Objectives and activities

Objects and aims

The objects of the Charity are to promote, maintain, improve and advance education by the encouragement of the arts, including the arts of drama, mime, dance, singing and music, and all other arts relating to the performance and presentation thereof and to formulate, prepare and establish schemes therefor, provided that all objects of the company shall be of a charitable nature.

Public benefit

The trustees confirm that they have complied with the requirements of section 17 of the Charities Act 2011 to have due regard to the public benefit guidance published by the Charity Commission for England and Wales.

Achievements and performance

The 2025 Deal Festival hosted 55 events across all art forms over 11 days in 24 venues. There were 4,500 attendances. 163 professional musicians and 518 participants from the local community performed and there were nine world premieres.

Highlights included the artistic brilliance of Lucy Crowe with the Fantasia Orchestra, Wild Arts Opera’s captivating performance of The Elixir of Love and top jazz saxophonist Maddy Coombs at the Lighthouse. Our lunchtime concert series, spotlighting young artists, achieved exceptional performances by emerging talents. Our first Saturday was dedicated to Dover, featuring the first performance Oratorio of Gulls composed by our Artistic Director Luke Styles, which took place in the newly refurbished Dover Town Hall. This 30-minute new work, composed for Dover and Deal school children and White Cliffs Symphonic Winds saw workshops in schools to bring the young people’s creativity into the new work and to foster a collaborative singing and instrumental performance.

Our community-focused initiatives included the Festival Day in the Captain's Garden, which drew over 700 people to hear music, participate in art workshops, and join a poetry open mic event. The Town Takeover saw musicians performing in public spaces like Deal High Street and outside St George’s Church, while our free sound installation, Pilgrimage took place in an important community space, The Landmark, bringing in over 120 local people to experience a new Deal Festival commission that used sounds of the coast from Deal to Dover as its sonic material.

Young People and Family events included storytelling, dancing, music and art workshops and performances. Our collaboration with the Royal Academy of Music for our Artist in Association scheme brought the cellist Hoda Jahanpour into the festival for three events and took the festival into the home of artist Joanna Jones. Hoda, and our Composer in Residence Blasio Kavuma, were part of our revitalised festival launch event which introduced these two artists to the festival.

Deal Music & Arts continued to run a learning & participation programme throughout the year which aimed to:

The learning & participation programme ran a number of projects throughout the year:

Bold As was a project where primary school children learned to play wind instruments in primary schools weekly sessions from September to July. The children also played in a concert during the year in front of parents and carers.

Our jazz ensemble, the Creative Jazz Orchestra, ran monthly as did Sky’s the limit, a project working with adults with learning disabilities.

Saxophone Saturday brought local saxophonists together for monthly sessions facilitated by our Director of Leaning & Participation, Peter Cook.

Lunchtime concerts for children & young people took place throughout the year enabling students from local primary and secondary schools to experience high quality live music.

We continued to run a weekly Music Centre which included instrumental lessons, a Youth Band and a Community Band which performed regularly.

Our partnership with the Purcell School continued, hosting a three day residency during which students from the Purcell School worked with students from local schools.

We ran the annual Tony Nandi Award which this year was awarded to Harry Chandler with 'French Shapes'. The award provides support to local young photographers and culminated in an exhibition during the Festival.

Finally, we ventured into the world of dance this year with a Dance Fusion project. This was a collaboration with Canterbury Christ Church University and gave young people in Deal the opportunity to work with professional choreographers and musicians.

Deal Music & Arts was supported by the following individuals and organisations during the year:

Arts Council England, The Burnard Sunley Foundation, The Cavatina Music Trust, The Countess of Munster Trust, Dover Town Council, The Arts Society of Dover, Esperanza Syndicate, The Foyle Foundation, Sir Graeme Odgers, Guy and Elinor Meynell Trust, John Swire 1989 Charitable Trust, Julie Nandi, Kent Community Foundation, The Keyboard Trust, The Mary Farrell Trust, The Oak Foundation, Port of Dover Charitable Trust, Southeastern Railways, St. Andrew’s Church, Deal, The RVW Foundation, The Friends of Deal Music & Arts.

During the year Willie Cooper retired as General Manager after 22 years with the organisation. The Trustees organised a special event during the festival to thank Willie for her unwavering commitment over a such a long period of time.

In the wake of her retirement, the Trustees restructured the team and brought in a new post of Executive Director to jointly lead Deal Music & Arts with the Artistic Director. Peter Bolton took on this role in August.

In December Peter Fisher Brown retired as Chair and he was succeeded by Penny Dorritt.

Financial review

We ended the year with expenditure excedding the income, creating a deficit of £5,994. Our reserves brought foward from 2024 amounted to £138,359, giving cummulative reserves at 31 December 2025 of £132,365, of which £58,025 were restricted.

Policy on reserves

As good practice, recommended by the Charity Commission, the directors have decided to aim to maintain general reserves at a level of threes months' management fees and 5% of one festival's direct costs.

Plans for future periods

Aims and key objectives for future periods

An exciting festival is planned for 2026. We are delighted Sheku and Isata Kanneh-Mason will be headlining the festival. They are currently two of the most well UK artists in classical music. The festival will also include lunchtime performances by young musicians, a series of political interviews by Gavin Esler and concerts by the Sacconi String Quartet, the Gary Crosby Quintet, young choir Recordare and local competition winning brass band, Betteshanger Welfare Collery Band. Both Saturdays will feature outdoor performances and there will be a day devoted to local musicians including musicians who have been taking part in our learning & participation programme. We will welcome the pianist Xiaowen Shang as our young artist in association and welcome back the 2025 young artist in association, Hoda Jahanpour with her group NOMAD.

Our learning & participation programme has been revised so that there is a greater connection with the Festival, and we are planning a number of activities for 2027 that culminate in the festival programme.

Structure, governance and management

Nature of governing document

The Charity is a company limited by guarantee and was incorporated in England on 15th July 2003 and as such the Memorandum and Articles contain the provisions which regulate the purposes and administration of the Charity.

Recruitment and appointment of trustees

The Charity’s policy is to invite suitably qualified local people to become Trustees of the Charity. The appointment of any new trustees during the year are confirmed at the Annual General Meeting.

Organisational structure

The trustees of the company during the year are listed on page 1 of the financial statements.

Penny Dorritt, Juliet Lewis and Deirdre Wells retire by rotation at the Annual General Meeting and offer themeselves for re-election.

The Board of Trustees administers the Charity. The Board meets regularly and is responsible for the strategic direction and policy of the charity. An Artistic Director and Education Director are appointed by the Board to organise the artistic and education programmes respectively. These duties are undertaken by the trustees for periods in between appointments.

Responsibility for the day to day running of the Charity is delegated to the Artistic Director and Executive Director.

Major risks and management of those risks

The trustees examine the major risk that the Charity faces each financial year when preparing and updating the strategic plan. The Charity has systems to monitor and control these risks and to mitigate any impact that they may have on its future.

Small company provisions

This report has been prepared in accordance with the small companies' regime under the Companies Act 2006.

Statement of Responsibilities

The trustees (who are also the directors of Deal Music and Arts Limited for the purposes of company law) are responsible for preparing the trustees' report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice), including FRS 102 "The Financial Reporting Standard applicable in the UK and Republic of Ireland".

Company law requires the trustees to prepare financial statements for each financial year. Under company law the trustees must not approve the financial statements unless they are satisfied that they give a true and fair view of the state of affairs of the charitable company and of the incoming resources and application of resources, including its income and expenditure, of the charitable company for that period. In preparing these financial statements, the trustees are required to:

The trustees are responsible for keeping proper accounting records that can disclose with reasonable accuracy at any time the financial position of the charitable company and enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the charitable company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

The trustees are responsible for the maintenance and integrity of the corporate and financial information included on the charitable company's website. Legislation governing the preparation and dissemination of financial statements may differ from legislation in other jurisdictions.

Independent Examiner's Report to the trustees of Deal Music and Arts Limited ('the Company')

I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 December 2025.

Responsibilities and basis of report

As the charity’s trustees of Deal Music and Arts Limited (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 (‘the 2006 Act’).

Having satisfied myself that the accounts of Deal Music and Arts Limited are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity’s accounts as carried out under section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

Independent examiner’s statement

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:

  1. accounting records were not kept in respect of Deal Music and Arts Limited as required by section 386 of the 2006 Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a ‘true and fair view' which is not a matter considered as part of an independent examination; or

  4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities [applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)].

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1 Charity status

The charity is a charity limited by guarantee and consequently does not have share capital. Each of the trustees is liable to contribute an amount not exceeding £1 towards the assets of the charity in the event of liquidation.

2 Accounting policies

Summary of significant accounting policies and key accounting estimates

The principal accounting policies applied in the preparation of these financial statements are set out below. These policies have been consistently applied to all the years presented, unless otherwise stated.

Statement of compliance

The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) - (Charities SORP (FRS 102)) and the Companies Act 2006.

Basis of preparation

The financial statements have been prepared under the historical cost convention in accordance with applicable United Kingdom Accounting Standards, the Charity Commission 'Statement of Recommended Practice: Accounting and Reporting by Charities' ('SORP 2005'), the Financial Reporting Standard 102, and the Companies Act 2006. A summary of the principal accounting policies, which have been applied consistently, except where noted, is set out below.

Support costs

Support costs include central functions and have been allocated to activity cost categories on a basis consistent with the use of resources, for example, allocating property costs by floor areas, or per capita, staff costs by the time spent and other costs by their usage.

Taxation

The charity is considered to pass the tests set out in Paragraph 1 Schedule 6 of the Finance Act 2010 and therefore it meets the definition of a charitable company for UK corporation tax purposes. Accordingly, the charity is potentially exempt from taxation in respect of income or capital gains received within categories covered by Chapter 3 Part 11 of the Corporation Tax Act 2010 or Section 256 of the Taxation of Chargeable Gains Act 1992, to the extent that such income or gains are applied exclusively to charitable purposes.

Tangible fixed assets

Individual fixed assets costing £250.00 or more are initially recorded at cost, less any subsequent accumulated depreciation and subsequent accumulated impairment losses.

Depreciation and amortisation

Depreciation is provided on tangible fixed assets so as to write off the cost or valuation, less any estimated residual value, over their expected useful economic life as follows:

Income and endowments

Voluntary income including donations and legacies is recognised where there is entitlement, certainty of receipt and the amount can be measured with sufficient reliability.

Gift aid tax reclaimed

Incoming resources from tax reclaims are included in the statement of financial activities at the same time as the gift to which they relate.

Other trading activities

Income derived from events is recognised as earned (that is, as the related goods or services are provided).

Investment income

Investment income is recognised on a receivable basis.

Expenditure

Liabilities are recognised as soon as there is a legal or constructive obligation committing the charity to the expenditure. All expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all costs related to the category.

Cost of generating funds

These are costs incurred in attracting voluntary income, and those incurred in trading activities that raise funds.

Charitable activities

Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes both costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them.

Governance costs

Governance costs include costs of the preparation and examination of the statutory accounts, the costs of trustee meetings and the cost of any legal advice to trustees on governance or constitutional matters.

Fund structure

Unrestricted income funds are general funds that are available for use at the trustees discretion in furtherance of the objectives of the charity.

Designated funds are unrestricted funds set aside at the discretion of the trustees for specific purposes.

Restricted funds are those donated for use in a particular area or for specific purposes, the use of which is restricted to that area or purpose.

Further details of each fund are disclosed in note 12.

Debtors

Debtors are amounts due from customers for merchandise sold or services performed in the ordinary course of business.

Cash and cash equivalents

Cash and cash equivalents comprise cash on hand and call deposits, and other short-term highly liquid investments that are readily convertible to a known amount of cash and are subject to an insignificant risk of change in value.

Creditors

Creditors are obligations to pay for goods or services that have been acquired in the ordinary course of business from suppliers. Accounts payable are classified as current liabilities if the company does not have an unconditional right, at the end of the reporting period, to defer settlement of the creditor for at least twelve months after the reporting date. If there is an unconditional right to defer settlement for at least twelve months after the reporting date, they are presented as non-current liabilities.

9 Trustees remuneration and expenses

During the year the charity made the following transactions with trustees:

£Nil (2024: £232) of expenses were reimbursed to Graham Harvey during the year.

The specific purposes for which the funds are to be applied are as follows:

Designated fund: The charity has received a legacy from the late Dr A Scott. The directors have decided that they will maintain this legacy in a separate fund, with the income earned thereon being used for general purposes. The capital will be maintained as finances permit.

General fund: Funds are held for the ordinary purposes of the charity.

Restricted donations were made and the funds received have been applied for Learning and Participation purposes:
