CHAIRMAN'S ANNUAL REPORT APRIL 2021
This has been what can only be described as a very strange year for the Recreation A&wIatiO￿ with
periods of lock down when the facilities where Dot to periods when some activities took place.
Hopefully. we a￿ now coming out of the restrictions and we can get back to a nonnal way of operating.
It is pleasing that this AGM is being held at the Pavilion and being able to see each other face to face.
Although the activities have been somewhat restric￿ the Associati(m has received several grants from
the Government Covid support packag4 such that we have been able to keep the whole facility ticking
over financially.
In the first part of the pandemic the use of the facilities was somewljat reducrf particularly in the Skate
Part BMX Track and the Courts. The Conmnittee decided that the wbole of the recreation grouDd would
remain open to allow exercise by the community partlcularly famili4 dog walkas and older people. This
was generally Supp￿ by the Parish Council. However. th¢rc was not any organised spo¢ Foothall or
Cricket at that lime. With the lifting of the lock down the Football and Cricket Clubs resumed both
training and matches only to be internwted again with the second and third lock dow￿ During this time
the Pavilion was only used for some small Meetin￿ everything else was Stoppe4 including Brownie
Table Tennis Keep Fit and Bingo. Ho￿fullY with steady lifting or restrictions all (xn get back to nornMI
in the near futtwe. It h&s been encouwg to see the incre&se in the numbers that have been using the
Recreation Ground as the year has progresse4 hopefully this will raise the awareness of the Recreation
Ground in these us¢rs.
Various WO￿ have been carried out around the various lockdown4 the Pavilion has been painted outside.
the floodlights in the Courts have been all clwiged for a newer type of ligbL There has been a light fitted
on the end of the Pavilion to light that area and along with a light on the field side will light the way into
the Pavilion for the disabled. The footpath round the outside of the Courts was lai(I this has made the
control of vegetation into the courts much ¢asier to conln)l.
We received a payment from Vlsty the contractors for Fairfield 2 to use part of the carpark for their
workers and contractors to park vehicles while conSt￿On goes on.
Th¢ Adventu￿ P￿Y Area continues to have probl¢m4 after the recent ROSPA inspcctson that confimied
the defects that require attentioffj Earth Wrights have quoted for the that should be started at the end
of May. The Skate Park has had some defects note(L these are going to be Tepaired by Evolutio￿ who
installed the equipment some 12 years ago. this is the fiE5t repair WO￿ on the eqw"pment since installation
The Association is gratefu] to the Parish Council in continuing to take respO￿bAllty for insuring the
pavilion and outdoor equipmenL Our insurance respon￿7)llIty only reqll1r￿ vs to cover contents of the
pavilion. Public Liability insurance is covered under both policies. This continues to be a great help in
controlling the ￿st of the insurdnce, it is hoped the Parish Council will continue this support in the future.
The Counci] also indicated that it will cover the cost of nMintenaDce and any repairs to the Adventure
Play Area in the fi]tu￿.
The skate p&k along with the BMX track been le&8 well used when compared to other years. b
when ￿striCt10n$ have allowed it has Ilad many users. Howcver, there been an ongoing pmblem with
grnffiti. There has been some WO￿ on the BMX Track in the past year. which has ￿SUIted in an
imprnvement and safer riding
The Multi Sports courts are particularty wcll used especially when the restriction allowe(L and it is hoped
the organised events will r¢-Start soon.
The Adventure Trail continues to be a great attraction and is well used by a great number of young pcople,
and as noted has been problems with some of the equipment and the continued problem with the
timber, all of which has again been highlighted by the recent ROSPA Inspection of the area it is hoped the
coming repairs will resolve the problems.

Dog poo on the field Iw improve4 with little evidence of poo in the past months, the poo bins are well
use4 and this has helped with the proble￿ it seems that some older dog walkers are checking the area in
their early morning walk and picking up any poo and other rubbish foun(L the Association is most gratefi
for all their efforts. There is still a problem with some dogs nllming out of control in the field area and
intimidating people and other dogs. The litter bins continue to be well used and are being emptied twice a
weeK or as necessary if over fi￿.
There was a continued problem with Ash die back in some of the trees on the Fiel￿ several tw in the
hedge row on Exeter Road have been removed as they were considered to be a danger.
The Cleaning of the inside of th¢ Pavilion continues to be carried out by Devon Cleanin&
Ian O'connor l)as been w0￿1ng on the removal of vegetation in an effort to make the whole area look
more p￿ntable, to this end we have purchased a new strimmer, a used grass machine and various other
hand toots to enable the work to pmgre4 many thanks to kn for all his efforts. A wheelbarrow was
donated by a Rebecca Kelly of Midille Green after an appeal on FacebooL we are most grateful to
Rebecca for the donatiotL Also, thanks to Jill cn￿ who also litter picks and Stuart Parkes who puts out
the rubbish for collection
Along with the grants the South Hams. Anne Nicholls has continued to apply for various grants for
particu￿lY the foolpath round the fiel4 there bas been some SUcc￿es.
The Monthly lottery continues with some 45 member& many thanks to Anne who has Organis￿ and runs
the lottery.
Many thanks to Denise Quayle and help￿5 who regularly pick-up nthbish and alert us to problems. Many
thanks to all the committee members for turning up at the meetings. A big thank you must go to Anne
Nicholls for all her work not only as the Treasurer but in getting most of the events and other things
organised at the Recreation Fiel
Finally, although sometimes it seems we are banging are heads against a brick wall in nllming the
facilities at Palstone Pth in these difficult tAmes. we must not forget that this is as good a Recreation
Field as anywhere in South Devo￿ if not IkV0￿ and for svhich we should still be righdy prou(L

contractors and the many repairs he l)as taken on to ensure the smooth runni￿ of the facilities. We are
most grateful for his twice weekty emptying of the bins come rain or shine. Thank you for all the support

I report on the accounts for the above year as set out on the attached financial statements: 

1. Statement of Income and Expenditure for the year ended 31 January 2021 showing a total surplus of £3216 (being surplus on Unrestricted Funds of £8259 and deficit on Restricted Funds of £5043) 

2. Statement of Assets and Liabilities as at 31 January 2021 showing Net Funds of £17523 (£7293 restricted) 

## **Basis of independent examiner's report** 

My examination includes a review of the accounting records kept by South Brent Recreation Association and a comparison of the accounts presented with those records. It includes consideration of any unusual items or disclosures in the accounts and I have sought explanations where necessary and appropriate. 

The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a "true and fair view" and the report is limited to those matters set out below, 

## **Independent examiner's statement** 

In connection with my examination, no matter has come to my attention: 

- (1) which gives me reasonable cause to believe that in any material respect the need: 

   - (a) to keep reasonable accounting records, and, 

   - (b) to prepare accounts which accord with the accounting records, 

have not been met, or, 

- (2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
