List of trustees during the period covered by the report

Grigorios Papzafiriou resigned in July 2022 as he has moved to Greece.

Public Benefit Statement

We confirm that as trustees we have had regard to the Charity Commission’s general guidance on public benefit and that we ensure the activities undertaken by All Our Children are in line with our charitable objects and aims.

Objectives and Activities

During 2021 when the pandemic resulted in very long school closures in Uganda and prevented trustees from making the usual annual visit to Kabale, All Our Children fulfilled its objectives by sending money from our UK donors to Gertrude Atukunda, our Uganda based coordinator, to pay in full or in part the school fees of our sponsored students for any period in which schools were open and by providing money to pay for food and medical care to sustain the families of our sponsored children during lockdown periods. We are pleased to report that all regular donors maintained their support.

Achievements and Performance of All Our Children in 2021:

Sponsorships

During the pandemic, we paid school fees for our 43 fully funded students in Kabale and 13 part-funded students in Kampala for any period in which their year group was in school. After a very strict initial lockdown and complete school closure from March 2020 for several months, the Ugandan government implemented very strict social distancing rules for educational institutions which meant only a certain number of students could be on school premises at the same time. The amount of schooling offered depended on the school year and proximity to national

examinations. The students in examination years (Primary 7, Senior 4, Senior 6) and university students had the most time in school whereas nursery children and the first three years of primary school had very little, if any, from March 2020 to January 2022.

Without the capacity for online learning as in developed countries and without even the provision of books or regular learning materials for students at home, we became very worried about the potential learning loss for our students. We therefore used some of the money donated for school fees (but not needed for fees when schools were closed) to run small group tutoring programmes. We engaged the services of a trusted senior teacher, Tumuhekyi Peter, to design and organise two programmes during 2021. Peter is the leader of the Community of Practice project which we run jointly with the Feilden Foundation to support teachers to improve their skills and prepare for national curriculum change in Uganda. He employed several of the teachers who had received training on this project to run workshops with small groups, adhering to the national Covid restrictions. The teachers ran the sessions in school classrooms, set and marked homework, and gave feedback and further revision guidance to the students. They identified a significant learning loss in many of our secondary school students for whom they targeted individual help. The response from the students was very positive.

Given the long lockdowns and closure of workplaces, we also sent money to support the families of our sponsored students by using money donated for school fees but not spent on them. We kept our donors informed of this. Our partner in Kabale, Tushabomwe Patrick, purchased and distributed basic food items (maize flour, beans, rice, sugar) and soap every two months. We also covered essential medical bills and rent arrears for several families to prevent threatened evictions.

In November our Ugandan partners, Patrick and Gertrude, ran a meeting and lunch for all sponsored students and their parents/guardians. Bringing everyone together at last made for a joyous occasion and it was also a useful opportunity to give advice about preparing the students for the return to school in 2022. There was gratitude from the families for the vital support from All Our Children during the year.

On three occasions in 2021, donations for Source of Light Primary School were sent to support the construction of further classrooms and teacher accommodation as well as for the purchase of learning resources in preparation for the return to school in 2022.

The school lockdowns in Uganda were the longest in the world and resulted in many students not returning to education after the pandemic, especially girls. We are very pleased that the support offered by All Our Children to our students and their families meant that all of them returned to education in January 2022. The nine students who completed national examinations (Primary Leaving Examination, O

and A levels) progressed to the next stage of their education or vocational training. Two of our trustees, Liz Walton and Zena Bentley, who visited Kabale in May 2022, were delighted to see how well our students looked and how happy they were to be back at school. Reports on the progress of the primary school students were particularly positive. They also met with the six students who had progressed from school to either Kabale University or a vocational course at the College of Commerce, an impressive group of enthusiastic and ambitious young people.

School Partnerships

The school closures and travel restrictions during the pandemic meant that the work on teaching and learning and behaviour management which had been progressing so well in 2020 could not be pursued. When we next visit in 2023, we will be helping to conduct a formal evaluation of the Community of Practice project which the Feilden Foundation trustees hope to use as a blueprint for projects in other communities in Uganda and Rwanda. It will be very interesting to see how past progress in using active teaching and learning methods has been affected by the need in 2022 to catch up for lost time, especially in preparing students for examinations. This may have resulted in a return to “chalk and talk” teaching methods, dictation from textbooks and rote learning. Another factor is that many Ugandan teachers had to find other work during the long school closures and have not returned to teaching. We are aware that Kabale schools have lost some of the teachers who received training on this project.

Independent Examiner's Report Report to the Trustess of All our Children Registered Charity Number: 1100231

Respective responsibilities of the trustees and examiner

The charity's trustees are responsible for the preparation of the accounts in accordance with the Charities Act 2011 ("the Act")

The charity's trustees consider that an audit is not required for this year under section 144 of the Act and that an independent examination is needed.

It is my responsibility to:

examine the accounts under section 145 of the Charities Act

to follow the applicable Directions given by the Charity Commission (under section 145(5)(b) of the Act) and to state whether particular matters have come to my attention

Basis of independent examiner's statement

My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual intems or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a 'true and fair' view and the report is limited to those matters set out in the statement below.

Independent examiners statement

In connection with my examination, no material matters have come to my attention which gives me cause to believe that in, any material respect:

the accounting records were not kept in accordance with section 130 of the Charities Act; or the accounts did not accord with the accounting records; or

the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair' view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
