The Trusloes present their annual report together with the audited financial statements of the Charity for the
year 1 April 2020 10 31 March 2021. The Annual report serves the purposes of both a Trustees. report and
directors, report Lsnder company law. The Trustees confirm that the Annual report and financial statements of
the charitable company comply with the current slalulory requirements, the requiiemenls of the charitable
companls governing document and the provisions of the Stslement of Recommended Practice (SORPI
applicable lo charities preparing their accounts in accordance wth the Financial Reporting Standard applicable
in the UK and Republic ol Ireland IFRS1021 leffeelive 1 January 2019).
Since the Charity qu8llfies as small under section 382 of the Companies Act 2006, the Strategic report required
of medium and large companies under the Compan*s Act 2006 (Strategic Report and Difeclor8' Report)
Regulations 2013 has been omitted.

Our first charitable objed has two main beneficiaries.. individuals who use our direct seNices', and voluntary and
community groups (and, indirectly, their beneficiaries).
Through the services we directly provide lo individual beneficiar*e8, we ¥elieve poverty. dlslress and sickness,
advance education. advance, promote and protect health, andlor deliver other charitab￿ purposes. For

Food Bank provides immediate relief to indiv￿ju81S and families, in times of crisls, who ale experiencing
food poverty, as well as helping them access support for the underfying causes,.
Safer Homes and our Gardening Service secure the homes of vulnerable people who are at risk or who
have boen victim3 of crwne.,
Active Travel and other practical help 8ervices such as gardening, shoppin9 and social car support the
continued independence, quality of life and wellbeing of older people and those experienclng poor he8tth,
limited mobility or disability.,
Befriending s8rvices and groups including the lunch club tackle social isolation among older and
vulnerable people, which is proven to impact on mental and phy8iGal wellbeing and quality of life.,
Training provided through Volunteer Passport, Alice Project, Aim Awards Centre and other training fo
voluntary and communty groups and volunteers. provides opportunities for both accredited and infom)al
learning ond development.

encourage the contribution of volunteers who freely give their time to support and deliver acliwties. We
recognise that inabiif(y lo pay can be a barrier lo those in most need of services. Where w8 do need to charge
for services. because they aro not otherwise funded, charges are kept al Ihe minimum needed lo cover our
delivery c0818.

Achievements and performance
a. Revlew of actlvltlas
South Derbyshire CVS continues to be a busy community hub, providing services to people in need, supporting
and developing voluntary actNty and linking individua18 and group8. Our activity and achievements during
2020121 are summarised below.
People can gel help times of need and Grisis and are supported to tackl& underlylng causes and improv8 the
quality of their lives.
Our Food Bank continues to be in ever giealer demand, supported by generous donations from k)cal residents
and organlsations including businesses, churches, schools and community groups. Indivicluals and families
referred to LES by I￿al agenGios receive 2-3 days, Supply of basic food items to support them durin9 periods of
crisis.
1040 food parcels were provided to 1311 adults and 912 children. 256 new users We￿ registered during the
year. We're grateful lo the two volunteers who have helped u8 to deliver this service in Ihat time. We had lo run
on minimal volunleeis lo COVID.
Common reasons for referral included delayslissues with benefits. debt, poor health and low Income. M05t
re¢ipient8 need8d only short-lerm support, receiving on average 2 food parcels. and were linked with other
agencies and services as appropriate. to help tackle any undertying causes. However. a small proportion of
service users had complex or muhiple issues and were supported beyond thg normal limit of 4 parcels irt any
12-month period.
People f￿1 safe, well connected and valuod, can make choices about their lives, retaln their independenco, and
have a sense of belonging.
Our SafeF Homes seryice offets home safety thecks and advice, and installation of s8fety moasures such 88
window locks and door chains, lo older and vulnerable residents in South Derbyshire and Erewash districts. The
alm 18 to prevent crime as well as feassuring, and securing the properties of, people who have b88n victims of
break-ins.
This year the service delivered 112 visits benefiting 110 South Dorbyshire and Erewash residents. This was
gre8tly reduced due to COVID and lockdowns.

b. Wo support people to remain healthy. Indepondont and conngthd to their communities
Actwe Travel provides transport to medlcal appointrnents for people in SoLrth Derbyshire and South Derbyshire
Doles who can't use public transport and donl have access to other foms of transport, mainly via volunteer
drivers using their own vehicles. These journeys have b8en greatly reduced due lo COVID and kJckdown8.
During the year we and Ouf delivery partners Connex and Ashbourne Communty Transport provided 510 trips
covering a lolal of 2,334 miles for medical appoinlmenls. this includes 301 journeys to collect medication. In
addition, 87 residents benefited from 760 Irips13,800 miles) for shopping and non-med¢cal trips.
A number of our s8Nices tackle 80cial i8olalion by providing opportunities lo meet and mako friends. and
offering 1.1 volunteer support for those unable to gel out and about (for example due to PODr physical or mental
healih, older age or fraif(yl.
This year we supported 217 people through 11,284 telephone callslv18118. Befriending Groups wef8 unable to
run due lo COVID and lockdowns.
South Derbyshire CVS and the Derbyshlre Home from Hospital Support S8rvice provides practical support for
wlnerable people leavlng hospital. or those living at home bul al risk of being admitted. SeNices oflered
include..

Making sure the home environment is warm and comfortable
Arranging for key safes lo be fitted and community alaryn or teiecare systems lo be provided rf needed

During the year. we supported 938 beneficiaries with 3,170 Servi￿ activities.
Finally, a total of 405 active volunleers helped to deliver services lo 3,031 South Derbyshirg residents across
the ygar for which we are extremely gralefvl.
Looking beyond oui own direct services to individuals. we work to 8chieve a thriving and h8alth volltnlary and
communlty Sector, supporting exi81ing voluntary and communrty gioups and helping new groups to set up and
develop.
The bulk of our development work is wlth relatively small organisations wrth modest Incomes and few, if any.
paid staff.
Acr088 the year we supported 129 groups to maintain their organisations and enable them lo sustsin thelr
servic8slactivilies support of improved health and well-bèlng. This inclLsdes improving their business,
resoufGes, income and skills in addition to tjndèrslanding tendering, bidding and monrtoring processes.
Our Communications Team issued 112 ebulletsns, sent to our network of local charities, 8OCI81 onlerprises and
groups log81her wbth regular updates via our social media platfoms. A wide range of issues including legal arsd
policy updates, training opportunities, resources, consultsllons funding OT wnlract opportunrties and good
praclicelgood governance were covered.

A comprehensive volunteer brokerage seNice that enhan￿5 the contribution of heath and well-b8ing related
groups and services and improve8 heaf(h outcomes is central lo our role as a Volunteer Contre.
In the year 75 organisations used the Volunteef Cenlrg Services and 149 opportunibes were advertiseAI. 72
people were signposted lo opportunities and a further 209 engagements vsa social medio were made.

After making appropriate enquiries, the Trustees have a feasonable expectation that the ChaFily has adequate
resources lo continue in operational existence for the foreseeable future. For this reason, they continue to adopt
the going concern basis in preparing the financial statements. Further details regarding the adoption of Ihe
going concem b88is can be found in the accounting policigs.
b. Rgsèrves pollcy
Soultt Derbyshlre CVS recognises the need lo have a policy on the level of financial reserves that should be
tained by the organisalion. The purpose of this policy is lo support good financial management and to ensufe
that the resources of CVS are managed prudently. and to provide maximum benefit lo the beneficiaries of the
organisalion and provide transparency and accountability to funders on the justification of ieserves held.
The calcubtion of the required level is Èn Integral part of the organisallon'8 planning. kGordingly the policy will
be reviewed annually al the time that the budgel is set.

commitments of the organisation and planned expenditure are provided for.

3. The policy is that CVS will hold sufficient free reserve5 to meet 3 months, running costs, estimated at
£220,687, along with specific designated funds to meet conlingenci88 agreed and costed by the board arbd
reviewed annually, as set out below..
Budget deficf(2021122- When 8elling this year's budget th8 trustees agreed a budget deficit of up to
£32,115 over the year 2021122 in order to provide slabilf(y and sustain current service leve18 while
reviews of Ouf funding by some of our major funders lakes place.
Building Contingency- Routine maintenance B covered in the budget. However, the bulldlng is ageing
and il is set within the conseNalion area and part of it is grade two listed which means external repa￿rS
can be coslly. A structural survey of the property is planned lo be carried out within the next 12 months as
part of our review of future options. This i8 likely to identrfy urgent repair or renovation work and we have
therefore allocated £35k for this purpose.

Retlundancies - We have reviewed the possible cost8 of redundantles rf CVS should fail. The total
potential slalutory redundancy pay liability is calculated at £65.419 based on current staffing levels.
(taking into account age and length of service) so a designated reserve of £e5k is allocated for this
eventuality.
Contingency Fund- In ordor lo fulfil our statutory duties in respect of parental
malernitylpaternilyladoption leave and the potential cost of conlraetual long-temi sickness pay should
these arise, il is therefore prudent lo hold a contingency fund 01 £28k. This 18 based on the estimated
average cost of 4 $18ff each year being paid their full paiental or siGk loave enlillement.
The total of these measu￿8 48 £160,534 and those funds have been designated accordingty, 88 Shown in note
19. This has left the charity with flee reserves of £272,088 al 31 March 2021, which is greater than the largel of
£220,687 identified above and means that the charity18 well positioned entering 2021122 against ils vnreslricled
budget of £436,161.

he charitable company is registered a8 a charitable company limited by guarantee and was sel up by 8
Memorandum of Associ81ion on 10 November 2003 8nd registered as a charity on 12 January 2004 with
registered charfiy number 1101450. The charity wa5 established under 8 Memorandum of Association, which
established the objects and powers of the charitable company and is governed under its Articles of Association.
In the event of the charilablo company being wound up, the memb8r5 are required to contribute an amount not
exceeding £1.
b. hlethod5 of appolntment or ¢lèctlon ol Trustegs
The management of the charitable company is the respgnsibilily of the Trustees who are elected and CO￿pted
under the terms of the Artlcles of Association.
The directors of the company are also charlly trustees for the purpose of charity law and under the Articles of
Association are known as directors. Under the requirements of the Memorandum and Articles of Association
one third of the directors musl retire al each annual general meeting_ They are eligible for re-election.
The organisation strives to ensure the diversty of it8 beneficiaries Is reflected within the m8rnb8¥ship of the
board and that directors have the relevant business and practical experience required. RècNitmenl of the
directors is achieved by 8 variety of methods. including a direct approach, where It)e need for specrfic skills has
been identified, lo an invitation to members to nominate a candid8te.

Oryanisational structure and docision-maklng pollcles
South Dert)yshire CVS has a board of IrusleesldirgGlors which currently has 15 volln9 members. The directors
represent member organisalions and interest groups. Some funders 8180 nominate non-voting representatives
to attend Board meetings. The board meets quarterly and is responsible for the strategic direction and policy of
the organisalion. The organisatron also Dperates finance, human resources, and governance and rlsk
commillees, that are sub groups of the trusteè board. These groups meet quarterly or as required to deal with
financial or human fesource Issues. The CEO allends meetings of these sub committee groups but without
voting rights.
The day-to-day responsibil¢ty of running the organisation lies with the Chtef Executive with a team of managers
responsible for the delivery of specrfic services, Including the line management of frontline staff and volunteers.
The Finance and Admin Manager over8eas the day to day financial op8ralion. The Chief Executive is
responsible for overseeing the staff development programme, and the achievement and maintenance of quality
standards wthin the organisalion. The Cornmunily Development Manager is responsible for ensuring the
delivery of CVS and Volunteer Centre core functions. The VSPA Manager is fesponsible for the delivery of the
VSPA service, a numbw of local and countywido forums and for providing VCS intelllgence into strategy and
policy development.
d. Pollcles adoptgd for the Inductlon and training of Trustees
All new trustees re￿1ve an infomalion pack containing.. the Memorandum and Articles of A&8ocialion, a Tole
desc¥iplion, charity commission guidance on the roles and responsibilities of Iruste&s and publi¢ benelil, an
annual report and accounts, CVS services information pack, newsleller and the organisation's straleglc plan.
They are invited lo attend an induction training $essic)n which covers the history of CVS and it8 future plans, the
roles and responsibilities of Iruslees and basic hea￿h and safely infomallon. Trustees are also offered the
opportunity to shadow members of staff, attend all internal training and development days and to join a sub-
committee of theiT Gholce. There is IT provision that enables Iru8tees to aGGoss a wide range of infomiation
remotely.
e. Related party relationships
The organisation is an affiliated member of NAVCA Ilhè National Association of Voluntsry Communily
Associations). CVS agrees lo provide services that cover the COFe areas of work. Th6se are.. Development,
Repfesentation, Liaison, Practical Support and Strategic Partnerships.
The organisation is 8 member of NCVO INalKbnal Council of Voluntsry Organisationsl and has achieved ils
Volunteer Cerbtre Quality Accr8ditalion evidencing th81 our Volunteer Centre seNice delivers all 5 core functions
lo a high slandaid. These are.. Strategic Developm8nl of Volunteering, Goryj Practice Development,
Oeveloping Volunteering Opportunities, Voice ol Volunteering and Brokerage.
The organisalion is a member of 3D (Third Sector Support for Derbyshirel, the Derbyshire Consortlum of
voluntary and community sector infraslnjcture organisalions. Membership enables the organisation lo
collaborate wlth similar Servi￿S 81 a county level and engage with national policy around the provision of
infrastructure service8.
The Volunteer Centre is a member of Volunteer Cenlres Derbyshire, a sub group of 3D. Ils remll is to maintain
high standards of volunteer ¢enlr8 seNice delivery across the county and lo work towards equitable delivery of
service.

The Trustees have assessed the major risks to which the charitab18 company is exposed, in particular those
related lo the operations and finances of the charitable company, and are satisfied that systems and procedures
iremain in place lo mi(ig81e our exposure to the major ri8ks.
The board of directors has carried out a review of the risks to which the organisalion 15 exposed. The risk
register is updated and is brought to sub comrnitiees and board meetings. Where apprDpriale, Systems and
pTocedures have been established to mitigate the risks faced by the organisalion. The organisation h88
compiehensive financial management and operational manuals. which are reviewed annually and amended as
required. All the seNicgs delivered by SDCVS operate within legal requirements as well as the requifements ol
slatulory partners on mallers of safeguarding children 8nd vulnerable adults. confidentiality and the
maintenance of client records.
The organisation operates sub groups to manage rt8 health and safety requirements and the review and
production of policies. The groups are responsible for monitoring, reviewing and iesponding lo risks on a regular
basis and reporting to sub committees 8nd the Board as appropriate.
Plans for future perlod8
Al the time of writing, the country and indeed the whole world, finds itseff in the grip of a major pandemic., CV19.
Our future plang and the development of the charity are Iherefoie significantly centred on the ongoing need to
support the most vulnerable in our communlties and those IMp￿ted socially, economically and emotionally.
OUT response to the pandemic will dominate our servi¢e provision through 2021122 and perhaps beyond,
however, wg continue to examine ways which the charity can..

The true impact of the crisis may only be known in the years to come but the Trustees ale conscious that the
cost to public fInan￿S may be such that savings. efficiencies and changes in the way organisalions like
ourselves operate. may be necessary. We continue lo examine ways in which we can work differently and with
partners, to be prepared for any chang8S.
sI￿e the start of the pandemic the charty, rts staff and tsur volunteers have demonstrated immense flexibility,
resilience and innovation at a lime when our services have been needed most. We will continue to support our
communf(ies in this way wh118t developing our skllls to better articulate and communicate the difference we
make in peoplg'5 lives.
The Tiuslges intend lo publish a now long-tem 8lralegic plan in the coming year wh￿h set5 Olrt ways in which
we can focus on both prevention and support seryices in the community. CV19 is illuslralirbg the signrficant
value of the support we provide to the elderly and vulnerable in tackling social isolation and loneliness. Our
plans will include these area8 together with the expansion of Volunteering, the development of our Foodbank
Hub and our work to improve social mobility.
We will further strengthen and expand our Governan￿ and develop new systems lo support our staff team. We
plan to update and improve our online presence with a new website and increase awareness of our seivices
across the district and beyond. Whilst there remains uncertainty and anxiety about how the crisis will unfold, the

any charitable purposes for the benef￿ of the community, in particular bul not exclusively. in the local

and protection of health and the relief of poverty. distress and sickness.

South Derbyshire CVS meets the definition of a public benefit entity under FRS 1Q2. Assets and
li8bililies are initially recognised al historral cost or Iransaclion value unless olhefwise ststed in the
relevant accounting policy.
2.2 Company ststU8
The charitable company is a company limited by guarantee. The members of the company are the
Trustees named on page 1. In the event of the ch8rit8ble company being w)und up, the liability in
resped of the guarantee is lirni(ed lo £1 per member of the charitable company.
2.3 Going concern
After making appropriate en9uiries, the Trustees have a reasonable expectation that the Charity h8S
adequate resources to continue in operational existence for the foreseeable future, For this reason.

2.4 Income
All income is recognised once the Charty has entrEl8menl lo the Income, it is probable that the
income will be received and the amount of incom8 receivable can be measured reliably.
Grants are included in the Statement of financial activities on a receivable basis. The ba18nce of
income received for specific purposes but not expended during the period is 8hown in the relevant
funds on the Balance sheet. Where income is recewed in advance of enlillement of re￿IPt. its
fecognilion is deferred and included in creditors as deferred Income. Where enlillemenl occurs
before income is received. the income is acGrued.
WheTe the donated good is a frxed asset. il is measured at fair value, unless it 18 impractical lo
measure this reliably, in which case the cost of the item lo the donor shoukl be used. The gain is
recognised 88 income from donations and a corresponding amount is included in the appropriate
fixed asset class and depreciated over the usglul economic life in accordance with the Charity's
accounting policies.
On receipt, donated professional services and facilfties are recognised on th8 basis of the value of
the grfi to the Charty wh￿h is the amount il would have been willing lo pay Its obtsin services o¥
facilities ol equivalent economic benefit on the open market,. a corresponding amount 18 then

Expenditure is recognised once there is a legal or constructive obligation to transfer economic
benefit to a third party, it 18 probable that a transfer of economic benefits will be required in
settlement and the amount of the obligation can be measured reliably. Expenditure is classifi8d by
activity. The cost5 of each activity are made up of the total of direct costs and shared costs,
including support cosls involved in undertaking each activity. Direct costs attributable lo a single
aclivf(y are allocated diTeetly to that aclivily. Shaied costs which contribute to more than one aGlivity
and support costs which arè not ettribulable lo a single adiviiy are opportioned bets￿een those
activities on a basis consistent w(th the use of rOSDUFces. Central stsff costs are allocalad on the
basis of lime spent, and depreciation charges allocated on the portion of the asset's use.
Expgndilure on raising funds includes all expenditure incurred by the Charity to raise funds for its
charitable purposes and includes costs of 811 fundraising activities events and non-chafltable trading.
Expenditure on charitable activities is incurred on directly undertaking the activities which further the
Charity's objectives, as well as any associated support costs.
Gran15 payable are charged in the year when the offer is made except in those cases where the
offer is conditional, such grants being recognised as expenditure when the conditions attsching are
fulfilled. Grants offered subject to conditions which have not been mel at the year end are noted as a
commitment, but not accrued as expenditure.
All expenditure is inclusive of irreeoverable VAT.
2.6 Interest recgivable
Interest on funds held on deposit is included when receivable and the amount can be measured
reliably by the Charity., this is nomially upon notrfication of tho interest paid or payable by the
inslilulion with whom the funds are deposited.

Depreciatlon
Tangible fixed assèts are depreciated over their useful lives taking into aeeount residual values where
appropriate. The actual lives of the assets and residual values are assessed annually and vary dependin9
on a number of factors. In re-assessing the asset IweB, factor8 such as product Ilfe cy¢￿S and
maintenance programmes are taken into account. Residual values consider such things as future market
conditions, Ihe remaining life of the asset and projected disposal values, plans to dispose of an asset
