Chairmans report

It has been a productive financial year at Sunbeams pre-school, but this is not a time to be complacent. By the end of the pre school year we have had quite a large cohort of children leaving to move on up to primary school. We will need to keep this in mind with regards to funding coming in. With that said, the government changes to 15 and 30 hour funding and the rise in the amounts being paid per child per hour from WSCC has increased and so this should help to balance this out.

With regard to staffing, Paula Pay continues to act as an outstanding deputy manager. We are increasing looking to increase the training going into our staffing team. With this in mind we are putting Vikki to act as a level 3, whilst beginning a course this April to train to get her qualifications to become a level 3 practitioner. Rebecca is also being enrolled on the same course to work towards a level 3 qualification in child care as well. We have lost Hannah in the short term to MAT leave. We wish her and the baby all the best. We have had to continue to increase staffing hourly wages, mainly as a result of government increases to minimum wage, but also to ensure that our deputy and manager are on competitive hourly rates to ensure that we can retain staff.

Lisa continues to build the reputation of the pre-school and by outstanding word of mouth between parents and the community, the numbers of children attending the preschool has continued to grow, from lower numbers we were left with in September 2025.

As ever, we have continued to struggle over the last few years with recruiting trustees, with myself still acting as chairman/treasurer. I look forward to welcoming a new trustee who should be starting soon and have a few other parents interested in becoming trustees also. So hopefully we may have a better sized committee in the near future.

Lastly with regard to fundraising, as will be commented on in the treasurer section, our finances remain positive and we will continue to take part in community fundraising, acting to run stalls during the North Mundham Gala. Once we have secured some more trustees in role then we will act to encourage at least one fundraising activity a year to promote the pre-school and provide additional funding for resources etc.

Finance comments –

Our turnover for the last financial year has increased slightly, which is due to increase in child numbers/hours and an increase in the number of parents being funded from WSCC rather than paying directly.

Our reserve bank account is well established, continuing to earn interest. This is in place to ensure we have enough resources to cover reduced child numbers or potential stuff redundancy payouts.

Expenditure on staff training has increased this financial year as we aim to improve staffing provision, in part based on feedback from Ofsted, but also due to interest from several members of our staffing body to undertake a level 3 qualification.

Wages expenditure has gone up quite a bit in the last financial year, mainly due to having to increase the hourly rate due to minimum wage increases in the UK, then adjusting the pay-scale equally to reflect this benefit to members of staff further up the pay-scale. This will continue to increase over the years as minimum wage hourly rate for over 18’s increases each year at present.

Administration costs have stayed fairly constant compared to the previous year, if anything they did actually drop slightly.

Finances spent on consumables, as well as new resources etc has also continued to drop a little compared to the previous financial year. This can be quite variable, and will no doubt increase for the next financial year as we continue to update / replace resources for the benefit of the children, including a new larger shed for the safe storage of outside play equipment.

Other costs for in house activities, as well as trips and staff socials has decreased, mainly due to the current cohorts of children not enjoying the activities, service provided as much as previous cohorts had done, so the decision was taken to halt these for the time being.

Printing and stationary costs have increased again slightly from the last financial year. This again is attributed to increased costs from suppliers.

The rent costs associated with renting the annexe from North Mundham Village Hall have decreased over this financial year, although this is mainly due to billing for the rent being received less frequently over this financial year, meaning less payments were made out toward rent in this period.

Overall, our profit is down compared to last year, but this still puts us in a good position for the years ahead. The main bank balance has more than sufficient funds accumulated over the last 3 financial years, mainly due to reduced staffing costs as Sunbeams now runs at or just above ratio for staffing compared to child numbers, as well as continued increases to the hourly rate per child paid by WSCC. We will continue to invest in the preschools resources and staff training, as well as considering how Sunbeams can help other similar institutes in the West Sussex area.

Managers’ report

The start of the year was very quiet with only 12 children on roll. At the end of the school year, we lost 20 children to school and it has taken us a while to build these numbers back up. Going into the last half term of the academic year we now have 21 children on roll, 3 of which have an additional need.

Hannah went on maternity leave in January, which has left the team slightly short, but it has been just about manageable. We are looking forward to her returning to the team in January 2027.

Viki, Rebecca and Hannah have all been working hard towards level 3 qualifications, but in the meantime to cover the gap left by Hannah’s maternity leave we are using Viki’s prior skill and qualifications towards the new knowledge-based level 3 qualification which has worked well.

The Ofsted guidelines and nutritional guidance have changed significantly in the last year along with many policy changes. To reflect this, children are no longer given sweet treats as part of their lunch, and we provide a healthy snack for all children in both the morning and afternoon. This has been received well by the children, and they show a good understanding of healthy eating. This has also meant we have had to re-register the setting with environmental health for yearly food hygiene inspections.

The group going to school this year is much smaller, with only 9 children moving onto big school this year, so I am far more confident that we will have a strong start going into September.
