Debenham Village Hall and Playing Field Trust I"CoMpany￿ruSt-> is a ¢harttable company limited by guarantee
and was incorporated on 20 February 2003. It is governed by a Memorandum and Articles of Association. The
Company was established, following a review of the legal slruclure, lo take over the activities of the
unincorporaled charity. Debenham Village Hall Playing Field Trust Iregislered charity number 3047421
established under a scheme approved by the Charity Commissioners under seal dated 4 July 1988. The charity
owns and runs the Debenham Leisure and Community Centre for Ihe benefil of the inhabitanls of the Parish of
Debenham, Suffolk and ils neighbourhood.

The overall governance and financial responsibility are vested in the Trustees. as set out on page1. The Trustees
are a150 Direclors of the charity for the p¢Jrposes of Company law. In accordance with the memorandum and
articles of associalion, the Tnjstees retiring by rolalion al the 2024 Annual General Meeting a￿ Phil Jaynes and
George Dune who, being e[￿Ible. offer themselves for re4e¢tion.
The Trustees bring wilh them a w￿e and ranging set of skills and experience which is of great b8n8fi1 lo the

The Trust Board continually review the ma￿r risks which the Charity faces lo ensure Ihal Ihe systems established
lo manage such risks are adequate. This process includes a revwi of reserve levels and of the Charity's key
financial systems.
Organlsatlonal Structur•
The Trust Board eomprises of a minimum of three members who meet bi-monthly and are responsible for the
Strategic direction and policy of the Charity. Ai present the Trust Board has nine (April 2024) members from a
variety of business backgrounds relevant lo the work of the Charity. The Tru$tee5 delegate the responsibility for
the day-to-day operational management of Debenham Sp(wts & Leisure Centre lo Ihe Geneial and Finance
Managers, including the provision of specified servi¢es and facilities and supervision of the staff team. We also
have a representative from the Parish Council allending our Trust Board meetings. This provides the Trust with
the opportunity lo Sha￿ our I￿sInesS with Ihe Parish Council in an open arKI transparent way.
Related Party
The Charity has a wholly owned trading Subsidiary. Debenham Community Centre Limited, which operate5 the
bars and associated facilities for the benefit of the Trust.

The Charity's objective is the provislon and mainlenance of a vlllage h811. recreation ground and oth8r recreational
facilities for the use of the inhabilanls ol the Parish of Debenham and its neighbourhood without distinction of
political, religious or other opinions, including use for meetings, lectures and classes. and for other fomis of
recreation and le￿Ure lime occupation, wilh the object of improving Ihe conditions of lrfe for the Sa￿ inhabitant5.

Operatlonal and Financlal Overvlow

Debenham Sports & Leisure IDS&LI- the trading name of the TnJsl- worked hard throughout the financial year
and is pleased lo report Ihal in many areas of the Trust there were increased aclivilses across the board. These
are sel out in more detail below in the Sections provKJed by our General Managef arKI Sports Lead.
The year provided us with some major challenges, particularty related to National Living Wage INLWI increases
1£20k+l, additional electricity costs1£10kl and reduth.on in bar Income1£33kl. Some of these additional costs
have been offsel by the increased activity on the Sport and Leisure side. enabling us lo finish the year with a
small prolil of £4,303 before deprec¢alion. Our reserves remain healthy and inlacl. Further financial information
is provided throughout the report along with graphs and of C￿urSe, the lull a¢ttwnts.
Our slaffllruslees and volunteers are our most valuable assets. They, alorMJ wtth our customers and grant
providers, continue lo ensure we provide a well-mainlained facility that 15 safe and mod8rn, catering for
everyone's needs whatever their chosen activity.
Through our report we acknO￿edge the continued, excellent relationships we have with Debenham High School,
The Forge Community Church and also Zeera, the Indian lake away. A big thank you lo Ihem all. We are also
grateful lo those Grant providers who have invested in our facilities over the 2023124 financial year. Their support
15 crucial lo the success of our Cenlre with so many pubs and leisure fa¢ililie5 dosing or scaling down operations
due lo the current ecor￿MiC climate. Some grants that arrived after February 2W 2024 are not included In this
annual report, bul will be a¢kno￿edged in our 2024125 accounls.

Our drive lo become carbon neutral has been extended lo include our recently commissioned Solar Panel
inslallalion. Whilst reducing our carbon footprint it also makes an impacl on OUT energy costs. The system is
forecast lo save us around £1200 per month for the next 20 yeats. This green project adds to our already installed
LED lighting throughout the facility. Biomass boiler arKJ the recenuy refurbished Community Centre inclusive of
improved insulalion in the walls and roof. a new zinG roof. new windows. key j￿h1 roof windows, providing natural
light and new heating appliar￿eS.
2024125 will bring with it new challenges. The NLW has increased by 8.9% adding another £20k to our ever-
increasing wage bill.

Although I have only worked within Debenham Sptyts and Leisure Cenlre for a short period of lime. I have
quickly come lo know that our staff team and Injslees, strive lo give Iheir very best lo serve their community in
any way they can.
This came lo light especially when we as a whole ¢ommunity faced the f5ocMYs from Siorm Babel last Oclober.
How this impacted the community was devastating, however. we a5 a Leisure Centre were very graleful that we
were able to help and serve our community Ihrough opening our doors as an Emergency Rest Cenlre. This was
a rewarding and valuable learning experience. I have recently attended an Emefgency Response Centre
training course hosled by Suffolk County c￿n￿l. so we can be even more prepared in any eventuality that
may occur.
We as a team have wothed hard lo invest more in Our cenlre. improving our facilit￿5, through front of house
services and operational procedures lo give our customers the best experÈnce they can while they are here
with us.
One of the ways of addressing this wa$ lo improve wr ¢urrenl membership system. We have now invested In
an app.based system called clubR￿hI. allowng our valued members lo have easier accessibility lo our
facilities through self-check ins and easier accessibility lo book classes and allend activities wilhoul always
needing a member ol staff. We continue lo fine lune our system through customer feedback, giving us the best
opportunity lo make the eXper1er￿ a much better one.
We have had the pleasure of hosling various community events over this period, including music nights and
one that slands out lo me was our fireworks event 2023. This was the first one I have attended and managed. I
was so overwhelmed with the turn out and the atmosphere on Ihe night. the joy and the buzz of il all. may il
long continue.
Our next steps are lo continue lo engage and invest more with our community through offering local discounts
on Communily Centre bookings and building on our volunteer support through the friends of Debenham Sports
and Leisure.

Staff training is a150 progressing positrvely. Milty compleled her level 2 fitness Instruction with a view lo
completing level 3 this corning financial year. Milty and Lauren Calver are due lo attend a group cycling
instructors. course in May. Additionally. I participated In a national competition which we won. The prize
comprised inslnJ¢tOf training. equipment and a year's license to run ClubbeN$e dasses. Milly is b￿ked lo
Complete the training and will be leadin9 the new dass from the end of May.

Classes are consistently fvll and the gym facilities are seeing excellent usage. We impkmenled a new computer
system in earfy 2024 IFebl that is not onty more cost effecbve than the older system but also provides enhanced
functionality lo both members and staff. The ease of booking through the app has been the catalyst for increasing
class numbers.
We have also invested in new display screen equipmentforthe office. gNing customers a professional impression
of the reception and draslicalty increasing productrvty.
Looking lo the year ahead l am seeking additional funding from Mid Suffolk Council to ftjlly fund a Feel-Good
Suffolk scheme and a Sirenglh & Balance program. Both are tafgeled at those over 65, providing a variety of
health benefits.
Also looking al potential fvnd raising for addrt￿al spin bikes and studio equipment.
Milly to complete her level 3 personal training qualification hopefulty by the end of 2024.
Looking at fvnding for adding new additional dasses to the timetable to create vanety for our members.

General infomiation
The Charity is a public benefit entity and a private company limited by guarantee. regtslered in England and
Wales and a registered charity in England and Wales. The address of the registered office is Debenham
Leisure Cenlre, Gracechurch Street, Debenham, Slowmarkel, SLrffolk. IP14 6BL.
Statement of cornpliance
These financial statements have been prepared in compliarte wilh FRS 102. 'The Financial Reporting
Standard applicable in the UK and the Republic of Ireland.. the Statement of Recommended Practi
applicable to charities preparing their accounts in accordance with the Financial Reporting Standard
applicable In the UK and Republic of Ireland IFRS 102} (Charities SORP IFRS 1021) and the Companies
Act 2006.
Accounting policies
Basis of preparation
The financial slalements have been prepared on Ihe historical cost basis, as modified by the revaluation of
certain financial assets and liabili1￿S and investment properties measured al fair value through income or
expenditure.
The financial slatements are prepared in sterliro, vthich is the furKtional currery of the entity.
Group financial statements
These financial statements cons¢Jidale the results of the Charty and its subsidiary. Debenham Community
Centre Limited. on a line by line basis. A separate slalemenl of financial activities is not presented because
the Charity has taken advantage of the exemption afforded by sectson 408 of the Companies Act 2006.
Going concem
The accounts have been prepared on the going corwn basis and the Trustee5 believe that no malersal
uncertainties exist. The Tru5tee5 have consKlered the level of funds held and the expected income and
expendrture for the next 12 months from aulhorising these ftnancial slalemenls. The budgeted Income and
expenditure is SLrfficienl with the level of reserves for the Tnjsl lo be able lo conlinue as a going concern.

Income is recognised in the peri¢)Y in wh￿h the Charity is enlrtled to receipt, any performance condTtions
have been met and the amount can be measured reliably and with sufficient certainty. Income is only

The Charity is a company limited by guarantee. None of the Trustees have a beneficial interest in the
company. All the Trustees are members of the company and guarantee to contribute £1 in the event of a
nding up.
