The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 May 2025. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
## **OBJECTIVES AND ACTIVITIES**
## **Objectives and activities**
The charity's object contained within the memorandum and articles of association is to foster the safety of and maintain an effective rescue service for the assistance of any human being, animal or boat of any nature in peril from the sea or otherwise primarily in the vicinity of the River Leven and estuary, the River Crake and estuary, Ulverston Channel, Coniston Water, Lake Windermere and adjacent areas in the County of Cumbria.
The charity is governed by its committee of trustees who are directors of the company and who appoint officers responsible for the management of the charitable activities.
The trustees confirm that they have complied with their duty under section 4 of the Charities Act 2006 to have due regard to the public benefit guidance published by the Charity Commission and consider that the pursuit of the association's aims through the activities described above is consistent therewith.
## **Origins and aim**
Following the tragic death of Stewart and Adam Rushton by drowning on January 5th 2002, at a meeting of Ulverston Town Council on February 11th 2022 a call was made by Cllr J W Prosser to take whatever action was possible to prevent repetition of such a happening, including the creation of a local rescue facility. It was decided to call a meeting of all interested parties and this took place on March 7th 2022, chaired by the Mayor of Ulverston, Cllr Mrs M Hornby.
About 30 people were present including representatives of the Town Council, Parish Councils along the east side of Furness Peninsula, South Lakeland District Council, Cumbria County Council, Cumbria County Constabulary, H.M. Coastguard, The Environmental Agency, Morecambe Bay Fishermen's Association, Duddon Inshore Rescue, and Bay Search and Rescue.
The meeting decided to set up two groups, one to undertake a feasibility study for the establishment of a rescue facility and the other to deal with immediate practical issues such as warning signs, access ramps, navigational aids and dangerous structures in the sands.
In the event the two groups merged into one and held five meetings, chaired by Mr J W Prosser (and attended by Mrs J Jenkinson and Mr H S Lewis in their personal capacities only), the last one being held on October 9th 2022, at which stage so much progress had been made towards the formation of Ulverston Inshore Rescue it was felt that the combined group had completed its task and would not be required to meet again unless some unexpected problem arose.

## **History**
By October 9th 2002 a rescue team had been established and were meeting regularly, a step by step capability programme drawn up with the team's advice, the necessary accommodation for crew and equipment identified and a source of supply at reasonable cost found, negotiations started for a suitable site, arrangements discussed with H.M. Coastguard and a constitution for an association drawn up which would satisfy the Charity Commissioners when seeking Charity status. The declared object was:
"To foster the safety of and provide and maintain an effective rescue service for the assistance of any human being, animal or boat of any nature in peril from the sea in the area of the estuary of the River Leven / Ulverston Channel / South Channel in the County of Cumbria" which has been extended to "in peril from the sea or otherwise primarily in the vicinity of the River Leven and estuary, the River Crake and estuary, Ulverston Channel, Coniston Water, Lake Windermere and adjacent areas in the county of Cumbria."
The Constitution and Business Plan were adopted on October 31st 2002 at the first meeting of the Management Committee and the officers appointed - Chairman Mr J W Prosser, Secretary Mrs J Jenkinson, Treasurer Mr H S Lewis (all acting in personal capacities and not as councillors). The representatives of the rescue team were Mr B Chattaway (Station Officer) and Mrs S White. The representatives of the fund-raising team were Mr P Hornby and Mr T Irving. The ex-officio member was Cllr N Bishop-Rowe (deputy Mayor of Ulverston) and the remaining member was Mr N Parker (Chairman of Morecambe Bay and Fishermen's Assoc). Mr J W Prosser, Mr N Parker and Mr H S Lewis were deputed as a sub-committee to forward arrangements. Arranged in this way the only official representative of the Town Council was the deputy Mayor and although we have received much help from them we are not an organ of the Town Council.
At the second Management Meeting, on December 2nd 2002 it was agreed, that the association should become a Company Limited by Guarantee, which would mean that there was personal protection in the event of litigation. A site plan for an enclosure, containing a crewroom and three steel containers was agreed for negotiation with GlaxoSmithKline who were to provide a site near to Canal Foot.
Meetings took place with the landowner and the local Planning Officer in which the preferred arrangements were agreed. On March 4th 2003 full planning permission was granted. By the end of April GlaxoSmithKline, the landowner, had repaired the access ramp down to the beach and by the end of September 2003 the fenced enclosure, generously provided by the landowner including free electricity, water and connection to mains drainage, was completed. In the meantime the crewroom and two 20ft containers had been placed in position and put into use for training purposes, and by the end of the following month a 30ft container had been purchased and installed.
On May 9th 2003 the association was incorporated as a Company Limited by Guarantee (No.4759588), on January 16th 2004 we became a Registered Charity (No.1101567) and on July 20th 2004 we were granted permission to drop "Limited" from our title.
Meanwhile training of the rescue team continued to the required standards in all the necessary skills, such as First Aid Certificates, Radio Operator Certificates etc. Various training sessions on beach search and elementary boat handling took place with H.M. Coastguard. On Sunday February 11th 2004 we had a liaison visit from a rescue helicopter of "A" Flight, 202 Squadron, RAF Boulmer.
Equipment purchased for the crew included High Visibility Personnel Protective Equipment, lifebelts, high power torches for night operations, Quad Bikes and VHF Marine radios. Having received authorisation, all these sets were fitted with H.M. Coastguard dedicated Channel 0. Call-out pagers were obtained.
The Quad Bikes were equipped with road lighting gear and put into use for beach patrol and beach search purposes, fitted with containers for First Aid equipment etc.
In 2024 a declared facility agreement between HM Coast Guard and Ulverston Inshore Rescue was entered into approving that the facilities offered by Ulverston Inshore Rescue met the code of practice for rescue boats.

The cost of all tangible assets in use was £259,800
GSK UK Operations are donating a piece of land adjacent to the operating base to be used as an enhanced facility which has been delayed due to the title being disputed. The dispute has been resolved and completion is anticipated in the near future.
## **ACHIEVEMENTS AND PERFORMANCE**
## **Incidents**
Incidents
During the year Ulverston Inshore Rescue were called out seven times including providing 1st aid and marshalling cover. Incidents included the following:-
## 26/09/2024
Major incident on Lake Windermere. Several children reported to be in water after their boat capsized. Ulverston Inshore Rescue asked to assist. One 16 year old found to be sitting on overturned boat. Casualty rescued by U I R and taken to shore waiting ambulance. Area searched by helicopter and all children accounted for. Great result and could have been so different.
## 28/12/2024
16.40 called out by H M coastguard Holyhead to search for a missing vessel in Walney Channel. The "Lady Maria" was deployed. The vessel was located and towed safely back.
## 02/01/2025
Reports of a distressed swan on Ulverston canal caught in fishing wire. U I R deployed the water sled to rescue the swan.
## 29/03/2025
Ulverston "Light up the Hoad". U I R provided emergency cover including Drone.
## 09/04/2025
Callout to Coniston water. Stood down en route.
## 10/05/2025
Usual marshalling for the Keswick to Barrow walk.
## 11/05/2025
Assisted with the Fred Whitton cycle race providing marshalling and 1st aid.

## **FINANCIAL REVIEW**
## **Financial position**
We continue to be financially viable and are able to meet our overheads going forwards.
## **Reserves policy**
The trustees have not declared a reserves policy. All of the company's tangible fixed assets were acquired by specific fundraising and any subsequent assets would only be acquired by further fundraising. Operating expenses are met from ongoing annual fundraising.
## **STRUCTURE, GOVERNANCE AND MANAGEMENT**
## **Governing Document**
The charity is a private company limited by guarantee. Each trustee is a member of the company. The members have guaranteed the liability of the company to a limit of £1 each.
The company was incorporated on 9th May 2003 and the governing document is the company's Memorandum and Articles of Association.
## **Recruitment and appointment of new trustees**
The directors are appointed by the directors other than:
a) one ex-officio director who is the Mayor or Deputy Mayor of the town of Ulverston, Cumbria nominated by Ulverston Town Council
b) two directors nominated by the Rescue Section

## **Independent examiner's report to the trustees of Ulverston Inshore Rescue ('the Company')**
I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 May 2025.
## **Responsibilities and basis of report**
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act.
## **Independent examiner's statement**
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:
1. accounting records were not kept in respect of the Company as required by Section 386 of the 2006 Act; or 2. the accounts do not accord with those records; or
3. the accounts do not comply with the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or
4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)).
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES**
## **Basis of preparing the financial statements**
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention.
## **Income**
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
## **Expenditure**
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
## **Tangible fixed assets**
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.
Buildings - 10% on cost Shipping properties - 15% on cost and 10% on cost Plant and machinery - 15% on cost Computer equipment - 33% on cost
## **Taxation**
As a charity, Ulverston Inshore Rescue is exempt from tax on income and gains falling within sections 472-477 of the Corporation Tax Act 2010 or section 483 of the Corporation Tax Act 2010 to the extent that these are applied to its charitable objects. No tax charges have arisen in the Charity.
## **Fund accounting**
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
## **Gifts in kind and voluntary help**
Gifts in kind and voluntary help received are not included due to difficulties in determining their values.

## **13. RELATED PARTY DISCLOSURES**
The Chairman, Mr J F Hornby is a partner in J F Hornby & Co. Mr P Hornby, also a partner, is the charity's independent examiner.
J F Hornby & Co prepared the Charity accounts and undertook the independent examination on a honorarium basis.
Included in restricted grants received was an amount of £11,200 from The Hornby foundation to fund the purchase of a new quad bike.
