helped in constructNe ways. It is vrtal to assist them lo make
decent start in life and prevent them from tsking a path whtth may blight a young life.
Although we are emerging from the worst of the hvo-year pandemic, Covid hasn't gone away.
Lockdowns brought many difficuities and people of all ages were adversely affected, not just
by illness or financial probleffts. bul their mental heath also suffered. Sadly, the incidence of
domestic abuse went up and childr&n and the young are often Ir8umalised by it. As Chairman
of the Lordlieulenant's Focus Group on Domesk Abuse. I have leamt about the people and
agencies helping victims and their children. The wn¢ipal aim of my year may be described as
'Agaln•t Abu8e, For Rxov•ry'.
Hundreds of volunteers across Surrey have stepped up these past years, and given great
support to those in need - a tn'bute lo our sense of helping those worse off than us But more
assistance is required lo stimulat& recovery and to help people cope with the increased cost of
the basic necessities ot life". of which the tragic war in Ukraine 1$ one caus&. l aim to bring
people tcgelher, lo forge links, and thereby promote the more efficient use of resources lo help
the vulnerable and needy.
Each year the High Sherrff Youth Awwds IHSYAI distributes al 18ast £50,000 in grants. All
eleven Surrey Boroughs donate to the charity. as do Surrey County Councll and the Office 91
the Police and Crime CoMmiss￿ner. Dedicated HSYA volunteers reach out to, and support,
youth organis8tions throughout Surrey.
The first HSYA Golf Day was held at Foxhills County Club and Resort 88 golfers competed
for a very fine cup. They all enjoyed fine fc￿ and dnnks at the hatl way house, supplied by the
Ahmic Class Wine 8ar At the dinner, JackE Alliss and her son Simon were our guests and
Ihey received a very warm receptDn, as all golfer¥ have a strong affects'on for Jack￿'S late
husband, Peter Allis$, who was for over foty years the Voice of Golf. Another golfing legend,
Ken Schofield, was also warmly apF4auded. He sat on the event commrttee with Messrs Azeem,
Reynolds, Lee, Evans. Sehmr and Cntchlow. The auction ra15ed at)out £20,000 and was
)nducted by A¢Jger Brown, whose humorous comments wenl down weil. The HSYA Is most
gr8tefvl lo all who donated the superb iteffts for auction. As a result, more awards of up to
£5,000 each can be made.

FOR THE YEAR ENDED 31ST MARCH 2022
The Trustees present their retM)rt along with the financial statements of the Charity for the year
ended 31st March 2022. The finanual statements have been prepared in accordance with the
accounb.ng policies set out on page 13 and compty with the Charity's Trust Deed and applicable
The Charity was created by a DecLaratson of TnJst dated 15th January 2004 in the name 'The
High Sheriff Awards for Surrey". The name was ¢hanged to High Sheriff of Surrey Youth
Awards in March 2004. Thts d¢xument was subsequenlty amended by a Deed of Variats'on
dated 24th January 2007. Since 2007 it has i￿n known as High Sherrff Youth Awards, with
the supports.ng and defining strapline" 'Helping young people make Surrey safeff.
Trustees
Appointment of the Trustees is govemed by the Tfust Deed of the Chartty. The Board of
Trustees is authorised to appoint new trustees to fill vacanaes arising through resignation or
death of an exists.ng trustee. The hokler of the office of the High Shenff becomes a trustee in
hislher year of nomination, ￿ntinUeS as trustee during hislher year as High Sheriff and
continues for a year after stepping down as High Sheriff. Atl Tfustees are elected for a period
of Ihree years and may reappointed at the end of their te￿ of office.
Investment Powers
The Trust Deed authorrses the Trustees to make and hokl investrnents using the general funds
of the Charity, bul no investsnents are presenvy held.
Dev•lopment, Aetlviti#s and Achievemenis
The High Sheriff Youth Awards IHSYAI was re4aunched in February 2004 and grants are now
decided by an Awards Panel which meets quartety. It assesses applications from projects run
by and for young people" fvnding i5 awarded lo those projects whth m*t ￿rtain criteria -
either in the fomi of a stsrt up grant or fvrther s￿[fiC support for an existing scheme.
ReCogn￿on is also provided through presentation of a HSYA certfficate.
Projects are submrtted to the Council from schools, youth groups, chanties, indwiduals. sports
clubs and other organi¥#ttons working with young people.
Since 2004, funding for the High Sheriff Youth Awards has been provided by Surrey County
Council. the 11 Boroughs and Distrth of Surrey. several chartsble trusts and corporate donors
and a number of individual donatK)ns. These donatsons wver the grant gwing. the rmdest
running costs ofthe scheme and allow the HSYA to maintsin a reserve fund in case of reduced
funding at a future date.

Applicab"ons from projects njn by young people in Surrey are sent in lo our volunteer
Administrator who works closely ￿th the HSYA C¢>ordinalor in the Youth Strategy Team at
Surrey Police. Surrey Police provide subslanb.al pro bono support to the scheme. After an initial
siftj'ng to ensure that projects are relevant to the objects of the Charity. a member of the HSYA
Council visits the pro}￿t and completes an assessffEnC which includes a score against the
Charity's criteria. The assessed applicab.ons are discussed by a Panel of at least five Trustees
which includes the High Sheitff. Ihe ImmediatÈ Pasl High Sherjff and the Chairman of the
Trustees together with two other Trustees. The Panel meets quarterfy to deade on grants and
the decisions are sent OLrt to the applicants immediately following the meeting. There is the
ability to discuss urgent applicats.ons in be￿￿en Panel M*ting5. rf this is wUl￿d.
There are 3 Council meekn.ngs a year where decisions are discajssed and at wh￿h the
interpretation of the cnteria is discussed and refined. The HSYA Council atso receives reports
from its Communications sU￿COMMittee and from Trustee Meetings.
The maximum Award Is usually £S,000 and awards are made up to that amount. If Youth
Leaders wish, the cheque and certtFute are presented by the High Sheriff al a mutually
convenient time, often wth a visrt to the project Altemabvely, the Award is sent by wst. The
impact of projects is evaluated through rA)mpletK)n of a stsndard form about a year after the
Award.
Financlal Revlew
In the year to 31st March 2022, the Chanty receNed total inwme of £65,20012021 £50.9091 all
of wh￿h were donations. Charitsble expendrture for the year lotalled £55,30912021 £53,955)
of which £50,497 {2021 £50,843) rdated to grarrts and awards with management and
administration expenses accounb'ng for £4.812 {2021 £3,112)- This left a surplus for the year
of £9.891 12021 deficit of £3,046) increasing the total fvnds retained at 31 st March 2022 to
£26,331 compared with £16.440 at 31st March 2021. For the first time tt has been necessary
to pay for the cost of refreshments for the Anniversary Celebrabon. This is included under
administration expenses and s likely to be a recurring item in fvbjre years.
Rlsk Management
The TTUStees are wnlinuing to review the risKs to whlch the Charity is expose(J but believe that
maintaining reserves at current levels, combined wth an annual revthv of the controls over key
financial systems, will provide sufficient resources in the event of adverse cOndit￿nS.
Reserves Policy
It is the Trustees, intentiofb to retain fijnds in Bank Ac￿unts to ensure that adequate Tr50urces
are available to meetthe likety costs of both grants and management administratK)n for a period
of six months.
Dats Protectlon
The Trustees are aware of the Chanty's ObI￿a￿.0nS and resrx)nsibilities ¥Jnder the GDPR, or
General Data Protectson Regulation120181. which came into force on 25 May 2018 and have
prepa￿d fulty for this. The Chanty lakes data protection very seriousty and the Trustees will
ensure that personal informab.on provided by indivKluals and organwtions applying for grants
will be held and used in strict accordan￿ w5th the new GDPR
